Abstract

Sebagai wilayah modal dalam hal penerapan syariat islam di Aceh, tentunya pendidikan dari dini merupakan hal yang paling utama. pendidian yang paling utama tersebut seharunya dimulai dari pendidikan yang lahir dan berkembang dalam kehidupan sosial masyarakat Aceh. pendidikan sosial tersebut tetnuanya ada pada pendidikan yang berlangsung dilevel paling rendah, yaitu rangkang. pendidikan dirangkang merupakan pendidikan yang diikuti oleh anak-anak usia dini. apakah pendidikan pada anak-anak usia dini mampu memberikan perubahan pada penerapan syariat Islam di Aceh? bagaimanakah yang harus dilakuan agar pendidikan di rangkang untuk usia dini bisa memberikan perubahan penerapan syari'at Islam di Aceh? metode yang digunakan adalah normatif, karena kajian mengenai rangkang ini belum begitu banyak ditemui baik di perpustakaan ataupun di jurnal-jurnal.

Abstract

Panitia Pengawasan Pemilu dalam melakukan pengawasan terhadap Pilkada Aceh 2012. Kajian mendukung di Kota Lhokseumawe. Fokus yang dikaji adalah tentang peran dan menyelesaikan Panwaslu dalam melakukan pengawasan, serta sistem yang digunakan untuk menyelesaikan konflik Pilkada. Kajian ini menggunakan teori demokrasi dengan bantuan beberapa konsep dukungan politik, pemilu dan konsep pengawasan. Kajian menggunakan kualitatif dengan pengumpulan data primer dan sekunder. Analisis kasus dilakukan. Ulasan yang dilakukan menunjukkan bahawa Panwaslu memiliki perlindungan yang dirancang khusus untuk keselamatan penyelamatan dan konflik pilkada dalam rangka penegakan peraturan perundangan dan juga membuat interaksi harmoni antara berbagai pihak yang terlibat dalam pilihan raya.

Abstract

Kajian yang dilakukan menunjukkan bahawa Panwaslu mempunyai mekanisme tersendiri untuk menangani berbagai penyelewengan dan konflik pilkada dalam rangka penegakan peraturan perundangan serta mewujudkan suasana harmoni antara berbagai pihak yang terlibat dalam pilihan raya. Dalam melakukan tugasnya panitia pilihan raya masih belum dapat melaksanakan fungsinya secara sempurna. Ini disebabkan dengan kondisi Aceh yang tidak aman dari segi politik ditambah lagi dengan peraturan perundang-undangan yang longgar. Misalnya dengan jumlah anggota panitia yang sedikit dan wilayah kerja yang luas serta wewenang yang terbatas dari panwaslu dalam melakukan tindakan terhadap setiap pelanggaran pilkada yang diajukan kepada polisi. Di mana panwaslu hanya mempunyai hak untuk mengajukan setiap perkara akan tetapi mereka tidak mempunyai wewenang penuh untuk melakukan desakan kepada Polisi supaya setiap perkara dapat diproses secepatnya. Waktu tugas panwaslu yang singkat juga menjadi hambatan dalam menjalankan fungsinya. Di mana setiap pelanggaran yang terjadi tidak dapat dikawal hingga perkara selesai diproses. Mereka bertugas satu bulan sebelum pilkada dimulai dan berakhir masa tugasnya tiga bulan setelah calon yang menang dalam pilkada dilantik. Dengan fungsi pengawasan yang lemah membuat tugas panwaslu kurang sempurna dan fungsi pengawasan belum dapat berjalan sebagaimana yang diharapkan.

Abstract

Sebagai Negara kesatuan tentunya pelaksanaan setiap program pemerintahnharus dilakukan pengawasan, Tidak terkecuali halnya dengan pengawasan Pemilukada di Kota Lhokseumawe. Terdapat beberapa persoalan dalam hal melakukan pengawasan yang dilakukan, penelitian ini mengangkat beberapa persoalan, dimana letak kelemahan pengawasan pemerintah, bagaimana metode pengawsan yang tepat dalam melakukan pengawasan yang tepat di Kota Lhokseumawe. Metodelogi yang dilakukan adalah dengan melakukan kajian normatif dan empiris di di kota lhokseumawe.

Abstract

Politic is the agenda of authority and power, but the most important thing of politics is how to rule or stay on power as long as possible and this stay on power thing is coloring most of human history by blood, war, destruction, and annihilation. Many terms coined from the absurdity of people try to gain the authority such as ethnic cleansing, genocide, atrocities, coup de tat, and many others, those terms show that human being is drawn into power and the possibility to rule other people as an absolute ruler, the discussion about politic should be seen from the perspective of human being willingness to be a ruler, seeing politic from morality agenda would be false and wrong because politic (how to rule people) is nothing to do with moral or ethical, even though many philosophers such as Plato and Al Faraby stood on the moral ground of politic is still unable to change the true face of politic, the power. Machiavelli, on the other hand, is not trying to beautify politic as a peak of civilization, but just an animal instinct of human being of pursuing alpha male status, and Machiavelli understood and explain to people how to be an effective ruler, but like in animal kingdom, an effective alpha male is the one who willing to draw the blood.

