Abstract

This study aims to examine the application of sanctions for illegal logging violations based on the Forestry Law, with a case study focused on Kaban Tengah Village, STU Jehe Sub-district, Pakpak Bharat Regency. This research employs an empirical normative legal method using a case study approach. The study was conducted in Kaban Tengah Village, STU Jehe Sub-district, Pakpak Bharat Regency. The data utilized in this research consist of primary and secondary data. Data collection techniques include direct interviews, field observations, and documentation. The data analysis technique used is qualitative, comprising data reduction, data presentation, and data verification or conclusion drawing. The results indicate that illegal logging activities have complex and detrimental impacts on both the community and the environment. These include ecological damage such as increased landslide risk and loss of forest cover, disruption to village infrastructure, particularly main connecting roads, and economic losses due to damaged agricultural land and hampered crop distribution. Based on the findings and legal review of sanctions for illegal logging violations in Kaban Tengah Village, it was found that law enforcement against illegal logging activities has not been effectively implemented as stipulated in the Forestry Law. Law enforcement at the local level remains formalistic and has not addressed the root of the problem due to several challenges, including limited human resources, inadequate monitoring facilities, poor infrastructure, and lengthy and bureaucratic legal processes. Furthermore, the low level of legal awareness among the community and the involvement of local residents in illegal logging practices further complicate enforcement efforts, posing significant challenges for law enforcers in reviewing sanctions against illegal logging perpetrators in Kaban Tengah Village.

Abstract

This study examines the impact of Federal Reserve (Fed) monetary policy in 2022 on the Bank Indonesia (BI) benchmark interest rate and BI's responses to maintain national economic stability. In response to high inflation in the United States, the Fed raised interest rates aggressively from 0.25% to 4.25%. This policy resulted in the depreciation of the rupiah exchange rate, capital outflows, and an increase in imported inflation in Indonesia. In response, BI gradually increased the BI 7-Day Reverse Repo Rate from 3.50% to 5.75%, intervened in the foreign exchange (forex) market, and strengthened policy coordination with fiscal authorities. The results demonstrate that BI successfully maintained exchange rate stability and contained inflation. Economic growth remained positive at 5.72% year over year in the third quarter of 2022. These findings underscore the importance of adaptive, measured, and coordinated monetary policy in the face of global dynamics.

Abstract

This article discusses the urgency of reconstructing the concept and mechanism of reviewing legislation in the Indonesian national legal system. The main focus is on the dualism of authority between the Constitutional Court and the Supreme Court, weak public participation, and lack of transparency in the judicial review process. Using a normative approach based on Hans Kelsen's hierarchy of norms theory and Satjipto Rahardjo's progressive law, this study highlights the need for a testing system that is not only legal-formal but also substantive and fair. Findings indicate that the separation of authority without coordination leads to inefficiency, inconsistent decisions, and a crisis of legal legitimacy. A comparative study of systems in Germany, South Korea, and the United States serves as the basis for developing an ideal model of judicial review that is centralized, transparent, participatory, and responsive to constitutional values. This research recommends institutional reforms, the development of integrated procedural standards, the digitization of the judicial review system, and the establishment of a unit to oversee the implementation of decisions. As a result, judicial review can function optimally as a corrective tool against unconstitutional regulations and ensure the supremacy of the constitution in Indonesia's constitutional practice.

Abstract

European Union regulations such as RED II that discriminate against CPO commodities produced by Southern countries, again reflect the tension between the North and South countries, especially on environmental issues. The study will analyze Indonesia's foreign policy strategy in responding to global pressure on CPO commodities through biodiesel policies, with a qualitative-descriptive approach and process tracing method. This study shows that by utilizing biodiesel as an instrument of energy diplomacy, Indonesia not only strengthens national energy security, but also strengthens Indonesia's bargaining position in international energy diplomacy, especially through South-South Cooperation. With Indonesia's adaptive response to EU pressure such as lawsuits to the WTO, diplomatic cooperation in international forums such as the G20, it indicates that through biodiesel policies Indonesia does not only focus on the technical dimension, but also the strategic dimension in fighting for Indonesia's national interest amidst systemic inequality.

Abstract

Pura Mangkunegaran is a royal palace that serves as a center for the preservation and development of Javanese arts and culture. In an increasingly globalized world, Pura Mangkunegaran has assumed a significant role as a diplomatic window in international relations. After several decades, Pura Mangkunegaran has revived its spirit in carrying out its cultural mission in 2022. This cultural mission was held in three countries: Malaysia, Australia, and Thailand. This study aims to examine the role of Pura Mangkunegaran as a cultural diplomacy actor through the Kemantren Langenpraja International Roadshow 2022. This study employs a qualitative method, collecting data through a literature review and interviews. The results of the study indicate that the cultural diplomacy activities conducted by Pura Mangkunegaran, using art as a tool for cultural diplomacy, have successfully created a positive image in the eyes of the world, receiving appreciation and positive responses from various parties, particularly the international community in the target countries. Additionally, the success of the diplomacy carried out by Pura Mangkunegaran is closely tied to the collaboration between diplomatic actors who served as supporting actors in these activities.

