Abstract

Abstract. Management of bureaucratic formalities will hinder the emergence of change, creativity and innovation in providing public services so that it will have a broad impact on the successful achievement of drought disaster management efforts. Analysis of formalities in the bureaucracy that is intended to be related to basic legal, procedures and operational standards in this drought disaster management effort. This research uses a qualitative research method with observation and interview methods. From the research findings, it was found that the National Disaster Management Agency for regional Disaster Mitigation of Northe Central Easth District drought management did not yet have formalities in the form of basic legal, operational procedures and standards that comprehensively regulate the work system in drought disaster management efforts, both pre-disaster, during the disaster and after the drought occurred. This has an impact on the opportunities and risks for making mistakes in decision making. Therefore, it is necessary to design a clear, simple and transparent legal basis formulation based on information technology by involving stakeholders to develop programs and activities that are more specific in relation to drought disaster management efforts.

Abstract

Abstract. This study aims to determine the effect of knowledge of fatwa, the knowledge of coronavirus disease, and family factors on student compliance with social distancing policies to prevent the spread of Covid-19 in Indonesia. This study was quantitative and the data were collected through questionnaires distributed via google forms. The data were collected from 426 respondents who were students of private and public Universities in Indonesia. The tool of analysis used in this study was the Partial Least Square (PLS) method, a variance-based structural equation analysis (SEM) that can simultaneously perform the measurement and structural model testing. The study found that there was a significant influence of the family factors on the compliance of students with social distancing policies. While there was no significant influence of the knowledge of fatwa and Covid-19 variables on student compliance with social distancing. The results of this study contribute to enriching the discourse of the role of religious and social factors on student compliance with social distancing policy to reduce the spread of Covid-19

Abstract

Abstract. This article aims to describe the economy of oil palm smallholders in post-conflict Aceh. The data for this study were gathered through observation, interviews, and a review of the relevant literature. This study found that oil palm plantations were one of the industries that helped the people of North Aceh get back on their feet economically after the conflict. The peaceful conditions in post-conflict Aceh propelled the former GAM combatants to plunge into the oil palm plantation sector because the potential for land was quite wide. The success of the oil palm plantation activities by former GAM combatants encouraged the community to participate in planting oil palm so that the area of oil palm plantations continued to increase in North Aceh, and then the community's economy also increased. These conditions strengthened peace because GAM combatants successfully switched from conflict-related activities to economic ones.

Abstract

Abortion is a crucial law in health law. But in reality, abortion with some medical reasons is a legal way to be taken in providing solutions to safety problems related to pregnancy. The polemic of overlapping legal rules that apply and occur between the Health Law and the Criminal Code is certainly a condition that must be addressed wisely through some analysis so that it is expected to find the best middle ground in addressing both matters. This study aims to determine the description of the implementation of abortion on indications of medical emergencies in hospitals associated with abortion law regulations namely the Criminal Code and the Health Act. The research design used in this study is qualitative with descriptive phenomenology approach. This study reveals a picture of the implementation of abortion arrangements based on aspects of medical emergencies that are connected between the Health Law and the Criminal Code regulation of abortion crime. The researcher analyzed the data using Colaizzi analysis, which completes the analysis by re-clarifying the participants. The results of the study found that legal issues regarding abortion regulations indicating medical emergencies as long as it refers to the procedure in accordance with Health Law No. 36 of 2009 then the legal issues regarding the Criminal Code on abortion can not be raised to the surface, because medically abortion provocatus medicinalis or abortion on indications of medical emergencies is an abortion that must be performed on pregnant women in emergency conditions that if not performed abortion can threaten the life of the pregnant woman.

Abstract

This study aims to explain the complete primary immunization (Y) and how much the determinants of health infrastructure factors (X1), health budget support (X2), quality of vaccines and equipment (X3), and implementing personnel (X4), Partially and simultaneously, affect Y. The method used is explanatory quantitative. The study locates at the Pendopo Barat and Talang Padang Community Health Centers with a sample of 48 people (5%) based on proportionate stratified random sampling. The results reveal that (1) Partially, X1 affected Y, with r-count X1Y(2.731); X2 had no effect on Y, with r-count X2Y(1.435); X3 had no affected Y, with r-count X3Y(0.380); X4 affected Y, with r-count X4Y(3.322), (2) Simultaneously, the variables X1, X2, X3, and X4 affected Y, with F-count value(6.029). The research implies an urgent calibration for the equipment, besides the need to increase the quantity of immunization equipment.

