Abstract

In an increasingly interconnected digital world, cybersecurity has emerged as a crucial element of national resilience and global political competition. The growing frequency of cyberattacks and data breaches underscores the urgency for Indonesia to strengthen its institutional capacity in securing cyberspace and protecting national sovereignty. In this context, cybersecurity politics determine how state institutions negotiate authority, coordinate policies, and mobilize resources to build digital resilience. This study analyzes the dynamics of cybersecurity politics and their influence on Indonesia’s efforts to achieve cyber sovereignty through the strengthening of the National Cyber and Crypto Agency (BSSN). Using a qualitative descriptive approach supported by literature review and policy analysis, the study applies the theory of state sovereignty and the framework of cybersecurity political factors. Findings reveal that BSSN plays a pivotal role as the state’s representative in maintaining cyber sovereignty amid complex inter-agency coordination, overlapping mandates, and regulatory uncertainty. Political, technological, and institutional factors significantly shape Indonesia’s cybersecurity governance, influencing how the state responds to both domestic vulnerabilities and international cyber threats. Nevertheless, the persistence of sectoral ego, fragmented authority, and the absence of a comprehensive Cyber Security and Resilience Law continue to hinder policy integration and weaken institutional effectiveness. The study concludes that strengthening BSSN’s authority, through legal ratification, increased budgetary support, organizational reform, and enhanced cyber diplomacy, is essential to establish an integrated and adaptive national cybersecurity system capable of safeguarding Indonesia’s sovereignty in cyberspace while aligning with global best practices in cyber governance.

Abstract

The study focuses on communication actions and organizational culture that prioritize the meaning of organizational members whose values differ from those of their organization. The study aims to describe the communication actions of Muslim employees due to the meaning of messages in organizational culture in Indonesian Catholic institutions. Using a qualitative approach, an interpretive paradigm, and a phenomenological method. Data collection techniques through interviews and observations. The study's subjects were Muslim employees at four Catholic universities in East Java who met the criteria. The data analysis technique followed the Moustakas sequence. The study's findings on the communication actions of Muslim employees in Catholic institutions are reflected in interactional communication, with adjustments to communicants. Contextual communication actions through the willingness to position themselves, listen, and understand the cultural context. Improvisational communication actions through communication styles with an emotional, flexible, open, and gimmick approach. Episodic communication actions through the participation of Muslim employees in retreat, recollection, and patron day activities. Virtually no previous research has used the model of organizational culture and organizational communication as a cultural performance to examine the experience of multireligious religiosity in religious organizations in the Indonesian context. This research also interprets it using a functional-performative integration framework. This study offers a multidisciplinary approach that bridges organizational culture theory, organizational communication theory, and religious studies—a practice rarely employed in studies of organizational communication in multireligious contexts in Indonesia.

Abstract

The expansion of social media platforms has made it easier for people to present themselves online. However, this self-presentation is often carried out by displaying only the most favorable aspects of oneself, with little consideration for authenticity. Such behavior becomes a form of faking tendency aimed at gaining advantage through curated self-presentation. This tendency may alter and influence an individual’s self-concept as they attempt to stay aligned and consistent with the image they present on social media. Yet these alterations cannot change the fact that their online persona may remain far removed from their actual identity. A total of 10 articles were included in this review. The methodology began with a selection of studies based on their basic characteristics and relevance to the topic. Second, all selected articles were summarized and reviewed. Third, the information gathered from the review was synthesized, including the effects of self-presentation on self-concept, the processes of self-concept alteration, and the faking tendencies that may emerge during these processes. Overall, this article outlines several potential directions for future research.

Abstract

This research comprehensively analyzes the impact of career development, work-life balance, and stress management on employee performance in Micro, Small, and Medium Enterprises (MSMEs) in the leather craft sector. The MSME sector plays a strategic role in the national economy, particularly in job creation and its contribution to GDP. However, employees in this sector often face challenges such as production pressures, limited opportunities for professional development, and high workloads, all of which can affect performance. The quality of human resources, including limited skills, is also a persistent issue among leather artisans. This study employs a quantitative approach by distributing questionnaires to 186 employees of leather-related MSMEs. The results indicate that career development, work-life balance, and stress management have significant impacts, both individually and simultaneously, on improving employee performance. Based on these findings, the research proposes implementation strategies such as skills training programs, flexible work policies, and work-environment-based stress management initiatives. Training provided by relevant agencies, including management and technical skills development, along with the provision of supporting equipment and facilities, is expected to improve production outcomes and product quality. This research offers both theoretical and practical contributions and serves as a valuable reference for MSME owners in managing human resources more effectively and sustainably.

