Abstract

Singkawang is a city home to a majority Chinese-Indonesian population with diverse cultural practices, one of which is the tradition of photo marriage (kawin foto). Within the Chinese-Indonesian community, this practice is often considered sufficient without formally registering the marriage with the Department of Population and Civil Registration. Consequently, the ownership rate of marriage certificates among the Chinese-Indonesian community in Singkawang remains low. This study aims to explore the strategies employed by the Department of Population and Civil Registration to address the low rate of marriage certificate ownership, focusing on the cultural practices and traditions of the Chinese-Indonesian community as objects of the study. The study employs a descriptive qualitative method with an inductive approach. Data were collected through observation, interviews, and documentation. The data analysis technique utilized is the ASOCA framework, which includes Ability, Strength, Opportunity, Culture, and Agility. The findings of this study indicate that 1) the Department of Population and Civil Registration has implemented strategies to encourage marriage registration, which include socialization among the Chinese-Indonesian community regarding marriage registration, building collaborations among institutions as well as vihara (Buddhist temples) or klenteng (Chinese temples), improving public services, providing foreign language training for staff, and offering mobile or on-the-spot services. 2) The challenges identified include: limited public knowledge about marriage registration, the absence of formalized written agreements, the inability of some vihara and klenteng to issue marriage blessing certificates, a shortage of civil servants (ASN) in the Department of Population and Civil Registration, the inactive status of the Dukcapil Online system, and insufficient foreign language skills among staff members. 3) To address these challenges, the Department of Population and Civil Registration has conducted socialization to the community and submitted requests for additional civil servants. Abstract

Tegal Regency has an area of ​​87,878 hectares with the furthest districts from the government center being Warureja (30 km) and Bumijawa (28 km). As an approach in civil administration service, the Civil Pupulation and Registry Office of Tegal Regency provides the LOAKK (Lahir Olih Akta Karo KK) Program. This research aims to determine and analyze the civil document service through the LOAKK Program, inhibiting factors, and efforts made by the Tegal Regency Civil Registry Office in overcoming existing obstacles. This is a descriptive qualitative research with an inductive approach. The informants and respondents were selected using the purposive sampling technique and the data were collected using observation, interviews, and documentation. The data were analyzed using was reduction, presentation, and drawing conclusions, and then the data was validated using triangulation. Research results indicate that the civil document service through the LOAKK Program has been running for 5 (five) years, but there have been several obstacles from the community and the LOAKK Program staff. Abstract

Public services provided by the government to the community must be adjusted to the conditions and needs of the community. The differences in conditions of the community results in diverse services provided by the government. Thus, the Tegal Regency Civil Registry Office made an innovation called the Sistem Informasi Registrasi Penduduk (SIPREP/Population Registration Information System). This research aims to find out about the service quality of civil administration services at the village level through SIREP. The research method used is qualitative descriptive with an inductive approach. The data collection techniques used were observation, interviews, and documentation. To analyze service quality, Sinambela’s theory was used with 6 dimensions of excellent service including transparency, accountability, conditional, participatory, equal rights, and balance of rights and obligations. Based on the analysys results, it was clear that the civil administration services at the village level through SIREP managed by the Tegal Regency Civil Registry Service had been running well. However, there were several inhibiting factors, namely limited human resources, lack of public awareness regarding orderly civil administration, and inadequate facilities and infrastructure in village offices so that services could not be provided in all villages in Tegal Regency. Abstract

This research aims to assess the effectiveness of the Family Planning Program in controlling the population growth rate in North Minahasa Regency, North Sulawesi Province. The research employs a qualitative descriptive method to collect and analyze data, with a total of 9 informants. Data collection was conducted through observation, interviews, and documentation. The data analysis process involved reduction, presentation, conclusion, and verification. The research is grounded in Duncan's theory of effectiveness, which consists of three components: (1) Goal Achievement, (2) Integration, and (3) Adaptation. The findings indicate that the Family Planning Program has effectively reduced the population growth rate in North Minahasa Regency by 0.6% compared to the previous year. The success of the program can be attributed to efforts to address various challenges, including enhancing human resource competency through training, conducting continuous socialization during key family-related events, and improving infrastructure, such as providing transportation to facilitate access to services for family planning participants. Abstract

The Ministry of Home Affairs of Indonesia has set up a 25% of Digital Population Identity (DPI) coverage by 2023, and 30 percent in 2024. Unfrotunately, underachievement occured in some areas. This research assessed the effectiveness of the DPI program in Bandung City using a quasi-qualitative method. The commitment of regional leaders and Civil Servants, as well as an organized division of tasks was found adequate. The program has covered key groups of society, including Civil Servants, students, and high school/vocational students. Bandung City has managed to acheive the predtermined target, with proper outreach and apporach throguh online and offline modes. The underachievement of DPI program could be tirggered by unclear measurement indicators and inadequate community outreach and education. This research concludes that DPI program in Bandung City has been relatively effective despite some challenges.Keywords: Program Effectiveness, Digital Population Identity, Population Documents, Digitalization of Public Services.

