Abstract

Di era digital, modernisasi pengelolaan arsip pemerintahan menjadi krusial untuk mendukung kinerja birokrasi yang cepat, transparan, dan aman. Merespons tuntutan tersebut, Biro Perencanaan dan Keuangan (Rorenku) Setjen Kemhan RI mengembangkan inovasi mandiri yaitu Aplikasi Penataan Kearsipan sebagai alternatif sistem nasional (SRIKANDI) demi menjaga kerahasiaan data pertahanan. Penelitian ini bertujuan menganalisis efektivitas transformasi digital tersebut menggunakan perspektif tujuh dimensi transformasi digital Dewana et al. (2025). Metode yang digunakan adalah kualitatif deskriptif dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa transformasi digital masih berjalan parsial. Meskipun efisiensi ruang dan kecepatan akses informasi berhasil ditingkatkan, terdapat kesenjangan antara standar keamanan ketat dengan kapasitas infrastruktur server yang belum stabil. Selain itu, ditemukan inersia birokrasi berupa ketiadaan SOP dan Jadwal Retensi Arsip (JRA), serta terbentuknya budaya kerja digital hibrida di mana pegawai masih mempertahankan metode manual. Penelitian merekomendasikan formalisasi regulasi internal dan peremajaan infrastruktur untuk menjamin keberlanjutan sistem.

Abstract

Penelitian ini bertujuan untuk mengetahui kualitas pelayanan Sistem Informasi Antrian Terpadu (SIANTER) pada proses perekaman e-KTP di Mal Pelayanan Publik Kabupaten Sidoarjo. Metode penelitian yang digunakan adalah penelitian deskriptif dengan pendekatan kualitatif. Penelitian deskriptif kualitatif merupakan penelitian yang bertujuan untuk menggambarkan dan mendeskripsikan peristiwa maupun fenomena yang terjadi di lapangan serta menyajikan data secara sistematis, faktual, dan akurat mengenai fakta-fakta atau fenomena yang diteliti. Pengumpulan data dilakukan melalui wawancara (interview), observasi, dan dokumentasi. Peneliti menggunakan triangulasi sumber untuk mengecek keabsahan data penelitian. Analisis data dalam penelitian ini menggunakan empat komponen, yaitu pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa kualitas pelayanan Sistem Informasi Antrian Terpadu (SIANTER) pada proses perekaman e-KTP di Mal Pelayanan Publik Kabupaten Sidoarjo berdasarkan teori kualitas pelayanan menurut Tjiptono dan Chandra (2016) menunjukkan sudah cukup baik, namun masih terdapat beberapa dimensi yang perlu diperhatikan dan diperbaiki, yaitu dimensi bukti fisik (tangibles), keandalan (reliability), dimensi daya tanggap (responsivenes). Peneliti memberikan rekomendasi agar kualitas pelayanan dapat ditingkatkan melalui optimalisasi sistem antrian, peningkatan sarana dan prasarana pendukung, serta penguatan kompetensi petugas pelayanan agar proses pelayanan perekaman e-KTP dapat berjalan lebih efektif dan efisien.

Abstract

Land records are an important asset for villages and urban villages in supporting the continuity of governmental activities. However, the organization and maintenance of land archives in villages/urban villages in Batu City have not been well managed, and cases of abuse of authority by officials remain prevalent. These conditions encouraged the Batu City Office of Library and Archives to carry out archive digitization through the Website-Based Land Archive Media Conversion Innovation (ADIARTA), which involves the digital management of Letter c and krawangan land records to ensure the long-term availability of land information. This study aims to analyze the implementation of the ADIARTA innovation by the Batu City Office of Library and Archives using a descriptive qualitative method, with data collected through interviews, observations, and documentation. The analysis is based on the e-government innovation model proposed by Choi and Chandler (2020), which includes the background of e-government emergence, the introduction of e-government innovation, and implementation factors. The results indicate that the ADIARTA innovation has generally been implemented well as a response to land archive management issues that previously relied on manual systems and has contributed to improving the security and sustainability of land archives. However, its implementation has not yet been fully optimal due to limitations in human resources and scanning equipment, insufficient outreach and socialization, and the absence of binding regulations, which allows villages and urban villages to retain the authority to refuse the implementation of the ADIARTA innovation.