Abstract

The presence of women in the political sphere is often celebrated as an achievement in the agenda of gender equality and democratization. However, such representation does not always reflect true political independence. In many cases at the local level, women’s involvement forms part of a dynastic political strategy that relies on kinship ties to maintain power. This research examines how women are used as proxies of power within the context of dynastic politics rooted in patriarchal structures. Using a qualitative approach and a case study design, this research explores the symbolic representation practices of a female political actor in a region in South Sulawesi. She advanced in the political contest with strong support from a family power network that has long dominated the local political landscape. Through a theoretical framework on dynastic politics and power proxies, this study reveals that women’s involvement does not always strengthen empowerment agendas but can instead serve as an instrument for perpetuating family power dominance. These findings highlight the ambiguity between representation and empowerment, as well as the importance of distinguishing women’s symbolic presence from participation based on individual autonomy and capacity. This study contributes to a critical understanding of the relationship between gender, power, and the persistence of dynastic politics in local electoral democracy.

Abstract

The land occupation fine policy imposed by PT Kereta Api Indonesia (PT KAI) is formally presented as part of asset regulation and optimization. Yet its implementation has generated significant tension among long-established residents living in informal settlements on PT KAI–owned land. The lack of public participation, procedural transparency, and sensitivity to local socio-economic realities has intensified uncertainty and vulnerability within the community. This study examines the impact of the fine policy on residents of Wadukan Hamlet in Sugihwaras Village, Saradan District, Madiun Regency, using a descriptive qualitative approach supported by literature review and field interviews. Drawing on Antonio Gramsci’s concept of hegemony, the study explores how administrative instruments function as mechanisms of symbolic power and spatial control. The findings show that residents recognize PT KAI’s legal ownership and have long contributed through informal dues; however, the sudden escalation of fines and the marking of homes without adequate socialization have produced economic burdens, psychological distress, and a heightened sense of insecurity. What began as an administrative procedure has evolved into a form of structural marginalization. The study underscores the need for policy reform grounded in social justice, transparent implementation, and meaningful community engagement so that state spatial governance does not operate as a vehicle of exclusion.

Abstract

This study provides a political economy analysis of how higher education liberalisation fails private universities in Indonesia through policy neutralisation and market constraints. Using path analysis, we conducted a census of 20 private universities in Sukabumi, with 60 respondents, to investigate the direct and mediated effects of liberalisation policies on economic performance through student enrolment. Our findings reveal that liberalisation policies have no significant effects on either economic performance or student enrollment, accounting for only 6.7% of enrollment variance. In contrast, student enrollment shows a robust positive relationship with economic performance, accounting for over 50% of institutional performance variance. These results demonstrate how market constraints—demographic limitations, competitive saturation, and resource scarcity—systematically neutralise the benefits of liberalisation for private universities. The absence of liberalisation effects contradicts neoliberal theoretical expectations, while the strong enrollment-performance linkage confirms resource dependence in tuition-dependent models. Our political economy analysis reveals that state policy advantages for public universities create asymmetric competition that undermines private institutions. The study demonstrates how market constraints generate policy-neutralisation effects, necessitating direct enrolment support mechanisms rather than market-oriented reforms for sustainable private university development in constrained contexts.

