Abstract

A sub-district is an administrative regional unit in Indonesia which is under the auspices of a district or city. An sub-district head heads the sub-district and divides it into several sub-districts or villages. The implementation of regional autonomyn policies has encouraged changes in the general structure of regional government, including structural, functional and cultural changes. One of the most influential changes relates to the position, authority, duties and responsibilities of a sub-district head. Along with technological advances and referring to Presidential Instruction no. 3 of 2003, E-Government was implemented to ensure the integration of electronic document and information management and processing systems. The focus is on developing a transparent public service system. Jabung District consists of 15 villages and has a population of 78,031 people with a male population of 39,873 while a female population of 38,158 people. This research aims to find out how E-Government is implemented and public service innovations in the Jabung District Office. This research uses descriptive qualitative methods. Data collection was carried out using observation, interviews and documentation techniques. The results of this research indicate that the implementation of E-Government and public service innovation in the Jabung District Office has been running well and in accordance with applicable Standard Operating Procedures (SOP). In implementing E-Government at the Jabung District Office, there are also several things that often make people confused in managing administrative needs, such as the absence of information regarding changes to forms or policies related to direct electronic based government administration or clear information via print or electronic media. so it can be said that it is still not optimal.

Abstract

The purpose of this research is to understand security perceptions and customer trust in influencing DANA e-wallet customer loyalty in the city of Malang. This type of survey research uses a quantitative approach, the sampling method used is purposive sampling because the sample is users of the DANA e-wallet application who have a transaction history using the DANA application, and the sample size is 100 people. The data collection method uses a questionnaire. Multivariate data analysis and using multiple linear regression and SPSS statistical tools. The results of the partial test research show that the trust variable influences and is clearly proven to influence loyalty. Meanwhile, the perception of security variable in transactions has not been proven to significantly influence loyalty. This is possible because the perception of transaction security is considered not to be the main factor in carrying out online transactions and consumers have made selective perceptions where they have modified the ideas and information messages they receive even though they conflict with the attitudes and beliefs they have learned. However, from the simultaneous test, the perceived security and trust variables have a positive and real proven effect on customer loyalty of the DANA E-Wallet application.

Abstract

This research explores the impact and effectiveness of implementing the "SURADI" digital application at the Kesatrian Subdistrict Office, Blimbing District, Malang City in improving community services. With a focus on innovation in government administration, this study uses a case study approach to examine how these digital applications have accelerated administrative processes, minimized data input errors, and increased the affordability of services for the public. Data was collected through interviews, observation and document analysis. The research results show that the implementation of SURADI has had a positive impact in increasing the efficiency of public services. However, challenges such as limited internet access and technological understanding among the public are obstacles to the effective use of this application. Thus, this research concludes the need for socialization, training and improvement of technological infrastructure to ensure the successful implementation of digital applications in improving community services at the local level

Abstract

This research aims to determine the application of the e-catalog system implemented by the Batu City Goods and Services Procurement Section, especially in the process of procuring goods and services within the Batu City Government. Apart from that, to analyze more deeply about a partnership process, especially for UMKM in Batu City, related to the existence of an e-catalog. By implementing the e-catalog, it provides space for movement in partnerships between government agencies and UMKM in Batu City. The problem focuses on the partnership process which includes: use of digital technology, transparency of UMKM, dependence on government and administrative requirements. This research refers to the implementation of an e-catalog system related to the partnership process with UMKM. The research method used is descriptive qualitative by analyzing human resource development strategies. Data was collected through interviews with staff in the Batu City Goods and Services Procurement Section as well as the head of Batu Orange Cake UMKM. This study concludes that the partnership has been implemented and needs to be improved at certain points during the partnership process.

Abstract

This research aimed to analyze the influence of financial literacy, government assistance and financial technology on the development of Small and Medium Enterprises (SMEs). This type of research is quantitative research. The respondents of this research were members of the Malang City Amangtiwi UKM Association with a total of 40 members. The data analysis method used is multiple regression. Research shows that financial literacy does not affect the development of SMEs. This showsthat financial literacy does not contribute to business development. Meanwhile, financial technology and government assistance have a positive influence on the development of SMEs. This shows that the higher the use of financial technologyand government assistance, the higher the development of SMEs.

