Abstract

Objective: This study examines the models, contexts, and ideologies shaping English Language Teaching (ELT) curricula in three developing countries: Indonesia, Nigeria, and Yemen. It focuses on how national priorities, policy orientations, and institutional constraints influence curriculum development and classroom practice. Theoretical framework: The analysis is grounded in Tyler’s (1949) Objectives Model, Taba’s (1962) Grassroots Model, and modern approaches such as Communicative Language Teaching (CLT) and Task-Based Language Teaching (TBLT). These frameworks are assessed through a critical perspective that views curriculum not only as a pedagogical tool but also as an ideological instrument implicated in debates on linguistic imperialism. Literature review: Previous studies highlight curriculum as both pedagogical and ideological. Tyler’s model, Taba’s grassroots approach, CLT, and TBLT inform debates on policy, context, and linguistic imperialism in developing-country ELT. Methods: A qualitative descriptive approach combined with a critical review of literature was employed. Data included curriculum and policy documents, as well as academic studies published between 2000 and 2024. This triangulated method highlights the interplay between policy design and educational realities. Results: Findings reveal uneven progress. Indonesia shows partial achievement of communicative objectives but struggles with contextual challenges. Nigeria’s curriculum remains dominated by examination-driven practices, limiting communicative competence. Yemen demonstrates stagnation caused by weak governance and insufficient infrastructure. Differences in pedagogy, teaching resources, and assessment underline the gap between intended aims and actual delivery. Implications: Sustainable ELT reform requires systemic teacher training, equitable resource allocation, and contextually relevant policies. Novelty: This comparative study contributes uniquely by integrating literary, pedagogical, and ideological perspectives, offering insights into ELT curricula as both educational frameworks and instruments of political influence.

Abstract

Objective: This study aims to examine in depth the verses of the Qur'an related to the Islamic economic system, especially regarding the prohibition of usury, zakat obligations, the principle of wealth distribution, and the ethics of muamalah, as well as to explore the relevance of the content of these verses to the contemporary Islamic financial system. Theoretical framework: The theoretical framework used departs from the economic principles of the Qur'an, which emphasize justice, transparency, and partiality to the weak, by integrating normative-moral approaches and modern social contexts. Literature review: Previous literature has discussed many Islamic financial products and practices from legal and technical perspectives, but still lacks an explicit link to the comprehensive interpretation of Qur'anic verses. This research bridges this gap by comparing the thought of classical mufassir such as Ibn Kathir and Al-Qurtubi with contemporary mufassir such as M. Quraish Shihab and tafsir at-Tanwir. Method: The method used is qualitative with a thematic interpretation approach (maudhu'i), which involves collecting and analyzing the verses of the Qur'an related to economic themes, then interpreting their meaning, context, and normative message through content analysis of the main interpretation text. Results: The results of the study show that the economic verses in the Qur'an have strong transformative value for forming a fair and inclusive financial system. These values have been partially implemented in the practice of institutions such as Bank Syariah Indonesia, LAZISMU, and Dompet Dhuafa. Implications: The implications of this study confirm that the Islamic financial system should be based not only on fatwas or legal standards, but also on the ethical values of the Qur'an. Novelty: The novelty of this study is an integrative approach between the interpretation of economic verses and the institutional practice of Islamic finance, making it a conceptual and practical foothold in designing a fair and sustainable Islamic economic system.

