Abstract

This study analyzes the implementation of Regional Regulation Number 8 of 2014 on the Prohibition of Alcoholic Beverages in Jayapura City, which, after a decade of enforcement, has been assessed as having failed to produce significant social impacts. Although the policy aims to reduce crime, maintain public order, and protect younger generations, empirical evidence indicates that the circulation and consumption of alcoholic beverages remain high and are strongly correlated with criminal activities. This research employs a qualitative approach using a policy case study design, based on secondary data analysis from government documents, police reports, media coverage, and previous studies. The analysis applies the policy implementation models of Van Meter and Van Horn as well as Mazmanian and Sabatier, enriched by the street-level bureaucracy perspective and a socio-cultural approach. The findings reveal that implementation failure is driven by weak policy communication, limited resources, low commitment among implementers, poor inter-agency coordination, and social resistance resulting from the policy’s misalignment with local cultural values and economic conditions in Papua. Policy enforcement tends to be symbolic and selective, influenced by political and economic interests. Theoretically, these findings partially falsify classical policy implementation models and confirm the relevance of Grindle’s approach, which emphasizes power relations and competing interests. Future research agendas should focus on examining alternative policy options beyond total prohibition, conducting longitudinal analyses of social policy impacts, exploring the discretionary practices of frontline officials, and developing and testing implementation models based on community support and local cultural contexts.

Abstract

Climate variability is one of the environmental factors that influences the dynamics of tropical forest ecosystems and the sustainability of their biodiversity. The Yapen Islands, as part of the Papua region, have a tropical forest ecosystem that serves as an important habitat for birds of paradise, an endemic bird species with high ecological and conservation value. This study aims to analyze the effect of climate variability on the habitat and ecological dynamics of birds of paradise in the Yapen Islands. The study used a literature review method by examining various scientific articles obtained from international academic databases through a systematic selection process. The analysis was conducted on relevant literature to identify patterns of relationships between climate change, tropical forest ecosystem dynamics, and the sustainability of bird-of-paradise populations. The results show that climate variability, especially changes in temperature and rainfall patterns, contributes to changes in forest vegetation structure, food source availability, and reproductive patterns of birds of paradise. These changes have the potential to affect habitat distribution and long-term population stability of this species. The study's conclusions emphasize that understanding the relationship between climate variability and the ecological dynamics of birds of paradise is crucial in supporting ecosystem-based conservation strategies and climate change adaptation in the Papua region.

Abstract

This study examines the integration of indigenous knowledge systems (IKS) from Papuan communities into contemporary urban planning frameworks in Jayapura, the capital city of Papua Province, Indonesia. Rapid urbanization in Papua has created significant tensions between modern city development paradigms and the deeply rooted traditional wisdom of indigenous Papuan peoples, including the Sentani, Tobati-Enggros, and Ormu communities. Employing a qualitative research methodology with ethnographic and participatory approaches, the study explores how traditional ecological knowledge, spatial cosmologies, and community governance structures can be scientifically operationalized within urban master plans. Data were collected through in-depth interviews with community elders, urban planners, and local government officials, supplemented by field observations and document analysis. Findings reveal that Papuan indigenous knowledge offers robust frameworks for sustainable land use, water management, and social cohesion that are largely overlooked by conventional planning instruments. The study concludes that a decolonizing approach to urban planning, one that systematically incorporates indigenous epistemologies as co-equal knowledge systems, can produce more culturally responsive, ecologically sustainable, and socially just cities in Papua. Policy recommendations for institutional mechanisms to formalize this integration are provided.

Abstract

This article examines the intersection of Papuan cosmological belief systems and contemporary urban planning practices in the provinces of Papua and West Papua, Indonesia. Indigenous Papuan communities maintain deep ontological relationships between sacred landscapes including mountains, rivers, forests, and ancestral sites and their social and spiritual ordering of space. As rapid urbanisation accelerates across the Bird’s Head Peninsula, the Mamberamo Basin, and the Jayapura metropolitan corridor, development frameworks frequently disregard these cosmological mappings, generating socio-cultural displacement and environmental degradation. Drawing on ethnogeographic fieldwork, spatial analysis, and a review of regional planning documents (RTRW), this study argues that integrating Papuan cosmological knowledge into city planning and spatial development policies can enhance cultural sustainability, reduce land conflict, and foster more equitable urban futures. The article advances a framework for cosmologically informed planning, proposing policy mechanisms, community consultation protocols, and spatial mapping methodologies adapted to diverse Papuan ethno-cultural contexts.

Abstract

Inheritance disputes are a common form of family dispute, particularly regarding the distribution of assets inherited by the testator. Differences of opinion among heirs often lead to conflict that has the potential to damage family relationships. Therefore, mediation is one dispute resolution method that can be used to reach a peaceful agreement. This study aims to determine the model for reconstructing a peaceful agreement in inheritance cases based on Islamic legal principles and religious court regulations, the role of the mediator in facilitating a peaceful agreement, and the supporting and inhibiting factors in achieving a peaceful agreement in inheritance cases at the Bondowoso Religious Court. This study used a qualitative research method with a case study approach. Data were obtained through interviews with the mediator and data collection from relevant sources. The results indicate that the ideal model for reconstructing a peaceful agreement in inheritance cases is achieved through a mediation approach that combines the principles of deliberation with an understanding of Islamic inheritance law, particularly through the science of faraid. In this process, the mediator acts as a facilitator, helping the parties understand the rights of each heir, establishing good communication, and encouraging the achievement of a mutual agreement. Furthermore, the success of mediation in inheritance cases is influenced by several factors, including the good faith of the parties, an understanding of Islamic inheritance law, and the mediator's ability to create a conducive mediation atmosphere. Conversely, frequently encountered inhibiting factors include long-standing family conflicts, a lack of understanding regarding inheritance distribution, and a lack of cooperation between the parties during the mediation process. Therefore, mediation plays a crucial role in assisting in the peaceful resolution of inheritance disputes and maintaining family relationships between the disputing parties.