Abstract

Authentic leadership has increasingly gained attention in academic studies and organizational practices. The Donkey Principle by Rachel Anne Ridge offers a unique perspective on leadership, emphasizing perseverance, authenticity, and resilience—qualities embodied by the donkey. This article explores the application of these principles in leadership through a literature review methodology, analyzing relevant leadership theories and insights from the book. The findings suggest that effective leaders are not necessarily those who stand out like racehorses, but rather those who remain steadfast in their values, face challenges with resilience, and create long-term meaningful impact. These insights provide valuable contributions to leadership development across various sectors, including business, education, and social organizations.

Abstract

Readiness to use electronic medical records in Indonesia has met the minimum requirements in terms of infrastructure to implement digitalization of medical record data. With RME, patient data can be accessed quickly and accurately, reducing patient waiting time and minimizing recording errors. In addition, RME also allows integration of medical data between health facilities, making it easier to coordinate and refer patients. This research uses a type of field research (Field Research), with a qualitative descriptive approach which aims to describe phenomena that occur in the field in depth and systematically. The research focus in this study is the Electronic Medical Record (RME) application. The informants in this research were technicians or staff responsible for maintenance and technical support of RME, administrative staff (Registration, laboratory, pharmacy, clusters 1,2,3,4, doctors, polyclinics), head of the Baranti health center. Data collection was carried out by observation, interviews and documentation. The research results show that implementing electronic medical records is faster and easier than manual ones because it is easier to find patient data and archiving is simpler, patient complaints appear automatically, and are supported by the Head of the Community Health Center and the Health Service. Several factors that are the main obstacles include limited internet networks, limited computer equipment, and a long initial assessment process. Conclusion The implementation of Electronic Medical Records (RME) at the Baranti Community Health Center has proven to provide a significant increase in the efficiency of the health administration process. The RME system makes it easy to quickly and accurately search and archive patient data, replacing slower and error-prone manual methods. The recording process becomes more complete and structured, and reduces the use of paper and physical storage space, which also supports cost efficiency and is environmentally friendly. However, there are still obstacles that hinder the optimization of RME, such as application features that are incomplete and less flexible, operational times that are sometimes longer than manual, and training that is not evenly distributed for all staff.

Abstract

The development of international relations issues has made sub-state actors such as cities, states, and provinces enter international activities. With the rise of these issues, it is also based on the concept of decentralization and paradiplomacy and local governments with their autonomy rights can build cooperative relationships with governments at the same level globally. In carrying out the realm of promoting MSMEs, the City of Bandung is assisted by the Department of Trade and Industry. With the aim of this research, namely to find out how the parallel diplomacy process is carried out by the City of Bandung in promoting MSME Tegep Boots. This research uses a qualitative method with data collection techniques through interviews and also uses literature studies. In the results of the study, it was found that the City of Bandung actually carried out an elaboration with the City of Garut in promoting MSME Tegep Boots. So in terms of parallel diplomacy carried out by the actors, it actually proves that there is cooperation carried out by subnational actors from both the City of Bandung and the City of Garut with social actors, namely MSME Tegep Boots. In conducting a promotion of Tegep Boots UMKM in Italy, especially at the Lineapelle the International Leather Fair event, it turns out that the ones who play a big role are actually from Garut City and also Tegep Boots UMKM, and also most of the international events in promoting Tegep Boots, Tegep Boots actually also carries out many of these activities independently because units from Bandung City such as its government cannot only focus on Tegep Boots UMKM continuously.

Abstract

This study aims to determine the effect of academic supervision and supervision on the performance of teacher working groups (KKG) in Banyuasin III District, Banyuasin Regency. KKG performance is very important in improving professionalism and the quality of learning in elementary schools. The research method used is quantitative with an associative approach. Data were collected through questionnaires distributed to KKG members, then analyzed using multiple linear regression. The results of the study indicate that academic supervision and supervision have a positive and significant effect on KKG performance. Structured supervision and effective academic supervision can encourage teachers to be more active, collaborative, and innovative in working group activities. These findings provide important implications for education managers in designing more optimal coaching strategies for teachers by improving the quality of academic supervision and supervision.

Abstract

This study explores the implementation of curriculum management under the Kurikulum Merdeka at SD Negeri 32 Banyuasin III, Banyuasin Regency. The purpose of this research is to examine how school leaders, teachers, and staff plan, organize, implement, and evaluate the Kurikulum Merdeka in order to improve the quality of education. A qualitative descriptive method was employed, with data collected through interviews, observations, and documentation. The findings reveal that curriculum management at SD Negeri 32 has been conducted systematically, with active involvement of teachers and alignment with student needs and school context. However, challenges such as limited resources and varying teacher competencies still hinder optimal implementation. This research highlights the importance of continuous training, strong leadership, and collaborative efforts in successfully managing the Kurikulum Merdeka in elementary schools.
