Abstract

Since the reforms in 1998 there have been changes in democracy, from centralized to decentralized and the existence of regional autonomy which gives freedom to each region to manage its own region. Freedom to increase the responsibilities of local governments must provide and improve services to the community. Therefore a breakthrough is needed. National Institute of Public Administration takes a role in accelerating the growth of governance innovation in the local government environment through the National Innovation Laboratory Program by assisting innovation in local government using the 5D instruments (Drum, Diagnosis, Design, Delivery and Display). There are two Locus Innovation Laboratories which are used as research namely Tanah Bumbu Regency in South Kalimantan Province and Kotawaringin Regency in Kalimantan Province, Central Kalimantan. With the descriptive analysis method through library research, this study wants to see the advantage by the innovation laboratory in terms of innovation development in the regions. The results of the analysis show through laboratory assistance, the region get advantage from open mindedness of apparatus, and change the way people think about government performance and bring up trust towards local government. Abstract

COVID-19 is not only the responsibility of the health sector but requires collaboration between various sectors. Pangandaran is a tourist location, and a new Regency in West Java requires optimizing the role of Pentahelix to control COVID-19. The purpose of the study was to determine the Pentahelix's role in the implementation of handling COVID-19 in the Pangandaran Regency. The research is qualitative with an in-depth interview technique. The key informants in this study consisted of 50 key informants of leading sectors (Health Department, District Health Laboratory, Hospitals, and Health Centers), cross-sectoral (District, Village), and COVID-19 Task Force. The results showed policy implementation refers to the central policy by issuing Pangandaran Regency Regent Decree Number 443/Kpts.92-Huk/2020 concerning the Task Force for the acceleration of COVID-19 Response. Roles and collaborations have gone well, and all parties taking their respective roles in supporting these efforts. Supporting factors include the issuance of the Regent's Decree, the provision of incentives, and good public understanding. While the inhibiting factors are the lack of human resources, facilities, and infrastructure as well as the negative stigma received by medical personnel and COVID-19 patients, especially at the beginning of the pandemic. Community empowerment activities have been carried out by involving the District and Village level Task Force teams through Village Community Deliberations. The role of the Pentahelix in the implementation of the handling of COVID-19 in Pangandaran Regency, in general, has gone well by the issuance of the Regent's Decree, which becomes the legal force for the implementation of Pentahelix cooperation and collaboration. All parties taking their respective roles in supporting these efforts. Barrier factors in the form of shortages of human resources, facilities, and infrastructure, as well as negative stigma at the beginning of the pandemic, have been reduced, although there are still some that are still obstacles. Empowerment activities through Village Community Deliberations have not been converging on activity plans as village initiatives, so it needed efforts to increase community participation and process initiating of community empowerment. Abstract

Education is an important element in the quality of human resources, so that it is necessary to increase the degree of community education. The North Sumatra Province RPJMD 2019-2023 contains Dignity in Education as a mission, and one of its development priorities is the Improvement and Fulfillment of Access to Education. The Government of North Sumatra plans that the community can receive education up to the level of higher education. The Gross Enrollment Rate (APK) and Net Enrollment Rate (APM) of Higher Education in North Sumatra are relatively low. The APK and APM of Higher Education in North Sumatra in 2020 are 25.76 and 22.20, respectively. This is also related to the dropout rate, especially at the high school level (SMA and SMK). The dropout rate for North Sumatra in 2020 for the SMA level is 0.43 and the SMK is 1.10. As a qualitative research,the data used were both secondary and primary data. Primary data were collected through questionnaires and limited interviews with randomly selected respondents from students, parents, teachers and the general public. Secondary data were collected from documents, reports, releases/books and other references from various sources or agencies. The data were analyzed descriptively to obtain an overview of the existing conditions and problems to underlie the preparation of the concept and design of the “Scholarship Village”. In this study, it was found that people who dropped out of school were generally due to their inability to pay tuition fees and lack of information about scholarships, the latter regarding the sources of scholarships and how to access them. For this reason, it is necessary to provide educational assistance in the form of scholarships and bring closer access to these scholarships for students, to support them to continue their education up to S1 and even S2 and S3. This was answered with the concept and design of the Scholarship Village, which was conceptualized as a scholarship information center; English language training support; and facilitation for students who are prospective scholarship recipients with scholarship providers or sources, by designing all their needs. These concepts and designs can be used as guidelines for the development of the Scholarship Village by the Government of North Sumatra.Keywords: Education, APK and APM, Scholarships, Concept and design

