Intermestic Journal of International Studies (INTERMESTIC) is a peer-reviewed bi-annual academic journal. Abstract

Science diplomacy is an emerging concept in International Relations. But the existing traditional conceptualization of science diplomacy (science in diplomacy, diplomacy for science, and science for diplomacy) has optimistic scope and objective while ignoring the conflictual nature of international relations. This article argues borrowing relative and absolute gains can address the conceptual problem of science diplomacy. The borrowing presents a classification of science diplomacy into two types, prospective (using diplomacy to attain the maximum individual payoffs in science) and restrictive (using diplomacy to hinder others from advancing capabilities in science). By demonstrating it with Japan's science diplomacy in the inaugural meeting of Science and Technology in Society (STS) Forum and the first meeting of the East Asia Science and Innovation Area (e-ASIA) Joint Research Forum, this article found that the classification of science diplomacy as prospective and restrictive helps study the cooperative and competitive aspects of state actors' science diplomacy.

Abstract

This research examines the process of normalizing diplomatic ties between middle eastern countries with Israel and its implications for the Palestine independence. The author uses constructivism paradigm in analyzing the aims of middle eastern countries towards Israel’s existence and the struggle of the Palestine. The political decision of the Middle Eastern countries in normalizing relations with Israel is viewed as an anomaly while Israel continues to occupy Palestine territory. It can be observed that there are economic and military assistance from United States and Israel to Middle Eastern countries. If it is elaborated, the diplomatic normalization isn’t about it but a shared value. Middle Eastern countries, United States, and Israel have a deal that the threat in the Middle East region comes from Iran, which is becoming increasingly dominant. The constructivism explain the concept of threat has transformed originally from Israel and the United States to a threat from Iran.

Abstract

Era digital dalam hubungan internasional semakin kompleks seiring dengan kemajuan teknologi. Munculnya platform digital dan media sosial juga memainkan peran penting dalam menyebarkan dengan cepat dan luas informasi dan data yang berdampak pada opini publik dan memengaruhi peristiwa politik lintas batas negara. Pemerintah negara dan entitas transnasional lainnya yang terhubung secara digital merayakan fasilitas yang diberikan oleh hubungan internasional digital ini sekaligus khawatir dan waspada terhadap potensi ancaman, kejahatan, dan serangan siber yang semakin meningkat secara signifikan. Lanskap digital menghadirkan peluang dan tantangan yang memerlukan adaptasi dan regulasi berkelanjutan di bidang hubungan internasional digital.

Abstract

This study aims to determine the role of the sub-state in International Relations, namely West Nusa Tenggara (West Nusa Tenggara, NTB), which participated in the United Nations Climate Change Conference (COP-26) in Glasgow to reduce carbon emissions or achieve Net Zero Emission (NZE). This research used a conceptual approach that is para-diplomacy and environmental diplomacy. This analysis used a qualitative research method with five stages: data collection, data reduction, data presentation in the form of narratives, graphs, and tables, and the final stage is writing conclusions. This study indicates that sub-states can carry out diplomacy in overcoming global climate problems, West Nusa Tenggara which participated in the United Nations Climate Change Conference (COP-26) in Glasgow, was able to have its charm with several countries such as England, Sweden, Denmark, and the United States because NTB is seen to have the potential to develop renewable energy; moreover, it already has Provincial Regulation concerning the General Plan of Regional Energy to achieve the Net Zero Emission and it is in line with the objectives of the COP-26.

Abstract

Peningkatan aktivitas online pada media internet membuat tingkat kasus cybercrime meningkat. Sebagai bagian dari transnational crimes diperlukan perhatian khusus dalam hal penanganannya. Salah satu model cybercrime yakni penipuan online dengan modus romance scam. Sifat dan karakternya yang tidak mengenal ruang dan waktu diperlukan kerjasama antar negara maupun organisasi internasional. Dampak romance scam mengancam korban dengan kerugian finansial dan gangguan kesehatan mental. National Central Bureau (NCB)-Interpol Indonesia memiliki wewenang untuk terlibat dalam penanganan kasus transnational crimes. Penelitian ini bertujuan untuk melihat peran NCB-Interpol Indonesia dalam penanganan romance scam pada tahun 2018 hingga 2021. Penelitian ini akan menggunakan teori liberalisme institusional dan didukung oleh dua kerangka konseptual yakni cybercrime dan organisasi internasional dengan menggunakan metode penelitian kualitatif secara deskriptif. NCB-Interpol Indonesia memiliki tiga peranan aktif sebagai fasilitator, koordinator dan penyidik untuk membantu negara anggota ICPO-Interpol dengan sistem pertukaran informasi.