Abstract

For a government institution, legal products issued, for example, population documents, such as the Limited Stay Certificate (SKTT), must be of the highest quality and legally accountable. In this case, the quality I'm referring to is the accuracy of the translation of the limited stay certificate document at the Population and Civil Registration Office of Sleman Regency, Yogyakarta Special Region Province. This research is a qualitative research based on the opinions of the community who use the Limited Stay Certificate service at the Population and Civil Registration Service of Sleman Regency, Special Region of Yogyakarta Province. This research aims to evaluate the accuracy of translations in official Indonesian documents, specifically temporary residential cards (SKTT), using independents sample T test methods (compares the means of two different or unrelated groups), a quantitative approach was used, with data collected through a scale-based questionnaire distributed to professional translators and users of official documents to measure the accuracy level of each translation element. Based of this research results indicate that SKTT get average values 3,9, on a scale from 1 to 5 and T table result Ho is accepted, which means that respondents think that the translation in the SKTT (temporary residential cards) is accurate. Significant factors impacting translation accuracy include the complexity of the original text and translator familiarity with legal terminology. Based on these findings, this study recommends specific improvements in translation practices, particularly focusing on consistency and cultural adaptation. This research is expected to provide valuable insights for translators and institutions to improve the quality of official document translations in Indonesia specifically in Department of population and civil registration of Sleman Regency, Yogyakarta Special Region.

Abstract

Kebijakan Identitas Kependudukan Digital (IKD) mulai diterapkan secara nasional sejak tahun 2022. Namun, capaian aktivasi IKD di Kabupaten Aceh Selatan masih jauh berada di bawah target nasional yang telah ditetapkan. Penelitian ini bertujuan untuk menganalisis faktor-faktor yang memengaruhi rendahnya capaian aktivasi IKD serta mengidentifikasi strategi optimasi yang dapat dilakukan oleh Dinas Kependudukan dan Pencatatan Sipil Kabupaten Aceh Selatan. Penelitian menggunakan metode kualitatif deskriptif dengan teori analisis kebijakan publik menurut Hotniar Siringoringo (Siringoringo, 2005). Data primer diperoleh melalui wawancara mendalam dengan pejabat Disdukcapil, operator IKD, dan masyarakat, sedangkan data sekunder berasal dari artikel, dokumen resmi, dan laporan terkait. Teknik analisis data meliputi pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa proses aktivasi IKD di Kabupaten Aceh Selatan belum berjalan optimal. Hambatan utama meliputi rendahnya pengetahuan dan kesadaran masyarakat, keterbatasan infrastruktur jaringan internet, keterbatasan penggunaan gadget, serta belum maksimalnya pemanfaatan IKD dalam pelayanan administrasi maupun sektor terkait seperti perbankan. Capaian aktivasi baru mencapai sekitar 3,2% dari target 30%, sehingga masih jauh dari target nasional. Kesimpulan penelitian menegaskan bahwa optimalisasi aktivasi IKD membutuhkan strategi yang lebih komprehensif. Upaya seperti sosialisasi berkelanjutan, layanan jemput bola, penguatan kolaborasi lintas sektor, serta peningkatan literasi digital masyarakat menjadi langkah penting untuk mendorong peningkatan partisipasi masyarakat dan keberhasilan implementasi IKD di Kabupaten Aceh Selatan.

Abstract

Permasalahan/Latar Belakang (GAP): Kepemilikan KTP-el di Kabupaten Sleman telah mencapai 100% dan Akta Kelahiran hampir menyentuh 100%, menunjukkan pelayanan penerbitan dokumen tersebut sudah memuaskan. Namun, kepemilikan Kartu Identitas Anak (KIA) baru sekitar 70%, sehingga belum maksimal jika dibandingkan dengan dokumen lain. Pemerintah Kabupaten Sleman berinovasi menghadirkan mesin Anjungan Dukcapil Mandiri (ADM) untuk mendekatkan dan mempermudah layanan. Kehadiran ADM diharapkan memperbaiki kualitas pelayanan, mengefektifkan penerbitan dokumen kependudukan, serta menjadi solusi selama pandemi Covid-19 karena pemohon tidak perlu berkerumun atau bertatap muka dengan petugas. Tujuan: Penelitian ini bertujuan mengetahui seberapa berpengaruh pelayanan ADM terhadap peningkatan kepemilikan KIA di Kabupaten Sleman. Metode: Penelitian ini menggunakan metode hukum empiris dengan pendekatan deskriptif kualitatif. Data dikumpulkan melalui wawancara, observasi, dan studi dokumen, kemudian dianalisis dengan teknik analisis kualitatif. Hasil/Temuan: ADM membantu masyarakat yang tidak memiliki waktu datang ke kantor karena permohonan dapat dilakukan secara online melalui smartphone atau komputer, lalu dicetak di ADM setelah konfirmasi petugas. Namun, rata-rata pemohon online hanya sekitar 12 orang per hari, jauh dari target 100 pemohon. Kesimpulan: ADM mempermudah proses permohonan hingga pencetakan dokumen kependudukan, tetapi kontribusinya terhadap kepemilikan KIA masih rendah. Sejak Juli 2019 hingga Januari 2023, pelayanan KIA melalui ADM hanya menyumbang 4% dari total kepemilikan KIA semester II tahun 2022, sehingga belum efektif meningkatkan kepemilikan KIA di Kabupaten Sleman.

