Abstract

The hajj pilgrimage process at the Office of the Ministry of Religion of Blitar Regency has been marked by an increasing waiting period each year, leading to longer queues. This study aims to: 1) assess the implementation of the hajj service policy at the Office of the Ministry of Religion of Blitar Regency; 2) analyze the dynamics of governance in the execution of hajj services; and 3) identify both supporting and inhibiting factors affecting the policy's effectiveness in enhancing service quality. Employing a qualitative and descriptive research approach, the study finds that policy implementation dimensions—Communication, Resources, Disposition, and Bureaucratic Structure—are generally functioning well. However, the resource dimension requires improvement for optimal service delivery. The Dynamic Governance analysis reveals that the Office of the Ministry of Religion of Blitar Regency, through its Thinking Forward initiative, has effectively synergized with the Ministry of Religion of the Republic of Indonesia. Strategic policies have been adopted to manage the hajj waiting period more efficiently. Innovations such as bio visa recording have been implemented independently by the Blitar office, bypassing the Central Ministry. Furthermore, the Blitar office is working to increase pilgrimage capacity by exceeding standard quotas and engaging in comparative studies with Tangerang City to adopt best practices. Overall, while improvements have been made, ongoing enhancements in resource management and strategic policy implementation are essential for better handling of the hajj waiting period and service quality.

Abstract

The government is actively promoting the use of natural gas over petroleum through the Natural Gas Network for Households (Jargas) program. Due to budget limitations, Jargas development has been gradual, achieving 881,752 Household Connections (SR) by 2022. To accelerate progress, the government is utilizing a Public-Private Partnership (PPP) model, as outlined in the National Medium-Term Development Plan (RPJMN) 2020-2024. This plan targets the construction of 2.5 million SR under the PPP scheme, with Batam City earmarked for 307,749 SR. As this is the first application of the PPP model in Jargas development and no prior risk assessment exists, it is crucial to identify potential risks. This research aims to identify critical risks associated with the PPP scheme. The methodology includes qualitative and quantitative analyses. Initially, qualitative analysis identifies and ranks risks, followed by quantitative analysis using the fuzzy synthetic method to precisely evaluate high-risk levels and identify critical risks. The analysis revealed 91 potential risks, categorized as 17 high-level, 43 medium-high-level, 26 medium-level, and 5 low-level risks. The fuzzy quantitative analysis of high-level risks identified 10 critical risks: delays and cost increases in land acquisition, delays in permit issuance, project lender default, failure to obtain environmental approval, construction delays, extreme weather, rising construction costs, inflation and interest rate fluctuations, flood-prone land, and scope creep. These findings provide essential insights for managing and mitigating risks in Jargas development projects.

Abstract

This article discusses the analysis of the regional tax budget and regional levies in Selayar Islands Regency in 2023. This study aims to examine the determination of regional tax targets and regional levies in the 2023 Regional Revenue and Expenditure Budget (APBD) of Selayar Islands Regency based on Law Number 1 of 2022 concerning Financial Relations between the Central Government and Regional Governments. The research method used is a qualitative descriptive method by analyzing secondary data in the form of the 2023 Selayar Islands Regency Budget. The results of the study show that the determination of regional tax and regional levy targets in the 2023 Selayar Islands Regency Budget has taken into account regional macroeconomic policies, the potential for regional taxes and regional levies, the provision of relief, reduction, exemption, and postponement of payments on the principal and/or sanctions of regional taxes and regional levies, as well as national fiscal policies and fiscal incentives carried out to support investment ease policies. However, there are still obstacles in the realization of the local government budget that need to be further evaluated.

Abstract

This research aims to determine the underlying factors in men who are polygamous. This research uses a literature study method to look for aspects that underlie men's desire to carry out polygamy, using a data accumulation scheme via Mendeley and Google Scholar to access journals and scientific works. A literature search was carried out using the keywords "polygamy" and "Factors" with vulnerabilities in 2015-2024. Keywords are chosen because the themes are related to the topic and are relevant for the last 10 years and the data is up to date. Based on the search, 17,990 articles were found with the research article type, and only 4 of the most relevant articles were selected. The results of previous research and literature studies explain that the factors for polygamy in men are socio-cultural factors, religious factors, psychological factors, educational factors, economic factors.

