Abstract

This study evaluates the implementation of the Population Administration Information System (SIAK) at the Population and Civil Registration Office (Dukcapil) of North Bengkulu Regency. Using a descriptive qualitative approach with data collection techniques through interviews, observation, and documentation of Dukcapil officers and service users, this study uncovers three main dimensions of evaluation. Process evaluation indicates that SIAK implementation has met national standards with the support of trained human resources and multi-layered data verification, but still faces challenges in internal coordination and limited network infrastructure, particularly in rural areas. Benefit evaluation confirms increased service efficiency, such as a reduction in KTP issuance time from one week to 1–2 days and an acceleration of data verification from three days to four hours thanks to automated validation that reduces administrative errors. However, these benefits are not evenly distributed as some areas with limited internet connections still rely on manual services. Consequence evaluation indicates increased transparency and quality of public services, with the public able to access services more quickly and accurately. However, digital transformation faces challenges in the form of a digital literacy gap and differences in technology adoption rates between generations. The implications of this research emphasize the need for improved network infrastructure, strengthened internal coordination, enhanced human resource capacity, and ongoing technology outreach and mentoring to ensure optimal and equitable implementation of SIAK.

Abstract

This research aims to analyze the effectiveness of the Bengkulu City Transportation Agency’s management using Henry Fayol’s Management Theory, which includes planning, organizing, directing, coordinating, and controlling functions. The study employed a descriptive qualitative method with an empirical approach through interviews, field observations, and reviews of official documents. The findings show that planning functions are based on field surveys and accident-prone area identification but are not yet integrated into real-time data-based information systems and are hindered by budget limitations. The organizing function has a clear regulatory basis but is constrained by a lack of technical personnel, limited training, and insufficient equipment, causing reliance on third parties. The directing function is carried out through assignment letters and verbal instructions but lacks written SOPs, leading to inconsistencies in implementation. Internal and external coordination is not yet optimal due to the absence of digital management systems. The controlling function is the weakest aspect, as monitoring remains reactive without routine inspections and technological support. Overall, the Bengkulu City Transportation Agency’s management in handling traffic signs and road markings has attempted to apply management principles but has not been optimally implemented. Management reforms through system digitalization, human resource enhancement, equipment updates, and accident-priority data-based planning are urgently needed to improve traffic service effectiveness.

Abstract

This study aims to analyze the strengths, weaknesses, opportunities, and threats (SWOT) in waste management conducted by the Environmental Agency (DLH) of Bengkulu City. The research employed a descriptive qualitative method with data collection techniques including interviews, observations, and documentation. The findings reveal that DLH’s strengths lie in clear regulations, strong support from the local government, and innovative programs such as waste banks and community clean-up activities. However, weaknesses include limited funding, low public awareness, and insufficient use of technology. Opportunities are seen in community participation and collaboration with the private sector, while threats involve the continuously increasing volume of waste and the lack of modern processing facilities. The SWOT analysis indicates that strategies should focus on maximizing community collaboration supported by existing regulations, enhancing environmental education and outreach, and strengthening waste management infrastructure to achieve more effective and sustainable practices.

Abstract

The World Health Organisation (WHO) estimates that approximately 972 million people, or 26.4% of the global population, suffer from hypertension, and this figure is projected to rise to 60%, affecting 1.56 billion people by 2025. Of the 972 million people with hypertension, 333 million are in developed countries, and the remaining 639 million are in developing countries, including Indonesia. This study aims to examine the relationship between fast food consumption habits and the incidence of hypertension among young adult women in the Bengkulu City Pasar Ikan Community Health Centre Working Area in 2025. The research method used is analytical observational research with a cross-sectional approach. The sampling technique used is purposive sampling with a sample size of 69 young adult women. The results of the univariate analysis showed that most of the respondents (65.2%) often ate fast food, and almost half of the respondents (42%) had hypertension. The results of the bivariate analysis showed a relationship between fast food consumption habits and the incidence of hypertension in young adult women (p=0.000). There is a relationship between the habit of eating fast food and the incidence of hypertension in young adult women in the working area of the Pasar Ikan Community Health Centre in Bengkulu City in 2024. The researchers suggest that respondents reduce their consumption of unhealthy fast food, such as foods containing fat and foods high in sodium or salt, which can increase the incidence of hypertension.
