Abstract

This study aims to describe the effectiveness of the role of the Leading Teacher in improving learning transformation and identifying supporting and inhibiting factors in the implementation of the Leading Teacher Program in South Sorong Regency. This study uses a qualitative approach with data collection techniques through interviews, observations, and documentation in several schools implementing the program. The results of the study indicate that Leading Teachers have a strategic role in transforming learning through role models, increasing student motivation and competence, and strengthening learning communities in schools. Supporting factors for program implementation include transformative principal leadership and internal teacher motivation. Meanwhile, inhibiting factors include limited facilities and infrastructure, difficult-to-access geographical conditions, and lack of support from several principals and fellow teachers. This study recommends strengthening local policies, improving educational facilities, and developing the capacity of principals as learning leaders in order to optimize the role of Leading Teachers in remote areas.

Abstract

This study aims to analyze the planning, implementation, and supervision of inclusive educational learning for students with special needs at SMP Negeri 1 Tomohon, as well as to identify the obstacles and efforts to overcome them. Using a qualitative approach, data were collected through observation, interviews, and document analysis. The findings show that inclusive learning planning still uses the regular curriculum and learning structure, without modification for students with special needs. Implementation has begun but is not yet optimal due to the absence of Special Education Teachers, limited facilities, and low teacher discipline. Supervision is carried out by the principal but remains limited due to a lack of specialized personnel. The main obstacles include the lack of professional teachers, unadapted curriculum, inadequate infrastructure, and inconsistent educator performance. Efforts to address these issues include recruiting trained staff, modifying the curriculum, and improving teacher discipline through supervision and policy enforcement. The study recommends strengthening planning based on assessment, encouraging teacher innovation, and improving school leadership and government support.

Abstract

This study aims to analyze the influence of leadership and organizational culture on the job promotion of civil servants at the Regional Office of the National Land Agency in Gorontalo Province, with work commitment as a mediating variable. A quantitative research method with a descriptive design was employed, using Structural Equation Modeling-Partial Least Squares (SEM-PLS) for data analysis. Data were collected through questionnaires distributed to 71 selected employees using purposive sampling. The results show that leadership has a positive and significant effect on work commitment, and organizational culture also exerts a positive and significant influence. Although leadership does not have a direct significant effect on job promotion, work commitment is found to significantly mediate the relationship between leadership and job promotion. Organizational culture has a positive impact on job promotion both directly and indirectly through work commitment. The study concludes that job promotion should be based on an objective and transparent merit system, supported by the development of positive leadership and organizational culture. These findings are expected to contribute to the advancement of human resource management in the public sector, particularly in enhancing the effectiveness of job promotion processes.

Abstract

Every company aims to remain competitive in the business world and consistently generate profits. Nevertheless, some companies that have operated for years are eventually forced to cease production due to mounting debt, poor management planning, and unstable financial statements, leading to financial distress—as seen in the cases of PT. Prima Alloy Steel Universal Tbk (PRAS) and PT. Sri Rejeki Isman Tbk (SRIL). This research aims to determine which model among Grover (G-Score), Springate (S-Score), Taffler (T-Score), Zmijewski (X-Score), and Altman (Z-Score) is the most accurate in predicting financial distress. To evaluate the precision of each model, the study involves calculating the accuracy level of the prediction results. A comparative descriptive method with a quantitative approach is applied. The financial data analyzed in this study consists of the companies’ financial statements from the three years following their declaration of bankruptcy or financial distress by the Commercial Court. The results indicate that the Springate model has the highest level of accuracy, achieving a 100% accuracy rate and successfully predicting the bankruptcy of the companies studied. It hopes that the company must having competent leaders by seeking the risk of bankruptcy / financial distress to help decisions or policies making, in order to save and prevent from threatening bankruptcy in the future.

Abstract

The fashion industry significantly contributes to national economic development, particularly through micro, small, and medium enterprises (MSMEs). According to data from CNBC Indonesia cited by Bina Nusantara University (2019), the sector accounted for 3.76% of Indonesia’s GDP in 2017, with export earnings reaching USD 13.29 billion. In 2016, the fashion subsector was the largest contributor to the creative economy at 54.54%. North Sulawesi, rich in cultural heritage, offers traditional textiles such as Kofo Sangihe, which reflect local identity and creative potential. This study aims to examine the effects of promotion, word of mouth (WOM), and brand image on consumer purchase decisions of Kofo Sangihe products. A quantitative associative approach was used, involving 73 respondents who had purchased the product. Regression analysis indicates that all three variables simultaneously have a significant positive effect on purchase decisions (R² = 64.2%). Partially, WOM and brand image show significant influence, while promotion has a positive but lesser impact. The findings highlight the importance of interpersonal communication and culturally rooted brand identity in consumer behavior. Kofo Sangihe thus demonstrates strong potential to grow as a competitive local fashion brand within Indonesia’s creative economy.

Abstract

This study aims to evaluate the effectiveness of services in the education process of forming Bintara Polri at the State Police School (SPN) Polda Gorontalo based on three main dimensions of the theory of effectiveness according to Steers, namely goal achievement, integration, and adaptation. The method used in this study is a qualitative descriptive approach with data collection techniques through observation, in-depth interviews, and documentation studies. The main focus of this study is to examine and describe the extent to which academic services at SPN Polda Gorontalo have achieved institutional goals, built integration between units, and demonstrated adaptive capacity to change. The results of the study indicate that in the dimension of goal achievement, services in the education process of forming Bintara Polri at SPN Polda Gorontalo have a clear goal of forming competent and disciplined serdik, but its achievement is still constrained by the high level of remedial and irregular schedules. Planning and evaluation have been carried out, but have not been able to close the competency gap. Integration between internal sections is going quite well, but external cooperation and the use of information technology are still very limited, hampering innovation and academic renewal. In terms of adaptation, instructor recruitment and placement have not fully considered academic competence, the response to regulatory changes is still slow, and facilities and training are not evenly distributed. Overall, SPN Polda Gorontalo needs to strengthen learning strategies, external collaboration, and development of HR capacity and learning facilities to improve the quality of service in the education process of forming Bintara Polri as a whole.

Abstract

Policy dimension is one of the vital components in public administration that influences the success of government policy implementation. Keban (2014) emphasized that policies must be based on accurate data and through a participatory formulation process, to ensure that the policy is able to answer the problems faced by the community. In this case, policies must always place the community as the main priority, by paying attention to social justice and inclusiveness in the formulation process. This study uses a qualitative approach with a descriptive method. This approach was chosen because this study seeks to understand in depth how the Implementation of Immigration Policy for Mixed Marriage Couples in Gorontalo Province is going well. The qualitative approach allows researchers to explore the perspectives of various stakeholders, such as mixed marriage couples and immigration officers.Based on the research results, it can be concluded that although the immigration procedures implemented at the Class I TPI Gorontalo Immigration Office are quite clear and structured, there are still several obstacles faced by mixed marriage couples, both in administrative, legal, and social aspects.
