Jurnal Hubungan Luar Negeri aims to be a leading credible reference for diplomacy and foreign policy analysis among the politics and international relations scholars, researchers, and professionals. The major purpose of the journal is to expose readers a wide range of perspectives, understandings, and analysis on the dynamics of diplomacy and foreign policy conducted by and, or impacting Indonesia. The focus and scope of the journal includes but not limited to Indonesias foreign policy and diplomacy. It may include politic, economic, and social aspects, Indonesias roles in ASEAN and beyond, Indonesia and the Global South, Indonesias migrant workers protection, Indonesias public diplomacy, Human security, Peace and conflict resolution, Environment and sustainable development, and other issues that may be relevant to Indonesias stance in the international relations milieu.

Abstract

The Republic of Indonesia and South Korea have engaged in a bilateral cooperation spanning 50 years across diverse domains. Despite the success of this collaboration in augmenting the overall trade between the two nations in alignment with their initial economic objectives, the trajectory of trade development has not consistently followed a linear pattern. This study aims to elucidate the trading dynamics between Indonesia and South Korea from 2013 to 2022. This period was selected as it reflects significant dynamics in bilateral trade relations as well as global economic fluctuations that influenced the trade patterns of both countries. This is achieved through a comprehensive analysis utilizing methodologies such as the Grubel-Lloyd Index, Trade Balance Index (TBI), Trade Complementarity Index (TCI), and Revealed Symmetric Comparative Advantage Index (RSCA). The research outcomes reveal a high degree of industrial interrelatedness within 10 commodity groups, with 7 exhibiting robust integration and 3 displaying varying degrees of integration ranging from moderate to weak. Despite the sustained high level of compatibility in the trade structure, discernible fluctuations are observed in trade surpluses and deficits. The analysis of the Revealed Symmetric Comparative Advantage Index highlights the absence of significant comparative advantages for Indonesia across the majority of the analyzed commodities. Notwithstanding marginal alterations in the Product Mapping classification, statistical analyses of (IIT), TBI, TCI, and RSCA underscore bilateral trade's nuanced and dynamic nature, with annual fluctuations necessitating focused attention.

Abstract

In response to the issue of air quality in DKI Jakarta, characterized by high levels of air pollution, the Jakarta Provincial Government, in collaboration with Cities 40, has introduced a new environmental policy called the Low Emission Zone (LEZ). This policy is implemented in the Kota Tua area and Tebet Eco Park. This research aims to explain the implementation process of the LEZ and the connection between the Jakarta Provincial Government's paradiplomacy efforts and C40 The study utilizes qualitative descriptive methods, including interviews and literature review, for data collection The findings reveal cooperation between the Jakarta Provincial Government and Cities 40, encompassing technical assistance, financial support, and technology aid. However, the implementation of the Low Emission Zone (LEZ) is actually an initial step that is still limited, thus requiring a more comprehensive strategy to achieve the targeted results.

Abstract

In order to improve the performance of the trade balance, Indonesia is currently always trying to diversify the market through the expansion of export markets to non-traditional countries. For this reason, measuring competitiveness and export efficiency is crucial to be researched first. This study aims to measure the competitiveness and efficiency of Indonesia's Non-Oil and Gas Exports to Non-Traditional Markets by using the analysis methods RCA, EPD, X-Model and Stochastic Frontier Analysis with Gravity Model (SFGM). The results of the analysis show that based on the results of the competitiveness analysis (RCA) and export performance using EPD and X-Model, it shows that the competitiveness of Indonesia's non-oil and gas exports to non-traditional countries is still low or below global competitiveness. Meanwhile, the results of estimation using the Stochastic Frontier Analysis approach with the Gravity Model (SFGM) show that the variables of GDP of non-traditional countries, the number of population of non-traditional countries, Indonesia's GDP, competitiveness (RCA) and the area of non-traditional countries have a positive and significant effect on Indonesia's exports. Meanwhile, economic distance is estimated to have a negative and significant influence on Indonesia's non-oil and gas exports.

