Abstract

This study aims to analyze the management of archivist resources at the General Secretariat of the Indonesian National Police (Polri), focusing on enhancing the competence and career development of archivists. Archivists play a vital role in maintaining the integrity and accountability of records as part of public administrative services. However, Polri is facing a crisis due to a shortage of competent archivists, exacerbated by the low interest among personnel and negative stigma associated with the archivist profession. Through a qualitative descriptive approach, this study identifies inhibiting factors and formulates development strategies for archivist resources based on a merit system. The findings indicate that training, competency certification, and regulations equivalent to other functional positions are essential to improving the professionalism and attractiveness of the archivist position within Polri.

Abstract

The implementation of a merit system is a crucial component in enhancing the professionalism and competency of civil servants within government institutions. This study explores the strategy for applying the merit system within the Inspectorate of the Special Capital Region (DKI) Jakarta Province. The research is driven by the gap between regulatory mandates and the actual application of merit principles in staffing processes, such as recruitment, promotion, and placement, which often remain inconsistent with employee competencies. Using a qualitative descriptive approach, the study collects data through interviews, observation, and document analysis involving key informants from the DKI Jakarta Inspectorate and related agencies. The findings reveal that although legal frameworks and policies supporting meritocracy are already in place, such as the Peraturan Gubernur No. 8 Tahun 2022 and the Keputusan Gubernur No. 120 Tahun 2022, several challenges persist. These include insufficient talent management practices, lack of transparency, limited public oversight, and internal resistance to change. The study proposes strategic recommendations to optimize the merit system, emphasizing competency-based human resource management, enhanced supervision, talent pool development, and institutional capacity building. The results are expected to provide insights for public HR policy formulation and serve as a reference for improving bureaucratic performance through merit-based governance.

Abstract

This study aims to analyze the impact of the implementation of the Family Hope Program (PKH) in West Java, focusing on factors that influence its effectiveness and efficiency. Using a qualitative approach, this study explores various dimensions that play a role in the success of the program, such as organizational capacity, coordination between institutions, communication, and the role of the community in the implementation process. This study combines primary data obtained through in-depth interviews with key informants, such as Village Heads, PKH Coordinators, and Beneficiary Families (KPM), as well as field observations, with secondary data collected from related documents and previous studies. The results of the study indicate that various challenges in the implementation of PKH in West Java, such as inaccuracy in determining the target of beneficiaries, the length of time required for registration, and difficulties in graduating KPM, are greatly influenced by the dimensions of Organization, Interpretation and Application. In addition, the lack of coordination between institutions and limited resource capacity at the local level have slowed down the program implementation process. This study provides insight into the need for reform in the management and evaluation of PKH so that this program can be more effective in achieving its goals of empowering poor communities and improving the welfare of beneficiary families in West Java.

Abstract

This study explores the implementation of collaborative governance in preventing sexual violence against women and children in West Java Province, Indonesia. Using a descriptive qualitative approach, the research focuses on multi-stakeholder collaboration involving government agencies (e.g., DP3AKB, UPTD PPA), civil society organizations, academics, the private sector, and the media. Data collection methods include literature review, passive observation, semi-structured interviews, and documentation. The analysis employs the interactive model of Miles and Huberman, emphasizing data reduction, display, and conclusion drawing. The findings reveal that although formal regulations such as regional laws and governor decrees exist, practical implementation is still constrained by fragmented coordination, limited trust, and unequal stakeholder participation. DP3AKB functions as a facilitative leader in coordinating various actors, yet challenges remain in institutional design and sustaining a collaborative process. The study concludes that collaborative governance, supported by the Pentahelix model, holds significant potential for advancing preventive strategies, but requires stronger mechanisms for dialogue, trust-building, and inclusive decision-making.

