Abstract

This research aims to understand, describe and analyse the implementation of collaborative governance in empowering Ekmira micro-enterpreneurs actors through actors through trademark registration facilitation. The research method used is qualitative, as the researcher can conduct direct observations in the field to see the prevailing situations and conditions. The results of this research are that the implementation of collaborative governance in empowering Ekmira micro businesses through facilitating trademark registration has been implemented quite well. However, several obstacles prevent the collaboration from facilitating the program from functioning optimally. This can be seen from the indicators that are met and the constrains that require improvement in achieving successful collaborative governance according to Goldsmith and Kettl (2009) as cited in Kurniadi (2020), which include networked structure, commitment to a common purpose, trust among the participants, governance, acces to authority, distributive accountability/responsibility, information sharing, and acces to resources.

Abstract

This study aims to increase the independence of Micro, Small and Medium Enterprises (MSMEs) actors in Kayutangan Heritage Village, Malang City. This research uses the theory of community empowerment efforts by Mardikanto and Soebiato (2013), including efforts to create (enabling), strengthen (empowering), and protect (protecting). The research method used is a descriptive qualitative approach with data collection techniques obtained from observation, interviews, and documentation. The results showed 1) efforts to create through encouragement or motivation to MSME actors to sell traditional products and create MSME associations to assist MSME actors in increasing their production, 2) efforts to strengthen potential through training and facilitating MSME actors to have a digital payment system, 3) efforts to protect facilitate the making of business legality including NIB and P-IRT which are already owned by MSME actors. Nevertheless, there are still challenges such as the absence of MSME associations for other fields, the absence of post-training assistance, and limited training quotas. Therefore, it is hoped that in the future, Pokdarwis will also pay attention to other MSME fields, as well as additional quotas and post-training assistance.

Abstract

This study aims to analyse the role of the DSR in supporting policy formulation related to GBV response in Nigeria. Employing a qualitative descriptive approach, data were gathered through literature reviews of official documents, organisational reports, and relevant academic publications. Findings indicate that the DSR functions as a central hub for the integration and real-time visualisation of GBV data, encompassing geographic indicators, types of violence, age groups, and case management statuses. This system has contributed to the development of key national policies, such as the National Protocol on GBV Case Management and the Strategic Knowledge Management Plan on GBV. Despite ongoing challenges such as data quality and inter-agency coordination, the DSR has demonstrated its effectiveness in enhancing the state’s GBV response by providing accurate, structured, and evidence-based data. The existence of the DSR strengthens the trajectory toward more inclusive, responsive, and sustainable policies for the protection of women and girls in Nigeria.

Abstract

This study aims to analyse the strategy employed by the Kolaka Regency Government in strengthening the governance of the Corporate Social Responsibility (CSR) program. The research utilises a qualitative approach, with data collection techniques that include in-depth interviews with key informants, regional policy documentation analysis, and a literature review. The findings indicate that the Kolaka Regency Government plays a pivotal role in policy formulation, facilitating cross-sector coordination, and overseeing CSR programs. Strategies implemented include the establishment of a Corporate Social and Environmental Responsibility (CSR) forum, which serves as a platform for collaboration among government entities, businesses, communities, and academic institutions. However, challenges persist, including a limited understanding of CSR implementation, suboptimal coordination efforts, and institutional constraints. The conclusion of this study underscores the necessity of enhancing local regulations, improving institutional capacity, and fostering sustainable partnerships as strategic measures to ensure the effectiveness and sustainability of CSR governance in Kolaka Regency.

Abstract

This study aims to analyse the Kolaka District Government's policies for accelerating stunting reduction, examine the implementation of multi-stakeholder collaboration, and identify factors that support or hinder the effectiveness of this collaboration. The research employs a descriptive qualitative approach, utilising data collection techniques such as in-depth interviews, documentation studies, and participatory observation. The results indicate that the Kolaka Regency government has demonstrated commitment through regional regulations and the establishment of a cross-sectoral institutional structure via the Stunting Reduction Acceleration Team (TPPS). The team has effectively consolidated the roles of government, the private sector, civil society, and educational institutions. Key supporting factors include the commitment of local leaders, the integration of target data based on names and addresses, and the strengthening of communication forums. Inhibiting factors consist of the limited capacity of stakeholders, disproportionate budget allocations, and weak integrated monitoring and evaluation systems. This research highlights the significance of adaptive and inclusive collaborative governance in enhancing the effectiveness of stunting reduction policies in the regions.

