Semarang is the capital city of Central Java Province, Indonesia, consisting of various Kota District which in every agency has website in accessing information relating to main task and function of each agency. As in the Office of Education and Culture that has a website in providing information and services to the community. In a government in need of information network to improve public services in this case by utilizing Information Technology in the form of website (website). Utilization of Information Technology Communication in a government called the Electronic Government. Research aims to Know and analyze the development of e-Government (website) at the Department of Education and Culture of Semarang City, Knowing What are the obstacles encountered in the development of e-Government (website) at the Department of Education and Culture of Semarang City, Solutions to overcome the obstacles encountered in the development of e-Government (website) at the Department of Education and Culture of Semarang City. Techniques Data analysis using data reduction (data reduction), namely the selection process, concentration attention on simplification, abstraction, and transformation of rough data obtained in the field study. Data presentation (data display), namely the description of a collection of information is arranged that allows to make a conclusion And taking action. Conclusion drawing and verification. From the process of collecting data, the researcher looks for the meaning of every phenomenon obtained in the field, noting the possible explanation or explanation and configuration patterns, causality flow, and proposition. If the research is still ongoing, any specified conclusions will continue to be verified until a valid conclusion is reached. Research results The development of e-government is a development process through the stages of Preparation, Maturation, Stabilization, and Utilization in which there are supporting factors such as Government support, Resource Capacity, and Benefits provided that affect e-government development. Based on the results of observations and interviews with some informants, e-Government development in Semarang City still has some deficiencies that must be improved so that users like the community and other parties who use the official website of the Office of Education and Culture of Semarang City feel comfortable in accessing all information Has beenprovided by the official website of Semarang City.

Community based solid waste management program is an effort that is used by the central and local governments. This research aims to describe implementation article 95 of law no. 1 year 2011 About Housing and the premukiman in the area of the Barito Semarang city and to know the factors that hinder the implementation of article 95 of law No. 1 of 2011. Locus was used in this research is in the area of JL. Barito Camel City Of Semarang. This research uses qualitative research methods are descriptive. Implementation of article 95 of law no. 1 year 2011 About housing and residential areas in the region of the Barito Semarang city still encountered obstacles. Factors restricting implementation include: factors of poverty, low level of employment, the most expensive place to live, there is a group of people that rule the slum areas or wild. Conclusions in this study are implementation article 95 of law no. 1 year 2011 About Housing and the premukiman in the area of the Barito Semarang city, still encountered obstacles primarily viewed from many residents who still live in the wild, the existence of a settlement of a pile of garbage that exist around the settlements of the wild and the existence of illegal karaoke. Based on these conclusions, the researchers recommend to the Government in order to provide training to the residents of the settlement of wild creativity to be able to work mengasilkan that can be used as income.

Tourism is currently the highest foreign exchange contributor sector. Indonesia is trying to maximize tourism development. Therefore, the Department of Tourism and Culture of Jepara as a tourism activist in Jepara is increasing tourism in Jepara. But there are still a number of problems that have not maximum. This study to analyze organizational performance and performance supporting factors. The assessment conducted with research the performance indicators that writer is use which are performance indicators, Productivity, Service Quality, Responsiveness, Responsibility, and Accountability. While the supporting factors of work were assessed from human resources and infrastructure. This research uses descriptive qualitative research method by describing the findings in the field and interview. Based on the research, the performance Department of Tourism and Culture of Jepara was not optimal. It is proven by the problems that exist in all performance indicators and supporting factors that are still not optimal, so that the organization achieves performance that is not optimal and needs improvement.

