Abstract

This research aims to understand the role of the Mappadendang ritual as part of the Bugis ethnicity’s identity in the area of the Kaili indigenous people and the benefits of the Mappadendang ritual for social life in Kasimbar Palapi Village. This research uses an ethnographic analysis. Ethnographic analysis is an approach that begins with field facts, analyzes them based on cultural theories and relevant arguments to explore the cultural situation of the community, and ultimately yields a conclusion. The results show that the Mappadendang ritual is an essential means for the Bugis ethnicity in the area of the Kaili indigenous people to maintain and express their cultural identity. Through elements such as traditional cake, traditional cuisine, and bodo attire, the Bugis ethnicity demonstrates solidarity and pride in their cultural heritage. Moreover, this tradition provides broad social benefits, including strengthening interethnic fellowship, enhancing social relationships, fostering social care, reinforcing cultural identity, and boosting the spirit of rice farming. Therefore, it is recommended that the Department of Education and Culture of Parigi Moutong Regency support the preservation and adaptation of the Mappadendang ritual by providing facilities and platforms for the Bugis ethnicity and other ethnicities to showcase and share their cultural values. The government should also ensure the availability and affordability of fertilizers and streamline the irrigation process for rice farming, which is a crucial element of the Mappadendang ritual. To the traditional leaders of the Bugis ethnicity, Kaili indigenous people, and other ethnic groups, it is recommended that they continue collaborating in organizing the Mappadendang ritual as a platform for interethnic fellowship and to strengthen cultural identity. The community in Kasimbar Palapi Village is encouraged to continue participating in and supporting this activity. With good cooperation among all parties, the Mappadendang ritual can continue to be preserved as a valuable cultural heritage, enriching diversity and strengthening cultural identity in a region rich with multiple identities.

Abstract

This study aims to document the establishment process and role of the Makassar Arts Council. This study uses a qualitative content analysis. This analysis enables researchers to construct a coherent and comprehensive historical narrative, and ultimately yields a conclusion. The results show that DKM was established in response to the challenging and conflict-ridden dynamics of the arts in Makassar, especially concerning the politicization of the arts. This situation prompted artists to form a more neutral venue to encourage artistic expression free from political intimidation, which ultimately crystallized in the establishment of DKM on July 25, 1969. Since then, DKM has grown into an institution that continuously supports and nurtures the arts, making Makassar a center for dynamic and sustainable artistic activities. Therefore, it is recommended that historians thoroughly document the historical phases of DKM in the social and political context to enrich the archives of Indonesian art history. Meanwhile, artists are encouraged to actively collaborate with DKM in creating innovative works and promoting their works more broadly. The Makassar Municipal Government is recommended to enhance financial support and infrastructure for DKM, making it a strategic partner in developing cultural policies. Lastly, the general public is encouraged to become more involved in DKM activities, supporting artistic initiatives that can enrich local cultural life and ensure the sustainability and dynamic growth of the arts in Makassar.

Abstract

This research aims to understand the symbolism and meanings of the Torompio dance among the Pamona indigenous people in Lambarese Village. This research uses an ethnographic analysis. Ethnographic analysis is an approach that begins with field facts, analyzes them based on cultural theories and relevant arguments to explore the cultural situation of the community, and ultimately yields a conclusion. The results show that the Torompio dance is a rich manifestation of symbolism and profound meaning, depicting complex interactions between humans, nature, and spirituality. The name “torompio” and the “paporapa” concept demonstrate how the Pamona indigenous people communicate values and emotions symbolically. Dance movement symbols reflect social and spiritual values and harmonious relations with nature. The transition of traditional attire from “karaba” to fabric and beads shows cultural adaptation in preserving traditions amidst changing times. The verses (kayori) underscore the symbiotic relationship between the community and nature and reflect a spiritual view of creation. All elements in the Torompio dance synergistically express the “Fervor of Love,” which is central to the cultural expression of the Pamona indigenous people. Therefore, it is recommended that the Department of Education and Culture of East Luwu Regency, the Lemba Pamona Luwu Indigenous Institution, and the Pamona indigenous people take strategic steps in preserving and promoting the Torompio dance. First, integrating the Torompio dance into the school education curriculum in East Luwu. Second, the Lemba Pamona Luwu Indigenous Institution should regularly organize workshops and cultural festivals featuring the Torompio dance as the main event. Third, the Pamona indigenous people are advised to continuously innovate and adapt their cultural expressions to modern times while maintaining the essence and original values of the Torompio dance. These initiatives will contribute to preserving the Torompio dance as an essential part of the cultural heritage and identity of the Pamona indigenous people while enriching Indonesia’s cultural diversity.

