Abstract

The analysis of oranization performance of Local Staffing Agency of Distric of Kendal is effected by an existence of the lack of discipline around there. For example there is a employee who come late to office and sometime there are also some employees who do not stay in their room during working hours. This research uses qualitatif method that means all the data are explained by description. The place of research is in Local Staffing Agency of Distric of Kendal. The data is gathered from doing some interviewes. The primary data gathers from some informants. Another data are gathered from some documentations. The choosing of informant is done by using purposive sampling. To ensure the quality of data the researcher uses triangulation technique. Based on Dwiyanto (2002) there are five phenomenons that affect the organization performance, that are productivity, the quality of service, responsivity, responsibility and acuntability. Whereas there are two factors that affect the organization performance of Local Staffing Agency of District of Kendal that are human resourches factor and facility and also infrastructur factor. The performance of organization of Local Staffing Agency of Distric of Kendal basically is good, but there are some things that need to be grown up. The factors that affect the performance are; there are some employees who are lazy and there are also some employees who do not fluent yet in using the computer. The recomendation that given by writer are (1) all of employees have to keep the teamwork; (2) all of employees have to increase the dicipline toward working hors; (3) the leader of local staffing agency have to minimalize in giving the task suddenly; (4) the local staffing agency of district kendal have to give the employee a computer training; (5) the employee have to keep the motivation in working.

Abstract

Act No. 22 of 2009 is a regulation that regulates the Traffic and Road Transportation which aims to realize the service of Traffic and Road Transportation which are convenient, secure, safe, orderly, smooth and integrated with other transportation modes to boost the national economy. Perum DAMRI is an organizer and a service provider bus-based public transportation which stipulating standardized electronic based service system that can improve the efficiency and effectiveness, so that it can be a superior transportation mode and is able to compete. This study aimed to describe and analyze how the Government and Perum DAMRI Semarang implement Act No. 22 of 2009 Article 213 on the build and developing facility and infrastructure of eco friendly Traffic and Road Transportation (LLAJ). The analysis techniques used to obtain the data were through the interview result with informants, observation, and supporting documents. This study used the theory of Merilee S. Grindlet which argues that the implementation motivating factor has three main factors, namely the policy content and policy environment, then the results of the implementation can be seen from the impact of the change in society. The result of this study indicates that the Implementation of Public Transport Policy in Semarang with Perum DAMRI Case Study is non optimal, with a decrease in performance and the level of provided service, resulting in a decrease in the interest of the passengers each year. Change that people want refers to the comfort, safety, and punctuality that currently have not been given yet by Perum DAMRI maximally. Recommendations that can be given are improving the performance and quality of service and doing innovation in order to provide the facility and infrastructure in accordance with the expectation of society.

Abstract

Semarang as the capital of Central Java province opens opportunities for communities and areas including employment opportunities for young people to work or a chance to employ children. Child labor is not just children running jobs with wages, but once attached to the exploitation, hazardous work, delays in access to education and hinder the development and protection of the laws governing the physical, psychological and social development and the fulfillment of children's rights.The research was conducted in the city of Semarang. methods used in this research is descriptive-qualitative. The data was collected by using interviews, observations, and a review of the literature.This study aims to: first describe the implementation of child labor reduction policies in the city of Semarang, second, determine the factors that affect the success of the implementation of the policy response to child labor.The results showed that: The cooperation between government agencies is not good, the benefits of the implementation of the perceived lack of resources, lack of budget support, social, economic and family influence.Recommendation the authors provide recommendations: expand the range of services and the handling of child labor, building studios for children, need to budget specifications, provide skills for working children.

Abstract

The purpose of this study is to analyze the strategy of increasing crop production in Kudus regency by using internal and external environments analysis of organization. The result of analysis aimed to find the supporting and restricting factors faced by local government for increasing crop production in Kudus. In analizing the internal and external factors of this issue, researcher used SWOT Analysis (strenghts,Weakness,Opportunities, Treats). The research uses qualitative methods, defined by using information from Kudus of Agricultural and Fisheries Department and crops farmers in Kudus. The result of this research showed that Kudus regency has some potentional resources including fertile soil, capable human resources, supporting budget and policy by central government to support regional crop production. In other hand, local government also faced some restricting factors including climate change, political issue and industrial growth which affect local government will. By this research, it is very important to formulate some new recommended strategies for local government. The recommendations expected to help local government to increase crops production in Kudus.