The policy implementation of the handling of violence againts women in semarang city through integrated services centre SERUNI, is one of policies by Semarang city government to facilitate, help, and accompany the victims of gender-based violence, to get justice demanded their rights by services provide through integrated services centre SERUNI, such as the handling of complaints, medical service, psychological-spiritual and rehabilitation service, legal assistance, repatriation and social integration. The purpose of this research is to find out and analyze the process of implementation, also the factors that support and hinder implementation. Based on Van Meter and Van Hornâ€™s theory, factors that support and hinder such as the goals and basic/standard size policy, Resource policy, communication and Implementation Activities, the implementing Agency Characteristics, Social, political and economic conditions as well as the disposition of the Implementor. This research is qualitative research with a descriptive approach. The result of this research showed that the existence of SERUNI already well underway, its proven by the growing number of incoming cases and handle by SERUNI, but in its implementation still hampered by the lack of memberâ€™s commitment, the lack of resources availability, such as human, finance and facilities work. Based on the existence obstacles on the policy implementation of the handling of violence againts women in semarang city through integrated services centre SERUNI, the author provides recommendations to strengthening the role of SERUNI when counseling the victims, allocate the budget for the member institutions and fix the disbursement system, add facilities and infrastructure as well as providing adequate secretariat, more embracing the victim to open up, support the existence of specialized medical services for victims, handling the violence by involving two sides, both the victims and the doers, contact the victims continuity, improve the standart operating procedure, improve the coordination between the implementing agents, immediatelly legalize the federal regulations on the protection of women an children in Semarang, tried to input of another funds besides from APBD.

The era of globalization, the erosion of local culture in Indonesia, declining interest and public concern Semarang city of art and culture, and performance Cultural Affairs D.C.T Semarang into the background in this study. The research objective to analyze the performance of Cultural Affairs D.C.T Semarang and describe the factors supporting and inhibiting performance of Cultural Affairs D.C.T Semarang in dealing with the erosion of cultural values of the people in the city of Semarang. This study uses the theory of organizational performance with five dimensions of organizational performance namely productivity, quality of service, responsiveness, responsibility, and accountability, while also enabling and inhibiting factors are derived from the internal and external environments. The approach used qualitative descriptive. The technique of collecting data through interviews, documentation, and literature study with employees of Cultural Affairs D.C.T informant Semarang. The results showed that the performance of Cultural Affairs D.C.T Semarang in handling the erosion of cultural values of the people in the city of Semarang can be said is good, but not yet maximal because there are constraints on the dimensions of productivity and quality of service that is the lack of coordination and cooperation and the lack of community participation. Supporting factors such as the objectives in the Strategic Plan 2010-2015 D.C.T Semarang year, the organizational structure is very good, quality human resources, the attitude of discipline and mutual cooperation, RPJMD policy, economic conditions and their budgets, community participation when a big event, and public criticism and suggestions. While the inhibiting factors that limited human resources, regulations, central and local government is so strict about the grant, the absence of authority in the national film industry, certification of cultural heritage, and preservation of the Java language, limited budget, and lack of participation, interest and public awareness to conservation culture. Suggested of Cultural Affairs can improve productivity, maximize cooperation has been established, adding cooperation networks, and coordinate with the Central Government and R.E.A Semarang.

Kudus regency as one of the biggest cigarette’s tax producing in Indonesia. Based on that statement, so Kudus regency government arrange policy of governor’s rule No 4 2013 about guidelines for the management funds for tax results and tobacco’s result in Kudus regency. With the presence of its management, it is expected can help to decrease amount of destitution, unemployment, and increase economic development in Kudus Regency. The purpose of this study is to know how the system of management and how management of guidelines for the management funds for tax results and tobacco’s result in Kudus regency. Which to answer about the purpose and problems in this study is by using governor’s policy No 4 2013 as reference of management system and management theory by George R Terry in describing guidelines for the management funds for tax results and tobacco’s result in Kudus regency. The method used in this study is qualitative method by the study’s object are BAPPEDA, SEKDA and Dinas Perinkop and UMKM as SKPD of guidelines for the management funds for tax results and tobacco’s result in Kudus regency. The result of this study showed that in the implementation based on governor’s policy No 4 2013. In program that is funded by guidelines for the management funds for tax results and tobacco’s result both physical and non-physical give big effect to mid- low economy’s public in Kudus regency. In its implementation is still met problem, so that the result is far of the target. The problem is like limitedness of human resource in several SKPD. This case can be seen from the activity that is not spread all over yet in Kudus regency and the performance accomplishment that is not spread all over carried out yet.

