Abstract

Indonesia telah berkomitmen mencapai Net Zero Emissions (NZE) pada tahun 2060 melalui Long-Term Strategy for Low Carbon and Climate Resilience 2050, yang menimbulkan tension antara kewajiban negara memenuhi ekspektasi sah investor dengan hak kedaulatan negara mengubah kebijakan demi kepentingan publik dan lingkungan. Penelitian ini menganalisis perlindungan hukum investor dalam konteks dekomisioning PLTU menggunakan metode penelitian hukum normatif dengan pendekatan peraturan perundang-undangan dan analisis konsep hukum. Hasil penelitian menunjukkan bahwa kerangka hukum investasi Indonesia, baik domestik maupun internasional, belum sepenuhnya memadai memberikan perlindungan yang memenuhi standar international investment law. UU Penanaman Modal dan berbagai Bilateral Investment Treaty (BIT) yang ditandatangani Indonesia mengandung landasan hukum dasar, namun implementasinya dalam konteks dekomisioning PLTU menghadapi tantangan signifikan. Mekanisme kompensasi yang tersedia saat ini belum memenuhi standar "prompt, adequate, and effective" dalam hukum investasi internasional, disertai ketiadaan metodologi valuasi yang transparan dan ketidakjelasan sumber pembiayaan kompensasi. Penelitian merekomendasikan reformasi regulasi komprehensif, harmonisasi dengan standar internasional, dan pengembangan mekanisme multi-stakeholder untuk menyelesaikan isu perlindungan investor dalam dekomisioning PLTU.

Abstract

Keberhasilan pembangunan ekonomi suatu negara sangat dipengaruhi oleh investasi asing, yang membutuhkan penegakan hukum yang konsisten, kepastian hukum di sektor publik dan swasta, serta perlindungan hukum yang memadai dari negara tuan rumah. Di Indonesia, salah satu instrumen hukum yang mendukung investasi asing adalah Peraturan Pemerintah Republik Indonesia Nomor: 28 Tahun 2025 tentang Penyelenggaraan Perizinan Berusaha Berbasis Risiko (PP 28 Tahun 2025), yang menggantikan Peraturan Pemerintah Nomor 5 Tahun 2021. Penelitian ini bertujuan untuk menganalisis implementasi PP 28 Tahun 2025 dalam menciptakan kemudahan berusaha dan perlindungan publik, serta mengidentifikasi tantangan yang dihadapi dalam implementasinya. Penelitian ini menggunakan pendekatan kualitatif dengan menganalisis dokumen dan data sekunder terkait kebijakan PP 28 Tahun 2025. Analisis ini difokuskan pada koordinasi antar lembaga, sosialisasi kepada stakeholder, dan harmonisasi dengan peraturan daerah. Hasil penelitian menunjukan implementasi sistem berbasis risiko yang terintegrasi dalam OSS menciptakan keseimbangan antara kemudahan berusaha dan perlindungan publik. Tantangan utama yang ditemukan adalah kurangnya koordinasi antar lembaga, keterbatasan sosialisasi, dan harmonisasi yang belum optimal dengan peraturan daerah. PP 28 Tahun 2025 berkontribusi positif terhadap penciptaan kepastian hukum dalam perizinan berusaha dan berpotensi meningkatkan daya tarik Indonesia sebagai tujuan investasi asing. Rekomendasi untuk meningkatkan implementasi kebijakan ini termasuk penguatan kapasitas aparatur, penyempurnaan sistem digital, serta peningkatan monitoring dan evaluasi.