Abstract

Digitalization is a must to maintain business consistency In the era of pandemics and technological advance. The culinary sector in Langsa City continues to grow, with a wide market ranging from students, students, and households, to industry causing several culinary destinations such as traditional and modern cafes to gain public interest. This study aims to analyze 1) How to adapt the digital transformation of SMEs in the culinary sub-sector in Langsa City, and 2) How is the creativity of the culinary sub-sector actors in the digital transformation adaptation period. This research method was descriptive and quantitative. The respondents of this research are one hundred people who are culinary consumers of Langsa city. Two aspects were measured in the research: digital transformation and innovation carried out by culinary SMEs. The results show that the Culinary SMEs in Langsa City has adapted to digital transformation in their business well. Culinary SMEs show that they have been innovating and being creative in the products offered. Product innovations ranging from taste, packaging, size, and so on are considered quite good and competitive, this shows that SMEs can adapt to compete in the culinary subsector.

Abstract

This study attempts to explain the problem of hotel tax in Indonesia especially in Baubau City. With a mixed research design. Sequential explanatory strategy type. To determine the effect of hotel tax effectiveness on local revenue (PAD) in Baubau City, this study used a quantitative design with a survey using a correlation approach. Meanwhile, to find out the strategy to increase hotel taxes using a qualitative design. The results of this study found that only a 2.52% increase in Baubau City's PAD in 2018-2020 was influenced by hotel tax effectiveness. The tax increase strategy carried out both intensification and extensification by the Baubau City BPKAD has many weaknesses so that it has an impact on many obstacles to efforts to increase taxes. No strategy changes have been made to increase hotel tax revenues, including in the face of the COVID-19 pandemic.

Abstract

Food security is a global strategic issue, affecting social and economic stability and even national security. Indonesia's population is increasing sharply, food security needs to be strengthened through urban farming. The source of food production in urban areas has decreased, due to the narrowing of agricultural land. The research method is descriptive and qualitative. Data collection was done using interview, observation and documentation techniques. The research analysis uses the model by Miles Huberman. The results of the study indicate that the community already understands and is familiar with urban farming with P2L, even groups of PKK women have participated in plant management in their yards; the inhibiting factors of the perpetrators are not understanding the technicalities of urban farming, lack of capital and the existence of extreme weather; The local government strongly supports the making of food security policies through urban farming by issuing several legal products of Regional Regulations.

Abstract

Cirebon City has a lot of cultural heritage in the form of the Palace and other historical relics. The Department of Tourism and Culture of West Java Province tries to preserve the existence of this cultural heritage through the establishment of the History of the Palace as a primary tourist attraction. This study aims to determine the factors that influence the existence of historical palace tourism among the people in the current era of globalization. The research approach method is quantitative statistics, analyzing data with factor analysis. Data collection techniques were carried out through the distribution of online questionnaires. Respondents who were netted were 131 respondents from Cirebon City, Cirebon Regency, and Bandung City in the age range < 20 years to > 60 years. The results of the study concluded that the existence of the historical tourist attraction of the palace was known by most of the respondents. The government and managers of historical tourism and palaces can increase their existence and increase tourist visits by considering these four factors : Applications & Tourist Attractions, Historic Buildings & Traditional Ceremonies, Traditional Culinary, Superior Value.

Abstract

As happened in Cirebon City, Indonesian culture faces the challenges of technological and scientific development that can erode or enrich the culture itself. Previous studies have shown that social networks affect economic and business resilience and this study identifies how social networks affect cultural resilience. This study concludes social networks influence increasing cultural resilience through the existence of common goals, sharing knowledge and resources, and creating innovations in the arts and culture. Maintaining and preserving culture as part of the identity and capital of urban development is a common goal of the palace and the city government. These factors underlie a culture that can survive and go hand in hand with the development of technology and science. The three palaces in Cirebon City play a major role in maintaining culture. The results of this study provide lessons for other regions and enrich studies related to the influence of social networks on the resilience and development of cities.
