Abstract

This study aims to examine the influence of principal’s leadership on students’ sports achievement at SMAN Keberbakatan Olahraga, Bengkulu Province. The research employed a quantitative descriptive method using a survey approach. Data were collected through questionnaires and documentation involving 76 student respondents selected as the sample from a total population of 138 students. The independent variable in this study was the principal’s leadership, while the dependent variable was students’ sports achievement. Data were analyzed using simple linear regression to determine the relationship and influence between the variables. The results of the study indicate that the correlation coefficient (R) between the principal’s leadership and students’ sports achievement is 0.721, which falls into the strong category. The coefficient of determination (R²) shows that 52.0% of students’ sports achievement is influenced by the principal’s leadership, while the remaining 48.0% is explained by other factors not examined in this study. Furthermore, the t-test results confirm that the principal’s leadership has a significant effect on students’ sports achievement. These findings highlight the crucial role of leadership in fostering student potential and improving performance in sports education. The study suggests that strengthening leadership strategies can further enhance students’ achievements at sports-focused schools.

Abstract

The strategy of communication by leadership is one of the important factors in creating a conducive work environment and enhancing employee motivation. This research is motivated by the significance of the role of leadership in delivering information and building healthy interpersonal relationships in the workplace. The problem formulation in this study is how the communication strategy of PT. Enseval Putra Megatrading, Tbk Bengkulu motivates employees. The objective of this research is to describe the communication strategies implemented by company leaders to encourage employee spirit and performance. This research uses a qualitative descriptive approach. Data collection techniques were conducted through in-depth interviews, direct observation, and documentation study. The research informants consisted of leaders, secretaries, warehouse heads, and staff employees. Data analysis used the interactive model by Miles and Huberman, through stages of data reduction, data presentation, and conclusion drawing. This study refers to Harold D. Lasswell's communication theory, which analyzes the communication process through five main elements: Who (who is the communicator), Says What (what is the message), In Which Channel (communication channel), To Whom (who is the communicator), and With What Effect (the effect of communication produced). The results of the study indicate that the leaders of PT. Enseval Bengkulu implement five communication strategies, namely information openness, two-way communication, personal approach, appreciation, and inspirational delivery of vision and mission. These strategies have proven to enhance employee motivation, engagement, and performance. Strategic leadership communication contributes positively to work spirit and productivity. The recommendation from this study is for leaders to continue developing more adaptive, responsive, and participatory communication, as well as to optimally utilize communication technology to reach all employees evenly.

Abstract

This study aims to determine the effect of the electronic office system on employees’ work effectiveness at the Regional Office of the National Land Agency of Bengkulu Province. This research applied a quantitative method with a survey approach. A total of 53 respondents were selected using a simple random sampling technique. Data analysis involved the product moment correlation test, simple linear regression, validity and reliability tests, t-test, and coefficient of determination. The findings reveal that the electronic office system significantly influences employees’ work effectiveness. The correlation coefficient of 0.409 indicates a moderate relationship between the variables. The coefficient of determination (R²) of 16.8% shows that the electronic office variable contributes to 16.8% of the variance in work effectiveness. Furthermore, the t-value (3.204) exceeds the t-table value (2.006), meaning that the hypothesis is accepted. Thus, the use of the electronic office system has a positive and significant effect on improving employees’ work effectiveness at the Regional Office of BPN Bengkulu Province.

Abstract

This study aims to analyze the performance of civil servants at the Bureau of Government and Community Welfare, Regional Secretariat of Bengkulu Province, using Kompri’s (2020) performance indicators, which include input, process, output, outcome, and impact. The research employs a descriptive qualitative method, with data collected through in-depth interviews with four informants representing both structural and functional positions. The results show that the overall performance of civil servants is categorized as good. Employees demonstrate adequate quality and quantity of work, completing tasks in accordance with SOPs and meeting targets with some variation across roles. Timeliness is generally maintained, with some employees completing tasks beyond regular hours. Efficiency is reflected in the use of digital tools and work coordination, although limited facilities pose challenges. Creativity emerges in employees’ ability to adapt to logistical constraints and support digital bureaucratic processes. Strong responsibility is also evident through consistent task completion and inter-unit coordination. These findings indicate that employee performance is strengthened by structured procedures, technological adaptation, and commitment, although improvements in supporting facilities are still needed to optimize productivity.

Abstract

This study examines the role of the Bengkulu City Department of Transportation in the maintenance and upkeep of public street lighting in the Pantai Panjang area. Public street lighting plays an essential role in ensuring road safety, comfort, and security for road users, particularly at night. However, various issues such as damaged lights, limited human resources, insufficient budgets, and environmental factors have contributed to suboptimal service quality. Using a qualitative descriptive approach, this research collected data through in-depth interviews, field observations, and documentation. The findings show that the Department of Transportation carries out three main roles based on Soerjono Soekanto’s role theory: the active role, which includes routine monitoring and immediate response to damage; the participatory role, which involves collaboration with communities and relevant agencies such as PLN; and the passive role, in which actions are taken primarily after receiving public complaints due to administrative and resource limitations. The study reveals that despite efforts to maintain and repair street lights, operational constraints, such as limited technical personnel and delays in material procurement, still hinder optimal performance. This research highlights the need for increased budgets, additional technical staff, and strengthened community engagement to enhance the effectiveness of street lighting maintenance. Strengthening these aspects will directly improve public safety, comfort, and the overall quality of public service delivery in the Pantai Panjang area.

