Abstract

This study aims to analyze the influence of village apparatus performance on the improvement of digital-based public services in Abbokongang Village, Kulo District. The low quality of digital services, limited technological competence of village officials, and minimal assistance provided to the community constitute the background of this study. This research employs a quantitative method with a descriptive approach. The respondents consisted of 52 residents of Abbokongang Village selected through purposive sampling. Data were collected through observation, questionnaires, and interviews, while data analysis was conducted using simple linear regression with the assistance of IBM SPSS Statistics 26. The results indicate that the performance of village apparatus has a significant effect on digital-based public services, as evidenced by an F-value of 165.275 and a significance level of 0.000. The coefficient of determination of 0.768 indicates that the performance of village apparatus contributes 76.8% to the improvement of digital-based public services.

Abstract

This research is motivated by the increasing waste problem in Pekanbaru City, which has led to policy changes and institutional reconstruction in its management system. These dynamics require local governments to have adaptive and responsive governance capacity to environmental changes. This study aims to implement dynamic governance in waste management in Pekanbaru City. The research used a qualitative approach with an explanatory case study. Data were obtained through in-depth interviews, policy documentation, and field observations. Analysis was conducted using the concept of dynamic governance from Neo and Chen, which includes indicators of culture, capability, and change. The results show that in the cultural dimension, the value of collaboration is starting to develop, but has not been fully internalized in operational practices. In terms of capability, the ability to think ahead, rethink, and think across the board emerged through policy changes and the establishment of the LPS, but has not been supported by a data-based evaluation system and structured organizational learning. During the change, policy transformation occurred rapidly but was not matched by the readiness of apparatus capacity, cross-institutional coordination, and consistent policy socialization. These findings indicate that dynamic governance in waste management in Pekanbaru City is still in a transition phase towards more adaptive governance.

Abstract

Early marriage remains a social issue that affects the quality of human resources, particularly among adolescents. The government, through the National Population and Family Planning Board (BKKBN), implements the Youth Information and Counseling Center (PIK-R) Program to provide adolescents with access to information and counseling services and to prevent various youth-related problems, including early marriage. This study aims to examine the effectiveness of the PIK-R Program implementation in Kedungturi Village, Taman District, Sidoarjo Regency. This research employed a descriptive qualitative approach, with data collected through interviews, observations, and documentation over a two-month period. The informants consisted of the Head of the Family Planning and Family Resilience Division of DP3AKB Sidoarjo Regency, the Family Planning Field Officer (PLKB) of Taman District, the Kedungturi Village midwife, PIK-R administrators, and local adolescents. Program effectiveness was analyzed using five indicators proposed by Sutrisno: program understanding, target accuracy, timeliness, goal attainment, and tangible change. The findings indicate that the PIK-R Program has not been fully effective, primarily due to limited program dissemination, low adolescent participation, and budget constraints. Nevertheless, the program is implemented regularly on a monthly basis and remains flexible in accommodating adolescents’ schedules. Furthermore, active participants demonstrated positive changes in attitudes and behaviors, such as increased openness and communication with peers. Overall, the PIK-R Program contributes positively to youth development as part of early marriage prevention efforts.
