Journal of International Relations Diponegoro publishes articles on contemporary transnational crimes from a variety of methodologies and approaches. The journal was originally established to encourage scholarly publications by students from International Relations, Faculty of Social and Political Sciences, Universitas Diponegoro. Journal of International Relations Diponegoro seeks original manuscripts that provide theoretically informed empirical analyses of issues in international relations, as well as original theoretical or conceptual analyses. The journal represents no particular school or approach, nor is it restricted to any particular methodology. Abstract

Human Rights has been a prominent topics in contemporary international relations. The United States has long been a leader in the development and enforcement of international Human Rights regime. But there are controversies on how The U.S. conduct its policies related to Human Rights. The international society has acknowledge U.S.’ double standard practices. This kind of attitudes can be found in regard of U.S. policy in Israel-Palestine conflict. For many years, despite its support towards human rights, the U.S. has been biased favoring Israel which reflected in its foreign policy related to this matter. The U.S. has supports whatever Israel do, backing its leader’s actions, and even protecting Israel from the accusation of Human Rights violations in international arena. This biased attitudes are far deeper under President Donald Trump’s administration. This research aims to analyze why this attitude happen and try to explain factors behind biased foreign policy conducted by the U.S. regarding Israel-Palestine conflict. This research will use Neoclassical Realism’s perspective in analyzing the factors behind U.S. unwavering supports towards Israel. The result of this research indicates that the U.S.’ foreign policy is influenced by systemic as well as domestic factors, which help to explain its biased attitudes in Israel-Palestine conflict that favor Israel.

Abstract

South Korea and Japan are often involve in dynamics relationship which’s effected by thepast issue that bind both of them. That issue is about the existence of Yasukuni Shrine, theshrine became controversy because South Korea believe that the shrine represent Japan’sbrutality during World War II and colonialism were happened. The existence of theTemple stoked tensions and a critcism response from South Korea. Through this issue,South Korea want all of the problem that involve Japan in the past such as ComfortWomen, history text books, and the ownership of Dokdo / Takeshima to be settled. Thepurpose of this study are to compare the foreign policy of Lee Myung Bak and the ParkGeun Hye as the President of South Korea towards the issue of Yasukuni Shrine as asymbol of war crimes. Writer uses neo realism perspective for the theory. For the methodof research writer uses descriptive analytic and qualitative data analysis. The result of theresearch explain the similarity of foreign policy by President Lee Myung Bak andPresident Park Geun Hye and also the difference of foreign policy towards YasukuniShrine Issue as the symbolistic of war crime.

Abstract

This study aims to explain Indonesia in achieving its national interest in realizing security in the Spaceport Cooperation between Indonesia and China towards the efforts and attitudes of the Indonesian government in dealing with lagging behind in the field of space technology. Indonesia is currently facing problems in the development of space technology along with the development of globalization that is happening in the world. Indonesia seeks to overcome this, one of which is by cooperating with China in achieving the Space Renduk, where Indonesia currently still has to rely on countries that are superior in terms of mastering space technology. The author will use the concept of Space Power as a point of view in analyzing China's foreign policy using space technology capabilities, and Security Theory as Indonesia's strategy in achieving national interests in realizing security, as well as Foreign Policy Theory, as a strategy used in interacting to achieve its interests. This research tries to explain what factors made China agree to cooperate. In addition, this research will also present an analysis of the sustainability of this agreement, where this agreement is still running today.

Abstract

The Government of Indonesia has issued a free-visa policy (BVKS) for 169 States. Thepolicy is to increase foreign tourist arrivals so as to benefit the economy and tourism ofIndonesia. However, the free –visa policy does not only bring tourists, but also traffickersand victims of human trafficking. This research aims to explain why free-visa policytriggers human trafficking by foreigners in Indonesia. The theoretical framework used ispost-internationalism theory, while the type of research is explanatory. This study showsthat there are three causes for free –visa policy triggering human trafficking crimes inIndonesia, that is : micro factors (increased tourist visits and various motives of foreignersvisiting) ; micro-macro factors (vulnerability of open door immigration policy) and themacro factors (presence of transnational human trafficking crime).

Abstract

Hungary, under Prime Minister Viktor Orbán, through various policies, has occupied a unique position as a disruptive actor in the European Union. The EU considers that Hungary is no longer in line with EU values and has created complicated conditions for the EU. One form of Hungarian policy that has had a disruptive impact on the EU is Hungary's political support for China within the EU, even though China is considered a rival of the EU and has differing values than the EU. This research aims to explain why Hungary decided to support China. In this study, the authors use the concept of normative power, which analyzes how an actor can affect what is normal in international relations through the spread of universal values and norms. The author uses this concept to analyze the fulfillment of the characteristics criteria and the distribution factors of normative power. The research finds that Hungary has accepted, implemented, and disseminated China’s promoted values and alternative global politics model. These findings are proven through various policies and statements from the Hungarian government. This acceptance resulted in Hungary's deviation from EU values through various policies, including Hungary's policy of supporting China.

