Abstract

This study aims to examine the strength of the United Development Party (Partai Persatuan Pembangunan/PPP) in the 2024 Legislative Election in West Java, the most populous province in Indonesia (48.7 million people) and a national political barometer. The research focuses on PPP’s resilience as an Islamic party in facing challenges such as the fragmentation of Muslim votes due to the emergence of new parties like the Ummat Party, shifts in young voters’ preferences (56.7% under the age of 40), and the dominance of economic–inflation issues, which are the top priority for 62% of voters. Employing a qualitative approach with a case study method, the study uses the theoretical framework of political capital to map PPP’s strategies, rooted in traditionalism and the pesantren (Islamic boarding school) network. The data was obtained from the results of in-depth interviews with a number of PPP cadres, administrators, and sympathizers who were actively involved in the political process at the local level. The findings indicate that institutional capital and social capital are the key factors enabling PPP to maintain its existence amidst competition from other Islamic parties. The pesantren network serves as a solid and consistent voter base supporting PPP’s victory in the 2024 Legislative Election in West Java.

Abstract

This research focuses on the implementation of forest and land fire prevention policies in Banyuasin Regency. This research aims to examine the implementation of forest and land fire prevention policies in the Banyuasin Regency area. This research applies a qualitative approach to analyze the implementation of forest and land fire prevention policies in Banyuasin Regency. The results of this research, the success of the implementation of forest and land fire prevention policies in Banyuasin Regency can be seen from the decrease in the number of hotspots in 2016 when compared to 2015. This decrease occurred due to good cooperation between the Regency government, the South Sumatra Provincial Government, Manggala Agni Daops Banyuasin, the community, and other related parties in efforts to prevent forest and land fires in the Banyuasin Regency area. In addition, the establishment of several villages that care about fires in the Banyuasin Regency area and the high community response in efforts to prevent forest and land fires. Obstacles in preventing forest and land fires are mainly related to communication and transportation access. Meanwhile, factors that support the prevention of forest and land fires are the availability of equipment and human resources ready to help prevent forest and land fires.

Abstract

The development of village governance in Indonesia often faces challenges in youth participation. In Mekarbakti Village, despite the significant number of young people, their participation in village development activities is still minimal. It is due to time constraints, as many young people work in the industrial sector, and there is a lack of facilities to support youth activities. This research aims to analyse the enthusiasm of youth in village Government development and explore efforts that can increase their participation. The method employed utilizes a descriptive qualitative approach, including deep conversations with community leaders and adolescents of Mekarbakti Village, in addition to a comparison to Linggar Village, Bandung Regency, and effectively raised young excitement. The research results show that although the Mekarbakti Village Government has formed a Karang Taruna, youth participation is still limited. Compared to Linggar Village, which engages youth through open Employee Performance and an entrepreneurial approach, Mekarbakti Village needs to adopt a similar approach to increase youth enthusiasm.

Abstract

This study aims to analyze Bawaslu Karawang's strategy in raising awareness of novice voters to prevent black campaign practices, using the perspective of Paul Allen Beck's political socialization theory. The research method used is qualitative with a descriptive approach where data is obtained through in-depth interviews with Bawaslu Karawang staff and document analysis related to the socialization program. The results showed that Bawaslu Karawang has conducted intensive socialization through an institutional structure that is evenly distributed to the village level, with material that focuses on the prohibition of black campaigns, hoaxes, and discrimination. However, the effectiveness of the program is still hampered by limited reach, frequency, and the dominant one-way delivery method. Although the cognitive understanding of novice voters has increased, the value of political participation in the Karawang elections has not shown a significant change, indicating that the expected character change has not been fully achieved. The conclusion of this study is that Bawaslu Karawang's strategy needs to be strengthened by innovating interactive methods, expanding outreach to remote areas, and increasing the involvement of novice voters in program design. These recommendations are expected to increase the effectiveness of political socialization in preventing black campaigns and building sustainable political awareness.

