Abstract

Abstract Health services for the general public are one of the most prominent of the various types of public services because they are generally considered to be of inferior quality. The demand for more health services will increase as public health awareness grows. To meet the community's need for high-quality health services, the service function must be improved to ensure patient satisfaction. The purpose of this study was to determine the effectiveness of the PBI program at BPJS Kesehatan for the poor in Sungai Enam Village. In the study of the Effectiveness of the Program for Recipients of Health Insurance Contribution Assistance for the Poor in Sungai Enam Village, East Bintan District at the BPJS Bintan Regency Branch referring to Sutrisno's opinion (Rahmah Muin, 2020), the effectiveness of a program or activity can be seen from the suitability between objectives and program realization, which can be measured by uses five indicators, namely: (1) Program Understanding, (2) Target Accuracy, (3) Timeliness, (4) Goal Achievement and (5) Real Change. Based on the results of the study it can be concluded that the effectiveness of the BPJS health contribution assistance program carried out by the Bintan Regency government for the people of the Sungai Enam sub-district can be said to be effective because from the results of the research conducted, the poor people of Keluharan Sungai Enam get free treatment, get good and maximum service, while seeking treatment using the BPJS card does not encounter problems such as an inactive card or arrears in BPJS contributions, it can be used for caesarean deliveries by taking care of administration easily and some are using it for routine health check-ups every month. It turned out that the program had helped the people of Sungai Enam Kelurahan who were not well off in terms of health services as described above. Abstrak Pelayanan kesehatan bagi masyarakat umum merupakan salah satu yang paling menonjol dari berbagai macam pelayanan publik karena umumnya dianggap kurang bermutu. Permintaan akan lebih banyak layanan kesehatan akan meningkat seiring dengan tumbuhnya kesadaran kesehatan masyarakat. Untuk memenuhi kebutuhan masyarakat akan pelayanan kesehatan yang bermutu tinggi, maka fungsi pelayanan harus ditingkatkan untuk menjamin kepuasan pasien. Tujuan dari penelitian ini adalah untuk mengetahui Efektivitas Program PBI pada BPJS Kesehatan terhadap masyarakat miskin di Kelurahan Sungai Enam. Dalam penelitian Efektivitas Program Penerima Bantuan Iuran Jaminan Kesehatan Masyarakat Miskin Kelurahan Sungai Enam Kecamatan Bintan Timur di BPJS Cabang Kabupaten Bintan mengacu kepada pendapat Sutrisno (Rahmah Muin, 2020), efektivitas suatu program atau kegiatan dapat dilihat dari kesesuaian antara tujuan dengan realisasi program dapat diukur dengan menggunakan lima indikator yaitu : (1) Pemahaman Program, (2) Ketepatan Sasaran, (3) ketepatan Waktu, (4) Tercapainya Tujuan dan (5) Perubahan Nyata. Berdasarkan hasil penelitian dapat disimpulkan bahwa efektivitas program bantuan iuran kesehatan BPJS yang dilakukan pemerintah Kabupaten Bintan untuk masyarakat kelurahan Sungai Enam dapat dikatakan efektif karena dari hasil penelitian yang dilakukan, masyarakat miskin Keluharan Sungai Enam mendapatkan pengobatan secara gratis, mendapatkan pelayanan yang baik dan maksimal, saat berobat menggunakan kartu BPJS tidak terjadi kendala seperti kartu tidak aktif atau adanya tunggakan iuran BPJS, dapat digunakan untuk operasi caesar melahirkan dengan mengurus administrasi secara gampang dan ada juga yang menggunakan untuk check up rutin kesehatan setiap bulannya. Ternyata program tersebut telah banyak membantu masyarakat Kelurahan Sungai Enam yang tidak mampu dalam segi pelayanan kesehatan seperti yang telah dijelaskan.

