Abstract

This study examines the performance of Public Information and Documentation Management Officers (PPID) in electoral information services at the Gorontalo City Election Commission following the 2024 simultaneous elections. The study responds to the need to ensure transparent, accessible, and responsive public information services in local electoral institutions, particularly after a high-intensity electoral period that increased public demand for accurate election-related information. Using a qualitative descriptive approach, data were collected through in-depth interviews, observation, and documentation study, and analyzed through four dimensions of public service performance: effectiveness, efficiency, service quality, and responsiveness. The findings show that PPID performance was generally adequate. In terms of effectiveness, services were supported by a front office, digital applications, and dashboards, and the information provided was largely relevant to applicants’ requests, although more structured explanations and presentation were still required. In terms of efficiency, the use of softcopy documents, free-of-charge services, WhatsApp, e-PPID, and task distribution helped reduce service costs and time, but the disposition flow and internal coordination needed strengthening. Service quality was supported by the “KPU Melayani” principle, service declarations, standard operating procedures, suggestion boxes, and community satisfaction surveys; however, improvements were needed in clarity, completeness, accuracy, and comprehensibility of information. Responsiveness was reflected in direct services, email, WhatsApp, inter-subdivision coordination, objection mechanisms, and public consultation forums, although follow-up speed and digital channel optimization remained limited. The study concludes that strengthening coordination, information structuring, and digital service management is essential to improve electoral information transparency.

Abstract

Awareness of the importance of participating in elections can begin with first-time voters aged 17 to 21. The purpose of this study is to determine the motivations behind the voting decisions of first-time voters in the Gorontalo City Mayoral Election in Buladu Village, Kota Barat District. This study employs a qualitative descriptive approach. The data collected were not numerical but were obtained from various sources, such as interview results, field notes, personal documents, and other official documents. The data collection techniques used included observation, interviews, and documentation. Meanwhile, the selection of informants was conducted according to the research needs. The data analysis process was carried out through the stages of data collection, data reduction, data presentation, and drawing conclusions. The research results indicate that first-time voters in Buladu Village are influenced by several factors in deciding which candidate to choose, including parental influence, employment, dawn raids or vote-buying practices, and their level of awareness regarding the local elections. This suggests that the rationality of first-time voters remains at the level of bounded rationality, consistent with James S. Coleman’s theory of rational choice, which posits that individuals make decisions based on a cost-benefit analysis. A synthesis of the main findings of this study indicates that the political decisions of first-time voters are influenced not only by personal rational considerations but also by social, economic, and environmental factors that shape their patterns of political participation. These conditions suggest that first-time voters are still in the process of developing independent and critical political awareness when making their choices in local elections. In conclusion, first-time voters in Buladu Village are still in a transitional phase, moving from passive and normative participation toward more active participation; however, their choices in the 2024 Gorontalo City Mayoral Election are not yet fully rational and independent, as they remain influenced by parental factors, the environment, the practice of vote-buying, and a lack of political education.

Abstract

This study aims to analyze the values of the local wisdom of Wailaki Kema Sa’o in house construction as an effort to strengthen the sense of responsibility and social concern among the community of Rukuramba Village, East Nusa Tenggara, as well as to identify the factors that support and hinder its implementation. The study employs a qualitative method with an ethnographic approach. Data were collected through observation, interviews, and documentation, and then analyzed using the Miles, Huberman, and Saldana model, which includes data condensation, data presentation, and drawing conclusions. The results of the study indicate that the Wailaki Kema Sa’o tradition embodies religious, aesthetic, cooperative, moral, and tolerant values that contribute to strengthening the character of responsibility and social concern among the community. The strengthening of a responsible character is reflected in responsibility toward duties, family, community, nation, and the environment, while a socially caring character is manifested through attitudes of mutual aid, empathy, tolerance, social action, and noble ethics. Supporting factors for the implementation of this tradition include the availability of facilities and infrastructure, community participation, community awareness, and support from the village government. The inhibiting factors are economic limitations and the declining involvement of the younger generation.

