Abstract

General Background Narcotics crimes in Indonesia are categorized as extraordinary crimes requiring integrated law enforcement within the criminal justice system. Specific Background The Indonesian National Police and the National Narcotics Agency (BNN) both possess investigative authority in handling narcotics cases, which often leads to overlapping roles in practice. Knowledge Gap The absence of clear operational boundaries and coordination mechanisms between these institutions creates legal uncertainty and potential duplication in narcotics investigations. Aims This study aims to analyze the legal framework governing investigative authority and examine the coordination challenges between the Police and BNN in narcotics crime handling. Results The findings indicate that overlapping authority between institutions contributes to inefficiencies, procedural inconsistencies, and conflicts in law enforcement practices, particularly in investigation stages and case handling. Existing regulations provide formal authority but lack detailed technical guidelines for coordination. Novelty This study highlights the structural and normative gaps in inter-agency coordination by emphasizing the need for integrated operational standards within narcotics investigations. Implications Strengthening regulatory clarity and establishing joint operational guidelines are essential to ensure legal certainty, prevent duplication of authority, and support a more coherent criminal justice process in addressing narcotics crimes in Indonesia. Highlights: Dual institutional mandates generate procedural overlap in case handling. Regulatory provisions lack detailed coordination mechanisms at the operational level. Abstract

General Background: Human Resource Management (HRM) is a critical determinant of organizational success, particularly in labor-intensive industries where employee productivity directly shapes performance outcomes. Specific Background: Within construction service organizations, HRM practices such as planning, recruitment, evaluation, and motivation are systematically implemented to sustain operational efficiency and workforce performance. Knowledge Gap: Despite the recognized importance of HRM, practical challenges such as managerial inefficiencies and nepotism within family-based organizational structures may hinder optimal productivity outcomes. Aims: This study aims to examine the role of HRM in supporting work productivity while identifying facilitating and inhibiting factors within the organizational setting. Results: The findings indicate that structured HRM functions—including strategic recruitment, multi-level performance evaluation (daily, monthly, quarterly), incentive and punishment systems, flexible work arrangements, and supportive work environments—contribute to sustained productivity. However, nepotism emerges as a key structural constraint affecting objectivity and employee morale. Novelty: This study provides an integrated qualitative perspective linking managerial functions, workplace conditions, and organizational culture to productivity within a construction industry context. Implications: Strengthening merit-based policies and professional HRM practices is essential to ensure sustainable productivity, organizational resilience, and long-term competitiveness in construction service firms. Highlights: Structured managerial processes enable consistent workforce monitoring and task execution. Compensation mechanisms and working conditions shape discipline and output stability. Abstract

General Background: Housing governance increasingly faces tensions between rapid property investment and the preservation of socio-cultural and environmental values. Specific Background: The expansion of commercial housing development has introduced external values that gradually erode local wisdom embedded in traditional settlement systems, while existing regulatory frameworks remain outdated and fragmented. Knowledge Gap: There is an absence of comprehensive and operational legal instruments that explicitly integrate local wisdom into housing governance, resulting in juridical uncertainty, sociocultural degradation, and philosophical inconsistency. Aims: This study examines the nature of local wisdom-based housing governance, evaluates current regulatory conditions, and formulates an ideal regulatory model grounded in sustainable development principles. Results: Findings indicate that local wisdom-based governance embodies a holistic system integrating social, economic, environmental, and spiritual dimensions, rooted in the philosophy of Tri Hita Karana; however, existing regulations fail to adequately protect these values and lack technical implementation mechanisms. The proposed model emphasizes regulatory revision, establishment of new legal frameworks, and formal recognition of customary institutions in licensing and supervision. Novelty: This study introduces a comprehensive legal construction that systematically embeds cultural values into housing governance through normative integration and institutional alignment. Implications: The model provides a strategic framework for achieving balanced development, reinforcing cultural identity, ensuring legal certainty, and promoting sustainable housing governance across generations. Highlights: Holistic integration of cultural, environmental, and social dimensions forms the core governance structure. Abstract