Abstract

Program Kabupaten Layak Anak disinergikan di Kabupaten Polewali Mandar sejak tahun 2018 sebagai program yang mendukung pencegahan dan penanganan perkawinan pada usia anak yang merupakan kabupaten dengan angka perkawinan anak tertinggi di Provinsi Sulawesi Barat. Akan tetapi perkawinan anak kerap saja terjadi dengan jumlah perempuan usia subur yang mencerminkan perkawinan usia anak pada tahun 2021 mencapai 17.630 perempuan.  Sehingga penelitian ini bertujuan untuk mengkaji dan mengetahui pelaksanaan program Kabupaten Layak Anak dalam penurunan angka perkawinan pada usia anak, hambatan serta upaya dalam mengatasi hambatan pelaksanaan program Kabupaten Layak Anak dalam penurunan angka perkawinan pada usia anak di Kabupaten Polewali Mandar. Metode penelitian yang digunakan adalah metode penelitian kualitatif deskriptif. Proses pengumpulan data menggunakan teknik wawancara, observasi dan dokumentasi. Teori yang digunakan dalam skripsi ini adalah teori pelaksanaan yang dikemukakan oleh Edward III Agustino, 2017. Dalam teori ini, pelaksanaan diukur melalui 4 (empat) dimensi yaitu komunikasi, sumber daya, disposisi dan struktur birokrasi. Hasil penelitian menunjukkan bahwa Pelaksanaan program Kabupaten Layak Anak dalam penurunan angka perkawinan pada usia anak di Kabupaten Polewali Mandar sudah baik akan tetapi belum dapat dikatakan memenuhi standar layak anak karena masih terdapat hambatan yang ditemukan dalam penelitian. Terdapat beberapa hambatan yang ditemukan yakni tidak tersedianya anggaran, kurangnya peran desa dan orang tua serta faktor ekonomi di masyarakat. Penulis menyarankan untuk meningkatkan kualitas pelaksanaan program Kabupaten Layak Anak melalui pemanfaatan media sosial dalam penyebaran informasi dan pengadaan ruang diskusi juga membangun budaya baru “sayang anak banyak rezeki” yang diharapkan dapat membuka jendela wawasan baru untuk mendukung pencegahan dan penanganan perkawinan pada usia anak.

Abstract

Penelitian ini dilatarbelakangi oleh kesenjangan antara target nasional dan realisasi implementasi Identitas Kependudukan Digital di Kota Jambi. Penelitian ini bertujuan untuk memperoleh gambaran umum implementasi kebijakan IKD di Kota Jambi. Penelitian ini menggunakan pendekatan deskriptif kualitatif, dengan Teknik wawancara semi terstruktur, observasi, dan dokumentasi untuk pengumpulan datanya. Penulis menggunakan reduksi, display data, dan penarikan Kesimpulan, sebagai Teknik analisisnya. Hasil penelitian menunjukkan bahwa implementasi kebijakan IKD di Kota Jambi memiliki landasan hukum yang kuat, inovasi dalam penyelenggaraan layanan publik berbasis digital, pelaksanaan sosialisasi yang intensif, serta komitmen positif dari para pelaksana kebijakan, namun masih menghadapi beberapa kendala yaitu berkaitan dengan terbatasnya infrastruktur digital dan kekhawatiran publik terhadap keamanan data pribadi. Meski emikian, komitmen Dukcapil Kota Jambi diwujudkan melalui upaya sosialisasi, inovasi layanan daring seperti Latin dan Retas, serta peningkatan edukasi publik mengenai pentingnya identitas kependudukan digital. Kesimpulannya, implementasi kebijakan identitas kependudukan digital di Kota Jambi telah terselenggara dengan cukup baik dan masih membutuhkan penguatan infrastruktur digital yang memadai, peningkatan literasi digital masyarakat, dan sinergi antar instansi pemerintah daerah. Implikasi dari penelitian ini menunjukkan bahwa keberhasilan implementasi kebijakan Identitas Kependudukan Digital tidak hanya ditentukan oleh aspek regulatif dan teknologis, tetapi juga oleh kapasitas kelembagaan dan partisipasi masyarakat dalam mendukung transformasi layanan publik berbasis digital.
