Abstract

Public services, particularly auction services at KPKNL Malang, still face various challenges such as a high volume of requests that is not proportional to service capacity, limited human resources, and technical issues in digital systems. These conditions lead to service delays, overload, and suboptimal service quality, ultimately affecting public satisfaction. This study aims to analyze the quality of auction services at KPKNL Malang and to formulate effective and efficient strategies for service improvement. The research employs a descriptive method with a qualitative approach through interviews, and analysis is conducted using the SERVQUAL concept and SWOT analysis. The results show that the overall quality of auction services is fairly good but not yet optimal, particularly in terms of reliability and service consistency. Supporting factors include strong organizational commitment, competent human resources, and technological support, while inhibiting factors include limited staff, high workload, and technical system constraints. The SWOT analysis places KPKNL Malang in an aggressive quadrant, indicating that the appropriate strategy is to leverage internal strengths to maximize external opportunities through improving human resource capacity, optimizing digital technology, and developing more transparent, efficient, and customer-oriented service innovations.

Abstract

The purpose on this study is to analysis the concept of empowerment of public transportation as an educational service in the border area. The focus of empowerment as an educational service is with the New Public Service paradigm. Public transportation empowered as an educational service in the border area is an interesting idea in the educational services needed. This study is used qualitative approach with constructivism paradigm to get the concept of empowerment publict transportation in educational services as an epistemology. The result of the study is the concept of empowerment focus on active participation to solve the problem itself and the development of local potential. The concept is used in the New Public Service paradigm to create opportunities for owners of public transportation to build community with a collaborative approach with parents and other owners of public transportation. The independent concept and prioritize on partnership between society and the owner of public transportation; however, the new public service paradigm limited listen society’s aspiration is not yet focused on providing facilities and collaboration between goverment with owner of public transportation, and society, such as subsidy programs and partnership with local governments to solve and provide educational services cheaply and safely. Whereas transportation for student is very important, not only as supporting infrastructure but also give many benefits in many aspects such as learning (student mobility, discipline, increasing student attendence, decresing drop out, supporting inclusion); Promotion (student engagement strategies); Protection, security, savety (anticipating juvenile delinquency, ensure safety and security); Maintain (maintaining rural transportation); and cost and welfare (affordable costs, and driver welfare)

Abstract

This study aims to evaluate the Rural Empowerment and Agricultural Development Scaling-up Initiative (READSI) program in Bone Bolango Regency using the CIPP (Context, Input, Process, Product) evaluation model. READSI is an agricultural-based poverty alleviation program funded by the International Fund for Agricultural Development (IFAD) through the Indonesian Ministry of Agriculture. The research employed a qualitative descriptive method through in-depth interviews, observation, and document analysis. The results indicate that: (1) Context evaluation identified key problems affecting farmers, including low production factors, unclear product pricing, limited access to capital, poor market literacy, weak financial literacy, and low human resources quality; (2) Input evaluation found that selected program activities — farmer group strengthening, field schools, agricultural inputs (saprodi) assistance, agricultural machinery, and basic infrastructure — were contextually relevant; (3) Process evaluation revealed that implementation used the Participatory Rural Appraisal (PRA) method with several challenges including low farmer participation, misuse of saprodi assistance, and difficulties in collecting mandatory 30% contributions for agricultural machinery; (4) Product evaluation showed mixed results — the 20% indicator for formal financial institution access was achieved (27%), while the targets for joint business (15.08%), formal business entities (0%), savings groups (73.02%), and good performance farmers (56%) remain unmet. The findings suggest the program needs enhanced monitoring and community trust-building strategies to improve outcomes.