Abstract

Penelitian ini mengkaji inisiatif yang dilakukan oleh pemerintah Indonesia dalam mengadvokasi tujuan bersama dalam mengatasi tantangan perubahan iklim global dengan menggambarkan pencapaian Konservasi Mangrove di Bali. Penelitian ini menggunakan pendekatan kualitatif dengan teknik pengumpulan data melalui studi pustaka. Dengan menggunakan konsep Diplomasi Publik dan Soft Power, hasil penelitian ini menunjukkan bahwa langkah Presiden Republik Indonesia Joko Widodo dalam menunjukkan Konservasi Mangrove pada Delegasi World Water Forum 2024 adalah bentuk Diplomasi Publik yang bertujuan mengartikulasikan kebijakan Indonesia yang selaras dengan inisiatif global dalam meminimalkan tantangan perubahan iklim. Dalam konteks ini, Indonesia ingin menunjukkan perannya sebagai negara yang berkomitmen melestarikan kawasan Mangrove yang diakui sebagai elemen penting dalam memerangi perubahan iklim. Disamping itu ada upaya Indonesia untuk menepis persepsi-persepsi negatif komunitas internasional terhadap Indonesia yang selama ini dianggap turut berkontribusi pada penyebab perubahan iklim. Indonesia juga bercita-cita untuk melibatkan komunitas internasional dalam komitmen bersama untuk melakukan tindakan substantif dalam perjuangan yang sedang berlangsung melawan perubahan iklim.

Abstract

Treaty governance in Indonesia is central to both the promotion of rule of law through diplomacy and the advancement of predictability in international relations, particularly through diplomacy conducted by Indonesia. By integrating domestic treaty governance with international legal standards, Indonesia enhances global legal stability and certainty. This approach highlights Indonesia’s commitment to maintaining legal principles, reinforcing its role as a key player in global diplomacy and international governance. This article hopes to thoroughly research on the practices considered norm-shaping as seen through Indonesia’s diplomacy and treaty governance laws, with a particular focus on the Minister of Foreign Affairs Regulation No. 4 of 2023 on the Governance of International Treaty Documents and other related regulations. In addition, this article seeks to identify the key norms regulating treaty governance in Indonesia as further established through Indonesia’s engagements in the international community. This article argues that treaty governance should not merely be seen as a monitoring mechanism but as a tool for shaping norms, promoting predictability in alignment with Indonesia’s national interests. This article then proposes a takeaway for Indonesia to identify its national laws in order to explicitly locate the treaty governance norms, in which Indonesia’s diplomacy must refer to. This strategic approach allows Indonesia to promote consistency and legal certainty globally while aligning international norms with its domestic priorities.

Abstract

Potensi maritim Indonesia yang luas merupakan esensi penting menuju visi poros maritim dunia. Dengan memanfaatkan posisi geografis yang strategis, Indonesia berpeluang menginisiasi jaringan maritim yang lebih inklusif dan berkelanjutan. Penelitian ini bertujuan untuk melihat peluang proyeksi inisiasi penamaan koridor maritim baru sebagai sebuah instrumen diplomasi Indonesia sebagai manifestasi Global South Bridge Builder yang dapat menjadi katalisator dalam pertumbuhan ekonomi kawasan, mempererat solidaritas, memperkuat kerja sama kawasan, serta memperluas pengaruh Indonesia di kancah internasional. Guna mencapai tujuan penelitian, tulisan ini membahas mengenai potensi maritim, visi kelautan serta mekanisme kerja sama yang dapat ditempuh Indonesia dalam mewujudkan Global South Corridor. Penelitian ini menggunakan metode kualitatif berbasis studi kepustakaan. Dengan demikian, diharapkan Global South Corridor dapat menjadi potensi rekomendasi kebijakan yang komprehensif dalam implementasi konektivitas maritim sebagai instrumen diplomasi maritim Indonesia.

