Abstract

This study aims to analyze the effectiveness of Digital Samsat Services in increasing taxpayer compliance in paying Motor Vehicle Tax (PKB), as well as to identify the supporting and inhibiting factors in its implementation at the Wajo Samsat Revenue Technical Implementation Unit (UPT), Wajo Regency. This study employed a descriptive qualitative approach to obtain an in-depth understanding of the service implementation process and taxpayer responses. Data were collected through observation, in-depth interviews, and documentation. Informants were selected using purposive sampling, consisting of Wajo Samsat administrators, representatives of related agencies, and taxpayers in Wajo Regency. Data analysis was conducted using an interactive model that included data collection, data condensation, data presentation, and conclusion drawing. The results indicate that Digital Samsat Services in Wajo Regency have been implemented effectively. This is reflected in several indicators, including faster service delivery, improved administrative efficiency, better system integration, and easier access for taxpayers. Digital services also encourage taxpayers, particularly technology-literate users, to fulfill their tax obligations more conveniently and on time. However, implementation still faces obstacles, such as limited digital literacy, uneven internet access, and the need for wider public socialization.

Abstract

Each agency is formed with a specific purpose to be realized. The achievement of these goals is greatly influenced by the behavior, attitudes, and contributions of individuals in the organization. Abstract

The government has launched various programmes to improve the welfare of older persons, yet social problems relating to them persist, making policy evaluation essential in order to assess whether such programmes achieve their intended goals. This study evaluates the PKH Plus social assistance programme for the empowerment of older persons at the East Java Provincial Social Service. Unlike previous studies that emphasise policy implementation, this research strengthens the policy evaluation perspective by applying William N. Dunn’s six evaluation criteria: effectiveness, efficiency, adequacy, equity, responsiveness and appropriateness. A qualitative descriptive method was used, with data collected through observation and interviews and analysed through data reduction, data presentation, and conclusion drawing or verification. The results show that PKH Plus has been fairly effective and appropriate in improving the welfare of older persons in recipient regencies and cities, and is responsive to beneficiaries’ needs through accompaniment, family capability meetings and the older persons’ integrated health post (Posyandu). However, the programme remains constrained in terms of efficiency, adequacy and equity owing to a limited budget sourced solely from the regional budget, human resources that are merged with the regular PKH, and uneven access to integrated health post services for older persons. The evaluation recommends the institutional separation of PKH Plus from the regular PKH, the expansion of the budget and beneficiary quotas, and broader, more equitable service coverage.

Abstract

This study aims to analyze the implementation of the Village Revenue and Expenditure Budget (APBDes) policy in Bumi Harapan Village, Tanah Laut Regency, with a focus on the pillars of transparency, accountability, and its impact on public trust. Using a descriptive qualitative method with a case study approach, this study collected data through participant observation, documentation, and in-depth interviews with key informants such as the Village Head, the Village Consultative Body (BPD), and community leaders. The results indicate that the implementation of the APBDes has met the minimum standards of good village governance through the fulfillment of formal transparency and administrative accountability. There is a strong political will from the village government to open access to budget information and high compliance with standard operating procedures (SOPs) and vertical audits from the district government. However, gaps were found in the substantive transparency dimension; the presentation of budget data through outdoor media was considered too technical and difficult for the general public to understand. Public trust in Bumi Harapan Village was proven to be multidimensional and strongly influenced by results-based legitimacy, such as tangible infrastructure improvements and fair distribution of social assistance. In addition to physical performance, the personal integrity and honesty of leadership figures are crucial factors in building village social capital. The research suggests a transformation from passive transparency to active, educational transparency through the use of simple infographics at the RT/RW level to increase the community's substantial understanding of the village budget.

Abstract

This study aims to analyze the implementation of the Merah Putih Cooperative policy in developing the community economy in East Kotawaringin Regency. This study uses a qualitative approach and is included in the descriptive research category. Data were obtained through observation, interviews, and documentation involving the local government, village government, cooperative administrators, and the community as research informants. The research findings indicate that the implementation of the Merah Putih Cooperative policy has been carried out through socialization activities, the establishment of cooperative institutional structures, and mentoring from the local government to the village government and community. Cooperatives have a positive influence on community economic growth, particularly in facilitating access to business capital, expanding the market for local products, and increasing community involvement in village economic activities. However, policy implementation still faces various challenges, such as a lack of human resources, limited community understanding of cooperatives, and limited capital and facilities to support cooperatives. Elements supporting policy implementation include support from the local government, community involvement, and the village economic potential that can be enhanced through cooperatives. Therefore, capacity building of cooperative institutions and continuous mentoring are needed so that cooperatives can grow independently and sustainably in improving the welfare of village communities.