Information and Communication Technology/IC become very important in the globalization era. At this time begin to grow electronic government (e-gov) as the implementation of information and communication technology using in the Local and Province Government. One of the E-gov applications in the Government Organization, namely regional or provincial government websites. As do with the cultural and tourism agency in Central Java Province implementing government website as the simplest measure to see e-government, its contents still general formation that is needed by the community as the information seekers. The problem is how to manage e-Gov Government-to-Citizen (G2C) model web based in The Culture And Tourism Agency in Central Java Province. This research aim to explain management functions related to e-Gov implementation and to analyze the factors that become an obstacle in the e-Gov management web in The Culture and Tourism Agency in Central Java Province. To answer this problem is by using management function from G.R. Terry. This study used a qualitative exploratory design research. The results of this research showed that e-Gov management based on the web model G2C in The Culture and Tourism Agency in Central Java Province located in the second stages, namely ripening. This condition can be seen from the planning, organizing, actuating and controlling in the culture and tourism Agency in Central Java Province. The management obstacle of e-Gov management based on the web model G2C in The Culture and Tourism Agency in Central Java Province Agency is seen from the process of planning, organizing, actuating, controlling is not yet reached the maximum in overall. Human resources have not been fullest, lack of socialization for the community, sectoral ego in several government local agencies, and lack of budgets from the local governments. There are some improvement and change management in some aspect of planning, organizing, actuating, and controlling. Improving socialization for the community, the existence of a good budget planning, and improving the capabilities of employees is the suggestions to improve.

The role of green public space in our urban environment isas an important provider of ecological functions such as preventing flood, reducing air pollution, and reducing the temperature of the air. The Government of Semarang city publish the local regulation of Semarang number 7 in 2010 about a regulation of arrengement of green space as one effort to resolve arrengement green open sapce in Semarang. There is still a lack of green open space in Kecamatan Candisari which is the background of this research. The research is aimed to evaluate impact the local regulation of Semarang number 7 in 2010 about a regulation of arrengement of green space in district Candisari, Semarang. The implementer in this policy is the Bappeda, Department of Spatial Planning, Department of Housing and Settlements, and Department of Enviroment of Semarang City. The research uses the principal of policy implementation according to Riant Nugroho like, right policy, proper executor, right target, right environment, and proper process and impact evaluation according to Samudra Wibawa of authority like, individual impact, organization and group impact, society impact and social impact culture. The research method is qualitative and the data collection techniques are interviews, observation, and documentation. The results of the local regulation of Semarang number 7 in 2010 about a regulation of arrengement of green space in Candisari district is not maximum with the goals. This is due to the lack of green open space and lack of public participation in increasing green open space on social life in Candisari District.

In any organization man holding a very important role. Humans can said force middlemost as an engine of an organization organizations, to accomplish a purpose where supported with human resource quality. Performance bpbd central java provinces less than optimal, because human resources and the less employees still lacking conformity with capability owned thus causing the low in resolving their jobs.Research purposes to test the relation between a style of leadership and motivation with the performance of employees, both in partial and simultaneous. Type this research using eksplanatori with a sample of 62 people by the use of sampling saturates. Engineering analysis used is a technique analysis rank kendall and concordance kendall, used to know the whereabouts the relations between variables.The result showed that. The employee performance disaster management agency of the province of central java overall good likewise with motivation work civil servants who are high but the style of leadership is not appropriate because the rates of ripeness employees were heading high but orientation duty high and orientation relations low. The results of the test hypotheses indicates that there is a relationship between the style of leadership by the employee performance in regional disaster management agency of the province of central java. Shall be proven with a price z-hitung ( 3.52 ) > Zt5% (1,96) and sig of 0,001 < 0.05, there is a relationship between motivation with the performance of employees in regional disaster management agency of the province of central java. Shall be proven with a price z-hitung (2,94) > Zt5% (1,96) and sig of 0,007 < 0.05, there ' s a style of leadership, and motivation employees jointly having relation to the employee performance, can be proven by the test 2 known that the 2h of 72,224 > 2 t5% (43,1).Education and training needs to be done, the delivery of a duty that clear to improve understanding employees against their jobs. Leaders must be willing to listen and receive complaints and advice from employees.. Reviewing the health insurance, and necessary briefing.
