Abstract

The development of sustainable tourism villages based on community participation is a crucial strategy in transforming Indonesian tourism towards a more inclusive and resilient model. This study aims to analyze the dimensions of sustainability and the dynamics of community participation in the tourism village ecosystem through a literature review and qualitative methods. The findings indicate that community participation often remains at the level of tokenism (informing and consultation) according to Tangga Arnstein, where substantive involvement in decision-making is still limited. Synergy between Tourism Awareness Groups (Pokdarwis) and Village-Owned Enterprises (BUMDes) plays a crucial role in conflict management and the equitable distribution of economic benefits. Although national policy instruments have referred to global standards (GSTC), challenges such as low human resource capacity, limited capital, and the risk of cultural commodification remain major obstacles. The study concludes that the transformation towards independent tourism villages requires strengthening digital literacy (Tourism 5.0) and integrating local wisdom values ​​such as Tri Hita Karana to ensure a balance between economic, socio-cultural, and environmental aspects.

Abstract

Whisper of the Heart is an animated film produced by Studio Ghibli and directed by Yoshifumi Kondou. The film tells the story of a teenager named Shizuku who is searching for her true self. Two other characters who play a significant role in Shizuku’s journey are Seiji and Nishi. In this animated film, Kondou not only portrays the lives of teenagers in general but also weaves in the philosophy of wabi sabi, which has three core values: simplicity, imperfection, and transience. This representation of wabi sabi is reflected through the character development of the protagonists. Simplicity is reflected in the lifestyles of Shizuku, Seiji, and Nishi. Imperfection is reflected through Shizuku’s unstable and indecisive nature. Transience is reflected through the figure of the Baron cat statue and Nishi’s memories of the past. Settings such as the Tama Hills, the train tracks, the library, the Chikyuuya studio, and the violin workshop serve to create a quiet and unadorned atmosphere, thereby reinforcing the reflection of wabi-sabi values in everyday life. The philosophy of wabi-sabi teaches that life is not always smooth and beautiful, but it is in the cracks and imperfections that human values are reflected.

Abstract

In response to the contribution of greenhouse gas emissions and climate change, the government enacted Presidential Regulation Number 112 of 2022 concerning the Acceleration of Renewable Energy Development for Electricity Supply. This study aims to analyze the emergence of Presidential Regulation 112/2022 as a policy agenda through the Multiple Streams Framework (MSF) approach. The research employs a qualitative method through literature review and policy document analysis. The findings reveal that the enactment of Presidential Regulation 112/2022 was influenced by the convergence of three policy streams: problem stream, policy stream, and political stream. The problem stream was characterized by the dominance of fossil energy, climate change threats, and inconsistencies in national energy policies. The policy stream was reflected in various energy transition policy alternatives formulated through the National Energy Plan (RUEN) and PLN Electricity Supply Business Plan (RUPTL) 2021–2030. Meanwhile, the political stream was reflected in the dynamics among policy actors, including government support for the energy transition agenda, particularly during Indonesia’s G20 Presidency, while conservative actors such as PLN also emerged. This study also finds that Joko Widodo acted as a policy entrepreneur by utilizing the policy window to encourage the issuance of Presidential Regulation 112/2022.

Abstract

This article discusses how digital transformation has driven a shift in prostitution promotion practices from traditional to digital. This article focuses on the digital application called MiChat, a chat application frequently used by sellers and buyers. This study aims to analyze online prostitution practices and understand how women commercial sex workers (CSWs) who use the MiChat application interpret and negotiate power over their bodies amidst economic pressures, social stigma, and weak legal protection. This study uses qualitative methods with a phenomenological approach to explore the lived experiences of female CSWs as research subjects. Data were collected through in-depth interviews with female CSWs who use MiChat, non-participant observation, and documentation. The results indicate that online prostitution is interpreted as a survival strategy and a space for relative bodily autonomy. Female CSWs have control over their working hours, client selection, and setting service boundaries through digital media. However, this power over their bodies is unstable due to limitations imposed by social stigma, the risk of violence, and unclear legal status.

Abstract

Fuel distribution constitutes a strategic public policy domain with direct implications for social and economic stability, particularly in urban contexts. This study examines the implementation of fuel distribution policy in Pontianak City through the analytical framework of Daniel A. Mazmanian and Paul A. Sabatier, with particular attention to the emergence of panic buying despite the absence of structural shortages. The research adopts a qualitative approach based on a directed literature review and secondary data analysis, drawing on government reports, academic sources, and media coverage. The findings indicate that, from a structural and technical standpoint, fuel supply in Pontianak remains stable and sufficient to meet public demand. Patterns of consumption and distribution suggest that the policy possesses adequate capacity to manage fluctuations in demand. However, empirical evidence reveals persistent long queues and panic buying behavior, pointing to a disjuncture between objective supply conditions and collective public perception. Within the Mazmanian and Sabatier framework, this study finds that neither the tractability of the problem nor the formal capacity of the policy design constitutes the primary constraint on implementation. Instead, non-statutory variables—particularly public perception, information dynamics, and levels of trust—play a decisive role in shaping policy outcomes. Panic buying is thus understood not as a response to material scarcity, but as a socially constructed reaction to perceived uncertainty. This study argues that policy implementation must be understood as a socio-political process in which meaning-making, perception, and trust are central. Consequently, the effectiveness of fuel distribution policy depends not only on material capacity, but also on the state's ability to manage public communication and sustain legitimacy in the eyes of society.

