Abstract

This study aims to analyze how effective PT. Multazam Wisata Agung Medan provides the main services to increase the satisfaction of the pilgrims, as well as to describe the factors that support and hinder the services in the company. The method applied in this study is a descriptive qualitative method, with data collection techniques through interviews and observations, which aims to describe, display, and explain information related to service quality at PT. Multazam Wisata Agung Medan to increase pilgrim satisfaction. Researchers conducted interviews with several informants, including pilgrims and staff. The findings of this study indicate that the quality of service at PT. Multazam Wisata Agung Medan is quite good in various aspects. For example, this company has professional employees, provides adequate facilities, is responsible for each pilgrim from the registration process, the implementation of Umrah, to their arrival, and provides the right service, communicates smoothly, and is able to build trust among pilgrims. Supporting factors revealed from the interview include: a. Efficient management. b. Quite a strategic location. c. Good communication. d. Adequate facilities. The inhibiting factors include: a. Limited number of employees. The guides carry out their duties with patience and dedication, starting from the homeland to arriving in the holy land, so that the pilgrims feel satisfied with the services obtained.

Abstract

Hajj and Umrah guidance is a comprehensive educational and mentoring process for prospective Hajj pilgrims to help them understand, learn and carry out the Hajj pilgrimage correctly, solemnly and get maximum rewards. Preventing mistakes Guidance provides a correct understanding of the procedures for worship, so that the congregation can avoid mistakes that can reduce rewards. The main purpose of the Hajj is to get closer to Allah SWT and cleanse oneself from sin. The right solution to Baitullah is starting from preparing yourself spiritually, looking for a trusted institution, saving regularly, increasing your pious deeds, and increasing your devotion to Allah SWT. KBIHU Multazam siti khodijah is located in Ujung Gurap Village, Padang Sidempuan Batunadua District, Padang Sidempuan City. In this place, pilgrims can get guidance on Hajj and Umrah, directly from experienced ustads. With sufficient facilities. Coming from donations from the congregation, donors and others, KBIHU Multazam Siti Khodijah, already has various miniatures or replicas of buildings that resemble the conditions for the Hajj and Umrah pilgrimages.

Abstract

An inclusive, tolerant, and contextual da'wah approach is a compatible strategy to deal with the phenomenon of multicultural society. The sociocultural complexity and diversity of society become the standard of adjustment in da'wah. This study was born to respond to various contemporary da'wah challenges that require a planning strategy based on the principle of inclusiveness. Inclusivity efforts are built on the values of transparency, empathy, and interfaith communication. This study is not only important for the dissemination of religious information, but also for creating social cohesion and as a form of attention in dealing with contemporary conflicts, especially amidst the rise of religious polarization and indications of intolerance. This study utilizes a descriptive qualitative approach by analyzing contemporary da'wah narratives that illustrate inclusive characters. Data collection is done through literature study and observation of da'wah practices by progressive da'i in previous related studies. The results of this study show that inclusive da'wah planning not only requires the maturity of content that is appropriate to the situation, but also responsive to the audience's background and mastering relevant media. Elements of inclusiveness appear in da'wah that prioritizes the use of egalitarian, non-discriminatory, and interactive language. Thus, inclusive da'wah can be an effective strategy in cooperating with groups that have been marginalized, such as minority groups, disabled groups, and lower social strata. Therefore, the principle of inclusiveness in da'wah planning is an important aspect that needs to be applied to realize the mission of Islamic da'wah that is rahmatan lil 'alamin and relevant to the current social conditions of Indonesian society.

Abstract

Effective and efficient Hajj services require a structured performance management system. This study aims to identify and analyze the stages of performance management, including planning, management, evaluation, and appreciation, in the Hajj services at the Office of the Ministry of Religious Affairs of Kubu Raya Regency. A qualitative approach with a descriptive method was employed. Data were collected through observation, interviews, and documentation, and analyzed using data reduction, data display, and conclusion drawing techniques. Data validity was ensured through triangulation. The findings indicate that Hajj services have been implemented systematically in accordance with performance management stages, beginning with the preparation of a Performance Agreement (PERKIN) as the planning stage, routine management by the head of the organizer supported by the Integrated Hajj Computerization Information System (SISKOHAT), and structured evaluations for continuous improvement. Employee performance is appreciated through awards in the form of certificates or plaques. These findings imply that a comprehensive performance management implementation can enhance the quality of public services, particularly in the administration of Hajj and Umrah. The novelty of this study lies in the integration of digital information systems throughout all stages of Hajj service performance management at the regency level.