Abstract

This study aims to analyse the digital tourism model in the transformation of local community-based tourism management in Enrekang Regency, using the AIDDA model approach (Attention, Interest, Desire, Decision, and Action) and technological transformation related to digital technology usage. The research employs qualitative methods with a descriptive approach. Data collection was conducted through observation, in-depth interviews, and documentation. Data analysis utilised interactive model analysis to gather insights from key informants involved in the tourism industry. The findings show that the AIDDA model approach at each stage is interconnected in attracting visitors to tourist sites. Promotion through social media, supported by positive testimonials and easy accessibility, can influence tourists' interest and decision to visit. In terms of technological transformation in Enrekang Regency, tourism apps and digital payments have supported tourism management, although challenges such as limited human resources and infrastructure continue to hinder the development of digital tourism in Enrekang. Additionally, empowering local communities through digital training has helped in the transformation of digital tourism management.

Abstract

This study aims to analyse the utilisation of the Malang Kabupaten Tourism Intelligence Centre (MATIC) platform in optimising tourist visits to Balekambang Beach. MATIC is an e-government innovation based on big data and smart tourism, developed by DISPARBUD Malang Regency, to digitise tourism information and support collaboration among stakeholders. This research employs a qualitative descriptive approach using the e-Government implementation theory, which includes the aspects of support, capacity, and value. The findings show that while MATIC offers superior features such as destination QR Codes, product catalogues, tourism agendas, and visitor statistics, its utilisation remains limited. Supporting factors include budgetary support, human resource training, and digital infrastructure. However, the inhibiting factors consist of a lack of outreach, low digital literacy among tourism actors, accessibility issues to the location, and insufficient synergy between MATIC and social media promotion. Therefore, optimising MATIC requires a comprehensive strategy that involves technical improvements, capacity building, and cross-sector digital promotion collaboration.

Abstract

This study investigates the success of the Regional Government Information System (SIPD) in supporting accounting and financial reporting within local governments from the perspective of its users. Using the DeLone and McLean Information System Success Model (2003) and Adaptive Structuration Theory as the theoretical foundation, this research focuses on examining the influence of system quality, information quality, and service quality on user satisfaction and net benefits. A quantitative research method was applied, with data collected through a survey of 85 respondents from local government work units (SKPD) in Hulu Sungai Tengah, Barito Kuala, Banjarbaru, and Banjarmasin. Data were analysed using Partial Least Squares - Structural Equation Modelling (PLS-SEM). The findings reveal that system quality and information quality significantly affect user satisfaction, which in turn strongly influences the net benefits perceived from SIPD usage. While service quality was measured, it was found to have no significant effect on user satisfaction or net benefits. These results suggest that enhancing the technical performance and informational content of SIPD is critical to improving user experience and achieving positive outcomes. This research provides valuable empirical evidence on user-based evaluation of SIPD and offers practical recommendations for developers and policymakers to optimise system implementation and support more accountable local financial governance.

Abstract

This study aims to analyse the motives behind Australia's provision of foreign aid to Rohingya refugees in Bangladesh in the period 2017-2024. Using a qualitative approach with explanatory analysis, this study found that Australia's aid was not only based on humanitarian considerations, but also on political, security, environmental and moral interests. Politically, aid is used as a diplomatic instrument to strengthen Australia's influence in the Indo-Pacific region and maintain regional stability. Security-wise, aid is directed at preventing irregular migration. Meanwhile, environmental motives are reflected in the commitment to strengthening climate resilience, and moral motives appear through programs that support the dignity and quality of life of refugees. The findings in this study indicate that foreign aid policy cannot be separated from national interests, and that handling humanitarian crises requires the integration of moral values and strategic considerations.

Abstract

This article discusses the issues of illegal parking and street-level extortion at Pasar Angso Duo, Jambi, caused by poorly managed parking fee policies. The public is burdened with dual payments, paying official parking fees while still facing illegal levies from irresponsible individuals. This situation leads to public dissatisfaction and has the potential to trigger social conflicts. This study uses a conflict management approach to analyse the causes, impacts, and possible solutions to these issues. The findings indicate that weak oversight and enforcement of parking policies are the primary factors behind the emergence of illegal parking and street-level extortion. Moreover, the government has been ineffective in managing conflicts involving various stakeholders, such as the public and informal groups. To address these issues, the study recommends that the government enhance monitoring, empower the community by forming parking management cooperatives or workgroups, and implement a more assertive legal approach to combat extortion. Additionally, providing skill training and alternative employment opportunities for those involved in illegal parking can help prevent future conflicts. By implementing these solutions, it is expected that the illegal parking and extortion issues at Pasar Angso Duo can be effectively addressed, creating a safe and conducive market environment.
