Abstract

This study is motivated by the importance of public service in realizing good governance. However, public service quality often remains challenging when implementing good governance principles. Therefore, this study aims to evaluate the application of five main principles of good governance—transparency, accountability, participation, responsiveness, and efficiency—to improve the quality of public services at the Surabaya City Revenue Agency. This study uses a qualitative method with a descriptive approach to identify and evaluate the success indicators of these five principles as applied in the agency. Data were collected through observation, interviews, and document analysis related to public services at the Surabaya City Revenue Agency. Results show that transparency in public services has reached 76%, indicating openness of information, though accessibility and completeness of data still need improvement. Accountability stands at 73%, highlighting a need for enhancement in accountability procedures. Community participation is recorded at 68%, indicating the need for increased accessibility and opportunities for public involvement. Responsiveness reaches 70%, which, while adequate, still requires improvements in responsiveness to public needs. Efficiency is at 72%, requiring simplifying procedures to accelerate service delivery. This study concludes that the application of good governance principles at the Surabaya City Revenue Agency is relatively well-implemented but requires improvements in several areas. To enhance public service quality, this study recommends developing an integrated online information system to support transparency, conducting public consultation programs and periodic satisfaction surveys to boost participation, and simplifying administrative procedures alongside digitalizing services to increase efficiency. By implementing these recommendations, it is hoped that the Surabaya City Revenue Agency can become more responsive, transparent, and efficient in serving the public, ultimately enhancing public trust in public services and achieving the goals of good governance optimally.

Abstract

Selo Tourism Village, located in Selo District, Boyolali Regency, holds significant potential to be developed as a sustainable tourism destination. This study aims to analyze the extent to which local community empowerment contributes to sustainable tourism development using Jim Ife's community empowerment theory. The focus of this study includes four main indicators: resources, opportunities, knowledge, and skills, as well as their impacts on economic, social, and environmental sustainability. This research adopts a qualitative method with a descriptive approach. Data were collected through in-depth interviews, direct observation, and documentation from key informants, including tourism managers, village authorities, and local communities. The findings indicate that the resource indicator has a success rate of 65%, particularly in increasing tourist visits and environmental awareness. The opportunity indicator achieved 60%, highlighting an increase in community participation in tourism activities, although technical training and job access still require improvement. The knowledge indicator reached 55%, especially in preserving local culture, though integrated marketing strategies need further development. Meanwhile, the skills indicator showed a success rate of 58%, with initial successes in digital promotion, but improvements in technological management and event organization are still needed. The study concludes that local community empowerment significantly impacts sustainable tourism development in Selo Tourism Village, despite areas requiring enhancement. Strategic recommendations include increasing resource allocation, providing more equitable training, and strengthening community capacity to professionally manage tourism potential. With these improvements, Selo Tourism Village holds great potential to become a leading tourism destination that supports community welfare, cultural sustainability, environmental preservation, and delivers positive economic impacts.

Abstract

This study aims to evaluate public service performance and community satisfaction at the National Land Agency (BPN) Surabaya, using the theoretical framework proposed by Dwiyanto in his book Reformasi Administrasi Publik (Public Administration Reform). Five key performance indicators—productivity, service quality, responsiveness, responsibility, and accountability—are used as the basis for analyzing the extent to which BPN Surabaya meets the needs and expectations of the community. This qualitative study employs data collection methods such as in-depth interviews, community satisfaction surveys, and document analysis. The findings indicate that productivity at BPN Surabaya needs improvement, as data from 2023 shows that 26.6% of land certification applications experienced delays beyond the targeted completion time. In terms of service quality, 72% of the respondents felt that the waiting room facilities were inadequate, significantly hindering user comfort. Responsiveness also requires attention, with 68% of the respondents reporting slow or inaccurate responses to inquiries or complaints. Regarding responsibility, 62% of the respondents stated that information related to procedures and requirements was unclear, highlighting the need for better internal supervision. Furthermore, accountability also needs enhancement, with only 60% of the respondents believing that information about costs and procedures was transparent, and 55% indicating that the complaint mechanisms were ineffective.

Abstract

The merit system must be implemented in all aspects of government organizations, both at the central and regional levels, including in human resource development by ensuring equal and objective opportunities for all state apparatus. This study aims to identify the implementation of the merit system in talent management for scholarship selection at the Directorate General of Budget, Ministry of Finance. Through a case study, this research examines how well merit principles such as fairness, transparency, objectivity, and accountability have been applied in the selection process. The results of this study are expected to contribute to improving the quality of governance, particularly in human resource management through the talent management program for scholarship selection.