Abstract

This study examines the application of the ijarah contract within the digital sharing economy, focusing on platforms such as Gojek, Grab, and Airbnb. Employing a systematic literature review and qualitative content analysis, the research investigates academic literature, DSN-MUI fatwas, Financial Services Authority (OJK) regulations, and normative principles of the Qur’an. The findings indicate that the ijarah contract remains relevant in digital economic practices but faces critical challenges, including uncertainty (gharar), information transparency, and consumer protection. The variant Ijarah Muntahiyah bi al-Tamlik (IMBT) is considered more adaptive for long-term digital transactions, as it provides ownership certainty at the end of the contract. DSN-MUI Fatwas No. 112/2017 and No. 117/2018 offer normative legitimacy, while OJK regulations strengthen legal certainty, transparency, and consumer protection. Contemporary research (Muhamad Zen, 2021; 2022) further highlights the importance of clear objects, pricing, duration, and dispute resolution mechanisms. These results are consistent with the Qur’anic principle in Q.S. Al-Qaṣaṣ [28]:26, emphasizing al-quwwah (competence) and al-amānah (trustworthiness) as ethical foundations. This study contributes to the development of contemporary fiqh muamalah by integrating classical theory, fatwas, regulations, and digital practices. Practical implications include strengthening contract transparency in digital platforms, designing Sharia-compliant tax regulations, and improving consumer protection mechanisms.

Abstract

This study examines the strategic leadership of Prof. Dr. K.H. Ma’ruf Amin in shaping the foundations of Islamic financial institutions in Indonesia. As a leading Islamic scholar and former Chairman of the Indonesian Ulema Council (MUI), Prof. Amin played a pivotal role in initiating and legitimizing fatwas that became the legal basis for the operations of Islamic banking and financial institutions. His leadership within the National Sharia Council (DSN-MUI) ensured the consistent application of Sharia principles across financial products and services, strengthening institutional trust and regulatory compliance. Using a qualitative descriptive approach, this research explores his ideas, policies, and leadership style in promoting the integration of Islamic finance into the national financial framework. The novelty of this study lies in its focus on the intersection between religious leadership and institutional transformation within the context of Indonesia’s digital-era Islamic finance development a perspective rarely addressed in existing literature. The findings indicate that Prof. Amin’s leadership model has been crucial in mainstreaming Islamic finance as part of Indonesia’s national economic system. The implications suggest that his approach provides a replicable framework for other Muslim-majority nations aiming to harmonize religious authority, policy-making, and financial innovation in advancing inclusive and ethical financial ecosystems.

Abstract

The study investigates how Total Quality Management (TQM) principles specifically customer focus, process orientation, and continuous improvement are applied within Indonesia’s public sector. It explores how transformational leadership and digital integration influence the effectiveness of TQM implementation in enhancing public service performance. Despite numerous policy initiatives to adopt TQM in Indonesia’s public institutions, the outcomes remain inconsistent. Rigid bureaucratic structures, limited resources, and weak organizational quality culture continue to impede effective implementation. There is limited empirical understanding of how leadership style and digitalization interact to support sustainable TQM adoption in developing-country contexts. This research employs a descriptive qualitative design using document analysis. Data were collected from government reports, regulatory frameworks, standard operating procedures (SOPs), and relevant scholarly literature. NVivo software was used to code and analyze themes related to leadership commitment, process management, and digital transformation in public organizations. The findings indicate that agencies with strong transformational leadership and data-driven processes demonstrate measurable improvements in efficiency and citizen satisfaction. However, widespread implementation remains hindered by bureaucratic inertia and lack of technological capacity. Digital integration significantly supports real-time performance monitoring, transparency, and continuous improvement initiatives. This study emphasizes the need for leadership development, sustained employee training, and technology infrastructure investment to institutionalize quality culture in the public sector. The results provide actionable insights for policymakers to align TQM principles with e-governance strategies to improve service delivery. This paper contributes a new integrative framework combining transformational leadership and digital transformation within the TQM model for developing countries. It advances the discourse by linking leadership behavior, technological capability, and organizational adaptability as synergistic enablers of sustainable quality management in the public sector. Abstract

