Abstract

Underlying Assets of Retail State Sukuk are State Property which in reality cannot be easily transferred. Although the DSN-MUI has given an opinion on the suitability of the Retail State Sukuk contract with Islamic law, the DSN-MUI fatwas do not broadly regulate the Underlying Assets of Sukuk. The issuance of the Exposure Draft of Shari'ah Standard No. 62 on Sukuk by the Accounting and Auditing Organization for Islamic Financial Institutions (AAOIFI) on November 6, 2023 will have an impact on the sukuk industry that is given asset collateral because it requires a real transfer of ownership of the Underlying Asset to investors. This study will complement the discussion regarding the suitability of sharia for the Underlying Assets of Retail State Sukuk from the perspective of the DSN-MUI fatwa, AAOIFI Sharia Standards, and the similarity of sale and purchase approaches. This study uses a qualitative research method. Primary data is taken directly from the official publication of sukuk from the Government. The results of this study can be summarized as follows. Underlying Assets of Retail State Sukuk are State Property (BMN) that do not experience a transfer of ownership. Based on DSN-MUI fatwas, Retail State Sukuk does not conflict with sharia. The provisions of Underlying Assets of Retail State Sukuk do not meet AAOIFI Standards because there is no transfer of ownership from the Government to investors. The Underlying Asset Contract of Retail State Sukuk has several similarities with the al-Wafa' contract which is prohibited by the majority of scholars because it is not free from usury.

Abstract

This study aims to analyze the comparative interpretation of the verses of Bait al-Maqdis by scholars of kalam schools of thought, namely Sunni, represented by Tafsir Mafātīḥ al-Ghaib by Fakhr al-Dīn ar-Rāzī; Mu'tazilah, represented by Tafsir Al-Kasysyāf by Az-Zamakhshari; and Shi’a, represented by Tafsir Al-Qummī by ‘Alī bin Ibrāhīm Al-Qummī. It also seeks to contextualize the comparative analysis of the interpretations of Bait al-Maqdis verses. This research employs a library research method, with data presentation arranged thematically. For data processing, the researcher uses the content analysis method. The findings reveal that the interpretations of the Sunni and Mu'tazilah kalam schools share many similarities, while the interpretations of the Shi’a kalam school tend to differ, often reflecting sectarian ideologies. The conclusion of this article emphasizes that to liberate Bait al-Maqdis from modern-era colonialism, the Muslim community must seriously prioritize the issue of Bait al-Maqdis as a central concern and study it with accurate knowledge, including the interpretation of Bait al-Maqdis verses, to avoid biased interpretations influenced by specific sectarian tendencies.

Abstract

The era of digitalisation has transformed the learning assessment process, especially in Islamic Religious Education (PAI). Teachers’ competence in carrying out assessments integrating digital technology with Islamic values is a determining factor in the effectiveness of learning evaluation. This study aims to analyse teachers' competence in conducting Islamic Education learning assessments, identify effective assessment criteria, and examine the implementation of Islamic Education assessments in the digital era. This research uses a descriptive qualitative approach with a phenomenological method, using data collection techniques through interviews, observation and documentation at SMP Muhammadiyah PK Kotabarat Surakarta. PAI teachers’ competence in assessment still needs continuous strengthening. The implementation of Computer-Based Tests (CBT) for PAI shows a significant transformation in the evaluation process, although it still faces technical and pedagogical challenges. The school implemented a comprehensive strategy to address teachers' competency gaps through periodic evaluations, deliberation forums, and continuous training. Developing teachers’ competencies in PAI assessment in the digital era requires the integration of pedagogical, technological and analytical skills supported by continuous professional development programs.

Abstract

This study explores the optimization of welfare state policies within the framework of halal industry development that aligns with Sharia economic principles. It aims to analyze the government's role in establishing an ecosystem that fosters the growth of the halal sector while upholding social welfare objectives. The research employs a comparative policy analysis across various countries, a review of Sharia economic literature, and interviews with stakeholders in the halal industry. The findings reveal that integrating Sharia values into the welfare state policy framework can promote innovation and expansion of the halal industry, while simultaneously enhancing overall societal welfare. This study offers policy recommendations to strengthen the synergy between welfare state goals and the advancement of the Sharia economy through the halal sector. The results are intended to guide policymakers in designing sustainable and inclusive development strategies, particularly in Muslim-majority countries where the halal industry and Sharia economy hold significant potential for social and economic progress.

Abstract

SDN Bukit Taman Desa Sukamerindu is a Public Elementary School that uses the Iqra method to learn the Quran. Schools use the Iqra' method to help and facilitate learning to read the Quran. The Iqra' method is very popular in Indonesia and is commonly used in public and private elementary schools. This study aims to analyze the implementation of the Iqra' method to improve the ability to read the Quran at SDN Bukit Taman Desa Sukamerindu Musi Rawas. The study results indicate that the Iqra' method has improved students' ability to read the Quran with support from the principal, teacher qualifications, facilities, parental involvement and adaptation of Iqra' materials. The assessment involved various methods, including reading tests, oral assessments, classroom observations, and individual project evaluations, illustrating a significant increase in the ability to read the Quran of students who follow the Iqra' method. This study contributes to understanding how the Iqra' method can be successfully implemented in the national curriculum that positively impacts students' learning of the Quran.

