Abstract

This article examines Maqāṣid al-Syarī‘ah as a paradigm of modern legislation in the formation of Indonesian national law. The main issue addressed is the absence of a systematic methodological framework for integrating public interest values into the legislative process, causing lawmaking to often remain limited to formal validity without fully reflecting substantive justice. Previous studies have generally positioned maqāṣid as an interpretive framework or normative principle in Islamic legal reform, while its operationalization as a legislative methodology within national lawmaking remains limited. This study employs normative legal research with statutory, conceptual, and maqāṣidī approaches, using Jasser Auda’s systems theory as the analytical framework. The findings show that maqāṣid values have been substantially internalized in several areas of national law, particularly in marriage regulation, human rights protection, domestic violence prevention, environmental protection, and the safeguarding of human dignity. However, such integration remains partial, implicit, and has not yet been institutionalized as an operational instrument in lawmaking. The novelty of this article lies in reconstructing maqāṣid not merely as an ethical-normative principle, but as a systemic legislative methodology. This article proposes a maqāṣid-based legislative model consisting of five stages: identifying the objectives of Sharia, analyzing the social context, formulating legal norms, testing public interest, and conducting systemic evaluation. This model is expected to strengthen the development of national law oriented toward substantive justice, public welfare, human dignity, and social sustainability.

Abstract

Flood disasters frequently transform or eliminate the physical characteristics of land, generating legal uncertainty regarding the continuity of land rights. This article analyzes the legal status of land rights over land destroyed by floods under Regulation of the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency Number 3 of 2024, which amends Regulation Number 17 of 2021 concerning Procedures for Determining Destroyed Land. Employing normative juridical research with statutory and conceptual approaches, the study demonstrates that land rights are not automatically extinguished when land is affected by floods, mudflows, or temporary inundation. Rather, rights may be terminated only after the land is legally determined to be destroyed, namely when it has permanently lost its original physical characteristics, can no longer be identified, and is no longer capable of being used or utilized. The findings further reveal that the 2024 regulation strengthens legal certainty by establishing clearer criteria and administrative procedures for determining destroyed land while affirming the state's obligation to update land registration records and facilitate recovery measures, including relocation and social assistance for affected rights holders. This study contributes to the development of disaster-responsive land law by clarifying the legal distinction between temporary disaster impacts and the permanent extinction of land rights.

Abstract

The relationship between inflation and economic growth is not always linear, as the effect of inflation on economic activity may vary across different inflation levels. This study aims to examine the existence of an inverted-U relationship between inflation and economic growth and to determine the turning point across Consumer Price Index (CPI) regions in East Java. The study employs a balanced panel dataset covering eight CPI regions, namely Jember, Banyuwangi, Sumenep, Kediri, Malang, Probolinggo, Madiun, and Surabaya, over the 2016 - 2025 period, resulting in 80 observations. The nonlinear relationship is modeled using a quadratic entity fixed-effects regression, with inflation and squared inflation included as explanatory variables. The characteristics of the nonlinear relationship are examined through the first and second derivatives of the estimated function, while the turning point is calculated analytically using . The uncertainty surrounding the turning-point estimate is evaluated using the Delta Method, Fieller Method, and cluster bootstrap with 3.000 replications. The estimation results show a positive linear inflation coefficient of 2,859727 and a negative quadratic coefficient of - 0,295900, yielding a turning point of 4,832251%. The bootstrap results indicate a median turning point of approximately 4,830925%, with a 95% percentile interval of 4,491083% - 5,678167%. These findings indicate a concave relationship between inflation and economic growth within the fixed-effects specification. This study contributes by integrating quadratic panel modeling, differential calculus, and statistical inference to examine the turning point in the regional context of East Java.

Abstract

This research aims to analyze the determinants of organizational purchasing decisions in a B2B context through a systematic literature review using 7 Scopus-indexed articles between 2002 and 2024. The analysis was conducted using thematic synthesis to group the main patterns, relationships, and themes that emerged from the various studies, and was supported by the bibliography. The findings showed that B2B purchasing decisions are influenced by five main categories: relational factors, organizational internal factors, digitalization, sustainability value, and product characteristics. On the other hand, Trust, loyalty, and relationship quality emerged as dominant determinants in the purchasing process, while digitalization through CRM and inside sales enhances information access and interaction. Sustainability value, including suppliers' environmental policies, increasingly influences buyer preferences. This study develops an integrated conceptual model that illustrates the multidimensional interactions among internal, external, relational, digital, and sustainability factors in B2B purchasing decisions. These findings contribute theoretically to B2B literature and offer practical implications for firms in designing adaptive marketing strategies.

Abstract

Research on the psychological factors that affect employee performance has grown in response to the higher demand for organizational productivity and individual adaptation in today’s work environment. This study aims to review various research on self-efficacy and employee performance in modern organizations. This study used a Systematic Literature Review (SLR) approach, following the PRISMA 2020 guidelines, and collected data from the Scopus database from 2020 to 2025. After a careful selection process, 30 articles were chosen and analyzed to find the research patterns, main theories, and current trends. This study provides a comprehensive overview of how the literature on self-efficacy and employee performance has developed, including an analysis of trends in the theory and global publication patterns. The study also highlights the importance of self-efficacy as a psychological factor that affects individual behavior and performance in organizations, with key implications for human resource management and policy development in the digital era.