Abstract

Transportation is a necessity for the people to support their activities should be comfortable and safe. Every vehicle that being used must be comfortable and safe so any vehicle that operates for goods transport or public transportation should do a feasibility test. Feasibility test that performed by the Dinas Perhubungan must test the car every six months. In fact there are still many vehicles that are not safe enough in the roads are still being used, this may be a danger for the drivers and the people around the vehicle. Because of many vehicles that are not good enough to used, researchers want to see how Dinas Perhubungan supervise the feasibility test vehicle in the city of Semarang, and the obstacles that being faced and the efforts of Dinas Perhubungan in increasing the supervision. The research method that will be used is qualitative descriptive to describe how the supervision made by Dinas Perhubungan and as a research instrument the researcher uses standard, measuring activity, comparison and correction action. The results showed that supervision conducted by Dinas Perhubungan experience some obstacles such as human resources and equipment that is still manual. The advice given is the need for the addition of the number of human resources and the replacement of computerized testing tools.

Abstract

Quality is a condition that shows the correspondence between expected with reality either individuals or groups . Electronic ID card ( e-ID ) is a national identity card ( KTP ) is created electronically , in terms of both the physical and functional use computerized .Subdistrict Gayamsari is one of the organizers of the E - ID card organization in the city of Semarang . This study aims to find out about the quality of service in the District E - KTP Gayamsari Semarang and the factors that support and hinder the quality of e- ID card service.Based on the results of this study concluded that the overall quality of service in the District E - KTP Gayamsari has not done well . It can be seen from the five dimensions of service quality , namely : Tangibles , Reliability, Responsiveness , Assurance and Emphaty . Factors that hamper the quality of service is a factor rules, ability-skills, service facilities.Based on these conclusions , the researchers recommend to Semarang Population and Civil Registration Offices and Gayamsari District Office to improve the indicators assessed to be less successful that the quality of service in the Gayamsari District E - ID card can be well categorized.

Abstract

Pendidikan Anak Usia Dini merupakan suatu upaya pembinaan yang ditujukan bagi anak sejak lahir sampai dengan usai enam tahun yang dilakukan melalui pemberian rangsangan pendidikan untuk membantu pertumbuhan dan perkembangan jasmani dan rohani agar anak memiliki kesiapan dalam memasuki pendidikan lebih lanjut. PAUD Nonformal terdiri dari KB (Kelompok Bermain, TPA (Taman Penitipan Anak), dan SPS (Satuan PAUD Sejenis). Sarana dan prasarana merupakan perlengkapan untuk mendukung penyelenggaraan kegiatan PAUD sehingga tercipta suasana yang aman, nyaman, terang, dan menarik bagi anak-anak untuk bermain dan belajar. Penelitian ini bertujuan untuk mendiskripsikan dan menganalisis sarana dan prasarana dalam penyelenggaraan PAUD Nonformal di Kecamatan Tembalang, faktor pendukung serta penghambat pelaksanaannya. Penelitian ini menggunakan penelitian kualitatif dengan teknik pengumpulan data berdasarkan observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa pelaksanaan pendidikan anak usia dini di Kecamatan Tembalang masih menghadapi masalah. Ditemukan PAUD yang belum memenuhi standar sarana dan prasarana dalam penyelenggaraan PAUD. Faktor penghambat adalah keterbatasan jumlah petugas untuk melayani lembaga PAUD, komunikasi yang kurang efektif, sehingga aparat pelaksana perlu memperhatikan satuan PAUD dalam penyediaan sarana dan prasarana.