Abstract

This research aims to analyze the implementation of an online-based policy for local tax and retribution collection by the Regional Revenue Agency in Kolaka Regency. This research uses an inductive qualitative analysis. Inductive analysis is an approach that begins with field facts, analyzes them based on relevant theories and arguments, and ultimately yields a conclusion. The results show that implementing an online-based policy for local tax and retribution collection by the Regional Revenue Agency has made significant progress in several vital variables. The communication variable has been successful and effective, facilitating the acceptance of new technology and enhancing compliance with local taxes. However, the resource variable remains a significant constraint, with the inadequate allocation of human resources and facilities. The disposition variable shows exemplary commitment, but obstacles still exist in achieving tax collection targets and implementing all types of local tax and retribution. Meanwhile, the bureaucratic structure variable has functioned well, demonstrating effective coordination and collaboration that have strengthened the tax collection process and enhanced transparency and accountability in managing local taxes. Therefore, it is recommended that the Regional Revenue Agency enhance coordination with local government to advocate for a more significant allocation in the Regional Budget Revenue and Expenditure. The Regency House of Representatives and the Regent of Kolaka Regency should prioritize the procurement of technological infrastructure in the discussion of the Regional Budget Revenue and Expenditure, ensuring that the resource shortages faced by the Regional Revenue Agency can be overcome. For business operators, it is crucial to comply with tax recording devices during transactions to support local government policies in enhancing the transparency and accuracy of tax data. These improvements will not only support the smooth operation of the Regional Revenue Agency but also contribute to increased Regional Revenue that can be used for further development in Kolaka Regency.

Abstract

This study aims to analyze in depth the contribution of the Internship Program within the People’s House to building a positive image of the House of Representatives. The study employs a mixed methods approach with an explanatory sequential design, integrating qualitative and quantitative approaches. The first phase emphasizes a descriptive qualitative approach as the primary interpretative framework, collecting primary data through in-depth interviews with several key informants. Subsequently, the second phase utilizes a quantitative approach with a questionnaire instrument developed based on the qualitative themes identified in the first phase. The research population comprises alumni of the internship program, utilizing census sampling where the entire population is included as the sample. The results indicate that the Internship Program within the People’s House provides valuable practical experience for students and plays a crucial role in constructing a more accurate and positive public perception regarding the vital role of the House of Representatives in the Indonesian democratic system. The findings of this study demonstrate that political education, the direct involvement of the younger generation in the institutional processes of the House of Representatives, and targeted communication strategies are essential instruments in building public trust, increasing social capital, and strengthening the image of state institutions.

Abstract

This research aims to examine the role of the Sanro Pammana within the traditional healthcare system of the Bugis People, particularly about birth rituals and maternal and infant care, as well as to identify the challenges they face amidst the currents of modernization. Employing a qualitative approach and ethnographic methods, data were collected through participant observation, in-depth interviews, and document analysis in Sanrobone and Bila Villages, Bone Regency, South Sulawesi. Data analysis was conducted inductively to describe and understand the observed phenomena. The findings reveal that the Sanro Pammana plays an essential role in the maternal and neonatal health of the Bugis community, serving as a central figure who possesses profound local knowledge and wisdom regarding pregnancy, childbirth, and postpartum care. The traditional healthcare practices performed, including the ma’cerra wettang and mappassili rituals, reflect the holistic worldview of the Bugis People, integrating physical, spiritual, and socio-cultural dimensions. Trust in the Sanro Pammana is deeply rooted in tradition and positive community experiences. However, their existence is currently challenged by the forces of modernization, such as shifting preferences towards modern healthcare services, limited regeneration, a lack of formal recognition, lifestyle changes, and environmental degradation. Nevertheless, the Sanro Pammana continues to persist and demonstrate a capacity for adaptation amid changing times, indicating the importance of efforts to preserve and develop traditional healthcare practices as integral components of the cultural heritage and healthcare system of the Bugis People.

