Abstract

Food security remains a persistent challenge in Central Lombok Regency due to climate vulnerability, land-use change, and overreliance on rice as the dominant staple crop. This study investigates the overlooked potential of Beneng taro (Xanthosoma undipes), locally known as birak, as a climate-resilient and nutritionally valuable alternative. Using a qualitative approach, the research draws on field observations, interviews with farmers and local officials, and a review of empirical and policy literature to examine the crop’s role in local food systems. Findings reveal that Beneng taro is ecologically suited to marginal lands, yet its cultivation and utilization remain marginalized in formal development agendas. The plant’s nutritional benefits, particularly its high fiber content and low glycemic index, are undermined by fragmented knowledge on detoxification techniques, mostly transmitted orally and lacking standardization. Product diversification efforts are emerging but remain isolated, constrained by limited access to technical training, micro-enterprise licenses, and market linkages. Symbolic perceptions of Beneng taro as a wild or inferior crop further inhibit its economic potential and inclusion in mainstream food discourse. The absence of institutional support, including in the Regional Medium-Term Development Plan (RPJMD) and agricultural extension services, exacerbates these challenges. Nonetheless, the plant offers significant prospects for value-added innovations such as gluten-free flour, herbal tobacco alternatives, and biodegradable textile inputs. The study concludes that unlocking the potential of Beneng taro requires coordinated interventions in policy integration, food safety education, capacity building, and branding strategies to reposition the crop as a viable contributor to sustainable food systems and rural livelihoods in Central Lombok.

Abstract

This study employs a qualitative research approach to explore the social construction of participation by the Dayak Deah indigenous community in the oversight of village fund management in Pengelak Village, Upau Sub-District, Tabalong Regency. Data were collected through participant observation, in-depth interviews, and focus group discussions with key informants. The findings reveal that participation by the Dayak Deah community is deeply rooted in cultural values and local identity, reflecting a strong sense of collective responsibility for environmental stewardship and community development. Traditional practices such as gotong royong (cooperation) are central in shaping their involvement. Participation is influenced by three interrelated dimensions: cultural and communal values, which reflect indigenous norms and shared heritage; social and institutional structures, particularly the role of traditional leadership and customary institutions; and communication and knowledge systems, including interaction patterns, access to information, and levels of education. Additionally, historical experiences with governance, development interventions, and resource management shape the community’s trust in participatory mechanisms. In conclusion, the Dayak Deah indigenous community's participation in village fund supervision results from a complex interplay of cultural traditions, institutional arrangements, communication practices, educational factors, and historical context. Understanding these socially constructed dimensions is essential for developing inclusive and sustainable strategies to strengthen community-based governance.

Abstract

The COVID-19 pandemic required new approaches to organizing regional elections, highlighting the use of information systems to reduce infection risk and improve election management effectiveness. This study examines the influence of information systems and political participation on the efficacy of simultaneous regional head elections during the pandemic. A quantitative design determined a sample of 402 respondents with the Slovin formula at a 95% confidence level. Data were collected through a Likert-scale questionnaire comprising 12 indicators of information systems, 21 of political participation, and 12 of electoral effectiveness, and analyzed using Structural Equation Modeling (SEM) with LISREL. The results show that information systems exerted a positive but statistically insignificant effect on electoral effectiveness (T-value = 0.79, below the 1.96 threshold). In contrast, political participation demonstrated a significant positive impact (T-value = 6.79), underscoring its decisive role in achieving effective election outcomes under pandemic conditions. These findings emphasize the importance of citizen engagement for sustaining democratic processes during public health crises and illustrate how digital technologies can support, but not replace, active political participation.