Abstract

This research is grounded in the crisis regarding the effectiveness of regional health insurance in Situbondo Regency, specifically the failure of the Situbondo Free Healthcare (Sehati) program due to technical constraints regarding cost ceilings and the accumulation of hospital debt, which impeded public accessibility. This situation necessitated a policy transformation toward the Unlimited Free Treatment Program (Berantas). This study aims to analyze the agenda-setting dynamics of the program utilizing John W. Kingdon’s Multiple Streams Framework (MSF). Employing a descriptive qualitative method with a single case study design, data were collected via in-depth interviews with key executive and legislative actors, alongside official documentation studies. The results of the retrospective analysis indicate that the formalization of the Berantas Program into the 2025–2029 Medium-Term Regional Development Plan (RPJMD) was driven by the convergence of three main streams. The problem stream emerged from the fiscal burden of the previous system; the policy stream offered a solution through a more stable hybrid Universal Health Coverage (UHC) scheme; and the politics stream was influenced by the political mandate following the 2024 Regional Head Election. The Regent's strategic role as a policy entrepreneur successfully created a phenomenon of "mandatory coupling," leveraging the RPJMD formulation momentum as a policy window to enact Regional Regulation Number 6 of 2025. The study concludes that this agenda-setting process transcends mere administrative procedure; rather, it represents a political strategy utilizing the planning cycle as a policy-locking instrument. It is recommended that the local government strengthen the integrated data verification system to maintain fiscal sustainability and ensure the technical involvement of regional hospital management in drafting derivative regulations to prevent the recurrence of previous bureaucratic loopholes.

Abstract

Population identity is necessary to ensure orderly administration. The Indonesian government, through Minister of Home Affairs Regulation No. 72 of 2022 concerning Standards and Specifications for Hardware, Software, and Electronic Identity Card Forms and the Implementation of Digital Population Identity, launched the IKD application as a solution to facilitate service access and data security. However, policy implementation at the village level, particularly in Tunggalpager Village, has low public awareness, resulting in targets not being met. This study aims to analyze the implementation of the IKD Program policy in Tunggalpager Village. The research method used qualitative descriptive methods through observation, interviews, and documentation. It uses George C. Edward III's implementation theory with four main indicators: communication, resources, disposition, and bureaucratic structure. The results show that the implementation of the IKD policy in Tunggalpager Village has not been optimal. Communication, information between implementers are optimal, but the community is hampered by low digital literacy and a lack of active outreach. Resources are limited due to the presence of only one operator, limited access to SIAK, and a lack of facilities such as laptops and supporting facilities. Disposition of the implementers shows good commitment, but the absence of coercive policies results in weak community support, and the incentives provided are not a determinant of program success. Bureaucratic structure, SOPs are aligned with the central government's. However, fragmented data security reduces service flexibility. In conclusion, the implementation of the IKD in Tunggalpager Village is hampered by limited resources, the need for active outreach, additional staff, and policies related to access restrictions to expedite the IKD process.