Abstract

This study aims to provide a comprehensive bibliometric analysis of Islamic Banking Windows (IBWs) and their potential role in advancing sustainable finance. By examining publication trends, influential contributors, and research themes, the study seeks to bridge the gap in understanding how IBWs align with environmental, social, and governance (ESG) principles and contribute to global sustainability goals. A bibliometric analysis was conducted using data extracted from the Scopus database, focusing on publications related to Islamic Banking Windows. The study employed co-occurrence network analysis, citation metrics, and productivity indicators to map research trends, identify key contributors, and analyze prevalent themes. The analysis reveals a growing interest in IBWs, particularly in Muslim-majority countries like Malaysia and Indonesia, as well as emerging contributions from Western nations. Key themes include efficiency, customer behavior, Shariah governance, and comparative performance between Islamic and conventional banks. However, the integration of sustainable finance principles remains underexplored, highlighting a critical research gap. The study identifies influential journals and authors, with findings suggesting that IBWs have significant potential to promote ethical and sustainable financial practices. This study is among the first to systematically examine the intersection of IBWs and sustainable finance using bibliometric methods. It provides a structured overview of the field’s evolution, influential works, and emerging trends, offering valuable insights for researchers, policymakers, and practitioners seeking to align Islamic finance with global sustainability agendas.

Abstract

This paper explore the research of the role of zakat and waqf on poverty and inequality by using bibliometric analysis as content analysis. Based on bibliometric analysis, from 174 articles, Sadeq (2002), Ab Rahman et al., (2012); Ali & Hatta (2014), Haneef et al., (2015), and Rahman & Dean (2013) are the top 5 journals with the most citations of and are considered as supporters of the creation of other journals that research on zakat and waqf which effect on poverty and social inequality. In addition, this study also uses content analysis using top 20 articles. Several points of content analysis results show that poverty alleviation through zakat can be maximized through good zakat governance and regulator collaboration. On the other hand, the role of waqf can be maximized through the use of technology. And finally, the collaboration of zakat and waqf plays a role in poverty alleviation, inequality and sustainable development.

Abstract

This study examines the strengthening of the professionalism of Islamic Religious Education (PAI) teachers through the formation of personal branding at SMK Tunas Harapan Plupuh Sragen. PAI teachers have a strategic role in instilling moral and spiritual values in students, but challenges in the digital era make strengthening professionalism very important. Personal branding is seen as a strategy to display a teacher's identity that is inspiring and consistent in attitudes, communication, and actions. The research uses a phenomenological qualitative approach by collecting data through in-depth interviews, observations, and documentation. The results of the study show that authentic and consistent personal branding of PAI teachers can strengthen professionalism, increase confidence, and build harmonious relationships with students and the school environment. Supporting factors include support for the school environment, spiritual and leadership competency standards, and the use of social media. Meanwhile, the inhibiting factors are time limitations, lack of training, and understanding of the concept of personal branding. These findings make an important contribution to the development of a contextual and reflective model for PAI teacher professionalism coaching.

Abstract

Higher education demands that students not only master knowledge but also actualize their ideas through scientific works, including journal article publications. However, low literacy interest, lack of writing skills, and limited understanding of the publication process present major student challenges. This study aims to examine and develop innovative strategies to enhance students' scientific writing skills as an alternative to thesis writing to support the achievement of the Tri Dharma of Higher Education, particularly in accredited scientific publications. This research uses a qualitative approach with a phenomenological method, conducted through interviews, observations, and documentation. Data analysis was done through data reduction, data presentation, and conclusion drawing, employing triangulation of techniques and sources. The results show that journal publication plays a strategic role in shaping students' academic culture. However, challenges such as low literacy, lack of mentoring, and low motivation remain significant barriers. Study programs have implemented writing workshops, intensive mentoring, incentive provision, and hands-on writing practice to encourage student productivity. It can be concluded that strategies based on active practice, lecturer-student collaboration, and support through facilities and incentives effectively improve the quality of students' journal publications. The implementation of these strategies not only improves students' writing skills but also strengthens a productive and collaborative academic culture within higher education institutions. Furthermore, this approach accelerates the achievement of the Tri Dharma of Higher Education, particularly in research and scientific publications.

Abstract

Research on multicultural leadership has not systematically referred to the principles of the Qur'an in the context of Islamic education. This research aims to examine the principles of leadership in multicultural Islamic education based on the perspective of the Qur'an, focusing on universal values that support harmonization in a pluralistic educational environment. The research method used is qualitative with a library research approach, where data is collected through an in-depth study of Qur'anic verses, classical and contemporary interpretations, and literature related to multicultural leadership and education. The results of this study show that the Qur'an establishes five main principles of leadership in multicultural Islamic education: Amanah, al-'is (justice), ash-shura (deliberation), at-tasamuh (tolerance), and al-hikmah (wisdom). These principles are theoretical and can be implemented in practice through inclusive policies, the development of multicultural-based curricula, and the fostering of respect for differences among learners. This study concludes that integrating Qur'anic values in Islamic education leadership can be an effective solution to create an environment that is harmonious, equitable, and responsive to diversity. Practical recommendations include multicultural leadership training for educators and strengthening collaboration between educational institutions to promote unity in diversity. These findings contribute to a theoretical model of Islamic educational leadership based on Qur'anic values integrated with modern multiculturalism.