Abstract

Public service innovation in traditional villages is a practice that not only reflects responses to community needs but also results from unique local cultural, social, and legal dynamics. This study aims to explore and understand the phenomenon of public service innovation in the context of traditional villages in Indonesia through a Constructivist Grounded Theory approach. This approach was chosen because it is capable of exploring the subjective meanings and interpretations of indigenous communities regarding the public services they experience. The research uses a qualitative method with literature review as the primary data collection technique, which includes an examination of scientific sources related to grounded theory, the authority of traditional villages, and public service innovation practices. The findings reveal that public service innovation in traditional villages cannot be separated from traditional values, local deliberation, and unique socio-cultural structures. Case studies such as the Majelis Krama Desa (MKD) in North Lombok and the recording of traditional marriages by the Malay Customary Institution in Muaro Jambi demonstrate how public services are implemented through customary mechanisms that still accommodate principles of human rights and national law. The study concludes that the Constructivist Grounded Theory approach provides a relevant framework for understanding public service innovation based on local wisdom in traditional villages, and recommends the importance of cultural sensitivity and participatory dialogue in the design and evaluation of public policies in traditional areas.

Abstract

Food security is a critical agenda in sustainable development. However, Lebak Regency faces declining rice productivity due to limited land, restricted access to fertilizers, and pest attacks. The indigenous Kasepuhan Citorek community maintains a food system based on local wisdom, including traditional agriculture, shifting cultivation, customary rice fields, and leuit (rice barns) as food reserves, which support social, cultural, and ecological sustainability. This study analyzes the governance of Lebak Regency in promoting food security based on local wisdom through policies, institutional support, and synergy with traditional practices. A qualitative descriptive approach was employed, with data collected through in-depth interviews, field observations, documentation, and literature review, and analyzed using Miles and Huberman’s interactive model. The findings indicate that the local government has strategic regulations and institutional programs, yet implementation is limited by institutional capacity, coordination challenges, and rule–implementation gaps. Synergy between the government and indigenous communities through participatory approaches strengthens food security by integrating traditional practices with modern interventions. The success of food security based on local wisdom depends on sustained collaboration and harmonization between formal policies and customary practices.

Abstract

This study will examine the factors that serve as drivers and challenges for BRIDA North Minahasa Regency in the institutional transformation process, as well as the strategies implemented by BRIDA North Minahasa Regency to ensure the institutional transformation process runs optimally. This research uses a qualitative method, employing interviews and questionnaire completion with respondents who consist of officials from 1) BRIDA North Minahasa Regency, 2) North Minahasa Regional Development Planning Agency, and 3) the Deputy for Regional Research and Innovation – BRIN, along with document review. The results show that the challenges in the institutional transformation process lie in four main aspects: leadership, institution/organizational structure, human resources, and budget. The strategies used by BRIDA North Minahasa Regency in the transformation process are: 1) Encouraging the Master Plan and Roadmap for the Advancement of Science and Technology in the Region (RIPJPID) as a mandatory document to be considered in the preparation of the North Minahasa Regency Regional Medium-Term Development Plan (RPJMD) and the Strategic Plan (RENSTRA) documents of regional apparatus through the establishment of a North Minahasa Regent's Regulation; 2) Promoting the implementation of evidence-based policy in the entire process of regional development planning and implementation by accelerating the internalization of evidence-based policy principles to other regional apparatus organizations; 3) Providing assistance to the community to encourage a research and innovation culture to become a new culture in North Minahasa through breakthrough programs and activities that directly address community needs; and 4) Strengthening BRIDA's role as an orchestrator in building the research and innovation ecosystem in North Minahasa Regency through cross-sector collaboration.