Abstract

Sesuai dengan urusan konkuren yang dimiliki, pemerintah daerah memiliki keterbatasan kewenangan dalam urusan pendidikan tinggi. Namun, pemerintahan daerah tetap dapat berperan melalui kebijakan afirmatif melalui program bantuan biaya pendidikan atau beasiswa daerah sebagai upaya peningkatan kualitas SDM. Penelitian ini bertujuan untuk menganalisis pengaruh kualitas pelayanan Program Beasiswa Pendidikan Sidoarjo dan motivasi belajar mahasiswa terhadap kompetensi mahasiswa penerima beasiswa. Penelitian ini menggunakan pendekatan kuantitatif dengan mengambil sampel sebanyak 200 penerima Beasiswa Pendidikan Sidoarjo Tahun 2024. Analisis data dilakukan menggunakan Partial Least Squares-Structural Equation Modeling (PLS-SEM). Hasil analisis menunjukkan bahwa kualitas pelayanan program beasiswa berpengaruh positif dan signifikan terhadap kompetensi mahasiswa dengan nilai path coefficient 0,316, nilai t-statistic 5,156, dan p-value 0,000. Sementara motivasi belajar mahasiswa juga berpengaruh positif dan signifikan terhadap kompetensi mahasiswa dengan nilai path coefficient 0,238, nilai t-statistic 3,069, dan p-value 0,002. Hasil nilai koefisien determinasi (R²) sebesar 0,167 menunjukkan bahwa kualitas pelayanan program beasiswa dan motivasi belajar secara simultan mampu menjelaskan 16,7% variasi kompetensi mahasiswa, dengan kategori pengaruh lemah. Temuan pada penelitian ini memberikan implikasi bagi pemerintah daerah agar berupaya meningkatkan kualitas pelayanan program beasiswa secara berkelanjutan guna mendukung pengembangan kompetensi sumber daya manusia daerah.

Abstract

This study aims to gain an in-depth understanding of the implementation and effectiveness of the Maternal Class Program as an effort to accelerate stunting reduction at Puskesmas Besuki, Situbondo Regency. The study employs a qualitative approach with a descriptive design, emphasizing the understanding of social context, behaviors, and the natural experiences of the research subjects. The research subjects include the Head of Puskesmas Besuki, Nutrition Program Coordinator, Village Midwives, and pregnant women with or with a history of Chronic Energy Deficiency (CED) and stunting. Informants were selected using purposive sampling until data saturation was reached. Data were collected through observation, interviews, and documentation, and analyzed using Miles and Huberman’s interactive model, including data reduction, presentation, and conclusion drawing. Data validity was ensured through source and technique triangulation as well as member checking. The results indicate that the Maternal Class Program is effective in improving pregnant women’s knowledge and awareness of maternal health, nutrition, childbirth, and newborn care, and contributes to stunting prevention. The program is responsive to participants’ needs, on target, and successfully applies the principle of equitable service. However, program efficiency and adequacy need improvement, particularly in budget management, scheduling, and participant engagement. It is recommended to conduct regular budget evaluations, prepare transparent reports, improve schedule management, and adjust materials according to different pregnancy trimesters to optimize program effectiveness.

Abstract

The development of health infrastructure in border areas is a strategic agenda to ensure sovereignty and reduce community dependence on neighboring countries' health facilities. This study aims to analyze the implementation of the policy for the construction of the Class D Pratama Sebatik Hospital, Nunukan Regency, using the Van Meter and Van Horn implementation model. The research method used is descriptive qualitative with data collection through interviews, observation, and documentation. The results of the study indicate a gap between policy objectives and field reality. Despite a high level of commitment (disposition) from implementers, implementation is hampered by resource and environmental variables. The main obstacles include: (1) Implementation of human resources influenced by regulations on honorary workers and dependence on specialist doctors assisted by the central government; (2) Budget management due to non-BLUD status; and (3) Suboptimal cross-sector communication resulting in the main road access to the hospital being in a state of severe disrepair. In conclusion, the physical construction of the hospital building is ineffective without the support of an infrastructure ecosystem and bureaucratic flexibility, resulting in people still choosing to seek treatment in Tawau, Malaysia. Abstract