Abstract

Objective: This study aims to examine the meaning and relevance of the teachings of birrul walidain (filial piety to one's parents) in modern life through a comparative analysis of two contemporary thematic interpretations: Tafsir Al-Misbah by Quraish Shihab and Tafsir Al-Munir by Wahbah Az-Zuhaili. Theoretical framework: This research is based on the theoretical framework of Islamic ethics and the approach of thematic interpretation (maudhu'i), taking into account the normative and contextual dimensions of the verses of the Qur'an related to birrul walidain. Islamic morality theory is also used as a foundation in understanding the formation of individual and societal morals. Literature review: The literature review includes literature on contemporary thematic interpretations, the values of birrul walidain in the Qur'an, and socio-cultural dynamics related to changes in family values and moral challenges in the modern era. The literature also highlights the difference in approach between Quraish Shihab and Wahbah Az-Zuhaili in interpreting Islamic values. Methods: This study uses a qualitative method with a literature study approach. Primary data sources were obtained from two main tafsir works, namely Tafsir Al-Misbah and Tafsir Al-Munir, while secondary data came from relevant supporting literature. Results: The results of the study show that both interpretations affirm birrul walidain as a form of obedience to Allah and the moral foundation of life. Tafsir Al-Misbah emphasizes the social and psychological aspects contextually, while Tafsir Al-Munir emphasizes the normative and legal aspects of Sharia. Both agreed that birrul walidain includes respect, emotional support, financial assistance, and maintaining parental honor. Implications: These findings enrich the understanding of the relevance of the value of birrul walidain in the modern era and show the importance of an adaptive approach in applying the teachings of the Qur'an in the contemporary social context. This research also contributes to the development of thematic interpretations that are responsive to the dynamics of society. Novelty: This research offers a new contribution by comparatively analyzing two contemporary interpretations from the perspective of applying the value of birrul walidain in the modern context. This approach has not been widely used in the study of thematic interpretations that connect traditional values with contemporary reality.

Abstract

Objective: This study aims to identify and analyze the coaching process carried out by the Gorontalo City Social and Community Empowerment Service for street clowns and silver men, as well as evaluate the level of effectiveness of the implementation of the program. Theoretical framework: The theoretical framework of this research is based on the theory of social development, community empowerment, and social control theory that emphasizes the urgency of rehabilitation, the provision of skills training programs, and the strengthening of cross-sector coordination to overcome complex and sustainable social problems. Literature review:  The literature review in this study examines the phenomenon of the emergence of beggars with creative methods, namely street clowns and silver men, which represent a new form of begging practice in public spaces. In addition, the literature also emphasizes the role of local governments in the implementation of social development programs, the urgency of the involvement of officials in supervision, and the effectiveness of community empowerment programs in suppressing similar practices. Method: This study uses a qualitative approach with a descriptive method. Data collection techniques include observation, in-depth interviews, and literature studies. The research analysis focused on three main indicators, namely the existence of coaching programs, the availability of apparatus, and supervision mechanisms. Results: The results of the study show that the implementation of coaching has not reached the expected effectiveness. The main obstacles include the absence of post-coaching skills training programs, the limited number of officers on duty, and weak coordination between related agencies. This has resulted in the return of most street clowns and silvermen to their old activities on the streets, even with a tendency to move to areas with looser levels of surveillance. Implications:  This study emphasizes the urgency of strengthening sustainable social development programs through skills training, increasing the number of officials, and cross-sectoral coordination. These findings can be a reference for local governments in formulating policies to handle social problems more effectively. Novelty: The novelty of this research lies in the study of the contemporary phenomenon of beggars with a new identity, namely, street clowns and silver men. This research also provides a critical analysis of the limitations of local government development programs to enrich academic studies as well as provide practical input for social policies.

Abstract

Objective: This study aims to analyze the effectiveness of population administration services in Gorontalo City by highlighting three main aspects, namely responsiveness, quality of human resources, and service system. Theoretical framework: This study is based on public service theory and the principle of good governance, where service effectiveness is understood as a result of the interaction between responsiveness to community needs, human resource competence, and the use of technology in the service system. Literature review:  This study refers to the study of the effectiveness of public services, digitization of population administration, as well as the role of human resources and community complaints, while filling in the gaps of studies that rarely emphasize the integration of technical, institutional, and community participation aspects. Method: The study used a descriptive qualitative approach by triangulating data through interviews, observations, and documentation at the Gorontalo City Population and Civil Registration Office. Results: The results show that even though the digitization of services through the Centralized SIAK and the pick-up program has been implemented, the implementation has not been fully optimal. In the aspect of responsiveness, there are still obstacles in the form of long waiting times and limitations in handling public complaints. In terms of human resources, there is a competency gap in mastering technology and a lack of continuous training. Meanwhile, the service system still faces obstacles in the form of technical problems and low digital literacy of the community, which has an impact on the effectiveness of online services as a whole. Implications: This study emphasizes the need to increase human resource capacity, optimize service technology, and improve the public complaint system, with the support of synergy between technical, institutional, and community participation aspects to realize responsive and accountable administrative services. Novelty: The contribution of this research lies in the emphasis on the integration of digital innovation, strengthening human resource competence, and community participation as a strategy to improve the quality of population administration services in the region, especially in Gorontalo City.