Abstract

Pembangunan ekonomi yang merata di Indonesia memerlukan dana yang cukup untuk membangun infrastruktur, salah satunya melalui kerja sama dengan pihak asing melalui penanaman modal. Foreign Direct Investment (FDI) menjadi salah satu pendorong utama pertumbuhan ekonomi global, termasuk Indonesia. Peningkatan kualitas hidup dan iklim ekonomi positif merupakan dampak dari investasi yang dilakukan pemerintah dan FDI. Negara berkembang berusaha menarik sebanyak mungkin dana FDI untuk mencapai pertumbuhan ekonomi yang berkelanjutan. Pemerintah sebagai pembuat kebijakan berperan dalam meningkatkan perekonomian melalui kerangka hukum dan sosial yang mendukung serta stabilisasi ekonomi. Oleh karena itu, lahirlah UU No. 11 Tahun 2020 tentang Cipta Kerja yang bertujuan memperbaiki iklim investasi di Indonesia. Tujuan penelitian ini adalah untuk menganalisis pengaruh investasi terhadap kebijakan net zero emission dan pengembangan listrik terbarukan di Indonesia serta kontribusinya terhadap pertumbuhan ekonomi berkelanjutan. Penelitian ini menggunakan metode normatif-kualitatif, dengan pendekatan analisis perjanjian internasional dan hukum domestik. Hasil penelitian menunjukkan adanya pengaruh investasi terhadap Kebijakan Net Zero Emission dan Pengembangan Listrik Terbarukan di Indonesia, yang menjadi langkah penting dalam mendorong pertumbuhan ekonomi berkelanjutan.

Abstract

Jalan Merdeka is an area that has many shops, restaurants, and hotels, so that many vehicles park on the road (on street parking) which results in traffic being often hampered. This study aims to analyze the influence of on street parking on the performance of road sections, as well as to determine the influence of side obstacles on road performance and service levels. The method used is a direct survey in the field with data on traffic volume, side obstacles, and on street parking. The results showed that the contribution of on street parking (PSV) to the total side barriers only ranged from 10–21%, which indicated that PSV did not significantly reduce the performance of the road. A factor that has a greater influence on road performance is the activity of vehicles entering and exiting (EED). The average level of road service is in category D, while the side obstacle class is included in the VL (very low) category. The implications of these findings suggest that traffic management policies should prioritize the regulation of vehicle access in and out (EED) rather than simply prohibiting parking on the road, as well as opening up opportunities for more structured parking arrangements on these sections.

Abstract

Children with cancer not only face physical challenges due to long-term treatment, but also psychosocial pressures that affect their quality of life and growth and development process. For this reason, psychosocial assistance services are very important as a form of non-medical support that can help children adapt to disease conditions and maintain their social functioning. This study aims to analyze the impact of psychosocial assistance organized by the Indonesian Child Cancer Foundation (YKAI) Jakarta on the social functioning of children with cancer. The theoretical foundations used include psychosocial mentoring and guidance theory, social functioning theory, and intervention approaches such as bibliotherapy, play therapy, and art therapy. The research method uses a descriptive qualitative approach with in-depth interviews, observation, and documentation techniques. The research informants consisted of children with cancer, parents, and foundation social workers. The results of the study showed that mentoring services in the form of personal consultations, educational group activities, emotional monitoring, and family interventions had a positive impact on children. Children show increased self-confidence, communication skills, social skills, and optimism in the face of treatment, while families feel emotional support that strengthens their role in mentoring. This study concludes that psychosocial services contribute significantly to improving the social functioning of children with cancer, while emphasizing the importance of synergy between foundations, families, social workers, and the government in building a more comprehensive support system.

Abstract

Rapid developments in information technology have encouraged the use of cloud computing as a solution for data storage and processing, including personal data. However, despite its benefits, cloud computing systems carry serious risks of data leaks and misuse. This study aims to examine legal protection regulations for personal data in the context of cloud computing use in Indonesia and analyze the legal challenges in implementing personal data protection in cloud computing services in Indonesia. The research uses a normative juridical method with a regulatory approach and other secondary legal materials. The results show that Law Number 27 of 2022 concerning Personal Data Protection (PDP Law) provides a comprehensive legal basis for personal data protection, including in the context of cloud computing. The PDP Law regulates the rights of data subjects, the obligations of data controllers and processors, and provisions for cross-border data transfers. However, the implementation of this law faces various challenges, such as delays in establishing a supervisory authority, the absence of implementing regulations, low digital legal literacy, and the unpreparedness of business actors, especially cloud-based service providers. To ensure the effectiveness of personal data protection in the era of cloud computing, further steps are needed, such as the establishment of an independent supervisory authority, the enactment of implementing regulations, the improvement of digital legal literacy, and the strengthening of international cooperation. The legal challenges in the implementation of personal data protection in cloud computing services in Indonesia stem from the lack of readiness of derivative regulations, the non-functioning of the supervisory authority, and the weak legal infrastructure and awareness of business actors. To overcome this, systematic steps are needed, including accelerating the establishment of a supervisory agency, drafting detailed implementing regulations, and increasing legal literacy and compliance by all stakeholders.