Abstract

This study examines state intervention in managing religious diversity through the Kampung Moderasi Beragama (KMB) program in Serang City, Banten. Despite the extensive promotion of religious moderation in Indonesia, limited attention has been paid to how such policies operate at the local level and how state formalization reshapes community-based pluralism. Addressing this gap, the study adopts a qualitative exploratory case study involving two urban villages (Kota Baru and Banten Lama) and fifteen key informants drawn from government institutions, religious organizations, and community groups. Data were collected between April and May 2025 through triangulated interviews, focus group discussions, and document analysis. The findings indicate that KMB functions primarily as a state-led process of formalization rather than a grassroots initiative. The dominance of state actors, the limited involvement of non-state groups, and weak intersectoral coordination render the program largely symbolic. Drawing on Althusser’s concept of the Ideological State Apparatus and Tania Murray Li’s notion of rendering technical, this study demonstrates how the state translates complex social relations into bureaucratic projects that promote narratives of harmony while marginalizing the lived realities of pluralism. Theoretically, the study contributes to critical governance scholarship by showing how state-led religious moderation can reproduce ideological control under the guise of tolerance. Practically, it highlights the need for participatory and context-sensitive governance that strengthens local ownership, interfaith collaboration, and cross-sectoral integration, enabling KMB to evolve from a performative initiative into a transformative platform for social cohesion.

Abstract

This study aims to examine and analyze trends in the quality of human development, budget allocation, spending patterns, and their impacts on improving human development quality in Papua Province. The study uses secondary data obtained from the Regional Development Planning Agency (Bappeda) of Papua Province, the Central Statistics Agency (BPS), Gross Regional Domestic Product (GRDP/PDRB) data, and the Regional Financial and Asset Management Agency (BKAD), and employs descriptive analysis methods. This analysis provides an overview of human development conditions and regional expenditure trends based on education, health, economic, and infrastructure functions. The study seeks to analyze trends in human development quality, examine the relationship between government expenditure and improvements in human development, and assess the impact of government spending on human development outcomes in Papua Province. Furthermore, the analysis identifies leading sectors based on the strength of correlation and examines the effects of government spending on income and labor in supporting the realization of human development in Papua Province.

Abstract

Salah satu prinsip yang terkandung dalam Undang-Undang Nomor 2 Tahun 2025 sebagai perubahan keempat atas Undang-Undang Nomor 4 Tahun 2009 tentang Pertambangan Mineral dan Batubara adalah keberlanjutan dan tanggung jawab lingkungan sebagai manifestasi dari green mining. Dalam kegiatan pertambangan berizin, terdapat kewajiban untuk melakukan pengelolaan pascatambang dan reklamasi lahan sebagai upaya pemulihan lingkungan. Namun, pada pertambangan tanpa izin yang secara nyata menimbulkan kerusakan lingkungan, tidak terdapat kejelasan mengenai pihak yang bertanggung jawab atas pemulihan tersebut. Sanksi pidana yang berlaku saat ini terbatas pada pidana penjara dan denda. Pidana penjara tidak memberikan dampak terhadap pemulihan lingkungan, sedangkan denda yang dijatuhkan dalam putusan pengadilan pada umumnya tidak memadai untuk menutup biaya pemulihan lingkungan. Meskipun terdapat ketentuan pidana tambahan, ketentuan tersebut belum secara tegas mengatur kewajiban pemulihan lingkungan. Di sinilah letak urgensi penelitian ini, yaitu untuk memastikan adanya pihak yang bertanggung jawab secara hukum terhadap pemulihan lingkungan. Tujuan penelitian ini adalah untuk menganalisis regulasi yang ada terkait pidana tambahan dan merumuskan reformulasi yang berorientasi pada prinsip green mining. Penelitian ini menggunakan pendekatan yuridis normatif melalui analisis peraturan perundang-undangan serta studi kasus berdasarkan putusan pengadilan, dengan menggunakan data sekunder yang terdiri atas bahan hukum primer, sekunder, dan tersier. Hasil penelitian menunjukkan, pertama, bahwa formulasi tindak pidana dan pidana tambahan yang berlaku saat ini belum berorientasi pada tanggung jawab pemulihan lingkungan. Kedua, diperlukan reformulasi pidana tambahan yang memasukkan kewajiban pemulihan lingkungan sebagai akibat dari tindak pidana. Secara yuridis, implikasi penelitian ini adalah, secara teoretis memperkuat pengakuan bahwa lingkungan merupakan korban yang harus dilindungi; secara praktis, memberikan kepastian hukum terhadap pemulihan lingkungan melalui putusan pengadilan, sehingga menegaskan keberadaan dan efektivitas penegakan hukum lingkungan.