General Background The digitization of bureaucracy in Indonesia is promoted to improve efficiency, transparency, and integration in public administration. Specific Background In practice, digital systems increasingly determine administrative recognition, as illustrated by the absence of valid mining permits in national databases despite their continued legal validity. Knowledge Gap Existing discussions have insufficiently addressed how digitalization reshapes the conceptual foundation of administrative law, particularly the notion of Administrative Decisions (KTUN) and the locus of accountability. Aims This study analyzes the implications of administrative depersonalization on the concept of KTUN, judicial review in administrative courts, and the protection of citizens’ rights. Results The findings reveal a paradox in which reliance on automated systems produces administrative deadlock, dualism between normative legality and digital administrative validity, and ambiguity in determining accountable actors. The study also identifies difficulties in defining dispute objects and tracing decision-making processes in system-generated outputs. Novelty This research offers a conceptual reconstruction of administrative law by situating digital systems as instruments rather than substitutes for legal subjects, emphasizing the continued centrality of human discretion and responsibility. Implications The study underscores the necessity of integrating digital governance within constitutional principles, ensuring that efficiency-driven systems do not undermine legal certainty, justice, and human dignity in administrative practices. Highlights: Automated administrative systems generate dual validity between legal recognition and database status. Abstract

General Background: Occupational health and safety remains a critical concern in manufacturing operations where unrecognized hazards contribute to workplace accidents. Specific Background: In agricultural machinery production, the production department still encounters multiple hazards, limited supervision, and low compliance with safety standards despite the establishment of a dedicated safety unit. Knowledge Gap: Prior studies applying Hazard Identification, Risk Assessment, and Risk Control (HIRARC) predominantly focus on identification and assessment stages, with limited integration of root cause analysis for high and extreme risks. Aims: This study aims to systematically identify hazards, assess risk levels, and determine appropriate control measures through an integrated HIRARC and Fishbone approach. Results: The analysis identified 27 risk events, comprising 10 low, 8 medium, 8 high, and 1 extreme risk, with the most critical risk associated with crane-based material handling operations requiring immediate control prioritization. Root causes of high and extreme risks were linked to human, machine, method, material, and environmental factors. Novelty: The study introduces an integrated HIRARC–Fishbone framework to prioritize risk control while simultaneously identifying root causes in manufacturing processes. Implications: This approach provides a structured basis for prioritizing critical risks and supports systematic accident prevention strategies, contributing to improved occupational safety performance in industrial environments. Highlights: Twenty-seven hazard-related activities were classified into four risk categories. Crane-based material handling emerged as the most critical hazard source. Abstract

General Background: Argumentation skills are crucial in science education but remain underdeveloped due to traditional teacher-centered learning methods. Specific Background: Current science instruction often lacks opportunities for evidence-based reasoning and does not engage students in real-life contextual issues. Knowledge Gap: Although various models exist, there is a lack of research on the integration of structured models like RIAS with real-world issues for improving argumentation skills. Aims: This study aims to assess the effectiveness of the RIAS model, combined with the Socio-Scientific Issues (SSI) approach, in enhancing middle school students' argumentation skills. Results: The findings indicate that the RIAS-SSI model significantly improved students' argumentation skills, with the experimental group showing a substantial increase in their argumentation scores, particularly in the use of evidence and logical reasoning. Novelty: This study is novel in its combination of RIAS and SSI, creating an integrative learning model that systematically enhances students' argumentation through contextual issues. Implications: The results suggest that incorporating RIAS with SSI in science education can foster critical thinking and argumentation skills, aligning with 21st-century educational goals. HIGHLIGHTS Integration of RIAS with SSI significantly improved students' argumentation. The experimental group demonstrated stronger skills in evidence and reasoning. Abstract

