Abstract

This study analyzes the management of the Community-Based Water Supply and Sanitation Program (PAMSIMAS) in improving access to clean water in South Toribulu Village, , Parigi Moutong Regency, using Henri Fayol's theoretical framework, which encompasses five management functions: Planning, Organizing, Coordinating, Coordinating, and Controlling. Adopting a descriptive qualitative approach, data were collected through interviews, observations, and documentation over three months, with triangulation to ensure validity. The research location was South Toribulu Village. The results show that participatory Planning and organization are progressing well through deliberations involving the village government, KPSPAMS, and the community. However, there is still a need for strengthened routine guidance, effective coordination, and ongoing monitoring to optimize rural clean water access..

Abstract

This study aims to analyze the quality of population administration services at the Tomini District Office, Parigi Moutong Regency. The study employs the service quality theory developed by Zeithaml, Parasuraman, and Berry, which consists of five dimensions: tangibles, reliability, responsiveness, assurance, and empathy. A descriptive qualitative approach was applied in this research. The study involved five informants selected through purposive sampling based on their involvement in and knowledge of the implementation of population administration services. Data were collected through observation, interviews, documentation, and triangulation to ensure data validity. The findings indicate that the quality of population administration services at the Tomini District Office has not yet reached an optimal level. The dimensions of reliability and responsiveness were assessed as relatively satisfactory, as reflected in the employees’ ability to perform their duties in accordance with established procedures and their responsiveness in serving the public. However, challenges were still identified within the assurance and empathy dimensions, including insufficient employee discipline, delays in attendance, and service attitudes that did not consistently demonstrate friendliness and attentiveness to community needs. Furthermore, the tangibles dimension revealed limitations in service-supporting facilities and infrastructure, such as inadequate waiting areas and suboptimal service facilities. The lack of public dissemination regarding administrative procedures and requirements was also found to hinder service effectiveness. Therefore, efforts to improve human resource capacity, upgrade service facilities, and strengthen information dissemination are essential to achieving more effective, transparent, and citizen-oriented population administration services that meet public expectations and enhance community satisfaction.

Abstract

This study aims to determine the development that has occurred at the Palindo Statue tourist attraction and to identify strategies for the development of the Palindo Statue tourist attraction. This research uses a qualitative method with a descriptive research type. The study applies the Development theory model (Hasibuan, 2005), which includes Human Resource Development, Performance Improvement, Systematic Processes, Active Participation, and Evaluation. Data collection was carried out through observation, interviews, and documentation, including both primary and secondary data.The results of the study indicate that the development at the Palindo Statue tourist attraction has not been optimal due to the lack of human resources in management, inadequate facilities and infrastructure, limited community participation in management, unstructured management practices, insufficient tourism promotion, budget constraints that limit management activities, and local government inefficiency in implementing policies related to tourism programs. Based on these findings, local governments, communities, and managers are expected to pay greater attention to these issues and implement better development strategies for the tourist attraction in the future. An aggressive (growth-oriented) strategy is considered the most appropriate and suitable strategy for developing the Palindo Statue tourist attraction.

Abstract

Stunting remains a major public health challenge in Indonesia due to its long-term impact on children's growth, development, and future human resource quality. To address this issue, the government has implemented various stunting reduction programs through nutrition-specific and nutrition-sensitive interventions involving multiple levels of administration. This study aims to examine the effectiveness of the Stunting Reduction Program in Kalola Village, Bambalamotu District, Pasangkayu Regency. This research employed a qualitative descriptive approach. Data were collected through observation, interviews, and documentation involving six key informants, including representatives from the Health Office, village government, community leaders, health workers, and the Family Welfare Empowerment (PKK) organization. The data were analyzed through data reduction, data presentation, and conclusion drawing. The findings indicate that the program has not yet achieved optimal effectiveness. Based on Campbell’s effectiveness framework, only the target achievement indicator was considered effective, as assistance and interventions were delivered to the intended beneficiaries. In contrast, the indicators of program success, participant satisfaction, input-output performance, and overall goal attainment were found to be less effective. Several factors contributed to these outcomes, including limited community participation in counseling and recovery activities, inadequate awareness of nutrition and healthy lifestyles, and the persistence of traditional practices among some community members. Furthermore, the prevalence of stunting in Kalola Village fluctuated from 26.86% in 2022 to 25.08% in 2023, before increasing to 27.43% in 2024. Strengthening community engagement, health education, and cross-sector collaboration is therefore essential to improve the effectiveness and sustainability of stunting reduction efforts.