Abstract

The quality of education in Indonesia, particularly at the secondary level, faces challenges related to low student engagement and passive learning approaches. Conventional teaching methods often fail to stimulate students' active participation and intrinsic motivation, resulting in decreased learning interest and academic performance. At MA Muhammadiyah Pekanbaru, preliminary observations revealed that students exhibited limited enthusiasm during lessons, minimal peer interaction, and low levels of classroom participation. These conditions indicate the need for innovative pedagogical strategies that can foster more engaging and interactive learning environments. The Matching Cards learning model, as a cooperative learning technique, offers potential solutions by promoting active student involvement through game-based and collaborative activities. This study aims to increase students' learning interest through the application of the Matching Cards learning model as an alternative to conventional learning at MA Muhammadiyah Pekanbaru. Low student learning interest in conventional learning is evident from the lack of active involvement, low learning enthusiasm, and minimal interaction between students. This study used a Classroom Action Research (CAR) approach with two cycles. The results showed that the application of the Matching Cards model had a significant impact on increasing learning interest, marked by increased student activity, enthusiasm, discussion results, and ability to work together.

Abstract

This study aims to improve students' learning outcomes through the implementation of flip bottle learning media among tenth-grade students at MA Muhammadiyah Pekanbaru. The research employed Classroom Action Research (CAR) using the Kemmis and McTaggart model, conducted in two cycles consisting of planning, action, observation, and reflection stages. Data were collected through learning outcome tests, student activity observation sheets, and documentation. The results indicate a significant increase in student engagement and participation during the learning process after the implementation of the flip bottle media. Moreover, there was an improvement in students' mastery of learning outcomes from Cycle I to Cycle II, demonstrating that the game-based learning media effectively enhanced conceptual understanding and learning motivation. Therefore, the flip bottle media is proven to be an effective and innovative alternative to improving classroom learning quality.

Abstract

Education plays an important role in preserving the richness of local culture, including the culture of Palembang City which is rich in arts, Limas houses, culinary, and traditions. In the era of the independent curriculum, learning needs to be linked to the local context to be more meaningful and able to foster a love for one's own culture. The purpose of this community service is to improve students' understanding and skills in compiling observation report texts through the application of the Palembang culture-based Culturally Responsive Teaching (CRT) approach at SMP Negeri 8 Palembang. The solution is carried out through community service activities in the form of training and mentoring teachers in designing and implementing observation report text learning that integrates local cultural elements. The methods used include socialization of the CRT approach, assistance in preparing lesson plans and open modules, and direct assistance in implementing learning in the classroom. The activities are carried out collaboratively with teachers and students of grade VIII, with a focus on observing Palembang cultural objects and compiling culture-based observation reports. The outputs obtained are teaching modules for observation report texts based on Palembang culture, improved teacher skills in designing contextual learning, and increased motivation, participation, and students' abilities in compiling observation report texts. This community service also succeeded in fostering students' appreciation of local culture through relevant and enjoyable learning.

Abstract

This study was conducted based on teaching experiences from the initial meetings in the Grade III Pancasila Education class at MIS Miftahul Falah, where low student engagement, limited cooperation, and a tendency for some students to dominate discussions were observed. In response to these conditions, the researcher implemented the cooperative learning model Think Pair Share (TPS) in subsequent meetings to enhance students' participation and collaboration during learning activities. This study aims to analyze the effectiveness of TPS-based instructional development in improving students' participation, cooperative behavior, and understanding of Pancasila material. The research employed a descriptive qualitative method involving classroom observations, interviews with the teacher, and documentation of learning activities. The collected data were analyzed through data reduction, data display, and conclusion drawing. The findings show that the use of TPS had a positive impact: students become more confident in expressing their ideas, more actively involved in discussions, and more capable of working collaboratively. In addition, their understanding of the material improved as they were given opportunities to think independently, discuss in pairs, and share their ideas with the class. Overall, the TPS model can be considered an effective alternative for enhancing Pancasila Education learning at MIS.