Abstract

Ethnic conflict is one of the main problems faced by Myanmar for years till nowadays. Solvingthe ethnic conflict, the Myanmar Government have arranged Nationwide Ceasefire Agreement (NCA). Yet, NCA is not effective because the violence still involves in some conflicts. To face and solve the ethnic conflict Myanmar Government decided another rational policy, which is asking the Norway Government to help solve and face the conflict and did not asking to other countries, such as China and India. Norway Government welcomed the request from Myanmar Government for cooperation activity Government of Norway made the policy called Myanmar Peace Support Initiative (MPSI). The purpose of this research is to analyse the reason of Myanmar Government asked Norway to help solve and face the conflict that still ongoing and did not choosing Myanmar’s neighbours, which are China and India. Besides that, this research will explain about the way Norway help to face and solve the ethnic conflict through MPSI. This research using rational choice theory and concept of national interest. Methodology on this research are literature study and internet basis. The result of this research is Myanmar chose Norway due to Norway’s assistance more supportive towards settlement of ethnic conflict in Myanmar than China and India.

Abstract

Strait of Malacca (SOM) is one of the most important strait for global trade shipping, yet there’s an increase activity of sea piracy in 2009 which threatened the safety of shipping through the channel. Indonesia, Malaysia, and Singapore as SOM’s coastal states who are perceived to be responsible to the security of SOM took numerous policies to cope with the issue. In this research, writer tried to give depth explanation about reason behind various policies taken by states to tackle the piracy. Perspective of Constructivism of International Relations and Buzan’s theory of Securitization are used as research framework. The result of this research showed that there was a correlation between policies taken by ones state with issue perceived as existential threat. Singapore who constructed sea piracy as threat for its nation tend to take extreme counter-measurement to combat piracy, while Indonesia and Malaysia didn’t really give attention to the issue of piracy since they construct other issues such as illegal fishing and human smuggling as threat to their sovereignty.

Abstract

This study aims to explain Australia's non-compliance with the Antarctic Treaty regime that they had previously ratified by placing military technology on the "peaceful" continent of Antarctica, which is the choice made by the Australian government at this time. Australia is one of the important figures in the Antarctic Treaty regime where Australia is a country that has the largest claim area in Antarctica and is a country that strongly promotes the Antarctic Treaty with the desire that Antarctica can become a continent that will only be used for peaceful purposes and research to advance science. But recently Australia took the decision to violate the rules of the regime that they had agreed to and ratified by disobeying the regime where Australia carried out military deployments and military technology in Antarctica which Australia did openly and knowingly that its actions had breaking the rules of the regime. The data collected in this study used the documentation method. This research will use the method of Compliance Theory and Rational Choice Theory. This research will try to explain Australia's non-compliance with the international regime it has ratified and promoted and the factors that drive its non-compliance.

Abstract

Continous humanitarian crisises in the Central African Republic are instigated by the armed conflicts involving underage combatants also known as child soldiers. Set against this phenomenon, the Goverment of Central African Republic is trying to overcome the issue by initiating collaboration with UNICEF, hoping to put an end to the use and recruitment of said underage soldier operating and fighting throughout the territory of the Central African Republic. The objective of this research is to analyze the existing collaboration between the Republic of Central Africa and UNICEF by firstly, describing the conflict in the Central African Republic and then followed by tabling the factors that enable the recruitment of the children of the war, and as well providing anlayses on the UNICEF’s role in hattling the case of child soldier recruitment and the obstacles that the organization has to endure from its attempt of doing so in the region of Central African Republic. This research employs qualitative method by collecting data from books, NGO’s reports, and mass media. The explanation about the collaboration between UNICEF and the Central African Republic is given by utilizing the standpoint of Liberalism together with the perspectives of the concepts of Cooperation and International Organization, respectively. This research concludes that the presence of a number of obstacles in the collaborative work between UNICEF and the Goverment of Central African Republic has been the primary reason that made the collaboration between the two actors, arguably, has not been entirely and fully succesful.

Abstract

Association of South East Asian Nations (ASEAN) has a role to address drug trafficking inits area, thus formed a special agency to deal with this problem through a forum namedASEAN Senior Official on Drugs Matters (ASOD). ASOD, in cooperation with China,India, Laos, Myanmar, and Thailand announced Declaration of Chiang Rai, which focuseson opium production and trafficking in the Golden Triangle area. The declaration itselfreflects a common interest to control drug trafficking between Laos, Myanmar, andThailand. Based on this common interest, this research is developed to know theimplementation of Chiang Rai Declaration as a form their cooperation. Using liberalinstitutional theory, this research finds that cooperation between Laos, Myanmar, andThailand based on Declaration of Chiang Rai is implemented to address trafficking.Declaration Chiang Rai programs make Laos, Myanmar, and Thailand can collaborate toaddress opium trafficking more seriously. This research also finds that this cooperation isbased on the fact that those three countries have the same purpose, that is to maintain thestability in South East Asia.