Abstract

This study analyzes the implementation of the Archives Classification Policy based on the Surat Keputusan Kepala BRIN Nomor 224 Tahun 2022 at the National Research and Innovation Agency (BRIN) and its impact on the accessibility of research archives. Using a qualitative approach through field studies, data was collected through in-depth interviews, observations, and document reviews, then analyzed using Janowski's Digital Government model (encompassing digitization, transformation, engagement, and contextualization) along with a SWOT analysis. The research findings indicate that policy implementation has not been fully effective. The main challenges are multidimensional, including: (1) Digitalization Stage: low human resource readiness in digital literacy and metadata management, despite the availability of technological infrastructure; (2) Transformation Stage: resistance in work culture and weak discipline and personal accountability related to archiving; (3) Engagement Stage: top-down dissemination with minimal active employee participation; and (4) Contextualization Stage: classification policies that are too rigid and do not accommodate the diversity of research fields. This condition directly hinders the accessibility of research archives, impacting research efficiency, institutional transparency, and potentially leading to the loss of national knowledge assets. Based on a SWOT analysis, this study formulates a holistic and synergistic optimization strategy, including: (1) Technology-Based Strategy: integration of the SINAR-TNDE-SRIKANDI system, implementation of AI-based automatic classification, and development of an open metadata portal; (2) People-Based Strategy: tiered training programs, formation of digital champions, and a reward and punishment system; and (3) Policy-Based Strategy: development of function-based classification, standardization of access procedures, and integration of archives management into the research cycle. This recommended implementation model is expected to create an effective, adaptive, and sustainable digital archiving system at BRIN, thereby supporting transparent and accountable national scientific knowledge governance.

Abstract

Stunting is a chronic nutritional problem that seriously impacts children's physical growth and cognitive development, and contributes to an increased risk of morbidity and mortality. Although the national prevalence of stunting shows a downward trend, the stunting rate in Pandeglang Regency remains relatively high, reaching 27.4% in 2022, exceeding the national and provincial averages. The Pandeglang Regency Government has implemented various stunting reduction programs through a convergence approach of specific and sensitive interventions. However, program implementation still faces various obstacles, such as limited resources, weak intersectoral coordination, low community participation, and a complex bureaucratic structure. This study aims to examine the implementation of the stunting reduction program by the Pandeglang Regency Health Office using George Edward III's policy implementation theory approach, which includes variables such as communication, resources, implementer disposition, and bureaucratic structure. This study uses qualitative methods to gain an in-depth and objective understanding of program activities through interviews, observation, and documentation. Data collected include written and spoken words, as well as observed actions, and is expected to represent actual conditions in the field. The research results show that the implementation of the stunting reduction program in Pandeglang Regency is highly integrated and has gradually succeeded in reducing stunting rates. Factors influencing the success of this implementation include communication, which in this case needs to be slightly improved and continuously enhanced. Resources, including human resources, are already very adequate in terms of both quality and quantity. Meanwhile, budgetary resources are sufficient and can support optimal program implementation. Policy implementers are dispositioned to have an appropriate team, strong commitment, and clear standard operating procedures (SOPs). The bureaucratic structure implements hierarchical coordination and conducts regular monitoring and evaluation.

Abstract

One of the top 5 tourist destinations with the highest oxygen levels in the world is in Indonesia, namely on Gili Iyang Island, Sumenep Regency, East Java. It is a nature tourism spot with high oxygen levels ranging from 20.9% to 21.5% and features the richness of local culture, adding to its appeal for visitors. However, these superior resources have not been managed well; there is no participation from the local community in developing the tourism industry, the uniqueness of local traditions, cuisine, and culture is not maximized. There is weak government support for tourism infrastructure, and there is no empowerment or development of the local community to support the tourism industry. Research objective: To develop a governance framework for tourism development based on community-based tourism (CBT) as a recommendation for reformulating the stages of sustainable tourism development, taking into account local wisdom as the main asset in enhancing the quality of the tourism industry on Oxygen Island, Gili Iyang. Research method: This study uses a descriptive qualitative method with an observational study, involving the observation of tourist behavior and interactions, tourism policies in Sumenep, the behavior of tourism-aware groups, and other stakeholders involved in tourism development.