Abstract

This study aims to determine and analyze the strategy of the Bengkulu City Social Service in distributing social assistance to natural disaster victims so that the assistance is accurate, efficient, and effective in Bengkulu City. This research uses a qualitative approach presented descriptively, with three informants selected for data collection through observation, interviews, and documentation. Based on the results of the research and discussion using the SWOT Analysis theory as the basis for organizational strategy preparation by Slamet Riyanto (2021:28), which consists of four indicators, the findings show that the Social Service has implemented a distribution strategy that is generally effective, yet still requires internal strengthening and optimal utilization of external opportunities to respond to various disaster risks sustainably. The results indicate that the Bengkulu City Social Service possesses strong institutional capacity, trained human resources, responsive procedures, and adaptive coordination, supported by clear SOPs that facilitate smooth distribution of disaster assistance. Limitations appear in budget constraints, irregular training, incomplete digital data systems, and less optimal internal communication. Significant opportunities arise from government policy support, cross sector collaboration, digital system development, and high community participation in disaster management. Various threats, including disaster uncertainty, political dynamics, physical barriers, and potential public complaints, have been addressed through preparedness efforts, standby logistics, and fast, humane service delivery.

Abstract

This type of research uses quantitative research. The analysis method in this study uses Validity Test, Reliability Test, Multiple Linear Regression Analysis, Determination Coefficient and hypothesis testing using t-test. The number of samples studied was 35 customers who came with complaints and new installations during the last 1 month at PDAM Tirta Manna, South Bengkulu Regency. The results of the multiple linear regression analysis are the equation: Y = 6.450 + 0.052 X1 + 0.084 X2 + 0.227 X3 + 0.288 X4 + 0.234 X5 + e, this describes a positive regression direction, meaning that the variables Physical evidence (X1), Reliability (X2), Assurance (X3), responsiveness (X4), and empathy (X5) have a positive influence on consumer satisfaction (Y) at PDAM Tirta Manna, South Bengkulu Regency. The value of the coefficient of determination from the calculation results using SPSS can be seen from the coefficient of determination value of R square of 0.991. This means that the value of Physical evidence (X1), reliability value (X2), assurance (X3), responsiveness (X4) and empathy (X5) has an effect on consumer satisfaction (Y) of 99.1% while the remaining 0.9% is influenced by other variables not examined in the study.

Abstract

This study aims to determine the effectiveness of implementing the Fingerprint system in improving student discipline at the State Vocational High School 01 (SMKN 01) Bengkulu City. This research uses a qualitative method presented descriptively. The research informants consisted of 5 individuals, including 2 key informants and 3 main informants. Data collection techniques included interviews, documentation, and observation. The data analysis techniques used in this study were data collection, data reduction, data presentation, and conclusion drawing and verification. Based on the research findings and discussion using the effectiveness measurement theory by Duncan (in Richard M. Steers, 1984:53), three indicators were applied. The results indicate that the effectiveness of the Fingerprint implementation in improving student discipline at SMKN 01 Bengkulu City can be concluded as follows: 1) Goal Achievement: This is reflected in the gradually improving level of student discipline. 2) Integration: SMKN 01 Bengkulu City conducted socialization regarding the Fingerprint attendance system and recorded students’ fingerprints and facial data from class to class for two weeks prior to its full implementation. 3) Adaptation: The school created schedules for students to help them become accustomed to their responsibilities and disciplined in arriving earlier.

Abstract

This study aims to identify the strategies implemented by the Environmental Agency (DLH) of Bengkulu City in managing household waste, as well as to identify the obstacles encountered during its implementation. The research employs a descriptive qualitative method with five informants, consisting of three key informants and two supporting informants, using observation, interview, and documentation techniques. The research indicators refer to Bengkulu Mayor Regulation Number 37 of 2019 concerning strategies for managing household waste and waste similar to household waste. The findings show that in terms of input, policies and human resources are considered sufficiently adequate, although facilities and infrastructure such as waste-transporting vehicles remain limited. In the process aspect, DLH has conducted socialization and coordination related to waste management. In terms of output, operational funds have been well distributed; however, challenges remain due to the limited number of waste collection vehicles. In  the outcomes aspect, the strategy has not been fully effective because public awareness regarding proper waste management and disposal is still low. Overall, DLH’s strategy has been implemented but has not yet been fully effective in addressing household waste problems in Bengkulu City.

Abstract

The research titled “The Role of the Basic Education Division of the Bengkulu City Office of Education and Culture in Student Character Development (A Case Study at SMP Negeri 14 Bengkulu City)” aims to explain the implementation of character development through organizational functions, communication patterns, motivation and social influence, leadership, and organizational culture. This study employs a descriptive qualitative approach using Katz and Kahn’s (1978) theory, which views organizations as open social systems. Data were collected through in-depth interviews, observations, and documentation involving the Basic Education Division of the Bengkulu City Office of Education and Culture as well as SMP Negeri 14 Bengkulu City. The findings show that the Office of Education plays a strategic role in providing guidance, supervision, and policy support to schools. The school acts as the primary implementer in instilling character values through habituation activities such as communal prayer, morning literacy, environmental cleanliness, and religious programs. Communication between the office and the school is effectively established through both formal and informal channels, allowing coordination to run smoothly. Work motivation grows from a shared spirit and a sense of responsibility toward improving educational quality. The leadership style applied is participatory, open to new ideas, and emphasizes role modeling. The organizational culture that emerges reflects values of discipline, responsibility, cooperation, religiosity, and social concern as the foundation for character education. The research findings indicate that character development at SMP Negeri 14 Bengkulu City is effectively implemented due to the alignment between policy formulation and field implementation. The synergy between the Office of Education and the school forms an adaptive, participatory, and character-oriented working system that strengthens students’ values, discipline, and sense of responsibility.