General Background The transition toward an innovative economy highlights human capital and intellectual labor as central drivers of economic development. Specific Background Women’s intellectual labor represents a significant yet underutilized resource, requiring systematic management and assessment frameworks. Knowledge Gap Existing studies primarily examine isolated indicators, lacking comprehensive integral models that combine economic, social, and innovative dimensions into a unified evaluation system. Aims This study aims to develop an integral model for assessing the management of women’s intellectual labor using a multifactor and quantitative approach. Results The research formulates an integral index (I = 0.72), indicating an above-average level of management performance, with education and digital skills identified as dominant factors through correlation-regression analysis. The model integrates normalized indicators across employment, income, education, qualifications, research participation, and digital competencies. Novelty The study introduces a structured integral assessment model based on multi-criteria decision-making and statistical methods, enabling systematic aggregation of diverse indicators into a single analytical framework. Implications The findings provide a scientific basis for improving labor market policies, strengthening gender-oriented institutional mechanisms, and supporting strategic decision-making for the development of women’s intellectual potential in an innovative economy. Abstract

General Background: Effective decision-making in local government is essential for sustainable socio-economic development and optimal resource allocation. Specific Background: This study analyzes socio-economic indicators in the Namangan region from 2018–2025, including adopted decisions, poverty, unemployment, employment generation, and infrastructure access. Knowledge Gap: Despite increasing use of quantitative methods, integrated econometric modeling linking these indicators to decision-making efficiency remains insufficiently explored. Aims: The study aims to develop econometric models, estimate their parameters, and generate forecasts for 2026–2030 to support scientifically grounded decision-making. Results: Regression and polynomial models estimated using the least squares method demonstrate strong explanatory power, with key indicators such as unemployment rate, job creation, and access to drinking water showing significant relationships with poverty and governance outcomes; the multivariate model explains up to 94% of variation. Forecast results indicate declining poverty and unemployment alongside improvements in infrastructure and decision volume. Novelty: The study integrates multiple socio-economic variables into a unified econometric framework for modeling and forecasting local governance efficiency. Implications: The findings support evidence-based policymaking, improved resource allocation, and systematic monitoring of socio-economic development at the regional level. Abstract

General Background Multimodal literacy is essential for elementary students in technology-rich learning environments. Specific Background Reading and viewing abilities remain limited when classroom learning relies on conventional media that are less interactive and less connected to students’ cultural context. Knowledge Gap Previous studies have mostly examined digital learning media for general cognitive outcomes, while research on reading and viewing abilities through interactive media integrated with local values remains limited. Aims This study analyzed the use of interactive learning media integrated with local values for elementary students’ reading and viewing abilities. Results The experimental class increased from a pretest mean score of 63.50 to a posttest mean score of 81.50, while the control class increased from 63.00 to 70.25. The experimental class recorded a 28.30% increase, compared with 11.50% in the control class. The independent t-test showed a significant difference between groups, with t = 4.62 and p = 0.000 < 0.05. Novelty The study combines interactive learning media with local values in reading and viewing learning. Implications The findings provide practical guidance for teachers in designing meaningful, technology-based, and culturally relevant literacy learning. Abstract

General Background The rapid growth of the fashion industry requires firms to understand consumer behavior, particularly purchase intention as a key indicator of decision-making. Specific Background In the context of local fashion brands, Generation Z consumers exhibit critical and selective preferences shaped by brand-related perceptions. Knowledge Gap Limited empirical evidence examines the combined role of brand image, brand awareness, and price perception in shaping purchase intention for local fashion products within a specific urban context. Aims This study aims to analyze the relationships between brand image, brand awareness, and price perception and the purchase intention of Colorbox products among Generation Z in Surabaya. Results Using a quantitative approach with 100 respondents and multiple linear regression, the findings reveal that all three variables demonstrate positive and significant relationships with purchase intention, both simultaneously and partially, with price perception showing the strongest coefficient. The model explains 61.4% of the variance in purchase intention. Novelty This study provides an integrated empirical assessment of cognitive and perceptual factors influencing purchase intention in the local fashion sector, focusing on Generation Z consumers in an urban Indonesian setting. Implications The findings suggest that local fashion brands should prioritize strengthening brand associations, increasing brand recognition, and maintaining competitive pricing strategies to sustain consumer purchase intention. Highlights: Price-related evaluation shows the highest contribution among examined variables. Brand recognition and association both demonstrate statistically significant relationships.