Abstract

Objective: This study aims to analyze the overall transformation of Islamic education in responding to the challenges and opportunities that arise due to the Industrial Revolution 4.0 and the Industrial Revolution 5.0. Theoretical framework: This study is based on the theoretical framework of Human-Centered Technological Integration and Islamic Philosophy of Education. These two frameworks emphasize the importance of adapting Islamic educational institutions to digital disruption while maintaining spiritual and ethical values as the core of education. Literature review: A literature review shows that there is a widening digital divide among Islamic educational institutions, especially between traditional Islamic boarding schools and modern madrasas. Previous studies indicate that the integration of technologies such as artificial intelligence (AI), virtual reality (VR), and digital content in Islamic curricula is still very limited. In addition, there are concerns about moral degradation and the spread of radical content in the digital space, which has not been balanced with adequate digital literacy. Methods: This study uses a qualitative-descriptive approach with document analysis, policy analysis, and synthesis of the latest empirical data from UNESCO, the Ministry of Religion of the Republic of Indonesia, and independent studies on Islamic education. The data are thematically analyzed to identify systemic challenges and relevant transformation strategies. Result: The results of the study revealed four main problems, namely: (1) the limitations of digital infrastructure in Islamic boarding schools and madrasas; (2) a curriculum that has not been integrated with the field of STEM and digital ethical values; (3) the low digital competence of educators; and (4) the erosion of spiritual values due to learning models that rely too much on artificial intelligence and technology. However, there is a great opportunity for innovation through the development of integrative curricula such as digital fiqh and AI-based Sufism, the application of hybrid learning, and the use of financial technology (fintech) for waqf-based education funding. Implications: This study recommends accelerating the digitalization of Islamic education, technology-based curriculum reform, and improving educators' digital competencies, while maintaining a balance between innovation and Islamic values. Novelty: This study offers an integrative model that combines Islamic epistemology with the Industrial Revolution 4.0 and 5.0 paradigms to realize sustainable, ethical, and contextual Islamic education.

Abstract

Objective: To critically analyze Ki Hajar Dewantara's educational philosophy and its relevance to contemporary Indonesian education, especially in the context of the "Freedom of Learning" policy. Theoretical framework: This research is based on the theoretical framework of humanistic, cultural, and liberation education, with an emphasis on student autonomy, moral development, and the formation of national identity. The triadic philosophy of Ki Hajar Dewantara, which consists of the principles of Ing Ngarsa Sung Tulada, Ing Madya Mangun Karsa, and Tut Wuri Handayani, is used as a conceptual basis in this study. Literature review: A literature review shows that although Ki Hajar's educational values are often referenced, there are still shortcomings in integrative and practical studies that relate his thinking to the demands of modern education, especially in the era of digital transformation, global competition, and curriculum reform. Most studies are historical or philosophical, without providing a concrete operational framework for educators and policymakers. Methods: This qualitative research uses historical, sociocultural, and content analysis approaches. Primary data was obtained from Ki Hajar Dewantara's original writings, speeches, and policy documents. Secondary data includes related literature and contemporary educational frameworks such as the Independent Curriculum. The analysis was carried out through thematic categorization and interpretive synthesis. Result: The results of the study show that Ki Hajar Dewantara's thinking remains relevant, especially in terms of educational freedom, cultural roots, and moral character development. His thinking became the philosophical basis for rehumanizing education in the dominance of metrics and standardization. However, reinterpretation is needed to be in line with the digital learning environment and 21st-century competencies. Implications: National education policies need to integrate local cultural values and humanistic pedagogical approaches to create sustainable, identity-based learning. Novelty: The uniqueness of this research lies in the reactualization of Ki Hajar Dewantara's educational philosophy as a contextual and adaptive living paradigm to current and future educational challenges.

