Abstract

This study aims to analyze the influence of village apparatus performance on the improvement of digital-based public services in Abbokongang Village, Kulo District. The low quality of digital services, limited technological competence of village officials, and minimal assistance provided to the community constitute the background of this study. This research employs a quantitative method with a descriptive approach. The respondents consisted of 52 residents of Abbokongang Village selected through purposive sampling. Data were collected through observation, questionnaires, and interviews, while data analysis was conducted using simple linear regression with the assistance of IBM SPSS Statistics 26. The results indicate that the performance of village apparatus has a significant effect on digital-based public services, as evidenced by an F-value of 165.275 and a significance level of 0.000. The coefficient of determination of 0.768 indicates that the performance of village apparatus contributes 76.8% to the improvement of digital-based public services.

Abstract

This research is motivated by the increasing waste problem in Pekanbaru City, which has led to policy changes and institutional reconstruction in its management system. These dynamics require local governments to have adaptive and responsive governance capacity to environmental changes. This study aims to implement dynamic governance in waste management in Pekanbaru City. The research used a qualitative approach with an explanatory case study. Data were obtained through in-depth interviews, policy documentation, and field observations. Analysis was conducted using the concept of dynamic governance from Neo and Chen, which includes indicators of culture, capability, and change. The results show that in the cultural dimension, the value of collaboration is starting to develop, but has not been fully internalized in operational practices. In terms of capability, the ability to think ahead, rethink, and think across the board emerged through policy changes and the establishment of the LPS, but has not been supported by a data-based evaluation system and structured organizational learning. During the change, policy transformation occurred rapidly but was not matched by the readiness of apparatus capacity, cross-institutional coordination, and consistent policy socialization. These findings indicate that dynamic governance in waste management in Pekanbaru City is still in a transition phase towards more adaptive governance.

Abstract

Early marriage remains a social issue that affects the quality of human resources, particularly among adolescents. The government, through the National Population and Family Planning Board (BKKBN), implements the Youth Information and Counseling Center (PIK-R) Program to provide adolescents with access to information and counseling services and to prevent various youth-related problems, including early marriage. This study aims to examine the effectiveness of the PIK-R Program implementation in Kedungturi Village, Taman District, Sidoarjo Regency. This research employed a descriptive qualitative approach, with data collected through interviews, observations, and documentation over a two-month period. The informants consisted of the Head of the Family Planning and Family Resilience Division of DP3AKB Sidoarjo Regency, the Family Planning Field Officer (PLKB) of Taman District, the Kedungturi Village midwife, PIK-R administrators, and local adolescents. Program effectiveness was analyzed using five indicators proposed by Sutrisno: program understanding, target accuracy, timeliness, goal attainment, and tangible change. The findings indicate that the PIK-R Program has not been fully effective, primarily due to limited program dissemination, low adolescent participation, and budget constraints. Nevertheless, the program is implemented regularly on a monthly basis and remains flexible in accommodating adolescents’ schedules. Furthermore, active participants demonstrated positive changes in attitudes and behaviors, such as increased openness and communication with peers. Overall, the PIK-R Program contributes positively to youth development as part of early marriage prevention efforts.

Abstract

This study aims to identify and analyze the utilization of social capital by the local government in developing sustainable tourism in terms of norms at the Nyarai Waterfall tourist attraction, Salibutan Village, Padang Pariaman Regency. This study focuses on religious norms, morality, politeness, and legal norms that have not been fully complied with. A qualitative descriptive approach method was used in this study. Research participants were identified using a purposive sampling technique. Data were obtained through observation, interviews, and documentation, then analyzed using source triangulation techniques. The results of the study indicate that the phenomenon of the utilization of norms applied, including religious norms in tourist areas that are in accordance with Islamic law. The utilization of moral norms is seen through moral and ethical values, the utilization of politeness norms is seen in etiquette and respect, and the use of legal norms applied is adjusted to statutory regulations. The presence of the local government in the utilization of norms plays an important role in ensuring that norms and regulations are implemented. The local government, in collaboration with the Pokdarwis (Tourism Group), provides education and outreach to visitors through direct guidance and information boards available in the Nyarai Waterfall tourist area. With this method, local governments and tourism groups can minimize and avoid conflicts and increase security in tourist areas.

Abstract

This study aims to analyze the implementation of risk management in managing telecommunications network disruptions at the PT Telkom office in Padang. The background of this study is based on the high complexity of network infrastructure and the increasing potential for disruptions due to technical, environmental, and external factors such as natural disasters and construction activities. This study uses a descriptive qualitative approach with data collection techniques through interviews, observation, and documentation studies. The results of the study show that Telkom Padang has implemented the five main stages of risk management in accordance namely risk identification, policy implementation, policy execution, risk monitoring, and contingency plan testing. The mitigation strategies implemented include mapping high-risk areas, coordinating with external parties, gradually updating infrastructure, enhancing real-time monitoring systems, providing backup materials, and conducting crisis management simulations. This implementation has proven to enhance network reliability and customer satisfaction, as well as strengthen Telkom Padang's operational resilience in addressing risk dynamics in the digital era. This research contributes theoretically to the development of risk management science in the telecommunications sector and provides practical benefits for PT Telkom Indonesia in strengthening its sustainable network risk management system.