Abstract

Kemenyan is a non-timber forest product that has high economic potential. Nevertheless, the economic benefits received by farmers and the government from kemenyan utilizations are still low. This study was aimed to describe various problems in kemenyan trading systems, calculate potential government revenues from kemenyan based on the existing regulations, and provide recommendations to improve kemenyan’s trading systems. The method used in this study was quantitative descriptive. The data on kemenyan forest area and kemenyan production were obtained from Central Bureau Statistics (BPS) and Plantation Statistics of North Sumatra Province. The results showed that in the last ten years, total kemenyan forests in North Sumatra Province decreased significantly, though they were not followed by the decrease in kemenyan production. Long kemenyan trading systems caused the utilization of kemenyan is less profitable to kemenyan farmers. Potential government revenues from kemenyan were about 10.18 billion rupiahs. Nonetheless, the contribution of kemenyan to government revenues was quite low as there was no implementation of Minister of Forestry Regulation Number P. 68 (2014) and Government Regulation Number 12 (2014). Improvements in kemenyan trading systems can be conducted through the establishment of regional-owned enterprises (BUMD) to cut the length of kemenyan trading systems. Local governments also need to produce a regional regulation as a basis for determining the contribution of kemenyan to government revenues. Kemenyan farmers also need to establish kemenyan farmer association, and actively participate in supporting government programs in improving kemenyan trading systems. Abstract

The aim of the agrarian reform program (RA) is to manage agrarian inequality and improve people's prosperity. The reflection on the performance of the RA Task Force (Gugus Tugas RA – GTRA) in each region is needed to accelerate the RA program nationally. Daerah Istimewa Yogyakarta (DIY) Province has a privilege in history, especially the authority to manage the Land of the Sultanate and Duchy (Tanah Kasultanan dan Kadipaten – TKK). Half-hearted knowledge about the content of RA, Local political will and a long history of land tenure have become problems in implementing the RA program in the regions. Therefore, this study aims to identify the performance of GTRA in DIY Province which is in charge of coordinating: the provision of land object of agrarian reform (Tanah Objek Reforma Agraria – TORA), implementation and integration of the RA program, as well as handling agrarian disputes/conflicts. The research method used is a case study. The result of this study is that asset management activities do not only target 'marginal' lands such as: oro-oro land, enclaves, Pangonan, cover, and structuring slums, but also TKK. Access management programs are carried out with local government programs such as: the development of the Pawonsari area (Pacitan-Wonogiri-Wonosari) and innovative movements in rural areas such as: G2R (Global Mutual Cooperation). However, the coordination, integration and synchronization of the RA program by these stakeholders has not been consolidated as outlined by the RA Presidential Decree. The results of this study are expected to provide improvements in the context of an increasing program by the National GTRA on behalf of RA, taking into account the basic needs of the community for the agrarian structure.

Abstract

In the era of decentralization, each autonomous region in Indonesia has the capacity and ability to determine the direction of development goals in accordance with the conditions of their respective regions, including managing regional financial resources to achieve national development goals in their regions. Fiscal decentralization is intended to balance the pace of development between regions so that there is no longer a dichotomy of developed and underdeveloped regions because each region has the opportunity to independently finance development in its region according to its regional potential. Law Number 23 of 2014 concerning Regional Government opens wide opportunities for regions to run their government by utilizing available resources in their regions and relying a little on central government assistance. For this reason, the Regional Government tries to use its regional revenue sources as well as possible to finance the ongoing government process. Financial performance ratio analysis is an attempt to assess regional financial performance in order to fulfill the elements of accountability for good governance. This study will discuss the ratio of regional financial performance associated with the ability of the region to finance development in Bondowoso Regency. The analytical method used is an analysis of regional financial performance which includes aspects of the effectiveness ratio, efficiency ratio, independence ratio, activity ratio, and growth ratio. Bondowoso Regency's financial performance during the 2016-2020 period can be said to be overall good in terms of effectiveness ratios and efficiency ratios. The independence ratio still shows the proportion of transfer receipts from the provincial/central government is still greater than the original regional income. The activity ratio illustrates that revenue is still more used to finance operational expenditures compared to capital expenditures (providing infrastructure). Infrastructure financing can use funds sourced from General Allocation Funds, Special Allocation Funds, Regional Loans, government collaboration with business entities, and funds sourced from CSR companies in Bondowoso Regency.