Abstract

This study aims to analyze the effectiveness of Karya Bakti’s management in enhancing the community economy in Puuroda Village. Karya Bakti operates three main programs: Agricultural Land Financing, provision of Agricultural Production Facilities, and Goods Transportation Rental Services. This research employs a descriptive qualitative approach with data collection techniques through participatory observation, in-depth interviews, and documentation studies. Research informants were selected using purposive sampling. Data analysis was performed using Miles and Huberman’s interactive model. The results show that Karya Bakti has not been fully effective based on Campbell’s five performance indicators: Program Success, Goal Attainment, Program Satisfaction, Input and Output Levels, and Overall Goal Achievement. Program socialization has not been optimal, sales and utilization targets for several programs have not been achieved, and the level of community satisfaction is low. In addition, the management of the VOE is not yet efficient, and the Overall Goal Achievement in improving community welfare has not been significant. Transparency and accountability are also inhibiting factors. It is concluded that Karya Bakti has not been optimal in carrying out its function as a driver of the village economy.

Abstract

Terrorism is a complex global threat, and understanding community responses to this threat is crucial. This qualitative case study aims to explore in-depth the identification and responses of the Makassar City community to the threat of terrorism, particularly following the bombing in front of the Cathedral. Research data was obtained through in-depth interviews with residents, community leaders, religious figures, and security officials, as well as analysis of documents and media reports. The results show that the Makassar City community identifies terrorist group characteristics through factual knowledge and stereotypes. This identification process also involves analyzing the responses of certain groups to government policies and maintaining awareness of the potential for issue manipulation by political elites. Furthermore, the mass media plays a significant role in shaping public perceptions and responses. This research confirms that inaccurate identification can trigger stigmatization and discrimination. Community responses to government policies and local political dynamics become important indicators in identifying potential terrorist movements. In conclusion, community identification of and response to the threat of terrorism is a dynamic and multidimensional process requiring a comprehensive and participatory approach to prevention efforts.

Abstract

The jilbab, transcending its status as a symbol of religious observance for Muslim women, is now a complex global phenomenon fraught with contested meanings and practices. This research aims to analyze how contemporary jilbab practices and representations are dynamically negotiated at the crucial intersection of ideological forces (religious and political), the logic of dress semiotics as a sign system, and the penetration of global consumer culture. Using a qualitative approach relying on Barthesian semiotic analysis alongside thematic and content analysis of textual and visual data (literature, media, documentation), this study unpacks the interaction of these three dimensions. Findings indicate that the jilbab functions as a visual text with non-singular meanings; diverse styles communicate different and often ambiguous semiotic significations, which are continuously constructed and contested within the ideological arena through struggles over religious interpretation, identity politics, and feminist discourses. Furthermore, it was found that intensive commodification processes through the fashion industry and media have integrated the jilbab into the logic of consumer culture, creating tensions between values of piety, aesthetic expression, and consumptive desire. It is concluded that a holistic understanding of the contemporary jilbab necessitates an interdisciplinary analysis that moves beyond simplistic dichotomies, recognizing the jilbab as a dynamic site of Muslimah identity negotiation amidst the complex interplay of ideology, the dress sign system, and global market hegemony.

Abstract

Community interventions through community empowerment and community advancement are crucial within Indonesia’s social development agenda, yet their effectiveness is often constrained by conceptual ambiguity between these two approaches. This research aimed to conduct an in-depth comparative study of community empowerment versus community advancement within the Indonesian context, encompassing a comparative analysis of concepts and theoretical foundations, a review of program implementation examples, and identifying their application challenges and opportunities. Employing a qualitative approach with a literature study method and secondary document analysis, this study thematically and comparatively analyzed various textual data sources. The analysis revealed fundamental differences between the two concepts: community empowerment inherently focuses on enhancing agency and shifting power relations, while community advancement is more oriented towards improving socio-economic conditions and infrastructure, although conceptual intersections and significant terminological conflation were also identified. In terms of implementation, programs reflecting community empowerment tend to emphasize substantive participation and strengthening internal capacities, whereas advancement-oriented programs focus more on achieving physical outputs; however, hybrid practices and the strong influence of contextual variations are prominent in the field. Both approaches face systemic challenges (e.g., institutional capacity, sustainability) and specific challenges (e.g., elite capture in empowerment, maintenance issues in advancement), yet opportunities for synergy also exist through decentralization frameworks and technology adoption. It is concluded that a clear understanding of the essential differences, similarities, and potential synergies between community empowerment and community advancement forms a fundamental basis for designing and implementing more effective, contextual, adaptive, and transformative social development interventions in Indonesia.
