Abstract

This study aims to determine the Paradox of Public Service by criticising High Standards Versus Field Reality in Building Approval in Kendari City. The data sources used are primary data and secondary data. Primary data is data created by researchers for the specific purpose of solving the problems they are handling. Secondary data is data that has been collected for purposes other than solving the problems being faced. This data can be found quickly. The informants in this study were 1 Head of Spatial Planning Section, 1 Spatial Planning Staff, and 4 PBG applicants. The research findings show that the Building Approval Service (PBG) at the PUPR Office of Kendari City has used a one-stop model according to its duties and authorities, but has not fully met public service standards. Complicated procedures, long completion times, and unclear costs hinder the effectiveness of services and open up opportunities for practices outside the provisions. For this reason, it is necessary to simplify procedures, accelerate service times, transparent costs, improve facilities, and strengthen the competence of officers so that PBG services can run more effectively, efficiently, and accountably.

Abstract

The research aims to describe the form of collaboration between community organisations, government institutions, and other stakeholders, while also identifying supporting and inhibiting factors in the realisation of effective synergy. A qualitative descriptive method with a case study approach was employed, using data gathered through interviews, participatory observation, and document analysis. Key informants included Pokdarwis managers, village and sub-district leaders, local government officials, and academics involved in community development. The findings reveal that collaboration remains sporadic and lacks institutionalisation. Although there is a collective spirit among community members, inadequate coordination, absence of standard procedures, limited technical guidance from government agencies, and fragmented communication hinder optimal development. The study underscores the necessity of adopting a pentahelix collaboration model involving government, academia, business, community, and media to build structured, inclusive, and sustainable tourism governance. Academics play a strategic bridging role, contributing to knowledge-based policy development and enhancing participatory planning. This study concludes with recommendations to strengthen the institutional capacity of Pokdarwis, develop integrated planning, and promote inclusive governance frameworks for the long-term sustainability of community-based tourism initiatives.

Abstract

This study aims to describe the Implementation of the Child-Friendly Regency Policy in special protection in Mojokerto Regency. The method used in this study is a qualitative research approach, employing data collection techniques that include observation, interviews, and documentation. The results of this study explain that the implementation of the Decent Regency Policy in Special Protection in Mojokerto Regency has been running well. This is shown by the implementation of efforts to handle children who need special protection, such as children in emergencies, special protection is provided through psychosocial support and basic needs assistance; protection of children who conflict with the law is carried out through psychological and legal aid; and protection for child victims of violence is provided through socialization, facilitating online complaint services and assistance according to the level of the case.

Abstract

This study aims to analyse the dark tourism spectrum of the Lapindo mudflow area as a dark tourism destination in Sidoarjo Regency, while contributing to academic literacy in tourism studies in Indonesia. The literature review refers to tourism theory, the concept of dark tourism, the dark tourism spectrum, and the Seven Dark Suppliers framework. This research employs a qualitative approach, utilising in-depth interviews and field observations. The findings reveal two main attractions, namely the Lapindo Tragedy Monument, which falls into the darker category, and the active mudflow site, which is classified as darkest within the dark tourism spectrum. Overall, the area’s potential is categorised as moderate, with its main strengths lying in its historical narrative and unique location, yet still requiring the development of facilities, interpretation, and tourism product diversification to ensure destination sustainability.

Abstract

This study aims to analyse and describe the optimisation of the Special Job Market of SMK Negeri 2 Buduran in increasing the absorption of graduates into the workforce. The method used is a descriptive qualitative approach, with data collection through interviews, observations, and documentation. The analysis focused on five optimisation indicators according to Agus Dwiyanto, namely Productivity, Service Quality, Responsiveness, Responsibility, and Accountability. The results of the study indicate that the Performance of BKK SMK Negeri 2 Buduran can be said to be quite good, but can still be improved in its optimisation. This is caused by the lack of existing Resources in BKK and also Partners regarding skills and skills training. This study concludes that the optimisation of Special Job Exchanges can be increased effectively by taking into account the capabilities and quantity of Human Resources, and also Cooperation with Partners who oversee skills training. These efforts are needed to improve the quality of graduates who have good competencies and can compete.

