Abstract

This study aims to analyze the social and economic impact of the Nusa Penida Festival on local communities in Nusa Penida, Bali. This annual festival showcases the cultural, artistic, and marine tourism of Nusa Penida, as well as the promotional media of the destinations and community empowerment. This study used a qualitative descriptive method and a case study approach. Data were collected through a literature review by examining various relevant secondary sources, such as scientific articles, government reports, and media publications. The results of the study showed that the Nusa Penida Festival has a positive contribution to local communities. From a socio-cultural perspective, this festival strengthens community identity and pride, encourages social participation, and increases awareness of the importance of cultural preservation. From an economic perspective, this festival encourages micro, small, and medium enterprise (MSMEs) activities, creates job opportunities, and increases local economic turnover. However, challenges such as decreased visitors, overtourism potential, and environmental pressure must be a concern in future management. Therefore, the Nusa Penida Festival must be directed toward the principle of sustainable tourism that emphasizes collaboration between government, community, and industrial actors so that the benefits can be distributed evenly and sustainably.

Abstract

This study aims to describe the implementation of the Discovery Learning model on the critical thinking skills of students in class VII.B at Al-Irsyad Islamic Junior High School in Sidenreng Rappang Regency in the subject of Pancasila Education. Classroom Action Research (CAR) was used, consisting of two cycles. Each cycle consisted of four stages: planning, implementation, observation, and reflection. Before the first and second cycles were conducted, a pre-cycle was carried out to obtain initial information and identify problems in the classroom. The results of the research showed that in the pre-cycle, 50% of the predetermined indicators were found.  However, after the first cycle and using the Discovery Learning model in Pancasila Education, there was an increase of 15% to 65%. In the second cycle, there was an increase from 65% to 80%. The results showed that there were significant improvements in critical thinking skills after the implementation of Discovery Learning in class VII.B at Al-Irsyad Islamic Junior High School in Sidenreng Rappang Regency.

Abstract

This study analyzes the legal status and institutional role of the Indonesian Prosecutor’s Office in mediating civil disputes between the government and civil society. Although the Prosecutor’s Office holds a sui generis position under national law—exercising prosecutorial powers alongside authority in civil and administrative matters—its structural placement within the executive branch raises concerns about neutrality and independence. The dual role of the Prosecutor’s Office as both mediator and State Attorney creates an inherent conflict of interest, potentially undermining the neutrality, procedural justice, and equality of arms essential to ADR. Drawing on doctrinal analysis and theories of procedural justice and separation of powers, this study argues that overlapping functions compromise mediation legitimacy. Public trust may decline when mediation is facilitated by an institution aligned with the disputing party. The study recommends limiting the Prosecutor’s Office to consultative functions, while substantive mediation should be handled by independent bodies. Clear functional demarcation and strengthened ethical guidelines are necessary to safeguard neutrality, accountability, and the rule of law.

Abstract

Spring water is an essential natural resource that supports ecological stability and human survival, making its protection a significant environmental and legal governance issue. Amid increasing water demand, climate variability, and forest degradation, the State is required to establish a regulatory framework to preserve spring water, particularly in protected forest areas. This study examines the legal regulations governing the protection of spring water in forest zones using a normative legal research method. This study adopts a statutory approach by reviewing the 1945 Constitution, the Water Resources Act, the Forestry Act, and the Environmental Protection and Management Act, as well as a conceptual approach to analyze the doctrines of state control, the ecological function of forests, and principles of environmental protection. The findings demonstrate that protecting spring water is a constitutional mandate reinforced by interrelated sectoral statutes. Forests perform a critical hydrological function; thus, the degradation of forest areas directly affects the quality and availability of water. The Environmental Protection Act provides preventive legal instruments, such as the Strategic Environmental Assessment, Environmental Impact Assessment, and environmental approval, to control harmful activities. Additionally, forest rehabilitation programs and the designation of protected local zones strengthen the conservation measures. Although the legal framework is comprehensive, its effectiveness is hindered by policy inconsistencies, weak supervision, and conflicts of interest in land use decisions. An integrated, multilayered statutory system regulates the legal protection of spring water in forested areas. However, its success depends on consistent law enforcement, intergovernmental coordination, and strengthened local regulations to ensure sustainable water availability for future generations of farmers.

Abstract

The fragility of local historical memory in Sibangkaja Village has become increasingly evident as oral traditions fade and social transformations accelerate under the pressures of urbanization and digital cultural penetration. This underscores the urgent need to reconstruct, document, and digitize ancestral narratives as part of community-based cultural heritage preservation efforts. This study aims to identify the structure and dynamics of Sibangkaja’s historical memory and explore the application of digital humanities in revitalizing local knowledge through web-based visual storytelling media. The research employed oral history interviews, participatory observation, an archival study of cultural records, and the transmediation of historical narratives into interactive visual formats. The findings reveal that Sibangkaja’s collective memory is deeply embedded in local cosmology, religious rituals, and kinship structures, while carrying moral values that connect humans to their ancestors and their lived environment. Digitizing memory through a web-based pictorial storytelling medium demonstrated expanded access to knowledge, enhanced engagement among younger generations, and the creation of intergenerational cultural collaboration spaces for the elderly. This study proposes a community-based digital-archiving model that integrates local epistemology, digital technology, and visual-narrative approaches. Its primary contribution lies in advancing digital humanities in the context of Indonesian customary villages while strengthening the discourse on knowledge decolonization and cultural pedagogy in the digital transformation era.

