Abstract

Infrastructure development and the transformation of urban space in Jakarta have driven changes in the function of strategic areas, including the Manggarai railway settlement, resulting in the increasing marginalization of the urban poor. The increase in the area's economic value has not been accompanied by inclusive spatial policies, resulting in low-income communities facing limited access to adequate housing and the right to the city. This study aims to analyze how spatial planning policies and infrastructure development operate as mechanisms for the production of spatial marginalization and limit the urban poor's access to the right to the city in the Manggarai railway settlement. The study used a qualitative approach using interviews with urban poor communities in the Manggarai railway settlement, supported by secondary data from journals, books, and policy documents. The results indicate that spatial marginalization occurs through the increase in the area's economic value, the lack of legal housing, and the weak integration of policies to protect vulnerable communities. These conditions result in limited access to basic services, increased vulnerability to eviction, and minimal citizen participation in decision-making regarding urban space. Spatial marginalization not only results in spatial exclusion but also systematically reinforces economic and political exclusion.

Abstract

The development of Artificial Intelligence (AI) has transformed digital democracy practices and technology-based governance (e-governance), including the implementation of elections in Indonesia. This study aims to analyze the utilization of Pemilu.AI as a digital democracy innovation and its influence on transparency, public participation, and electoral accountability within the perspective of e-governance. This research employed a qualitative approach using a descriptive-analytical method through document analysis of scientific journals, digital publications, online news, and information available on the Pemilu.AI platform. Data were analyzed using thematic analysis to identify patterns and meanings related to the use of AI in digital democracy. The findings indicate that Pemilu.AI contributes to improving access to political information in a faster, more interactive, and accessible manner. The platform also supports public information transparency and expands public participation in the digital democratic sphere. However, the implementation of AI in digital elections still faces several challenges, including low digital literacy, potential algorithmic bias, the spread of disinformation, and the lack of comprehensive regulations governing AI in political spaces. Therefore, stronger regulations and improved digital literacy are necessary to ensure that the use of AI in elections remains transparent, accountable, and democratic.

Abstract

This study analyzes legal certainty regarding property investment by foreign nationals through Foreign Investment Limited Liability Companies in Indonesia, as well as the ideal legal policy in regulating such investment activities. The issue arises from the increasing foreign investment in the property sector, while the legal framework governing property ownership through Foreign Investment Companies remains unclear and potentially creates legal uncertainty. This research employs normative legal research using statutory, conceptual, and case approaches. Legal materials were collected through library research on legislation, books, journals, and other relevant legal sources. The results show that the use of Foreign Investment Companies in property investment has not yet been supported by harmonized regulations between investment law and agrarian law in Indonesia. The absence of clear limitations regarding land tenure and property ownership through Foreign Investment Companies may lead to multiple interpretations and legal uncertainty for investors, the government, and society. The Rempang Eco-City project also demonstrates the importance of legal certainty in balancing investment interests, state control over land, and the protection of community rights. Therefore, clearer, harmonized, and legally certain regulations are necessary to ensure legal certainty in property investment while maintaining the nationality principle and the social function of land within the Indonesian agrarian law system.