Abstract

The purpose of this study was to determine the Quality of Health Services at Buluye Napoa'e Moutong Hospital, Parigi Moutong Regency. This study used a qualitative descriptive method. Informants in this study numbered 7 people, and the determination of research informants used a purposive sampling technique. The types of data used were primary and secondary data. Data collection techniques used observation, interviews, documentation, and triangulation techniques. Based on the results of the study, it was concluded that the Quality of Health Services at Buluye Napoa'e Moutong Hospital, Parigi Moutong Regency, seen from the aspect of physical evidence (tangibles), there are still several deficiencies in the waiting room facilities and lighting that need improvement. Then from the aspect of reliability, it shows that the hospital has a reliable work system in providing medical services to patients. Then, seen from the aspect of responsiveness, it is not running optimally. This is caused by hospital employees who are still unable to complete the tasks of health services needed by the community. In addition, public service from the aspect of assurance shows that medical personnel are able to build a sense of security and patient trust through clear communication, courtesy, and good professional competence. Lastly, from the aspect of attention (empathy), it has been going well, because health workers show personal attention to patients, such as greeting them, asking about their condition, and providing emotional support.

Abstract

This study aims to analyze the implementation of Collaborative governance in the Climate Village Program (ProKlim) in Palupi Village, Palu City. This program is a government initiative to enhance community resilience to climate change through adaptation and mitigation activities based on community participation. This research employs a qualitative approach with a case study design. Data were collected through observation, in-depth interviews, and documentation. The results show that the implementation of ProKlim in Palupi Village involves collaboration among local government, village authorities, program managers, and the community. Based on Ansell and Gash’s Collaborative governance framework, the initial conditions indicate relatively good relationships among stakeholders, although limitations in resources and coordination remain. In terms of institutional design, the program has followed existing regulations but lacks sufficient financial support. Facilitative leadership is reflected in the role of government as a facilitator that encourages community participation through assistance and direct involvement in activities. Meanwhile, the collaborative process demonstrates ongoing communication, trust-building, and shared understanding, although these aspects still need continuous improvement. Overall, the collaboration in implementing ProKlim in Palupi Village has been relatively effective and has contributed positively to environmental quality improvement and community participation. However, several challenges persist, including limited resources, suboptimal coordination, and uneven public understanding of the program. Therefore, strengthening coordination, improving resource capacity, and ensuring continuous government support are necessary to enhance the effectiveness and sustainability of the program.

Abstract

Parking is a crucial component of the transportation system as it is the starting and ending point of every vehicle journey. This means that parking facilities are crucial for the overall efficiency of the transportation system. The purpose of this study is to examine the following stages in the implementation process of the Public Service Digitalization Policy in Limba U1 Village, South Kota District, Gorontalo City: 1) Agenda Preparation, 2) Policy Formulation, 3) Policy Adoption, 4) Policy Implementation, and 5) Policy Evaluation. This study focuses on the aforementioned. The method used in this study is qualitative. The results show that the public roadside parking service policy in Gorontalo City experiences weaknesses in all stages of the process: the agenda preparation is not based on empirical data and stakeholder participation, so that problems have not been systematically mapped; the policy formulation is still conventional, has not adopted digital technology, and does not involve field implementers; the adoption stage emphasizes formal legal aspects without considering resource readiness and adequate socialization; during implementation there are levy leaks, weak supervision, and low compliance resulting in revenue not reaching the target; Meanwhile, evaluations are purely administrative, unsystematic, and lack clear feedback mechanisms. As a result, policies have not been implemented effectively, their contribution to Regional Original Income has not been optimal, and the quality of service perceived by the public remains unsatisfactory.