Abstract

This study aims to analyze policy alternatives for the development of ecotourism in Pinang Banjar Village, Gelumbang District, Muara Enim Regency, by emphasizing the importance of stakeholder synergy as the foundation for policy implementation. The research focuses on identifying key problems and formulating the most feasible and implementable policy alternatives, particularly in addressing infrastructure limitations and the condition of policy vacuum, defined as the absence of specific policies at the regency level and the lack of integration of ecotourism development into regional planning documents such as the RPJMD and RIPPARD. This study employs a comprehensive policy analysis approach using the Patton and Sawicki model. Data were collected through observation, interviews, and documentation involving three key informants, namely local ecotourism managers. The analysis was conducted based on the criteria of effectiveness, efficiency, equity, political feasibility, and administrative sustainability. The findings indicate that weak stakeholder synergy is the primary factor hindering ecotourism development. This condition affects limited budget support, the absence of formal management institutions, low community capacity, and the lack of integration of ecotourism into regional development planning. These findings suggest that partial policy alternatives are insufficiently effective. Therefore, the most feasible policy alternative is an integrative approach that combines strengthening basic infrastructure, community empowerment through the establishment of Tourism Awareness Groups (Pokdarwis), enhancement of digital promotion, and integration of regional policies with improved stakeholder synergy. This recommendation is expected to serve as a reference for promoting inclusive and sustainable ecotourism development.

Abstract

Public trust and institutional transparency are primary foundations for healthy democratic governance. In the Indonesian parliament (DPR-RI), public concern has arisen over the lack of transparency regarding parliamentarians’ educational backgrounds. This essay tested the level of educational disclosure among parliamentarians and its implications for institutional governance. The approach used is descriptive-qualitative, and content analysis based on secondary data. The results indicate that the proportion of members listing advanced education remains limited, and some profiles are incomplete. It raises questions about parliamentarians’ readiness to address the complexities of public policy and underlines the need for greater transparency. The lack of educational disclosure has the potential to impact public perceptions of meritocracy and accountability as the foundations for parliamentary capacity in Indonesia. In summary, these findings recommend strengthening internal regulations to require comprehensive disclosure of educational backgrounds and developing members’ capacity in law, public policy, and other fields relevant to addressing the country’s issues. It can strengthen legislative quality and support democratic governance.

Abstract

This study examines digital archives and collective memory in preserving the history of the Chinese community in Indonesia. From the colonial period through the New Order era, Chinese history experienced marginalization due to discriminatory policies and limited access to official state archives, hence being excluded from national historiography. In the Post-Reformation period, digital technology has opened new opportunities for the state, public institutions, and civil society to reconstruct, manage, and disseminate historical archives in a more inclusive manner. This research uses a descriptive qualitative approach with thematic analysis of digital archives, museums, community initiatives, manuscript digitization projects, and online platforms that play a role in preserving collective memory. The findings indicate that digital archives function as a public sphere that enables community participation, intergenerational dialogue, and reconciliation. The implications of this study highlight the importance of open digital archiving policies within public administration to ensure pluralistic historiography and public participation. This research recommends strengthening collaboration between government institutions, academic centers, and community-based organizations to sustain collective memory in the digital era.

Abstract

This study aims to analyse the role of the Bandar Lampung City Environment Agency (DLH) in the implementation of waste management services and to identify the challenges and innovations developed in supporting sustainable waste management. This study uses a descriptive qualitative approach with a literature review method, through a review of policy documents, local regulations, DLH performance reports, and secondary data related to waste management. The results of the study show that although operational waste management achievements have improved, the annual growth in waste volume has not been fully offset by infrastructure capacity, funding, and the effectiveness of the management system. Low community participation in waste sorting at source and dependence on conventional management patterns remain major obstacles.DLH has developed various innovative efforts, such as the Postalinga programme, strengthening waste banks, increasing human resource capacity, and cross-sector collaboration with the government, the private sector, and the community. These innovations have made a positive contribution to waste reduction efforts, particularly organic waste, but still require expansion in scope and consistency in implementation. With strengthened governance, sustainable financing, and increased public awareness, Bandar Lampung City has great potential to realise an efficient, environmentally friendly, and sustainable waste management service system.

Abstract

The implementation of digital systems in population administration at the village level often reveals a gap between the ideal concept of e-government and practical reality on the ground. This study aims to examine and evaluate the implementation of digital-based population administration in Kalisegoro Village, Semarang City, with an emphasis on technological adaptation, data reliability, and service accessibility. Applying a qualitative case study approach through George C. Edwards III’s evaluation framework, data were collected via in-depth interviews and direct observation. The research findings indicate that digitalization successfully reduces bureaucratic procedures and increases transparency; however, it remains hindered by unstable central network infrastructure and challenges in migrating legacy data. The study concludes that the success of electronic government systems depends not only on technical factors but also on the synergy between digital efficiency and human-centric administrative considerations, such as the "pick-up and deliver" policy for elderly services. The uniqueness of this research lies in its strengthening of a management model at the grassroots bureaucratic level that combines technocratic efficiency with human values to bridge the digital divide. These findings provide a strategic contribution to developing a more inclusive and socially just public service ecosystem at the local level.