Abstract

Abstract Cemaga Village is one of the cities in Natuna Regency, which has the potential for the tourism industry, especially Akar Island. For the construction and development of the Root Island tour, a budget of 2,625,081,000.00 is budgeted. But the phenomenon that occurs is, access is inadequate. In this case, the Cemaga Village government is required to have high performance to be able to solve development problems in its territory. The purpose of this research is to determine the performance of the Cemaga Village Government, South Bunguran District, Natuna Regency in Village Development from 2015-2019. This research method is descriptive with a qualitative approach. The population in this study were the Cemaga Village Community, Bunguran Selatan District, Natuna Regency, namely 929 people, and 11 village apparatus. While the samples were 1 village head, 1 development section head, 1 village secretary, and 2 community and community leaders, so that the total sample size was 5 people. The data in this study were obtained from observations and structured interviews. Data analysis was performed using a qualitative descriptive technique. The results of this study are the Performance Analysis of the Government of Cemaga Village, South Bunguran District, Natuna Regency in Village Development for the 2015-2019 Study on Akar Island is not good. The advice that can be given in this study is that the government must make careful planning and involve the community so that it is more targeted, and the community must maintain the results of development. Abstrak Desa Cemaga merupakan salah satu kota di Kabupaten Natuna, yang memiliki potensi industri wisata khususnya Pulau Akar. Untuk pembangunan dan pengembangan wisata pulau akar dianggarkan sebesar 2.625.081.000,00. Namun fenomena yang terjadi adalah, akses belum memadai. Dalam hal ini, pemerintah Desa Cemaga dituntut memiliki kinerja yang tinggi untuk dapat menyelesaikan masalah pembangunan di wilayahnya. Tujuan peneitian ini adalah untuk mengetahui Kinerja Pemerintah Desa Cemaga Kecamatan Bunguran Selatan Kabupaten Natuna Dalam Pembangunan Desa Dari Tahun 2015-2019. Metode penelitian ini adalah deskriptif dengan pendekatan kualitatif. Yang menjadi populasi dalam penelitian ini adalah Masyarakat Desa Cemaga Kecamatan Bunguran Selatan Kabupaten Natuna yaitu 929 orang, serta aparatur desa sebanyak 11 orang. Sementara yang menjadi sampel adalah 1 orang kepala desa, 1 orang kepala seksi pembangunan, 1 orang sekertaris desa, dan masyarakat serta tokoh masyarakat yang berjumlah 2 orang, sehingga keseluruhan jumlah sampel adalah 5 orang. Data dalam penelitian ini diperoleh dari hasil observasi dan wawancara terstruktur. Analisis data dilakukan dengan teknik deskriptif kualitatif. Hasil penelitian ini yaitu Analisis Kinerja Pemerintah Desa Cemaga Kecamatan Bunguran Selatan Kabupaten Natuna Dalam Pembangunan Desa Tahun 2015-2019 Studi Pada Pulau Akar kurang baik. Saran yang dapat diberikan dalam penelitian ini adalah Pemerintah harus membuat perencanaan yang matang dan melibatkan masyarakat agar lebih tepat sasaran, dan Masyarakat harus menjaga hasil-hasil dari pembangunan.

Abstract

Abstract Anambas Islands Regency as a new Regency still does not have a tourism sector development plan in the form of RIPPDA (Regional Tourism Development Master Plan). Meanwhile, the RIPPDA policy is really needed in the tourism development process itself. The absence of a RIPPDA-style policy for tourism development has an impact on SOP (Standard Operating Procedures) in its development, development of tourism human resources, forms of coordination that are still not realized, and community support that is still lacking in participation. The aim of this research is to find out the Implementation of Tourism Sector Potential Development Policy in Anambas Islands Regency. This type of research uses descriptive qualitative. The sampling technique used was purposive sampling, where the population consisted of 56 officials from the Department of Tourism and Culture, 9 tourism awareness groups, 10 district officials, 10 culinary tourism business actors and a sample of 5 people. Research Locations in Anambas Islands Regency and Office of Tourism and Culture. Sources and types of data in the form of primary and secondary data. Data collection techniques in this study are observation, interviews and documentation. This study uses the theory of Van Meter and Van Horn (Herabudin; 2016: 72-73) stating that there are 6 variables that influence Policy Implementation. Based on the results of the study, it was concluded that the Implementation of Tourism Sector Potential Development Policy in Anambas Islands Regency did follow the guidelines according to procedures, namely SOP, RENSTRA in its policies. It's just that there has not been the formation of its own regulations in the form of a Regional Tourism Development Master Plan (RIPPDA). There must be a policy in the form of RIPPDA and there must be funds and competent human resources in tourism development in Anambas Islands Regency. Abstrak Kabupaten Kepulauan Anambas sebagai Kabupaten baru masih belum memiliki perencanaan pembangunan sektor pariwisata dalam bentuk RIPPDA (Rencana Induk Pengembangan Pariwisata Daerah). Sementara kebijakan RIPPDA sangat di butuhkan dalam proses pengembangan pariwisata itu sendiri. Belum adanya kebijakan bentuk RIPPDA ini bagi pengembangan pariwisata, berdampak kepada SOP (Standar Operating Prosedure) dalam pengembangannya, pembangunan SDM pariwisata, bentuk koordinasi yang masih kurang terealisasi, serta dukungan masyarakat yang masih kurang ikut berpartisipasi. Tujuan penelitian mengetahui Implementasi Kebijakan Pengembangan Potensi Sektor Pariwisata Di Kabupaten Kepulauan Anambas. Jenis penelitian menggunakan deskriptif kualitatif. Teknik penggunaan sampel menggunakan purposive sampling, dimana populasi berjumlah 56 orang aparatur Dinas Pariwisata dan Kebudayaan, 9 kelompok sadar wisata, 10 pihak kecamatan, 10 pelaku usaha wisata kuliner dan sampel berjumlah 5 orang. Lokasi Penelitian di Kabupaten Kepulauan Anambas dan Kantor Dinas Pariwisata dan Kebudayaan. Sumber dan jenis data berupa data primer dan sekunder. Teknik pengumpulan data dalam penelitian ini adalah observasi, wawancara dan dokumentasi. Penelitian ini menggunakan teori dari Van Meter dan Van Horn (Herabudin; 2016: 72-73) menyatakan ada 6 variabel yang mempengaruhi Implementasi Kebijakan. Berdasarkan hasil penelitian diambil kesimpulan Implementasi Kebijakan Pengembangan Potensi Sektor Pariwisata Di Kabupaten Kepulauan Anambas memang mengikuti acauan sesuai prosedur yaitu SOP, RENSTRA dalam kebijakannya. Hanya saja belum terbentuknya peraturan sendiri dalam bentuk Rencana Induk Pengembangan Pariwisata Daerah (RIPPDA). Harus adanya kebijakan dalam bentuk RIPPDA dan harus adanya dana serta sumber daya manusia yang berkompeten dalam pengembangan pariwisata di Kabupaten Kepulauan Anambas.

