PKM for vermicompost farming communities in Barang Village, Liliriaja District, Soppeng Regency is a new technology and innovation implemented to overcome waste problems. The farmer group involved is Wanita Tani Melati, which is a group of oyster mushroom cultivators. One of the organic wastes that has not been processed by the community is baglog waste from oyster mushroom cultivation. The technology introduced to the local community is the use of baglog waste from oyster mushroom cultivation as a medium for cultivating worms Lumbricus rubellus where the results of the metabolism of the worms become vermicompost which is better than ordinary compost which can be directly applied to plants. This PKM was carried out in 2 stages, namely the training stage which lasted 1 day and the vermicompost production stage using baglog waste media and Lumbricus rubellus worms and assistance for 4 months. From this PKM activity, 200 kg of vermicompost was successfully produced in a period of 2 months. It is hoped that making vermicompost independently can be a solution for farmers so that they do not depend on synthetic fertilizers purchased or subsidized by the government and can also increase income for oyster mushroom farmers from the sale of vermicompost and worms.

This study aims to analyze the implementation of the Digital Population Identity (IKD) policy, identify enabling and constraining factors, and develop a contextual policy implementation model. A qualitative case study approach was employed in Tulang Bawang Regency, Indonesia. Data were collected from XX informants consisting of government officials, implementing officers, and community members, complemented by field observations and document analysis. The data were analyzed thematically using NVivo 12 following the stages of data condensation, data display, and conclusion drawing. The findings indicate that the implementation of IKD in Tulang Bawang has not yet achieved optimal outcomes, as reflected in relatively low activation rates compared to provincial targets. Key challenges include limited human resource capacity, uneven digital infrastructure, and low levels of digital literacy among the population. The study also identifies enabling factors such as institutional commitment and inter-agency coordination. This study proposes the SUSI policy implementation model as an extension of the Van Meter and Van Horn model. The model introduces two additional analytical dimensions: digital leadership and digital inclusion. These dimensions are essential for understanding policy implementation in decentralized and digitally uneven governance contexts.

This study examines the optimization of local tax management in achieving regional financial independence in Tulang Bawang Regency. A qualitative approach with a case study design was employed, drawing on data collected through interviews, observations, and document analysis. The findings reveal that local tax optimization reflects an ongoing structural transformation, characterized by the expansion of the tax base, strengthening of collection mechanisms, enhancement of supervision, administrative efficiency, and improved revenue planning. Initiatives such as system digitalization, database improvement, regulatory strengthening, and cross-institutional collaboration have contributed positively to local fiscal performance. However, the effectiveness of these efforts remains constrained by several systemic challenges, including limited data integration, inadequate analytical capacity of personnel, continued reliance on manual processes, and weak institutional coordination. These findings suggest that local tax optimization should not be viewed solely as a technical or administrative matter, but rather as a governance and institutional capacity issue. This study proposes a model of local tax management optimization that conceptualizes taxation as a layered and dynamic governance system. The model highlights the importance of transitioning toward system-driven taxation, strengthening data governance, and implementing risk-based compliance management to enhance the sustainability of regional financial independence.
