Abstract

Coastal women on Poteran Island, Sumenep, have an important role in the marine-based economic sector, especially in the seaweed and processed seafood industry. However, limited access to capital, technology, and markets are the main challenges in their empowerment efforts. This study aims to analyze the level of empowerment of coastal women in the industry and identify factors that support and hinder the development of their businesses. This study uses a qualitative method with a case study approach, where data is collected through in-depth interviews with women entrepreneurs, participant observation, and related literature studies. Data analysis techniques are carried out through the Miles and Huberman interactive model which includes data reduction, data presentation, as well as drawing conclusions and verification. The results of the study indicate that the empowerment of coastal women in the seaweed and processed seafood industry has had a positive impact on family economic welfare, increased skills capacity, and strengthened their social roles in the community. However, there are still obstacles in terms of market access, policy support, and production technology that need further attention. Therefore, intervention from various stakeholders is needed to increase women's access to skills training, business capital, and policies that support the sustainability of their businesses.

Abstract

This research discusses the strengthening of community roles in supporting the sustainability of pump house operations as an effort for flood mitigation in Sampang Regency. The frequent floods in this area are caused by geographical factors and an inadequate drainage system. This study aims to explore the active role of the community in the management and maintenance of pump houses. The method used in this research is a descriptive qualitative approach, with data collection through interviews, surveys, and observations. The findings indicate that community participation in monitoring the condition of the pump houses and maintenance activities significantly contributes to the effectiveness of flood mitigation. However, there are still challenges regarding the community's understanding of the functions and importance of pump houses. The implications of this study recommend enhancing education and socialization to the community to increase their involvement in the sustainability of pump house operations, which is crucial in reducing flood risks in the future.

Abstract

The implementation of the Rice Field Expansion Program as an effort to develop new agricultural land and achieve food sovereignty in Tanah Laut Regency, South Kalimantan, aims to optimize the use of agricultural land to support food security. This program was carried out as a response to the need for increased food production, particularly rice, to reduce dependency on imports and strengthen the national food system. This study analyzes various factors influencing the success of the rice field expansion program in Tanah Laut Regency, including planning, implementation, and challenges faced in developing new agricultural land. A case study method with a qualitative approach was used through in-depth interviews with relevant stakeholders, such as local government, farmers, and other related agencies. The results show that the program has a positive impact on increasing the area of productive agricultural land, but still faces challenges related to water availability, market access, and farmers' awareness in adopting new agricultural technologies. Therefore, improvements in coordination among stakeholders and the enhancement of supporting facilities are needed for the program to achieve its main goal, which is food sovereignty at the regional level.

Abstract

Mexico is one of the countries in Latin America that is still under threat from cartels or criminal organizations every day. National security is one of Mexico's weaknesses because cartels continue to grow and expand their influence, so that criminal activities such as human trafficking still often occur in the country. This article will discuss how the United Nations Office on Drugs and Crime (UNODC) supports the implementation of the Blue Heart Campaign in combating human trafficking that continues to threaten the lives of Mexican citizens. Human trafficking is an international issue or problem because this activity occurs in almost all countries in the world and is operated by various criminal organizations that disrupt the stability of security and peace in these countries, in this article human trafficking must be eliminated from the root of the problem, namely cartels and governments that cannot fulfill their roles, thus causing social inequality in Mexico. The novelty in this study is the lack of data or literature in discussing the role of the United Nations Office on Drugs and Crime in supporting the implementation of the Blue Heart Campaign in Mexico.

Abstract

Rapid population growth in Indonesia, especially in Karanganyar Regency, has contributed to the conversion of agricultural land to non-agricultural land, which has the potential to threaten food security and environmental sustainability. With the main agricultural land protection regulation in Undang-Undang Nomor 41 Tahun 2009 with further regulations in Karanganyar Regency through regional regulations on Karanganyar Regional Peraturan Daerah Karanganyar Nomor 19 Tahun 2019 Perubahan Atas Peraturan Daerah Nomor 1 Tahun 2013, Peraturan Daerah Karanganyar Nomor 6 Tahun 2020 and the basis for the Kesesuaian Kegiatan Pemanfaatan Ruang (KKPR) policy with the Online Single Submission (OSS) system based on the Peraturan Menteri Agraria dan Tata Ruang (ATR) Nomor 13 Tahun 2021. However, in the implementation of these various arrangements there are various problems and challenges. This study aims to analyse the various challenges and problems in the efforts to realize the conversion of agricultural land to non-agricultural land in Karanganyar. This study uses a juridical empirical research method, using a legislative approach and a conceptual approach. The research findings show that there are inconsistencies in regulations, weak supervision and law enforcement, and lack of public awareness and participation.