Abstract

As a national commitment to enhance human resource quality, handling stunting is a major concern in health development. This research seeks to outline and assess the role of the Edelways Integrated Health Post (Posyandu) in stunting management efforts using the role theory by Jim Ife and Frank Tesoriero (2016) through facilitator, educator, representative, and technical roles, while also identifying obstacles to program implementation at the field level. Data were obtained through observation, interviews, and documentation, then analysed descriptively and qualitatively. The results findings indicate a disparity between the ideal role of Posyandu and its implementation, characterised by low participation of toddlers in growth monitoring, lack of cadre activity, uneven implementation of supplementary feeding programs, and limited nutrition education. On the other hand, inconsistent aspects of recording development data and nutritional monitoring also hamper early detection of stunting cases. In light of these outcomes, this study highlights the necessity of strengthening cadre capacity, equalising resources, and increasing community involvement as key strategies to optimise the role of Posyandu in reducing stunting prevalence in rural areas.

Abstract

This study aims to determine the influence of transformational leadership style on the performance of health workers at the Wahai Health Centre in North Seram District, Central Maluku Regency. The research method used was a quantitative approach, and the data were analysed using statistics. The population in this study consisted of 79 health workers at the Wahai Health Centre, and the sampling technique used was saturated sampling. Based on the analysis results, the transformational leadership style has a significant influence on the performance of healthcare workers at the Wahai Health Centre in Seram Utara District, Central Maluku Regency. Leaders who adopt this style are able to enhance employee motivation and performance through inspiration, empowerment, and individual attention. Transformational leadership creates a strong relationship between leaders and subordinates based on trust, admiration, loyalty, and respect. Leaders not only provide a clear vision but also inspire employees to go beyond personal interests for the sake of organisational goals.

Abstract

This research aims to examine the strategies implemented by the Village-Owned Enterprise (BUMDes) in developing a tourism village in Sempu Village, Ngancar District, Kediri Regency. The research was conducted at BUMDes Sempu Mandiri, located in Sempu Village. This study employed a descriptive qualitative method with data collection techniques including observation, interviews, and documentation. The informants consisted of the Head of Sempu Village, the Director of BUMDes Sempu Mandiri, and village officials. The findings indicate that: a) the organizational strategy and objectives of BUMDes Sempu Mandiri are generally aimed at improving the village economy by optimizing local potential and encouraging community entrepreneurship; b) the program strategy involves the development of a tourism unit managed through village funds and digital promotion, although implementation has been less effective due to the IT team's lack of focus on a single tourism unit; c) the resource support strategy is carried out through collaboration with the government, private sector, academia, and media to enhance the management and development capacity of business units; and d) the institutional strategy shows that the organizational structure of BUMDes Sempu Mandiri is functioning properly, although coordination among business actors still needs improvement.

Abstract

Juvenile delinquency in the community of Moncongloe Lappara Village, Moncongloe District, Maros Regency is a complex and multidimensional issue, indicating a significant weakening of informal social control at the family and community levels. This study used a qualitative approach to deeply explore various forms of juvenile delinquency in Moncongloe Lappara Village, Maros Regency. Through in-depth interviews with key informants from the village community, data were collected to understand the complexity of this phenomenon from a subjective perspective, as well as through field observations and related document analysis. The findings from the research indicate that juvenile delinquency in Moncongloe Lappara Village is not only diverse but also shows a significant weakening of informal social control, particularly in the role of the family and community.

Abstract

This study aims to determine the Influence of Innovation Attributes (Relative Advantage, Compatibility, Triability, Observability, Risk Consideration) on Adoption mediated by Age and Sales on Wondr by BNI Mobile Banking. This study is a quantitative study with 250 respondents. This study was conducted by distributing questionnaires to Wondr users. The data sources used in this study are primary and secondary data. The analysis method used is SEM PLS using SmartPLS 4.0 data analysis software. The results of this study indicate that the Innovation Attribute variable (Relative Advantage) does not have a significant effect on Adoption, but the Innovation Attribute variable (Compatibility, Triability, Observability, Risk Consideration) has a positive and significant effect on adoption. The results of this study also show that Age and Sales can moderate the influence of Innovation Attributes (Relative Advantage, Compatibility, trialability, Observability, Risk Consideration) on Adoption.