Abstract

This article discusses the dynamics of negotiating Britain's exit from the EU or Brexit. Negotiations between the UK and the EU took a long time, from the leadership of PM Theresa May to PM Boris Johnson. During Theresa May's time, Brexit efforts failed to materialize and succeeded under Boris Johnson who dared to maneuver by ignoring the parliament. This study uses a qualitative method using negotiation theory and the concept of national interest. Sources of data obtained through e-books, news, journals from Scopus and Google Scholar. The findings of this study are traceable causes, actors and parties involved during the negotiation process occurs. In addition, one of the reasons the UK wants to leave the EU is the reluctance of the EU to control its domination over the UK in domestic activities, in terms of the economy and the policy of free movement of workers.

Abstract

This research aims to evaluate the European Union's forest fire control policies and explore its implementation in strengthening the resilience of southern European countries in the post-pandemic age. The research subjects are Portugal, Spain, and Italy. This research utilizes Hooghe and Marks' Multi-Level Governance (MLG) theory, along with Folke and Berkes’ Social-Ecological Systems (SES) theory. This analysis spans the years 2021–2023, beginning with the European Commission releasing the New EU Forest Strategy for 2030 until the year this study was conducted. The study's findings and analysis show that in the post-pandemic Covid-19 age, there has been development in MLG implementation for combating forest fires in these three Southern European countries. Furthermore, the New EU Forest Strategy for 2030 is related to the SES framework and has been implemented by these countries. Unfortunately, the findings indicate that EU and the three southern European countries' progress in dealing with forest fires remains insufficient.

Abstract

The export of infrastructure from Japan under Shinzo Abe's leadership has been the subject of several studies. Nevertheless, previous research has not extensively examined the Japanese export infrastructure initiatives in Indonesia from the perspective of economic diplomacy analysis. The researchers employed qualitative methodologies by utilizing a case study technique. The data sources utilized in this study encompass both primary and secondary sources. The study employed the theoretical framework of Maiike Okano-Heijman's Economic Diplomacy, which encompasses three primary components: commercial diplomacy, trade diplomacy, and economic/development assistance. These pillars were utilized to evaluate a specific case study.

Abstract

Scholars argue that Trump’s character and experience influence American foreign policy during a crisis such as the COVID-19 pandemic. His controversial policy can be seen from his reopening of America agenda at a time when the situation was not conducive yet, the rejection to join COVAX, confrontational behavior toward WHO and China, the reduction of international engagement with the European Union to address COVID-19. This article examines how Trump’s leadership style influenced American foreign policy during the COVID-19 pandemic in 2020. It mainly uses psychobiography and content analysis as complementary methodologies. This article found that Trump is a predominant leader with a more goal-driven style. He is a leader who likes to challenge constraints, is closed to information, and is achievement-motivated, with an expansionist type. His personalities of high level of dominance, high self-confidence, emotional, ambitious and aggressiveness shaped his foreign policy to be inconsistent and unpredictable during the pandemic. Abstract

This paper explains how political norms can influence Japan to use multilteral assistance strategy in the contextof dealing with Covid-19 in Indonesia. Japan distributes Official Development Assistance (ODA) asssitance through a multilateral assistance strategy because Japan, as an Organization for Economic Co-operation and Development (OECD) country, follows international norms, namely the 2008 Accra Agenda for Actions norms. These international norms use the principle of inclusive partnership in efforts to provide help. These international norms are strongly supported by domestic norms, namely the 2015 Development Cooperation Charter. The charter adhers the principle of development cooperation in efforts to provide assistance. The norms that contain the values the principle of cooperation internalized into the policy of providing Japanese ODA assistance, namely in the form of Japan's multilateral assistance strategy in the context of handling Covid-19 in Indonesia.