Abstract

This study aims to compare the responsibilities of the local governments of Ponorogo Regency and the Special Region of Yogyakarta in preserving the intangible cultural heritage of Reog Ponorogo and Yogyakarta’s Wayang Kulit after their recognition by UNESCO. The study addresses the issue of how cultural preservation efforts are implemented in both regions. This research employs a normative juridical method with statutory, conceptual, and comparative approaches to analyze national and local regulations as well as their implementation. The findings indicate that Yogyakarta has established strong local regulations, active community participation, and institutional support through education and the economic empowerment of artists. In contrast, Ponorogo Regency continues to face challenges related to the regeneration of cultural practitioners, weak local regulations, and reliance on ceremonial-based preservation approaches. This study underscores the importance of legal integration, social participation, and institutional support in the sustainable preservation of cultural heritage.

Abstract

This study is a research in the field of Public Administration that aims to describe the conception of community empowerment in improving economic income through the development of local coffee products in Winduaji Village. The approach used is descriptive qualitative with a case study design. Research informants were selected using purposive sampling technique, with data sources including primary and secondary data. The focus of this research encompasses empowerment aspects that are oriented toward community needs, based on local potential, encouraging independence, environmentally oriented, and structurally based. The data analysis technique uses an interactive model. The research results show that the concept of community empowerment through local coffee development in Winduaji Village, Paguyangan District, Brebes Regency has been running quite well. This program has successfully increased community capacity in coffee processing and opened business opportunities through strengthening the identity of local coffee products with the branding "Kopi Kebon Winduaji". Nevertheless, there are still challenges such as limited technical knowledge in cultivation, lack of business capital, and suboptimal market access. Overall, this empowerment program has a positive impact on improving the community's economy, although it still requires continuous assistance to achieve more optimal results.

Abstract

The rapid digital transformation has had a significant impact on various aspects of life, while simultaneously increasing the complexity of cyber threats faced by nations, including Indonesia. As a country with a high number of internet users, Indonesia is in a vulnerable position regarding cyberattacks that could threaten national stability. This study aims to analyze Indonesia’s national security strategy in responding to cyber threats through a descriptive qualitative approach based on literature review and document analysis. The findings show that Indonesia has implemented various strategic policies, including the establishment of the National Cyber and Crypto Agency (BSSN), the enactment of regulations such as the Personal Data Protection Law, as well as the strengthening of international cooperation, human resource development, and the utilization of security technologies. However, significant challenges such as weak inter-agency coordination, low digital literacy, and limited infrastructure remain major obstacles to effective implementation. This study recommends strengthening governance, increasing institutional capacity, and involving multiple stakeholders to build a national cybersecurity system that is adaptive, inclusive, and sustainable.

Abstract

This writing discusses Indonesia’s security diplomacy strategy in addressing post-conflict radicalization in Poso, Central Sulawesi. After experiencing prolonged communal conflict, the Poso region has become one of the areas most vulnerable to the spread of violent extremist ideology. To respond to this threat, Indonesia has developed a security diplomacy strategy that includes national, regional, and international cooperation. At the domestic level, through institutions such as BNPT, Indonesia implements deradicalization programs, social reintegration, and strengthening of community resilience. Meanwhile, at the regional and global levels, Indonesia actively participates in various forums and bilateral cooperation such as AMMTC, TCA, ARF, and establishes strategic partnerships with partner countries like the United States, Australia, Japan, and South Korea. The findings of this article show that Indonesia’s security diplomacy is a crucial instrument in creating long-term stability and preventing the resurgence of extremism in post-conflict areas such as Poso.

Abstract

A separatist creditor are those holding proprietary security rights over a debtor’s assets, granting them preferential claims in the satisfaction of debts through the execution of the collateral. Article 59 of the Indonesian Bankruptcy and Suspension of Debt Payment Obligations Law (UU KPKPU) restricts the exercise of such execution rights to a period of two months following the declaration of bankruptcy. This limitation raises issues of fairness, as it treats all creditors equally without regard to the legal priority attached to secured creditors. The provision risks undermining the absolute nature of proprietary security rights and deviates from the principle of proportional justice as articulated by Aristoteles. This article adopts a normative legal approach, examining statutory provisions, legal principles, and relevant doctrinal opinions. The findings suggest that the uniform treatment of secured and unsecured creditors after the expiry of the execution period is inconsistent with the fundamental characteristics of secured rights, namely their priority and enforceability against third parties. Accordingly, a revision of the existing legal framework is necessary to ensure the proper and equitable enforcement of secured creditors' rights in bankruptcy proceedings.