Abstract

There are several problems with this collaboration: First, BKPM's authority is obtained through the Peraturan Menteri Energi dan Sumberdaya Mineral Nomor 19 Tahun 2020 concerning Amendments to the Peraturan Menteri Energi dan Sumberdaya Mineral Nomor 25 Tahun 2015 concerning Delegation of Authority to Grant Licensing in the Mineral and Coal Mining Sector in the Framework of Implementing Integrated One-Stop Services to the Head of BKPM (the Permen ESDM 19/2020) which was then emphasized by the Keputusan Presiden Nomor 1 Tahun 2022 concerning the Investment Task Force, but there is a problem that the granting of the delegation is not in accordance with the Government Administration Law. Second, the collaboration policy between KESDM and BKPM is not quite right if based on the Collaborative Governance theory proposed by Ansell and Gass, namely four variables consisting of initial conditions, institutional design, facilitative leadership and collaboration processes, from the data that the author found many companies that owned mining business permits (IUP) that were revoked by BKPM filed lawsuits at the State Administrative Court and the main topic of the lawsuit was the issue of BKPM's authority in the revocation. This study uses a qualitative descriptive method of analysis in the form of Ansell and Gass's theory of government collaboration, a review of government authority, and aspects of mining licensing. The conclusion of this study is that the Collaborative Governance policy between KESDM and BKPM is ineffective because there is a conflict of norms, and the strategy for effective collaboration is to obtain the basis for policy determination and an in- depth study of the philosophical, sociological, and empirical aspects.

Abstract

This study evaluates the implementation of the E-Mutasi application in the process of proposing periodic salary increases for Civil Servants (PNS) at the Regional Civil Service Agency (BKD) of South Kalimantan. The application is designed to enhance the efficiency of civil service administration through process digitalization, reducing the use of physical documents, and accelerating decision-making. The study employs a descriptive qualitative approach using observation and interviews. The findings indicate that the E-Mutasi application supports the principles of good governance, such as transparency, efficiency, and accountability, despite encountering technical challenges, including limited file upload capacity and insufficient training for new users. Recommended solutions include increasing server capacity, integrating the application with the employee information system, and providing continuous training for personnel administrators. With these optimizations, the E-Mutasi application is expected to improve the quality of public services and support bureaucratic reform toward better governance.

Abstract

Border areas have a strategic role in national development, including through the State Border Post which is designed to improve connectivity between countries and the social welfare of the community. This study aims to analyze the role of the Jagoi Babang State Border Post in supporting socio-economic development in the border area of ​​Bengkayang Regency, West Kalimantan. Using thematic analysis methods based on secondary data, this study explores community perceptions, policy effectiveness, and key challenges in managing the State Border Post. The results of the study indicate that although the existence of the State Border Post has increased access to basic infrastructure, such as electricity and roads, limited coordination between agencies and low skills of local communities are major obstacles. This study is relevant to fill the literature gap in border area management, as well as providing strategic recommendations for the government in increasing the role of the State Border Post to be more inclusive and sustainable.

Abstract

Flooding in South Kalimantan has become increasingly severe due to deforestation, inadequate infrastructure, and urbanization. This study analyzes strategies to mitigate floods through infrastructure strengthening and environmental conservation. Using a mixed-methods approach, the research identifies deforestation as a primary driver of flood risk, reducing the land's water absorption capacity and worsening runoff. Urban areas, particularly Banjarmasin and Martapura, experience recurrent floods due to outdated drainage systems incapable of handling extreme rainfall exacerbated by climate change. Infrastructure improvements, such as modernized drainage systems, dams, and embankments, are crucial but must be supported by conservation efforts. Reforestation, river restoration, and sustainable watershed management significantly reduce flood risks by enhancing ecological resilience. Collaborative governance involving government agencies, local communities, and private sectors is essential to address resource limitations and improve flood preparedness. This integrated approach combines infrastructure development and ecosystem-based solutions to create sustainable, long-term flood mitigation strategies. By prioritizing environmental restoration, adaptive infrastructure, and multi-stakeholder collaboration, South Kalimantan can enhance its resilience against flood disasters.

Abstract

This study aims to analyze the strategies implemented by the Archives and Library Office of West Bandung Regency in increasing public interest and reading culture. This study uses qualitative research methodology by using in-depth interviews, observation and document analysis as data collection techniques. The focus of the study included program identification, supporting factors and barriers in the implementation of literacy strategies. The key strategies implemented as a result of the study include the revitalization of Taman Bacaan Masyarakat (TBM), procurement of book collections of 11,612 titles and 47,035 copies, introduction of digital library services, and literacy campaigns through social media and local communities. contains Community. However, there are several obstacles that hinder the optimization of the program such as budget limitations, low community participation in literacy activities and the lack of qualified managers. Factors that support the implementation of this strategy include political support from the local government and the possibility of collaboration with various communities. This study recommends strengthening technology-based literacy programs, increasing the budget for purchasing reading materials and training library managers as strategic steps to overcome these obstacles. The results are expected to make a practical contribution to more innovative and sustainable literacy policies and serve as a reference for developing literacy strategies in other areas. Literacy is seen as an important element in supporting human resource development in West Bandung district.

Abstract

This study finds that transformational leadership plays a significant role in encouraging public policy innovation in Indonesia. This research is interesting because of its focus on transformational leadership as a driver of public policy innovation in Indonesia, which is relatively rarely studied in depth. This study uses a qualitative method that aims to explore a deep understanding of the phenomenon of transformational leadership and public policy innovation in Indonesia. Data collection was carried out through in-depth interviews with key informants and using data triangulation techniques. The results of the study show that transformational leadership plays an important role in encouraging public policy innovation in Indonesia. Transformational leaders are able to create a strong vision, motivate their subordinates, and encourage creativity and active participation in policy reform. Further research involving quantitative data and broader scope is needed to provide a deeper understanding of the effectiveness of transformational leadership in Indonesia.