Abstract

This study examines the implementation of smart city policies in public service delivery in Banjarmasin and Palangka Raya, Indonesia, focusing on legal frameworks, institutional arrangements, and public service experiences. It employs empirical legal research with a comparative approach and mixed methods, combining qualitative analysis of regulations, policy documents, interviews, and observations with quantitative analysis of questionnaire responses. The findings reveal different approaches to policy institutionalization. Banjarmasin has an explicit legal framework through its Smart City Masterplan, while Palangka Raya develops digital governance primarily through Electronic-Based Government Systems (SPBE), planning documents, and sectoral initiatives. However, the comparative statistical test found no significant difference in the measured implementation of smart city public policies between the two cities. Survey responses indicate that residents have encountered and used digital public services and perceived benefits from digitalization. Nevertheless, challenges remain concerning infrastructure adequacy, network maintenance, human resource capacity, digital literacy, and inter-agency coordination. The study highlights that smart city development should extend beyond digital application expansion toward integrated public service governance. This requires stronger institutional coordination, system interoperability, sustainable infrastructure management, personal data protection, and meaningful public participation. Aligning legal and institutional frameworks with practical service delivery is essential to support responsive and sustainable digital governance.

Abstract

Problematic social media use (PSMU) among adolescents involves loss of control over social media use. Adolescents keep scrolling although they recognize the negative consequences. This article analyzes the relationship between PSMU and adolescent mental health, reviews available psychotherapeutic approaches, and proposes a conceptual model of digital self-regulation. The author applied an integrative narrative literature review to journal articles, systematic reviews, meta-analyses, health agency reports, and academic theses published between 2021 and 2026. The synthesis produced three findings. First, the association of PSMU with anxiety, depression, sleep disturbance, and emotion regulation difficulty is complex and varies across individuals. Second, cognitive behavioral therapy (CBT) has the broadest evidence base, while mindfulness shows potential but relies on correlational studies. Third, platform features such as notifications and infinite scrolling sustain engagement, so interventions focused on the individual have limits. Based on this synthesis, the article proposes a five-stage model: digital awareness, cognitive restructuring, mindful pause, emotional substitution, and digital environment modification. The model remains conceptual and requires empirical testing before clinical application.Problematic social media use (PSMU) among adolescents involves loss of control over social media use. Abstract

This study examines whether nature relatedness predicts psychological well-being in a sample of urban university students in Indonesia. It was hypothesized that nature relatedness positively predicts psychological well-being. Participants were 605 urban university students who completed a nature relatedness measure and a psychological well-being measure. Simple linear regression showed that nature relatedness was a positive and significant predictor of psychological well-being (β = 0.267, R² = 0.071), accounting for 7.1% of the variance. Although the effect was small, it is consistent with cross-cultural evidence on the association between nature relatedness and psychological well-being. Theoretically, these findings are consistent with the biophilia, attention restoration, and stress reduction frameworks in a non-Western urban context. Nature relatedness may be a psychological resource that shapes how limited urban green space is experienced as restorative, although this was not tested in the present study. Practically, the results suggest that low-cost campus and urban policies that encourage engagement with nearby nature could be considered as part of student mental health services and green space planning.

Abstract

Indonesia’s Islamic capital market has grown rapidly, yet evidence on how effectively its governance framework sustains market stability and investor confidence remains scattered. This study assesses the framework built on the Financial Services Authority, the National Sharia Council of the Indonesian Ulema Council, and the Indonesia Stock Exchange. It uses a descriptive-comparative qualitative library research design drawing on regulations, fatwas, institutional reports, and scholarly literature. It evaluates effectiveness across three dimensions: market stability, investor confidence, and legal certainty, and compares it with Malaysia’s framework. The findings indicate that the three-pillar framework has established multi-layered compliance mechanisms, namely the Sharia Securities List, Sharia Experts in the Capital Market, and Sharia equity indices, further strengthened by the 2025 regulation governing the list. Evidence on stability is mixed: the Jakarta Islamic Index remained relatively stable over the medium term during the pandemic, but its risk and return did not differ significantly from a conventional blue-chip index, and the volatility of the Indonesian Sharia Stock Index was not lower than that of Islamic indices in other countries. Investor confidence has strengthened, with the number of Islamic equity investors rising from 169,397 in 2024 to 217,157 in December 2025, although literacy and inclusion in the Islamic capital market remain very low. Fatwas gain binding force through regulation rather than through mandatory court referral, as is the case in Malaysia. The framework establishes a foundation for compliance and confidence, but its causal effect on stability remains unproven. The study recommends strengthening the legal certainty of fatwas, implementing targeted literacy programs, and conducting data-driven regulatory impact assessments.