Abstract

The enactment of Law Number 1 of 2022 concerning Financial Relations between the Central and Regional Governments (HKPD Law) introduced a pivotal shift in Indonesia’s fiscal decentralization through the Motor Vehicle Tax (PKB) "opsen" (option) mechanism. This study analyzes the impact of HKPD Law implementation on local revenue (PAD) strengthening in Probolinggo City and Regency. Utilizing a qualitative comparative case study approach, the research evaluates administrative readiness and policy impacts derived from Ministry of Finance Regulation (PMK) Number 3 of 2024. The findings reveal an asymmetrical transition, where fiscal effectiveness is highly contingent on digital infrastructure maturity and geographical constraints. Probolinggo City demonstrates successful host-to-host system integration, ensuring daily liquidity and bureaucratic efficiency. Conversely, Probolinggo Regency faces "geospatial gaps," characterized by transaction data delays and high collection costs in remote areas. This study identifies a lack of target alignment between provincial and local governments and emphasizes the necessity of "budget tagging" for road infrastructure to enhance the social contract with taxpayers. This research contributes to fiscal decentralization theory by proposing a "geographic coefficient" model for operational cost distribution in developing regions.

Abstract

This study aims to analyze the accountability of public services at the Sidoarjo Regency Water Company (PDAM) in providing clean water to the community. The research focuses on service transparency, responses to public complaints, accountability in services, as well as challenges and efforts to improve accountability in public services. This study applies a qualitative approach with a descriptive research type. Data were collected through interviews, observations, and documentation with informants consisting of PDAM employees and community members who use clean water services. Data analysis using the Miles and Huberman interactive model consists of data reduction, data presentation, and conclusion drawing. The research findings indicate that public service accountability at the Sidoarjo Regency PDAM has been carried out through the provision of service information, public complaint channels, and responses to customer complaints. Transparency in services is implemented through direct and digital media, while service responsiveness is realized through the handling of public complaints by service units and technical officers in the field. However, service implementation still faces challenges such as limited human resources, the condition of the aging water distribution network infrastructure, and the unoptimized access to digital services for the community. This study recommends improving infrastructure quality, strengthening digital technology-based service systems, and enhancing human resource capabilities to support more transparent, responsive, and accountable public services.

Abstract

This study aims to comprehensively explore the role of social media as a strategic instrument in increasing public participation in the process of formulating and implementing government policies. In the era of digital transformation, social media has shifted from being a mere personal communication channel to a virtual public space that enables real-time two-way interaction between state authorities and citizens. Using a descriptive approach, this study analyzes how platforms such as X, Instagram, and Facebook function as bridges to capture public aspirations in a more inclusive and transparent manner. The results show that effective use of social media by government agencies can break down traditional bureaucratic barriers, allowing previously marginalized groups to provide input on draft regulations. Furthermore, the transparency of information offered through digital content can increase public trust, which is the main foundation of policy legitimacy. However, challenges such as the spread of disinformation and the phenomenon of digital polarization remain obstacles that need to be mitigated through strong digital literacy and accountable content moderation. This study concludes that social media is no longer merely a complementary tool but a core component of democratic governance (e-government). The research recommendations emphasize the importance of strengthening human resource capacity within government to manage crisis communications and collect feedback from digital citizens to create policies that are more responsive and relevant to future public needs.

Abstract

Coretax (Core Tax Administration System) is an information technology–based tax administration system developed by the Directorate General of Taxes (DGT) of Indonesia. This study examines the implementation of the coretax system as one of the government’s efforts to reduce tax leakage by optimizing the existing tax database. This research employs a qualitative method with a literature-based approach. The findings reveal that the coretax system is indeed necessary to be implemented and developed as the foundation of digital tax reform. However, it is important to note that the success of digitalization depends not only on the quality of the platform, but also on the readiness of human resources, infrastructure, and a supportive environment. Therefore, the implementation of coretax needs to be adapted to the conditions of different regions across Indonesia. It should be introduced gradually and piloted in selected areas, accompanied by extensive dissemination and public education regarding the coretax system through both offline and online channels to ensure that the objectives of system reform can be achieved. Internally, the government must strengthen the digital competencies of state apparatuses, take an active role in auditing, integrating, and mitigating the coretax system, and promote system interoperability. In this way, coretax can become a significant testing ground for Indonesia’s digital sovereignty.