Abstract

The policy of implementing an electronic-based government system is carried out to realize clean, effective, transparent, and accountable governance as well as quality and reliable public services. However, the implementation by the Pakpak Bharat Regency Government has not been maximized because they are still used to the old bureaucratic system. This study aims to provide an overview of the capacity of psychological capital and acceptance of technology and to analyze empirically the effect of psychological capital and acceptance of the technology on an electronic-based government system for Civil Servants of the Pakpak Bharat Regency Government. This research method uses quantitative research with multiple linear regression analysis techniques. Research data is generated through a Likert scale which is then processed and analyzed to conclude. The number of samples used in this study was 236 Civil Servants of the Pakpak Bharat Regency Government. The results of this study indicate that in general, civil servants of the Pakpak Bharat Regency Government have a high psychological capital capacity and moderate technology acceptance. The variable of psychological capital has a positive and significant effect on the attitude of using an electronic-based government system. The technology acceptance variable has a negative and significant effect on the attitude of using an electronic-based government system. The variables of psychological capital and acceptance of technology together have a positive effect on the attitude of using an electronic-based government system with a large effect of 36.8%. The Pakpak Bharat Regency Government can increase efforts to facilitate self-development, especially concerning electronic-based government systems for Civil Servants of Sipi Pakpak Bharat Regency Government, and create a work environment with technology that is felt to be easy and useful Keywords: electronic-based government system; Psychological capital; technological acceptance.

Abstract

This study aims to determine the management, utilization, and supervision of village funds to improve the economy of rural communities in North Sumatra Province. The locations determined are Deli Serdang Regency, Langkat Regency, Karo Regency and Batubara Regency. The method used is descriptive qualitative with data collection techniques in the form of observation, conducting in-depth interviews, distributing questionnaires and reviewing documentation. The data analysis technique used is the interactive model of Miles, Huberman and Saldana covering the stages of data collection, data condensation, data presentation and concluding. The results of the study found that 1) Overall the village fund management process in North Sumatra Province had been carried out following the procedures and laws and regulations which included the stages of planning, implementation, administration, accountability and reporting. 2) Utilization of village funds is used for village development through the development of village potential as an effort to increase PAD and the community's economy, namely through the establishment of BUMDes, but there are still limited human resources in managing it. 3) Supervision of village funds has been carried out following the standards and procedures regulated in Permendagri no. 73 of 2020 to optimize the supervision of village funds and minimize deviations and conflicts that occur in the management of village funds. 4) Optimization of the management, utilization and supervision of village funds can be carried out properly by increasing the capacity of village resources and potentials so that they become the carrying capacity of management, utilization and supervision as well as a tangible manifestation of the implementation of village policies in 2014.

Abstract

This study aims to analyze environmental accounting policies implemented by companies in the area around Lake Toba, North Sumatra province. Based on the theory and sustainability which includes three aspects, namely economic, environmental and social, these three factors in this study determine the company's environmental accounting policies. The economic proxy is measured through the company's management support, the environmental proxy is the CSR policy and the social proxy is the role. Sampling was carried out on 73 companies in Simalungun, Toba, Samosir, Dairi, Humbang Hasundutan, North Tapanuli, and Karo Regencies. The analysis technique used is multiple regression with the results of the study showing that CSR Policy (X1), Management Support (X2) and Community Support (X3), have a significant influence on the company's environmental accounting policy (Y). The limitation of this research is that the sample does not group companies by business category, so that environmental accounting policies may differ from one company to another. The novelty and innovation of this research is related to the company's environmental policy which is estimated to have a contribution to sustainable sustainability. The recommendation for further research is to be able to select research samples in one group of similar business categories, for example in the hotel business, travel or air transportation services. The results of the study also prove that awareness of sustainable tourism is met by the company's management as evidenced by the existence of a CSR support program in the Lake Toba area. Abstract

The creative industry is one of the sectors most prepared to face today's increasingly dynamic environmental changes. The existence of the community plays an important role in the development of creative industries in an area, including in Sidoarjo Regency. This study aims to analyze the challenges faced by the community in developing creative industries in Sidoarjo Regency as well as to formulate efforts to develop creative industries. Using a qualitative approach, this study utilizes primary data obtained through FGDs as well as secondary data in its analysis. The results show that from a community perspective, the development of creative industries in Sidoarjo Regency faces several challenges related to the mindset of the community and creative industry players, difficulties in accessing banking, unattractive packaging, inadequate supporting infrastructure, weak marketing, and the availability of resources both raw materials and raw materials. man. The development of the creative industry of the tourism population in Sidoarjo Regency demands an important role from the government both as a facilitator and regulator, so that it becomes a catalyst for pentahelix actors. Creative industry development strategies can be carried out through providing educational training and curriculum, encouraging the formation of the non-banking sector, and expanding networks.