Abstract

The high turnover of Generation Z workers has become a structural problem for technology startups in Indonesia rather than a temporary operational disruption. Having grown up within a digital ecosystem, this generation displays a distinct work orientation in which loyalty is no longer extended to institutions but to work experiences perceived as meaningful. This study examines how the work environment and work-life balance affect employee retention, both directly and through job satisfaction as an intervening mechanism. A quantitative explanatory approach was employed using primary data from 150 Generation Z employees in the startup technology sector, collected through a five-point Likert questionnaire. The analysis used Partial Least Squares Structural Equation Modeling (PLS-SEM) with SmartPLS 4, while the scholarly positioning was traced through a bibliometric analysis using VOSviewer. The examination of seven hypotheses confirmed that all were supported. Work environment and work-life balance positively and significantly affected both job satisfaction and retention, and job satisfaction partially mediated both relationships. These findings revise the long-held assumption that retention is solely a matter of compensation; for Generation Z, the quality of work relationships and respect for the boundaries of personal life are equally, if not more, decisive in the decision to stay.

Abstract

This article examines the institutional resistance to the replacement of the Speaker of the Regional Legislative Council (DPRD) of Southeast Sulawesi Province, La Ode Tariala, who was formally dismissed by the NasDem Party Central Board through Decree No. 28A-SK/AKD/DPP-NasDem/XI/2025 in November 2025. The dismissal was not triggered by ethical or legal violations, but by the party's perception that Tariala was functionally too close to Governor Andi Sumangerukka, thereby weakening the legislature's supervisory role. Remarkably, despite the issuance of the party's decree, the interim replacement (PAW) process in the DPRD repeatedly failed to achieve a quorum through mid-2026—marking a form of institutional resistance not previously examined in Indonesian political science literature. Applying a qualitative case study approach within the theoretical frameworks of principal-agent theory and legislator dual-loyalty, this article argues that the conflict reflects a structural contradiction between party discipline logic and the logic of local legislative institutional autonomy. Findings reveal a gap between parties' formal authority over PAW mechanisms and legislators' factual capacity to delay replacement through internal procedure. This study contributes to ongoing debates about party dominance in Indonesia's post-reform parliament.

Abstract

Violence against children remains a serious social issue requiring significant attention from local governments. Data indicate that child violence cases in Bandar Lampung City have increased over recent years, particularly sexual violence cases. This study aims to analyze the strategic management of the Women's Empowerment and Child Protection Agency (DP3A) of Bandar Lampung City in handling child violence cases. The study employs a descriptive qualitative approach using Fred R. David's strategic management framework, consisting of strategy formulation, strategy implementation, and strategy evaluation. Data were collected through in-depth interviews, observation, and documentation. The findings reveal that strategy formulation has been relatively effective through the development of programs aligned with national and local regulations as well as child protection needs. However, strategy implementation remains suboptimal due to limitations in human resources, infrastructure, and inter-agency coordination. Furthermore, strategy evaluation primarily focuses on administrative aspects and has not adequately measured substantive impacts on reducing child violence cases. The study concludes that strengthening implementation and evaluation mechanisms is essential to improve the effectiveness of DP3A's strategic management in achieving child protection objectives.

Abstract

Penelitian ini bertujuan untuk menganalisis pengaruh literasi digital dan readiness for change (kesiapan untuk berubah) terhadap kinerja karyawan, serta menguji peran dukungan manajemen sebagai variabel moderasi pada CV. By Rosika Putri. Pendekatan penelitian menggunakan metode kuantitatif dengan sampel jenuh sebanyak 65 karyawan. Pengumpulan data dilakukan melalui kuesioner dengan skala Likert. Analisis data menggunakan Structural Equation Modeling - Partial Least Square (SEM-PLS) melalui perangkat lunak SmartPLS. Hasil evaluasi outer model dan inner model memastikan bahwa instrumen valid dan reliabel. Pengujian hipotesis (uji bootstrapping) membuktikan bahwa literasi digital dan readiness for change secara parsial berpengaruh positif dan signifikan terhadap kinerja karyawan. Lebih lanjut, dukungan manajemen terbukti secara signifikan mampu memoderasi (memperkuat) pengaruh literasi digital terhadap kinerja karyawan, serta memoderasi pengaruh readiness for change terhadap kinerja karyawan.

Abstract

Penelitian ini bertujuan untuk menganalisis pengaruh employer branding dan rekrutmen digital terhadap minat melamar kerja melalui employer attractiveness sebagai variabel intervening. Pendekatan kuantitatif kausal-asosiatif digunakan dengan teknik purposive sampling terhadap 116 responden yang merupakan fresh graduate dan job seeker aktif di Indonesia yang pernah menggunakan platform rekrutmen digital. Analisis data dilakukan menggunakan SEM-PLS melalui SmartPLS 4. Hasil penelitian menunjukkan bahwa: (1) employer branding berpengaruh positif dan signifikan terhadap employer attractiveness (β = 0.953, T = 27.454, p < 0,001); (2) rekrutmen digital berpengaruh positif dan signifikan terhadap employer attractiveness (β = 0.837, T = 22.175, p < 0,001); (3) employer attractiveness berpengaruh positif dan signifikan terhadap minat melamar kerja (β = 0.933, T = 25.800, p < 0,001); (4) terdapat pengaruh langsung employer branding dan rekrutmen digital terhadap minat melamar; serta (5) employer attractiveness terbukti memediasi kedua hubungan tersebut. Temuan ini memperkuat signaling theory dan theory of planned behavior dalam konteks rekrutmen digital di Indonesia