Abstract

Yanlik Smart is a website that focuses on public services through public satisfaction surveys to improve public services in Purwakarta Regency. Therefore, Yanlik Smart is here to help monitor the extent of public services provided by Regional Apparatus Organizations (OPD) through public satisfaction surveys. The features in Yanlik Smart are home, OPD, achievements, monitoring and evaluation, and login. Challenges in implementing Yanlik Smart include admin changes in OPDs, server downtime, and service recipients who do not understand the Yanlik Smart filling process, as well as some people who do not have smartphones to fill out surveys digitally. The purpose of this study is to analyze the urgency of Yanlik Smart in public services in Purwakarta Regency, so this study focuses on whether Yanlik Smart is appropriate or not as a tool in improving public services in Purwakarta Regency. The research method is a qualitative method with a case study design. The results of this study indicate that Yanlik Smart is aligned with the regional development vision, has a clear institutional structure, and is supported by information technology-based strategies and policies. Although specific regulations regarding this system are not yet available, its implementation remains guided by broader regulations. In addition, regular monitoring and evaluation are required because human resource readiness is an important factor in the success of Yanlik Smart implementation.

Abstract

Supervision of village fund management has become a discourse in government studies, the inspectorate has the responsibility to ensure that the management of village funds is carried out in a transparent and accountable manner. However, there is not much evidence of studies on the supervisory function of the inspectorate at the village level. This case study aims to explore the implementation of the supervisory function by the Bogor Regency Regional Inspectorate in the context of supervision of the village government. The main results were obtained from interviews, observations, and documentation. The data was analyzed using explanation building to identify the importance of the Inspectorate's involvement in the management of village funds with facts in the field. The results show that the supervisory function of the regional inspectorate of Bogor district still faces various challenges. The implications of this study are directed at improving the village fund supervision system and strengthening the capacity of the Inspectorate, with the aim of encouraging more responsible, transparent, and accountable fund management.

Abstract

The issue of waste management in Depok City has become increasingly serious due to the growing population, intensified urban activities, and the limited capacity of the Cipayung Final Disposal Site (TPA), which has now exceeded its capacity. In 2023, the daily waste generation in Depok City reached 963.79 tons, a figure that is disproportionate to the available waste management capacity. The objective of the research is to determine how the Depok City Government implements the principles of Good Environmental Governance in waste management. This study employs a qualitative approach using descriptive analysis. Data collection techniques were conducted through primary and secondary sources. The results of the study indicate that the implementation of the principles of Good Environmental Governance has not been optimal. Although there is a sufficient regulatory framework through Regional Regulation Number 13 of 2018 and Mayor Regulation Number 65 of 2018, implementation in the field still faces various structural, cultural, and technical obstacles.

Abstract

The purpose of this research is to assess the level of public service provided by the One-Stop Integrated Service (PTSP) system of the Baubau City Government.The methodology used is a qualitative descriptive approach, while the independent variable is the improvement of PTSP services assessed from community satisfaction and the quality of public services evaluated based on five indicators: tangible, reliability, responsiveness, assurance, and empathy.Six informants participated in the study through documentation, in-depth interviews, and direct observation to collect data, which was then evaluated using the Miles and Huberman model.The study findings indicate that, despite facing several challenges, including inadequate infrastructure and a lack of public awareness regarding procedures, the implementation of PTSP at the Baruga City Baubau Public Service Mall successfully improved service quality through process simplification and service time acceleration.

Abstract

In rural areas, accessibility is strongly linked to basic needs, which are indirectly connected to social and economic welfare. A clear disparity exists between urban and rural regions, as well as between the more developed areas of Java and remote regions outside the island. In Cipeundeuy District, with a population of 89,155 and an area of 101.11 km², differences in accessibility are evident, particularly between Cipeundeuy Village, located at the district center, and Margaluyu Village, which is farther away. The geographical distance limits mobility and constrains access to essential public services such as healthcare and education. This study aims to examine the role of socioeconomic status in shaping access to public services at the Cipeundeuy District Office. Employing a qualitative method and the socioeconomic status theory of Horton and Hunt, the research explores how income, occupation, and education influence service accessibility. The findings reveal that higher socioeconomic status does not significantly enhance community access to public services in Cipeundeuy District, highlighting the dominant role of geographical barriers over socioeconomic factors in determining accessibility.

Abstract

This study examines the participation of the Medankarya Village community in supporting local socioeconomic conditions using an exploratory qualitative approach. The entire village population was included in the study, with interviews, observations, documentation, and field notes serving as data collection instruments. The results indicate that there are no waste management facilities in the village or sub-district, and some residents remain unconcerned about environmental cleanliness. However, the village government has developed several environmental management programs, emphasizing the importance of a Waste Processing Facility for the village.