Abstract

This study aims to examine how the greeting "rek" is used in the digital interactions of the Suroboyoan community on platform X and how this greeting marks and represents the identity of arek Suroboyo. Using a qualitative approach and communication ethnography methods, data was collected through tweet documentation and an online survey of 11 respondents. The analysis shows that "rek" is used in various forms, such as greetings, invitations, emotional expressions, and jokes, reflecting the informal and egalitarian communication style typical of Surabaya. The survey findings indicate that the majority of respondents consider "rek" a very distinctive greeting that is still relevant for use by the younger generation and functions as a marker of local identity. Through indexicality theory, "rek" is understood as a linguistic symbol that indexes social membership, cultural closeness, and a sense of community togetherness. Therefore, the greeting "rek" serves not only as a form of linguistic expression but also as a representation of social and cultural identity that is alive and developing in the digital communication practices of Surabaya's younger generation.

Abstract

Land acquisition for public interest constitutes a fundamental aspect of national development; however, it frequently generates conflicts owing to the tension between development objectives and the protection of community rights. Prior to the enactment of Law Number 11 of 2020 on Job Creation, the legal framework governing land acquisition was regulated by Law Number 2 of 2012, which, despite providing a comprehensive statutory basis, continued to face obstacles, including lengthy procedures, high costs, and dissatisfaction with the compensation determination process. The enactment of the Job Creation Law introduced significant changes through the simplification of procedures, expansion of the definition of public interest, strengthening of institutional mechanisms, digitization of processes, and introduction of the land bank concept. This new regulation aims to accelerate infrastructure development while safeguarding community rights through more flexible compensation mechanisms and effective dispute resolution processes. However, these reforms raise concerns about a potential reduction in protection for vulnerable groups due to procedural acceleration. This study employs a normative and conceptual approach, drawing on statutory analysis and legal doctrine to assess the implications of the new regulatory framework. The findings indicate that although the Job Creation Law enhances the efficiency of land acquisition, the success of its implementation ultimately depends on the quality of on-the-ground execution, strict oversight, and the active participation of affected communities in the decision-making process.

Abstract

Pangkalpinang City is one of the municipalities in Indonesia that was planned to transform into a developed urban environment by 2030. To help achieve the city’s development goal, this study presents an analysis of the spatial structure of the urban service center of Pangkalpinang City, which comprises the Rawa Bangun, Gedung Nasional, Masjid Jamik, Pasar Padi, and Bintang sub-districts, using Kevin Lynch’s image-forming elements, that is, path, edge, district, node, and landmark. A qualitative descriptive method was used to interpret users’ spatial experiences through field observations and supporting secondary data. The results show that the urban service center area is shaped by a complex hierarchical path, natural and artificial edges, diverse functional districts, many nodes in the form of intersections, bridges, a public transport terminal, and ten cultural and non-cultural landmarks. These findings highlight how Pangkalpinang City’s spatial structure and functional patterns may interact to support the city’s public services, and they can guide future spatial planning of the city towards a more integrated and citizen-friendly city.

Abstract

The development of digital technology, particularly social media, has significantly transformed the dynamics of Indonesia’s criminal justice system. Social media now functions as a public platform that shapes public opinion even before formal legal proceedings commence, giving rise to the phenomenon of "trial by social media." This study analyzes the fundamental differences between formal investigative mechanisms based on the Criminal Procedure Code (KUHAP) and information dissemination mechanisms on social media, as well as their implications for the objectivity, independence, and legitimacy of law enforcement officials. This study employs normative legal methods with qualitative analysis of legislation, legal literature, digital journals, and viral case studies in Indonesia, such as the Vina Cirebon and Mario Dandy cases. The findings indicate that social media rapidly influences public opinion through emotional and simplified narratives, whereas formal justice mechanisms prioritize structured, evidence-based, and procedural processes over emotional narratives. The virality of cases on social media can generate psychological and institutional pressure, threaten investigative objectivity and integrity, and potentially undermine the presumption of innocence. This study highlights the need for digital literacy, transparency in judicial processes, and effective legal communication to ensure that emotional social media narratives do not compromise due process, thereby safeguarding independent, objective, and evidence-based justice for sexual assault victims.

Abstract

Public trust in the government does not emerge suddenly; rather, it is shaped by the public’s understanding of social and state dynamics. Historical, legal, and political literacy are important elements that influence citizens’ assessment of government policies and performance. Individuals with low literacy levels tend to respond passively to social and political issues, often accepting government actions without critically evaluating them. This study aimed to analyze the relationship between historical, legal, and political literacy and the level of public trust in the government. A quantitative approach was employed using a survey method, with sample selection carried out through quota sampling to ensure respondent representation across specific categories. The collected data were analyzed using Kendall’s Tau-b correlation test to measure the strength and direction of the relationship between variables. The results of the analysis indicate that there is no significant correlation between historical, legal, or political literacy and public trust in the government (Sig. > 0.05). The low correlation coefficient suggests that these three forms of literacy do not directly influence public trust. These findings indicate that literacy plays a greater role in shaping individuals’ critical awareness and reflective ability to evaluate government performance, rather than simply increasing passive trust.
