Abstract

This study aims to analyze the legal impact of drug use on the health of inmates at the Tanjung Kusta Women's Detention Center and to examine the handling efforts based on applicable laws and regulations. Drug abuse in detention centers not only violates the law but also has serious impacts on the physical, mental, and social health of inmates, as well as hindering the goals of social development and reintegration. The research method used is empirical legal with a statutory approach, a conceptual approach, and a sociological approach. Primary data were obtained through interviews with prison officers, medical personnel, and inmates, while secondary data were obtained from laws and regulations, legal literature, and official reports. The research results show that legal regulations regarding the prohibition of narcotics use in detention centers are regulated in Law Number 35 of 2009 concerning Narcotics, Law Number 12 of 1995 concerning Corrections (as amended by Law Number 22 of 2022), and Regulation of the Minister of Law and Human Rights Number 6 of 2013 concerning Correctional Institutions/Detention Centers. The resulting impacts include organ damage, the risk of infectious diseases, mental disorders, decreased quality of guidance, and increased recidivism. Handling efforts are carried out through repressive, preventive, and rehabilitative measures, but their implementation is still hampered by limited supervision, facilities, and coordination between institutions. This study concludes that normatively, the existing legal framework is adequate, but its implementation in the field is not optimal. Strengthening the monitoring system, improving rehabilitation facilities, and synergy between relevant agencies are needed to ensure the protection of the health rights of drug-using inmates at the Tanjung Kusta Women's Detention Center.

Abstract

Economics and history are deeply linked. A historian of any era must have at least a basic understanding of economics because a man's activities in society are intimately tied to economic issues. Economic historians are often in a good position to respond to inquiries regarding current global economic trends and crises because they are able to frame questions about complicated economic, social, and political issues and look for patterns and results of past incidents. The current paper highlights the relation of History in social science especially with Economics and its importance in current scenario.

Abstract

Tourism plays a pivotal role in fostering economic growth by generating revenue, creating employment, and contributing to GDP in many nations. Known for its unparalleled natural beauty, Kashmir is famously referred to as "Heaven on Earth." Within this region, Baramulla district is distinguished by its rich array of attractions, including gurudwaras, temples, monasteries, and shrines. A key highlight is Gulmarg, located at an elevation of 2,730 meters, which serves as a major tourist draw. Originally called Gauri Marg, the name was changed in the 16th century to Gulmarg, meaning "Valley of Flowers." Other notable sites in Baramulla include the Gulmarg Biosphere Reserve, Khilanmarg, Acchabal, Gondola Lift, Tangmarg, Khilanmarg Golf Course, and Parihaspora. The tourism industry in this district holds substantial potential, providing significant economic opportunities for the local population. This analysis focuses on the district’s major tourist attractions, historical sites, and geographical landmarks, highlighting their contribution to regional tourism development.

Abstract

The integration of robotics into healthcare has the potential to revolutionize patient care and support for caregivers, particularly through assistive technologies. However, effective Human-Robot Interaction (HRI) remains a critical challenge, limiting the adaptability, trust, and usability of these systems. This study explores advanced methodologies to enhance HRI for assistive robots, focusing on improving emotional intelligence, adaptability, and user experience. Key innovations include the implementation of AI-powered emotion recognition systems, adaptive interaction models using reinforcement learning, and multimodal communication that combines speech, gestures, and visual cues. These features aim to create intuitive and empathetic robotic systems that can better understand and respond to diverse patient needs. The proposed framework is tested in simulated healthcare environments, evaluating its effectiveness through metrics like usability, trust, and patient outcomes. Preliminary findings indicate that enhancing HRI significantly improves patient engagement and reduces caregiver burden. By addressing ethical considerations and cultural sensitivities, this research contributes to the development of socially acceptable, technically advanced assistive technologies, paving the way for a more human-centered approach to robotics in healthcare.

Abstract

Indonesia has experienced significant growth in foreign direct investment (FDI) inflows, reaching USD 47.5 billion in 2023 and exceeding the target of IDR 1,714 trillion in 2024. However, strict foreign worker regulations potentially affect the investment decisions of multinational companies. This research aims to analyze the impact of foreign worker restrictions on FDI realization in Indonesia with a case study in North Sumatra Province. The research method uses a qualitative approach with regulatory analysis and secondary data. The results show that although foreign worker restrictions through Government Regulation Number 34 of 2021 and Minister of Manpower Regulation Number 8 of 2021 aim to protect local workers and encourage technology transfer, these policies create trade-offs against Indonesia's investment attractiveness. Requirements such as mandatory local counterparts, Foreign Worker Utilization Compensation Fund (DKPTKA), and position restrictions create additional costs for investors. The Omnibus Law on Job Creation has simplified licensing procedures, but implementation challenges remain, particularly in regions like North Sumatra. The research recommends a balance between local workforce protection and investment facilitation through more flexible sector-based regulatory reforms.

Abstract

Price fixing is one of the prohibited agreements under competition law due to its inherently anti-competitive nature and harm to consumers. This research aims to analyze price fixing regulations under Law Number 5 of 1999 concerning Prohibition of Monopolistic Practices and Unfair Business Competition, focusing on the application of per se illegal approach, evidence using indirect evidence, and law enforcement challenges in Indonesia. The research method used is normative juridical with statutory, conceptual, and case study approaches. The results show that price fixing is regulated under Article 5 of Law No. 5 of 1999 with a per se illegal approach that does not require proof of impact. However, in practice, the Business Competition Supervisory Commission (KPPU) often faces difficulties in proof as business actors tend to avoid written agreements. The use of indirect evidence consisting of economic and communication evidence has become an increasingly developed alternative proof. This research recommends strengthening regulations regarding the position of indirect evidence and enhancing KPPU's capacity in economic analysis for effective competition law enforcement.

Abstract

This study aims to analyze the influence of service quality, infrastructure, natural tourism attractions, and facilities on visitors’ decisions to visit Serambi Deli Beach, Deli Serdang Regency, North Sumatra, with Community-Based Tourism (CBT) serving as a moderating variable. This research employs an associative quantitative approach with a total of 71 respondents. Data were analyzed using multiple linear regression and Moderated Regression Analysis (MRA). The results indicate that all four independent variables have a positive and significant effect on visit decisions, both partially and simultaneously. CBT strengthens the influence of service quality, infrastructure, tourism attractions, and facilities on visit decisions. The findings emphasize that enhancing local community participation is crucial for improving the quality of tourism at Serambi Deli Beach.