Penelitian ini dilatarbelakangi oleh pentingnya optimalisasi pengelolaan Retribusi Izin Pemakaian Tanah (IPT) di Kota Surabaya sebagai salah satu sumber Pendapatan Asli Daerah (PAD). Namun, perbedaan kebijakan antar daerah mendorong kecenderungan wajib retribusi untuk menghindari pembayaran, sehingga realisasi penerimaan Retribusi IPT belum mencapai target. Pemerintah Kota Surabaya menerapkan Program Bebas Denda sebagai upaya penataan piutang dan peningkatan kepatuhan wajib retribusi guna mendukung optimalisasi tata kelola keuangan daerah. Oleh karena itu, penelitian ini penting dilakukan untuk menganalisis bagaimana tata kelola keuangan daerah melalui Program Bebas Denda di Sentra Pelayanan Publik Menur Surabaya pada Retribusi IPT. Penelitian dilakukan dengan menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Data dianalisis berdasarkan teori penerapan good governance dalam pengelolaan keuangan daerah dari Moenek dan Suwanda (2020). Hasil penelitian menunjukkan bahwa pada indikator wawasan ke depan, pengelolaan Retribusi IPT telah diarahkan untuk mendukung PAD melalui Program Bebas Denda, namun belum ada kejelasan arah kebijakan di masa mendatang. Pada indikator transparansi, keterbukaan informasi dasar telah berjalan baik, tetapi informasi tarif retribusi masih kurang jelas. Pada indikator akuntabilitas, mekanisme pertanggungjawaban telah tersedia, namun pemahaman wajib retribusi masih terbatas. Pada indikator kepastian hukum, dasar hukum telah ada, tetapi kepastian bagi masyarakat belum sepenuhnya dirasakan. Pada indikator efisiensi dan efektivitas, Program Bebas Denda meningkatkan kemudahan pelayanan dan penerimaan retribusi, namun belum membentuk kepatuhan yang berkelanjutan.

Abstract

Kualitas layanan perbankan menjadi aspek penting dalam membangun kepuasan dan loyalitas nasabah,khususnya mahasiswa yang memiliki karakteristik dan kebutuhan unik. Salah satu contoh kualitas layanannasabah mahasiswa Universitas Negeri Surabaya di Bank Tabungan Negara (BTN) Kantor CabangPembantu Ketintang, Surabaya. Penelitian ini bertujuan untuk menganalisis dan mendeskripsikan kualitaslayanan yang diberikan oleh Bank Tabungan Negara (BTN) Kantor Cabang Pembantu Ketintang kepadamahasiswa Universitas Negeri Surabaya. Penelitian ini menggunakan pendekatan kualitatif deskriptifdengan lima dimensi kualitas pelayanan menurut Nurdin (2019), yaitu sarana pelayanan, keandalan,jaminan, harga, dan empati. Data dikumpulkan melalui wawancara mendalam dengan mahasiswa UNESA,pihak manajemen bank, dan petugas layanan, serta didukung oleh observasi lapangan dan studidokumentasi. Hasil penelitian menunjukkan bahwa kualitas layanan BTN KCP Ketintang secara umumsudah cukup baik, namun masih terdapat beberapa aspek yang perlu ditingkatkan. Pada dimensi saranapelayanan, fasilitas dasar telah tersedia namun masih terdapat keterbatasan kapasitas ruang tunggu dankeandalan mesin ATM, terutama saat lonjakan pengunjung. Dimensi keandalan menunjukkan pelayananyang terstruktur sesuai SOP, namun ditemukan inkonsistensi prosedur dan informasi antar petugas.Dimensi jaminan telah terpenuhi dari segi keamanan institusional, namun profesionalitas petugas belumsepenuhnya konsisten. Dimensi harga dinilai terjangkau, namun transparansi informasi biaya masih perluditingkatkan. Dimensi empati menunjukkan sikap ramah petugas, namun belum konsisten terutama padakondisi pelayanan padat. Penelitian ini merekomendasikan perlunya peningkatan fasilitas inklusif,konsistensi prosedur, transparansi informasi, serta penguatan profesionalisme dan empati petugas untukmeningkatkan kualitas layanan secara menyeluruh.