Abstract

Kesenjangan pembiayaan iklim (green debt) yang semakin lebar di negara-negara berkembang menjadi tantangan serius dalam mencapai target pengurangan emisi dan adaptasi terhadap dampak perubahan iklim. Di tengah tekanan utang dan keterbatasan fiskal, konsep diplomasi utang hijau muncul sebagai pendekatan alternatif yang menghubungkan pelunasan utang dengan pendanaan aksi iklim. Artikel ini bertujuan untuk mengulas secara kritis bagaimana mekanisme diplomasi utang hijau diterapkan di Sri Lanka, Pakistan, dan kawasan Sub-Sahara Afrika, serta mengevaluasi efektivitasnya dalam mendukung pembangunan berkelanjutan. Penulisan dilakukan melalui pendekatan deskriptif kualitatif berbasis studi pustaka, dengan merujuk pada artikel-artikel ilmiah terkini yang terindeks Scopus. Dengan melakukan pendekatan teori modernisasi, temuan utama menunjukkan bahwa meskipun skema ini menjanjikan sebagai solusi pembiayaan inovatif, pelaksanaannya masih terbatas oleh ketimpangan kekuasaan dalam sistem global, lemahnya kapasitas fiskal negara penerima, serta minimnya komitmen negara maju dalam merealisasikan janji pendanaan iklim. Di sisi lain, mekanisme ini juga membuka peluang untuk memperkuat kontribusi nasional (NDCs) jika didukung oleh tata kelola keuangan yang lebih adil dan kolaboratif. Artikel ini merekomendasikan agar reformasi struktural dalam tata kelola utang dan penguatan posisi tawar negara berkembang menjadi agenda prioritas dalam kerangka diplomasi iklim global.

Abstract

This article examines Indonesia’s policy direction in pursuing accession to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP). By reviewing relevant literature, policy documents, and official statements, the study addresses two main questions: (1) What strategic, economic, and political motivations drive Indonesia’s decision to seek accession to the CPTPP? and (2) What institutional reforms are necessary to align with the multidimensional commitments of the CPTPP? The analysis finds that Indonesia's motivations are driven by the need to increase exports, attract investment, strengthen competitiveness, and deepen integration into global supply chains. However, Indonesia faces challenges in labor, government procurement, state-owned enterprises, and environmental standards. Using a qualitative case study, this study finds that while Indonesia shows partial regulatory alignment with CPTPP commitments, key gaps persist due to protectionist policies and institutional limitations. While the Indonesian government demonstrates political interest and intent, a gap remains between international commitments and domestic preparedness. The article concludes that Indonesia’s CPTPP accession plan requires significant regulatory adjustments and cross-sectoral coordination. The findings provide theoretical insight on institutional adaptation and practical guidance for regulatory reform to align Indonesia with CPTPP standards.

Abstract

Indonesia possesses vast renewable energy resources, including geothermal, solar, hydropower, and biomass, positioning the country as a crucial player in the global shift from fossil fuels to sustainable energy sources. This paper examines the barriers that hinder Indonesia’s ability to fully tap into its renewable energy potential, such as policy inefficiencies, insufficient infrastructure, and limited financial support. By analyzing Indonesia's energy diplomacy and its participation in regional initiatives like the ASEAN Power Grid, the study explores how the country can enhance its geopolitical influence through leadership in renewable energy. The findings suggest that overcoming these challenges not only allows Indonesia to address its own energy needs but also strengthens its role in shaping global energy policies and contributing to climate change solutions. Abstract

The global power structure has shifted from a unipolar system to multipolarity, marked by the emergence of new powers such as China and Russia and the strengthening of regional cooperation. In this context, the role of Global South countries is becoming increasingly important in shaping a new, more inclusive world order. This study highlights how Indonesia constructs and projects its identity and leadership as a representation of the Global South in the multipolar era. The purpose of the study is to analyze the construction of Indonesia's identity and the diplomatic practices used in forums such as the G20 and BRICS to advocate the interests of developing countries. This study uses a qualitative method with an interpretive approach, based on an analysis of official speeches, diplomatic documents, and scientific literature. Theoretically, this study is based on the constructivism of international relations, especially Alexander Wendt's ideas about the importance of identity and norms in shaping state interests. The results show that Indonesia actively uses normative diplomacy, historical narratives, and multilateral engagement to strengthen its position as a leader of the Global South and encourage reforms to a more just and equal global order