Abstract

This research aims to analyze the influence of motivation and work environment on employee performance, both partially and jointly. In the context of globalization and increasingly tight business competition, employee performance has become an important factor that determines organizational success. Motivation and work environment have been proven to have a significant effect on individual performance. This research uses a survey method with a quantitative approach. The research population was employees of PT X in Malang, with a sample of 100 people selected purposively. The research instrument is a closed questionnaire with a Likert scale that measures work motivation, work environment and employee performance. Data were analyzed using descriptive analysis, correlation tests and regression. The research results show that work motivation and work environment have a positive and significant influence on employee performance. The correlation test shows a positive relationship between motivation and employee performance (r = 0.65, p < 0.01), as well as between the work environment and employee performance (r = 0.60, p < 0.01). The regression test shows that motivation (β = 0.50, p < 0.01) and work environment(β = 0.45, p < 0.01) together explain 70% of employee performance variability (R² = 0.70). This research emphasizes the importance of motivation and work environment in improving employee performance. Therefore, management must consider these two factors simultaneously in its human resource development strategy to achieve optimal productivity and job satisfaction.

Abstract

As an institution under local government supervision, Regional-Owned Enterprises (BUMD) carry a significant mandate to provide public services and optimize regional assets through the implementation of good corporate governance (GCG). In their operations, BUMDs need to achieve optimal management by prioritizing efficiency, accountability, and transparency in managing various local government resources. The successful implementation of GCG in BUMDs depends on the application of five core principles: transparency,accountability, fairness, independence, and social and environmental responsibility. The application of these mprinciples is directed toward establishing a transparent management system and minimizing opportunities for misconduct and abuse of power. This study aims to examine the implementation of good corporate governance in the context of BUMDs. The approach used in data processing employs qualitative research methods with an emphasis on secondary data collection. The study's findings reveal that throughout 2023, PAM Jaya has implemented regional enterprise management in accordance with good corporate governance principles, as reflected in the achievement of best practice values in each aspect of its principles.

Abstract

The increasingly competitive business environment drives organizations to have superior and adaptive human resources (HR), especially in facing Society 5.0, which demands the utilization of advanced technology. This study aims to evaluate the HR development strategies at Hasta Husada Special Surgery Hospital. Using a qualitative approach through observation, interviews, and documentation, the study employs a descriptive analysis method.The findings reveal that the hospital's HR development program includes formal training, performance evaluation, direct training, job rotation, job transfer, temporary assignments, and interpersonal communication. However, several challenges were identified, such as unstructured training schedules, high transportation costs for training in remote locations, unequal access to training, and the absence of effective evaluation tools for assessing the program.Recommendations include setting clear objectives for HR development, recognizing staff as human capital, developing tools to measure program success, and adding evaluators to support optimal program implementation.

Abstract

This research aims to describe the perspective of tourists on the charm of the Selecta Recreational Park tourist attraction, using a qualitative approach. Data with unstructured interviews from 17 informants who have visited the tourist attraction, and analyzed qualitatively. The results obtained indicate that the charm of tourism according to the perspective of tourists is dominated by the charm of nature which is complemented by the charm of man-made attractions, in other words, it refers more to the assessment of service quality that leads to physical evidence that has been provided by tourism services. Recommendations are submitted for tourism managers to maintain the charm of nature and can increase other charms through artificial charms or physical evidence of services that are different from other tourist attractions

Abstract

Medical equipment is vital for providing healthcare services in hospitals. To ensure that medicalequipment procurement is both effective and efficient, a strong purchasing system and robust internal controls are necessary to prevent budget deviations and misuse.This study explores the medical equipment purchasing system and procedures at RS Khusus Bedah Hasta Husada, focusing on improving internal controls. Utilizing a qualitative approach, the research involves datam collection through interviews, observations, and documentation. The analysis evaluates the purchasing system and procedures, including related functions, the documents used, record-keeping, management information needs, and procedural networks. It also assesses internal control elements such as organizational structure, authorization systems, best practices, and the quality of employees relative to their responsibilities.The study finds that the hospital's medical equipment purchasing system is generally effective.Nonetheless, there are notable weaknesses in internal controls that need to be addressed: 1) Insufficient oversight and authorization in the purchasing process as per the Budget Cost Plan (RBA), and 2) Inadequate employee training hinders the enhancement of Human Resource quality