Abstract

Relationships that can strengthen fellow individuals or groups require a sense of togetherness that arises in the soul of each individual so that a moral bond is formed between each individual. Street vendors are traders who mostly sell by using the roadside area. With the number of traders in Taman Batu 10 as many as 30 people, including 22 men and 8 women, the street vendors also have different ethnicities, namely Javanese, Minangkabau, Sundanese and Malay. One manifestation of this form of street vendor solidarity is providing assistance to assist with buying and selling transactions if one of the traders is going to perform prayers or has a momentary need. In the Taman Batu 10 PKL community there is a structure, namely chairman, deputy chairman, treasurer and secretary. This research method was qualitative by interviewing 10 street vendors. The results of this research show that the solidarity that exists between street vendors in Taman Batu 10 is more dominant in organic solidarity than mechanical. Organic solidarity is a structured division of labor, where the street vendor community in Taman Batu 10 has a management structure which includes a chairman, deputy chairman, secretary and treasurer. In giving punishment or sanctions it is restitutive, namely providing sanctions in the form of returning the situation to its original state. If there is a problem within the Taman Batu 10 PKL community, it will be resolved through deliberation. The feeling of dependency is high as street vendors need other traders to help them lend small money.

Abstract

Lake Toba, as one of Indonesia's natural wonders, is experiencing serious challenges related to environmental damage and water pollution caused by the large-scale growth of water hyacinth. The growth of water hyacinth is the result of irresponsible human activities, such as the disposal of domestic, industrial, agricultural and other waste that enriches nutrients in lakes. The aim of this research is to investigate the impact of large-scale water hyacinth growth in Lake Toba on the lake ecosystem. By using B.F.'s behavioral theory. Skinner as a framework, this research identifies human behaviors that contribute to water hyacinth growth and evaluates interventions that may be needed to address this problem. The research method used is library and literature study, with behavioral theory analysis to understand the relationship between stimulus and response in the context of water hyacinth growth. The research results show that human behavior, such as waste disposal and daily activities, plays an important role in the growth of water hyacinth in Lake Toba. The negative impacts of growing water hyacinth include decreasing water quality, increasing nutrient content, and disturbing animal life in the lake. By better understanding the factors that influence the growth of water hyacinth and its impacts, it is hoped that more effective interventions can be designed to maintain the sustainability of the Lake Toba ecosystem.