Abstract

This study aims to evaluate the readiness of the Indramayu Regency Government in adopting Enterprise Resource Planning (ERP) as part of the implementation of e-Government. The background of this research is the importance of e-Government to improve the efficiency and transparency of public services, where ERP can play a key role in integrating various government functions. However, the readiness of local governments to adopt ERP is still a major challenge. The method used is Structural Equation Modelling-Partial Least Square (SEM-PLS) combined with the STOPE (Strategy, Technology, Organization, People, & Environment) framework. This approach allows for an in-depth analysis of the causal relationships between variables that affect ERP readiness in e-Government adoption. Data was collected and analyzed to test the influence of five key variables on ERP readiness. The results showed that organizational and human resource variables had a significant influence on ERP readiness, with path coefficient values of 0.490 and 0.240, respectively. On the other hand, the strategy and technology variables did not show significant influence, with path coefficient values of 0.171 and -0.116, respectively. The environmental variable was also insignificant with a path coefficient value of 0.029. In conclusion, ERP readiness in Indramayu Regency is more influenced by internal factors such as management support and human resource readiness, while technology and the environment make a limited contribution. Therefore, improving ERP readiness requires focusing on strengthening internal organizational factors and developing human resource capacity

Abstract

The subjects of this research were all employees at the Tangerang Muhammadiyah University. The total population in this study was 523 people with a sample size of 83 people. The data collection method is through a survey using a questionnaire. The data analysis technique used in this research is multiple regression. Based on the results of data processing and analysis, it can be concluded that (1) performance allowance (X1) shows that there is a positive and significant influence on employee performance with the equation Y = 26,496 + 0.326X1 + 0.378X2-0.062X3 + e. The hypothesis test calculation t is 0.002 < 0.05 and the t value is 3.202 > t table 1.990. (2) organizational motivation (X2) shows that there is a positive and significant influence on employee performance with a hypothesis test calculation of t of 0.000 < 0.05 and a t value of 3.848 > t table 1.990. (3) organizational culture (X3) shows that there is no influence and is not significant on employee performance with a hypothesis test calculation of t of 0.598 < 0.05 and a t value of 529 > t table 1.990. (4) calculating the F hypothesis with a significance value of 0.000 < 0.05 and an F value of 7,560 > F table 2.72, this shows that performance allowances (X1), organizational motivation (X2), and organizational culture (X3) simultaneously have a positive effect and significant to employee performance (Y).

Abstract

This article discusses efforts to revitalize cultural heritage through a holistic approach in managing local wisdom, especially in the context of the Panji Festival Event in Panji Village, Buleleng. Cultural heritage is an important asset in maintaining the identity and cultural desires of a society. However, cultural heritage is often neglected and threatened with extinction due to modernization and social change. To maintain the sustainability of cultural heritage, a holistic approach is needed that involves various aspects such as community participation, environmental preservation, education and local economic development. This article aims to explore a holistic approach in managing local wisdom to revitalize cultural heritage, with a focus on implementation at the Panji Festival in Panji Village, Buleleng. This research methodology includes a qualitative approach with data collection through participant observation, in-depth interviews with local stakeholders, as well as document analysis related to festival activities and cultural preservation efforts at the local level. The research results show that a holistic approach in managing local wisdom through the Panji Festival event has succeeded in building awareness of the importance of cultural heritage for local communities. The active participation of the community in organizing the festival, the integration of modern technology to promote and preserve local culture, as well as efforts to preserve the environment as an important aspect of festival activities have increased appreciation of cultural heritage and improved local economic prosperity.

Therefore, from the performance results of the Dinoyo intersection and the Sardo intersection of Malang city which refers to the 2023 Indonesia Road Capacity Guidelines, and the air quality is guided by the Regulation of the Minister of Environment and Forestry No. 14 of 2020, the degree of saturation for 3 days of observation is still more than 0.85 with the service level E due to the service level is still poor, so it is necessary to plan improvements at the Dinoyo intersection of the signalized intersection with geometric widening while in The unsignaled junction of the Sardo junction is planned with road geometry on each arm of the road. The largest delay value is 24.175 sec/smp so that the level of intersection service produced is at least D., while at the Sardo junction the degree of saturation for 3 days of observation is still more than 0.85 with service levels B and C. and the air quality is measured at 06.00 – 07.00 with a delay value of 39.765 sec/smp, then the particulate concentration obtained NO2 is the ISPU value of 21.170 (18 ppm),  SO2 ISPU value: 47.866 (19 ppm), C0 ISPU value: 15.609 (1090 ppm). Abstract

Graves' disease is an autoimmune disease that most common cause of hyperthyroidism which is characterized by diffuse thyroid disease, thyrotoxicosis, and can be accompanied by orbitopathy and dermopathy. Age and gender are factors that are thought to influence the time it takes for GD patients to reach a euthyroid state who receive antithyroid drug therapy. The aim of this study was to determine the relationship between age and gender on the time to achieve euthyroidism in GD patients who received anti- thyroid drug therapy. This analytical observational study is a cohort study conducted using the Borneo Wetland Study on Thyroid 2 (BEST-T 2) Endocrine Polyclinic, Ulin Hospital Banjarmasin database. Data on 68 GD patients were taken using the total sampling method. Data were analyzed using the Cox Regression test with SPSS version 26 with a confidence level of 95%. Survival data will be displayed using the Kaplan Meier curve. This study showed that there was no relationship with age (p=0.064), but showed there was a relationship with gender (p=0.044) on the time to achieve euthyroidism in Graves' disease patients.