Abstract

Every organization wants its employees to perform optimally. Theperformance results achieved are a person in carrying out the tasks assigned toemployees based on skills, experience, determination and time. One important aspectin realizing the success of employee performance is its ability of government officialswho work professionally. In addition to increased job satisfaction and workdiscipline. The study aims were to determine the relationship of work ability, jobsatisfaction and work discipline to the performance of district employees KedungwuniPekalongan district.This study uses a design or explanatory research design. The population inthis study were all employees of the District Kedungwuni Pekalongan district,amounting to 55 people. the unit of analysis in the form of an employee. Sampleswere taken by census sampling technique, in which all employees were targetedsampling. Techniques of data analysis using the Kendall rank correlation andKendall rank correlation W.Research findings indicate that there is a significant relationship between theability to work with employee performance, there is a significant relationshipbetween job satisfaction with the performance of employees, there is a significantrelationship between the discipline of working with employee performance, there is asignificant relationship between work ability, job satisfaction and disciplineperformance of work by employees in the District Kedungwuni Pekalongan district.Advice can be given to improve the performance of employees, by making theprocedures or standards of work that can be understood and implemented by allemployees. In addition to increasing the available facilities office supplies. Toimprove labor discipline by priventif approach.

Abstract

Pariwisata merupakan salah satu sumber pendapatan terbesar negara. Salah satu daerah yang memiliki potensi pawisata adalah Kabupaten Semarang. Namun di Kabupaten Semarang masih terdapat program dari kinerja sektor pariwisata yang belum sesuai. Penelitian ini bertujuan menganalisis kinerja organisasi Dinas Pariwisata Kabupaten Semarang dalam pengembangan dan pengelolaan pariwisata berdasarkan aspek produktivitas, kualitas pelayanan dan responsivitas beserta faktor yang mendorong dan menghambat proses kinerja organisasi di Dinas Pariwisata Kabupaten Semarang. Metode penelitian yang digunakan penelitian deskriptif kualitatif dengan fokus dari penelitian ini adalah Kinerja Organisasi Dinas Pariwisata, lokus Kabupaten Semarang. Data yang dipakai: data primer dan data sekunder, menggunakan teknik pengumpulan data: Wawancara, observasi, dokumentasi, dan studi pustaka. Teknik Analisis Data yang digunakan adalah teknik analisis dominan melalui: reduksi data, pengujian data, dan menarik kesimpulan verifikasi. Kinerja organisasi yang dilaksanakan Dinas Pariwisata Kabupaten Semarang dinilai masih kurang baik dilihat dari beberapa aspek produktivitas, kualitas pelayanan, dan responsivitas. Terdapat kendala seperti dalam pengelolaan objek wisata, pemasaran pariwisata, kompetensi dan pengetahuan dalam memberikan pelayan, dan juga dalam menanggapi kebutuhan masyarakat. Terdapat faktor penghambat kinerja organisasi yaitu sumber daya manusia, sistem, tim, partisipasi masyarakat dan teknologi. Saran yang diberikan antara lain dengan pelatihan jabatan atau diklat, pemeliharaan dengan pengawasan rutin terhadap fasilitas sektor pariwisata, pengkajian kembali kebijakan pembatasan pembangunan hotel, membangun partisipasi masyarakat dengan metode persuasif, dan memaksimalkan kerjasama dengan pihak lain.

Abstract

The goal of traditional market policy is to increase local government economy growth. During year of 2011-2013 the retribution in Bulu Market decreased which has impact to local government income. The purpose of this research is to evaluate and excavate the factors which obstruct traditional market policy in Bulu Market. The research methods which are used are Qualitative research method in descriptive type, with interview, observations, and literature study to gather data. The result of traditional market regulation policy in Bulu Market, using public policy evaluation criteria from William Dunn such as, effectivity, efficiency, sufficiency, alignment, responsiveness, and accuracy indicates that the renovation, area regulation and zoning regarded as not optimal. The initial concept of the Bulu Market is as one of the culinary tourism destination by providing food court on the 3rd floor till now hasn’t realized. Sellers preferred selling in the basement. Market facilities hasn’t completed and. The awareness of sellers in maintaining the cleanliness of the merchandise as well as the environment are still lacking. The policy obstruction, area regulation and zoning in Bulu Market which are run not in their way because more of the sellers who choose to sell in market’s basement than in the fixed zones. Based on this result, the traditional market policy hasn’t been optimal. Researcher advices Market Office to do regular evaluation in every three months to the sellers in Bulu Market regarding the kiosk permit. The purpose of the evaluation is to make the sellers in Bulu Market could choose to keep selling in fixed zones or in basement.