Abstract

Decentralization in Indonesia is designed to strengthen local development. Yet, the prolonged boundary dispute between Konawe and North Konawe Regencies reveals a governance paradox in which resource abundance within contested territories generates cascading multidimensional impacts. This qualitative case study employs purposive sampling of government officials, electoral supervisors, community leaders, and industry actors, with data collected through semi-structured interviews, field observations, and documentary analysis, and processed in NVivo 12 using iterative coding. The findings demonstrate that unresolved territorial fragmentation, compounded by intensive nickel mining, produces a multi-impact cascade: environmental degradation manifested in flooding, soil erosion, water and air pollution; economic uncertainty that constrains welfare distribution; social tensions arising from labor absorption and demographic shifts; political vulnerabilities such as duplication risks in the Final Voters List (DPT); and governance stagnation in land administration and investment. By advancing the concept of local spatial geopolitics of mining, this study shows how boundary disputes create a governance vacuum that amplifies ecological, economic, social, political, and administrative risks, and calls for joint-boundary management mechanisms, strengthened environmental regulation, and coordinated law enforcement to restore legitimacy and resilience in mining regions.

Abstract

The Syrian conflict, ongoing since 2011, has revealed the volatility of American foreign policy and raised critical normative questions for global governance. This article examines the trajectory of U.S. engagement in Syria from 2011 to 2024, emphasizing the dynamic interplay between evolving policy strategies and international norms. Utilizing a qualitative case study design that combines document analysis and process tracing, the study identifies three major phases: Obama’s ambivalent interventionism, Trump’s pragmatic retrenchment, and Biden’s selective return to multilateralism. The findings demonstrate that domestic political polarization, geopolitical rivalries involving Russia, Iran, and Turkey, and normative tensions surrounding sovereignty and humanitarian protection collectively shaped U.S. policy volatility. These oscillations undermined America’s credibility as a consistent norm entrepreneur, contributing to the erosion of unipolar governance structures. Consequently, the Syrian conflict has accelerated a transition toward multipolar and fragmented global governance, in which non-Western powers and non-state actors increasingly influence outcomes. The article argues that addressing policy volatility and normative fragmentation requires deeper engagement with regional powers and non-state actors while reinforcing multilateral frameworks to manage protracted crises in an era of multipolarity.

Abstract

This study aims to examine the influence of market connectivity on the growth of micro, small, and medium enterprises (MSMEs) in Balikpapan City and to develop an Enabling Environment Framework that supports MSME growth. Using a quantitative approach with Structural Equation Modeling (SEM), data were collected through questionnaires distributed to MSMEs across various sectors. The results of the analysis indicate that market connectivity positively influences MSME innovation. However, its direct effect on MSME growth is insignificant, suggesting that innovation is a mediating variable in this relationship. The study concludes that while market connectivity does not directly promote growth, the innovation it stimulates is crucial for enhancing MSME performance. The recommendations include strengthening digital infrastructure, providing targeted training programs, and facilitating business networks to create a more conducive environment for MSME development. The proposed Enabling Environment Framework is expected to serve as a practical guide for stakeholders to enhance the contribution of MSMEs to the local economy.

Abstract

This study analyzes the strategic challenges and optimization pathways for human resource development through Indonesia’s Free Nutritious Meal Program (MBG), which is aligned with the national vision of Golden Indonesia 2045. The research addresses critical gaps stemming from persistent stunting rates (19.8%), heavy reliance on food imports (80% of milk needs), and ongoing public concerns over program transparency and accountability, despite a substantial budget allocation of IDR 71 trillion serving 19.47 million beneficiaries. Using a qualitative descriptive approach, the study integrates big data from social media, online news, and academic publications. The analysis uses NVivo 15 Plus software to explore word frequency, sentiment polarity, and thematic factor categorization related to MBG implementation. Results reveal key challenges such as infrastructure limitations, import dependency, perceived corruption risks, and predominantly neutral public sentiment. To optimize outcomes, the study recommends three strategic directions: (1) enhancing national food self-sufficiency, (2) establishing Nutrition Food Processing Centers (Sentra Pengolahan Pangan Gizi, SPPG) across all regions, and (3) recruiting Indonesian Development Driving Graduates (Sarjana Penggerak Pembangunan Indonesia, SPPI) to ensure professional program management and policy compliance. The MBG initiative represents a transformative step in reshaping Indonesia’s nutrition and education landscape, catalyzing the development of competitive, high-quality human capital essential for achieving Indonesia’s long-term socio-economic vision.