Abstract

Inclusive public services for persons with intellectual disabilities still face various challenges, including social stigma, low public literacy, and limited access to information and social participation. In response to these problems, the Technical Implementation Unit for Social Rehabilitation of Persons with Intellectual Disabilities (UPT RSBG) Tuban developed the DAYA DINAKARA public service innovation (Support and Services for Persons with Intellectual Disabilities to Become Independent and Productive), which integrates digital approaches and social empowerment. This study aims to analyze the implementation of the DAYA DINAKARA Program in realizing inclusive public services for persons with intellectual disabilities. The study employed a descriptive qualitative approach, with data collected through in-depth interviews, observation, and document review. Data analysis was conducted using the Miles, Huberman, and Saldaña model, while the findings were interpreted using Mark H. Moore’s Public Value Theory and Ansell and Gash’s Collaborative Governance framework. The results show that DAYA DINAKARA has successfully created public value by improving public understanding, reducing social stigma, increasing beneficiaries’ independence, and strengthening the social participation of persons with intellectual disabilities. Program success is supported by institutional legitimacy, the use of digital media, family support, and multi-stakeholder collaboration. Nevertheless, the program still faces obstacles, including limited service coverage, the suboptimal development of formal collaborative forums, and the persistence of negative stigma in some communities. Therefore, strengthening institutional capacity, expanding collaborative networks, and optimizing digital media are necessary to improve the sustainability and impact of inclusive public service innovation.

Abstract

The Secretariat of the Regional People’s Representative Council (DPRD) is an inseparable component of the structure of regional government, both at the provincial and the regency/city level, and is closely related to the performance of the DPRD. Nevertheless, many parties still do not fully understand the role and function of the DPRD Secretariat in its daily activities. This study evaluates the role of the East Java Provincial DPRD Secretariat in supporting the administration of the DPRD functions through the lens of public policy implementation theory. A qualitative descriptive approach was employed, with the research conducted at the Office of the East Java Provincial DPRD Secretariat. Informants comprised DPRD members, officials, and staff within the East Java Provincial DPRD environment, consisting of four key informants and six main informants. Data were gathered through documentation and in-depth interviews and analyzed using triangulation by matching interview data, observations, and supporting documents. The findings indicate that, in implementing the representative function of the Provincial DPRD, the role of the Secretariat—particularly the staff—remains largely confined to facilitating completeness requirements that support the three functions of the DPRD: legislation, budgeting, and oversight. The DPRD Secretary, drawn from the civil-service (PNS) corps and tasked with serving the Council, has performed a meaningful role that is, however, not yet fully optimal. Although the staff role is essentially facilitative, performance improvement is required to prepare the needs of DPRD members more carefully, especially in support of the legislative function. Viewed against implementation theory, the constraints observed—weak inter-agency coordination, insufficient human resources, excessive specialization, and unclear procedures—correspond to deficiencies in communication, resources, and bureaucratic structure. It is recommended that staff participate more frequently in education and training programs to strengthen competence.

Abstract

This study evaluates the effectiveness of vocational training programs for homeless persons and beggars at the UPT Rehabilitasi Sosial Bina Karya Pasuruan, East Java, Indonesia, through a public policy perspective. Drawing on Edi Sutrisno’s (2007) effectiveness indicators—comprising program comprehension, targeting accuracy, time management, goal attainment, and visible behavioral change—the research employs a qualitative descriptive method. Data were collected through participatory observation, in-depth interviews with nine key subjects (social rehabilitation staff, social workers, and skills instructors) and four beneficiary informants, and documentary analysis. The findings reveal that the program has not yet reached an effective level of implementation. Key inhibiting factors include mismatches between beneficiaries’ backgrounds and available skill tracks, outdated program design, low intrinsic motivation among clients, and limited post-rehabilitation follow-up. Supporting factors include the availability of qualified instructors, adequate facilities and infrastructure, and a generally high willingness among beneficiaries to participate in activities. The study concludes that a policy redesign is necessary, incorporating needs-based program planning, enhanced motivational interventions, updated curriculum content aligned with current labor market demands, and strengthened inter-agency collaboration. These findings contribute to public policy discourse on social welfare program evaluation and offer practical recommendations for government rehabilitation institutions.