Abstract

Objective: This study aims to analyze the development strategy of Huyula Micro, Small, and Medium Enterprises (MSMEs) based on collaborative governance to achieve a sustainable economy in Lembah Hijau Village, Bone Bolango Regency. Theoretical framework: The study is grounded on three main concepts: business development strategy, collaborative governance, and sustainable economy. Business strategy emphasizes innovation, managerial capacity, and digitalization; collaborative governance highlights multi-stakeholder collaboration; while sustainable economy integrates economic, and social. Literature review: Previous studies reveal that MSMEs are vital contributors to Indonesia’s economy, accounting for more than 60% of GDP and absorbing 97% of the workforce. However, they face challenges such as limited resources, weak managerial capacity, inadequate institutional infrastructure, and poor digital adoption. Methods: This research applies a descriptive qualitative approach, conducted over six months (June–October 2025). Data were collected through observation, semi-structured interviews with seven purposively selected informants (village government, community leaders, four MSME actors, and youth representatives), and focus group discussions (FGD). Results: The findings indicate that Huyula MSMEs remain at the start-up stage, constrained by managerial, marketing, and innovation limitations. Collaborative governance proved crucial, involving the village government as facilitator, MSME actors as innovators, local leaders as social legitimators, youth as digital promoters, and the private sectors as financing and distribution partners. The collaborative model strengthens human resource capacity, builds collective institutions, and integrates digital technology to expand market access. Implications: The study implies that collaborative governance fosters inclusive and sustainable economic practices, aligning with Sustainable Development Goals (SDGs) 8 (Decent Work and Economic Growth) and 12 (Responsible Consumption and Production). Novelty: This research contributes by formulating an ideal model of MSME development based on collaborative governance at the village level, integrating managerial empowerment, institutional strengthening, and digitalization.

Abstract

Objective: This study aims to analyze the contribution of the Regional Health Laboratory (Labkesda) of Gorontalo Province in increasing Regional Original Revenue (ROR) through service innovation and better management. Theoretical framework: The theoretical framework used includes public service innovation, communication in promotion, and management of resources, facilities, and budgets that affect the performance of Labkesda. Literature review: A literature review examines the role of ROR in regional funding and the challenges faced in increasing its contribution through the health sector. Methods: The method used is qualitative descriptive with data collection through observation, interviews, and documentation. Results: The results of the study show that despite several service innovations such as home care and telephone consultation, Labkesda's contribution to ROR is still limited. Socialization strategies through social media and cooperation between agencies are also not effective because communication tends to be one-way. The main obstacles include limited human resources, infrastructure, budget, and competition with private laboratories. Implications: strengthening service innovation, more creative promotion, and improvements in management to increase Labkesda's contribution to ROR, as well as strengthening its role as a modern and competitive health service provider. Novelty: This research also offers new insights into the gap between the concept of public service innovation and its implementation in the field, as well as provides an overview of the factors that hinder the optimal contribution of Labkesda to ROR.

Abstract

Objective: This study aims to assess the effectiveness of the implementation of the e-Monep policy in the Development Administration Section of the Boalemo Regency Regional Secretariat by identifying obstacles in the organizational, interpretation, and implementation dimensions, as well as formulating improvement recommendations based on empirical findings. Theoretical framework: Using the Charles O Jones policy implementation framework that examines organization, interpretation, and implementation as an analytical basis for implementing capacity, policy interpretation processes, and operational practices. Literature review: Includes studies of public policy implementation, electronic governance for monitoring, evaluation, and reporting of local governments, and public sector change management with a focus on human resource competencies, information and communication technology infrastructure, cross-unit coordination, and policy communication. Method: The study used a descriptive qualitative approach from August to September 2025 with thirteen informants through purposive and snowball sampling; data were collected through interviews, documentation, and observation; analysis included reduction, presentation, conclusion drawn, and verification using credibility tests. Results: The organizational dimension has not been optimal due to limitations in competence, facilities, and coordination; the interpretation dimension is relatively adequate through routine socialization and effective communication; the implementation dimension has not achieved the goals due to input delays, technical constraints, and infrastructure limitations. Implications: It is necessary to strengthen operator competence, provide and maintain infrastructure, strengthen cross-unit coordination, standardize procedures, establish clear performance indicators, discipline input schedules, as well as provide technical support and data standardization. Novelty: Systematic application of the Jones framework in the context of the current e-Monep region that reveals the asymmetry of progress between dimensions and marks a lever point for improvement in competence, facilities, and coordination.