Abstract

Basically, the relationship between nature and humans is an interdependent relationship with each other. A balanced relationship between nature and humans can form a good system. However, the fact is that environmental problems occur in various regions in Indonesia. People's habit of exploiting ingrained nature makes nature and the environment worse. The main idea in this study is the realization of the balance of the relationship between humans and nature through the formation of a social movement for environmental conservation. This study aims to review the existence of social movements and contributions in building environmental conservation and improving sustainable ecosystems. This research uses the knife analysis of sociological of human ecology, namely a functional structural perspective. This research uses a literature method that contains theories related to the problem under study and literature studies from various studies. The sources of data used in this study are scientific articles and previous research. The results showed that the social movement for environmental conservation carried out by the Sustainable Continent of Indonesia together with the people of Tanggerang City through concrete actions to care for the environment is a manifestation of the balance of the system between humans and nature as meant by a functional structural perspective. Ecosystem care actions are carried out in an effort to preserve the environment and pay attention to environmental sustainability for common life. The social movement of environmental conservation carried out in Tanggerang City can be an example of good implementation of nature for all Indonesian people.

Abstract

Perppu number 2 of 2022 is a controversial regulation and has received a lot of resistance from the public, especially workers. Perppu number 2 of 2022 is considered to have the potential to facilitate the entry of foreign workers which threatens and creates new competition for local workers. However, Perppu Number 2 of 2022 shows the use of diction which emphasizes that the aim of the entry of foreign workers into Indonesia is to transfer skills and transfer technology. The research questions and things analyzed in this research are to see how the implementation of Perppu Number 2 of 2022 is and discuss what recommendations and things that can be improved in the implementation of Perppu Number 2 of 2022. This research is qualitative research using literature study data collection techniques. The results of this research show that there is an implementation gap between what is formulated in Perppu number 2 of 2022 and the implementation in the field which is caused by multidimensional factors. By using policy capacity theory and implementation gap theory, the recommendations that can be given for the implementation of Perppu Number 2 of 2022 are improvements in human resource capacity, both in qualitative and quantitative terms and empowerment of non-governmental institutions in overseeing the implementation of the policy. So it can be concluded that there is a large implementation gap between what policy makers formulated in Perppu Number 2 of 2022 and what is implemented in the field.

Abstract

The main problem that needs to be researched is gender inequality in city management which hinders women's participation in urban decision making. This research aims to analyze the impact of gender inequality on women's participation in urban decision making in Indonesia. The research method used is qualitative, with a focus on identifying structural, normative and gender stereotype barriers that limit women's access to key policy positions. The research findings highlight the need for women's empowerment through leadership training, implementation of women's representation quotas, and gender awareness campaigns as strategies to address inequality. The results of this research confirm that women's empowerment not only acts as a strategic solution, but also creates a solid foundation for increasing inclusiveness in city management. Therefore, concrete steps such as training and women's representation quotas can work together to overcome these obstacles, paving the way for greater women's participation in urban decision-making. Abstract

This article was written to describe that the Coastal Village Community in Bintan Regency, namely the Old Mantang Village, where the majority of the people work as fishermen, still depend on entrepreneurs or toke, so these results cannot meet their daily living needs. So the fishermen's wives took the initiative to sell to help their family's economy. Therefore, the village government is making efforts to improve and develop the economy with the aim of improving the welfare of the people of Mantang Lama Village. The aim of this research is to find out and understand how community empowerment is carried out by the Mantang Lama Village government in an effort to improve the economy and also the welfare of the coastal communities of Mantang Lama Village. The method used in this research is a qualitative research method with descriptive explanations. The data source in this research uses primary and secondary data sources. The results of this research are that the village government through BUMDes Mantang Lama formed KUBE Mawar Merah with the aim of empowering the community so that their economy can increase and be able to improve the social welfare of the people of Mantang Lama Village.

Abstract

This research aims to describe the impact of street vendors in the area around the Sudiang Sports Building in Makassar City. The research focuses on the analysis of the impact, the perceptions of the community and vendors, as well as the role of the government in organizing street vendors in that area. The research method used is qualitative descriptive with the location of the study in Makassar City, specifically around the Sudiang sports building. The objective is to describe the arrangement of street vendors around the Sudiang Sports Building in Makassar City. Data will be collected through observation, interviews, and documentary studies. Respondents in this study include street vendors, stakeholders, and the community around the Sudiang sports building. The results of the research show that the presence of street vendors poses complex challenges, particularly in terms of aesthetic aspects, the function of the area, and economic interests. The arrangement of street vendors needs to consider economic diversity while taking into account the community's views on the aesthetics and original function of the area. In maintaining this balance, community participation and the role of the government are crucial. The government's role is felt through policies determining specific zones and supportive measures. Recommendations to maintain harmony between the economy and sports function include continued involvement of the community in decision-making regarding the arrangement of street vendors. Open dialogue among the government, vendors, and the community can serve as a platform to find solutions that accommodate the interests of all parties.