Abstract

This study aims to analyze the impact of land use change on the community economy in Wambes Village, Mannem District, Keerom Regency, Papua. The conversion of oil palm plantation land covering 846 hectares into corn farming areas under the government’s Food Estate program has caused significant changes in farmer income structures, livelihood patterns, and community socio-economic dynamics. The study employed a mixed method approach, combining quantitative and qualitative data collection through observation, interviews, questionnaires, and documentation studies. Findings reveal a dual impact: while the Food Estate program initially opened new economic opportunities, the net income of corn farmers (IDR 978,000/quarter) is drastically lower than the previous palm oil income (IDR 13,211,000/month). The decline in productive land from 500 ha to only 2 ha of active corn cultivation reflects the failure of program continuity. The study recommends sustainable land management policies that integrate community participation, subsidy continuity, technical assistance, and protection of customary land rights of indigenous Papuan communities.

Abstract

This study examines the role of the Sentani Customary Council (DAS) in influencing the public policy agenda in Jayapura Regency through the perspective of policy communication. Indigenous peoples have a strategic position as guardians of traditional values as well as political actors guaranteed by the constitution, the Papua Special Autonomy Law, and Permendagri No. 52 of 2014.Based on Dunn's (2017) public policy theory, the policy process is interactive, involving communication, interests, and power. This research is also based on agenda setting theory (McCombs & Shaw, 1972; Cobb & Elder, 1971) as well as the Multiple Streams model (Kingdon, 2003), which describes how public issues enter the government's agenda through communication and political support.This study uses a descriptive qualitative approach, with data collection through interviews, observations, and documentation studies, which are then analyzed using the analysis model of Miles and Huberman (2014). The results show that watersheds play an important role in framing the issue of land encroachment as a symbol of customary rights through horizontal communication in the community, vertically with the government, and through mass media and social media. This strategy makes cultural issues the government's attention, showing the dynamics of policy networks (Rhodes, 1997) between customary institutions, bureaucracies, NGOs, and civil society. The research concludes that culture-based communication is effective in transforming local issues into politically recognized public policies. Going forward, there is a need for formal recognition of the role of Indigenous Councils, communication capacity building, and collaboration with the media and academics to strengthen local values-based policy governance and indigenous peoples' participation.

Abstract

The quality of state civil servant (ASN) resources is a fundamental factor in realizing effective, accountable, and public service-oriented governance. However, empirical conditions in Jayapura Regency show that there is an inequality in the level of ASN education, especially the dominance of high school and S1 graduates and the limitations of ASN with S2 and S3 education. This condition has an impact on the weak analytical, managerial, and strategic capacity of the regional bureaucracy. This study aims to analyze the ASN education crisis and reconstruct the model of strengthening bureaucratic capacity based on formal education levels. The research uses a mixed methods approach by combining secondary data analysis from the Central Statistics Agency and the State Civil Service Agency, in-depth interviews with structural officials, and a study of personnel policy documentation. The results of the study show that the low proportion of civil servants with postgraduate education causes limitations in policy formulation, development planning, and public service innovation. In addition, the career development system and competency improvement of civil servants has not been fully based on organizational needs and meritocratic principles. Based on these findings, this study formulated a model for strengthening bureaucratic capacity that emphasizes the development of tiered education, improving performance-based competencies, strengthening the merit system, and strategic collaboration between local governments and universities. This model is expected to be able to improve the quality of government management and strengthen the competitiveness of regional bureaucracies in a sustainable manner. Theoretically, this research enriches the study of public administration and apparatus resource management, while practically providing policy recommendations for local governments in encouraging adaptive and competency-based bureaucratic reform.

Abstract

This study was motivated by the condition of Pancasila Education learning at SD Al-Qur’an Islamiyah, which is still predominantly teacher-centered through lecture methods, resulting in students’ critical and collaborative thinking skills not being optimally developed. The Think-Pair-Share (TPS) learning model was selected as an innovative solution that provides opportunities for students to think independently, engage in pair discussions, and share ideas in front of the class. This Penelitian Tindakan Kelas (PTK) employing the Kemmis and McTaggart model, was conducted in two cycles to improve the critical thinking patterns and collaborative skills of fourth-grade students. The results of observations in Cycle I indicated that students’ critical thinking skills were in the “good” category with an average score of 76%; however, their evaluation skills still required improvement. Meanwhile, collaborative skills in Cycle I were categorized as “fair,” with an average percentage of 56.21%, where students began to participate actively but had not yet contributed and taken responsibility evenly. After improvements in instructional strategies and the enrichment of learning media, Cycle II showed significant progress. Students’ critical thinking skills increased to the “very good” category with an average score of 88.5%, while collaborative skills improved to “good” to “very good” levels, with an average of 80.80%. Student interactions during discussions became more active and balanced, and they demonstrated the ability to respect differences and work collaboratively with a sense of responsibility. This study confirms that the Think-Pair-Share model is effective in developing students’ critical thinking and collaborative skills, while also enhancing their self-confidence and understanding of Pancasila values through a more interactive and meaningful learning process. These findings can serve as a reference for teachers and schools in improving Pancasila Education practices and open opportunities for further research.