The rapid development of artificial intelligence (AI) has reshaped the dynamics of religious communication, compelling Islamic institutions to reconfigure how ethical and authoritative discourses are maintained in digital environments. This study investigates how Nahdlatul Ulama (NU) Online, the official digital platform of Indonesia’s largest Islamic organization, constructs and sustains ethical and authoritative Islamic discourse in the age of AI. Employing a qualitative approach that integrates content analysis and digital ethnography, the research examines 247 online articles, 63 video sermons, 89 social media posts, and 34 official statements published between 2022 and 2025, complemented by in-depth interviews with 12 NU Online editors, content creators, and contributing ulama. The findings reveal three interconnected strategies through which NU Online navigates AI-mediated da’wah: first, anchoring technological discourse within Islamic ethical frameworks, particularly akhlakul karimah (noble character) and wasathiyyah (moderation); second, adopting a hybrid model of authority that merges traditional scholarly legitimacy (isnad) with algorithmic optimization to enhance digital visibility; and third, addressing the tension between authenticity and accessibility through editorial control, contextual framing, and the promotion of digital literacy as a moral and religious duty. However, the study also identifies a paradox: while NU Online successfully maintains authoritative discourse within its institutional platforms, the increasing circulation of user-generated and AI-produced religious content challenges interpretive coherence and institutional control. The findings contribute to ongoing debates on religious authority, digital ethics, and the governance of AI in Islamic contexts, emphasizing that the preservation of religious authenticity in the digital age depends not on technological resistance but on critical, values-driven engagement. The study offers a novel contribution by elucidating how traditional Islamic principles of akhlaq, isnad, and wasathiyyah are recontextualized in algorithmically mediated spaces, thereby advancing the conceptual understanding of “algorithmic authority” in contemporary Islamic media.

Abstract

Research on Islamic intellectual history has undergone significant development over the last two decades, particularly through efforts to decolonize knowledge and critique narratives of the “decline” of Islamic civilization. Addressing this scholarly shift, this study conducts a systematic review of the da‘wah thought of Betawi ulama in colonial Batavia within the framework of Islamic intellectual history. Using a systematic review method that synthesizes primary and secondary historiographical sources, this study identifies five major thematic orientations: da‘wah as moral and social education; da‘wah as cultural resistance to colonialism; religious moderation in da‘wah practices; the production of textual works as da‘wah instruments; and the articulation of Betawi Islamic identity. The findings reveal that Betawi ulama’s da‘wah was not limited to religious instruction but also functioned as a medium for preserving cultural religious identity and articulating subtle forms of resistance against Dutch colonial power. This study contributes to the broader discourse on Islamic intellectual history by highlighting the role of local scholars in shaping social solidarity and advancing the decolonization of Islamic knowledge in Indonesia. The novelty of this research lies in its systematic synthesis of Betawi ulama’s intellectual contributions an area that remains understudied in both Indonesian historiography and global Islamic intellectual studies.

Abstract

The rapid advancement of digital technology has pushed Islamic outreach organizations to adopt more adaptive and responsive project management approaches. This study aims to examine how Agile Project Management is implemented within Qara’a Indonesia, a digital da’wah startup that develops an AI-driven Qur’an learning application, and to analyze how these practices support project effectiveness. A descriptive qualitative design was employed, using in-depth interviews, observation of digital activities, and internal documentation to collect data. The data were analyzed through reduction, presentation, and conclusion drawing, supported by source triangulation. The findings reveal that Qara’a applies core Agile principles through a distributed organizational structure, the classification of tasks into major and minor categories, priority setting based on workload, and coordination using digital tools such as Discord, Google Docs, and Notion. Short iterations, flexibility toward shifting market needs, intensive cross-division collaboration, and weekly evaluations demonstrate strong alignment with Agile elements such as sprints, continuous updates, and retrospectives. These practices enhance execution speed, maintain focus on key priorities, and accelerate feature development. The study provides important practical implications for strengthening innovation sustainability within technology-based da’wah services. Its novelty lies in offering one of the first analyses of Agile implementation in the context of a digital da’wah startup a domain that remains underexplored in existing literature.