Abstract

This study aims to learn how to manage public roadside parking in an effort to increase Local Revenue from parking fees in Banda Aceh City and obstacles to managing public roadside parking in Banda Aceh City. This research method uses qualitative research methods with the type of descriptive research. The informants of this study consisted of the Banda Aceh City Transportation Agency, parking attendants, and the community. Data collection techniques are done by interview, observation, and documentation. The results of research that can be published on roadside parking by the Banda Aceh City Transportation Office have been classified as transparent because any information about roadside parking can be accessed directly by the public through the Banda Aceh City Transportation Department website but it is still lacking in transparency. Accountability Management of roadside parking is also full of responsibility because every service officer and parking attendant is given training and guidance and even supervision. The responsibility for parking management also exists because of the existence of faith in the form of reports with the help of community members who issue them. Parking management independence is seen as a compilation of decisions without personal interests so that one party is not interrelated if there is a parking attendant who has a problem. Monitoring activities of parking attendants and cracking down on parking attendants who have problems without any maintenance difference. The obligation to manage parking always takes into account the interests of the field and the community based on the principle of equality and fairness.

Abstract

The plan to hold simultaneous regional and national elections is an attempt to minimize the political party's inconsistencies and strengthen political parties in modern democracies. Political parties have a role not only to be the vote-seeking party and the office-seeking party but also to the policy seeking party. So it is very important to maintain professionalism through a harmonious relationship between the legislative-executive in the policy sphere. However, the 2017 Aceh Regional Election actually shows a number of things related to the portrait of a weakened political party that has an impact on the professionalism of the legislative-executive relationship during the administration. Based on these considerations, this paper will explain several things. First, factionalization of political parties ahead of the elections. Second, the phenomenon of parties who prefer to become a party supporting compared to the party supporting the elections, and Third, the phenomenon of the party and the opportunist elite. From these problems, local and national simultaneous elections are a necessity for the maturity of Indonesian political parties. If the national election is held for a difference of 2.5 years compared to local elections, this can affect the political map of the legislative-executive level from national to local. The idea of ​​a simultaneously local and national legislative-executive election mechanism carried out per 2.5 years will have an impact on two things: First, reducing the chance of factionalizing political parties. Second, to reduce the number of parties in parliament that not only strengthen the presidential system in parliament, but also the harmonization of governance at the regional level.

Abstract

The current political campaign has developed taking advantage of technological developments. New campaign platforms are provided by technological sophistication that makes it easier for people to access social media, which is then used by political elites to maximize social media opportunities for campaigns. The electoral strategy is needed by every candidate participating in the general election, as well as by candidates for regional leaders who participate in the regional election campaign, including Victory-Joss, who participated in the 2018 NTT Pilgub Competition. must try to reach the entire NTT region, which is an island province, in order to introduce itself, to convey political messages to almost all NTT people so that they can become better known and all their best intentions for NTT can become known. This requires an expansion of Victory Joss campaign teams, social media as one of the Victory Joss campaign packages, to reach the broader community. The aim of this study is to find out and explain how Victory-Jos became politically active in the regional elections in the province of East Nusa Tenggara in 2018 via social media. As research, qualitative research is used. The data in this study was collected through interviewing techniques and document collection. The results showed that the campaign strategy through online media running on the Victory Joss package was to form a media team using social media as a media campaign for Victory Joss packages. This media team then went through the Agenda Setting, Framing, and Priming mechanisms to pack The focus of the Victory Joss package to be promoted on social media includes product orientation, candidate orientation, and ideology orientation, to promote positive public opinion on Victory-Jos to influence. Social Media Reached Victory-Jos's winning team consists of five social media commonly used by the community, namely Facebook: @ Victoryjoss4NTT, Twitter: @Victory_joss, Instagram: @Victory_joss, and Youtube: Victory-Joss.

Abstract

The Signing of a National Disaster (Covid-19) as a National Disaster through Presidential Decree Number 12 of 2020 Determination of Non-Disaster in the Spread of Covid-19 as a National Disaster. All efforts that are being made right now are being carried out by the government through social measures to distribute the outbreak virus, of course, it will have an impact on the community in taking the call. The "Simalakama" option. Staying at home incapacitated, supported, then threatened with death. Or get out of the house to make a living to meet the needs of the family, threatened by the coronavirus, then threatened with death. This study discusses the role of zakat as a means of helping people who consider Covid-19. The research method used is descriptive qualitative data collection from articles, media, and libraries. The results of this study To overcome this Co-19 pandemic, zakat becomes one of the means to help people who face this disaster. Even the government through the Indonesian Ulema Consultative Council (MUI) has issued its fatwa so that zakat mal can be issued as soon as possible and must wait for a full year, as well as the nature of zakat issued at the end of Ramadan can be issued at the beginning of Ramadan. Thus, asking for zakat can be adjusted to the people who need assistance in this Covid-19 epidemic.

Abstract

Banda Aceh is one of the cities in Aceh Province which is classified as a heterogeneous population, in addition to being caused by its position as the capital of Aceh Province, Banda Aceh is also known as a student city and a business city and a major tourist destination. Of the 259,913 inhabitants of Banda Aceh in 2018, they came from various ethnicities and even different religions. In addition, there are several non-Muslim houses of worship, there are also no strict rules governing residences. As a result of community, traffic is less regular, so that opportunities are open for various kinds of violations of the law and crime rates. But there is one interesting thing in Banda Aceh, even though the population is heterogeneous from various ethnic and religious lines, the role of local residents (indigenous people) is not too prominent. In Banda Aceh, the primordial system did not occur as in other regions. The life of the people who are aware of diversity is exemplary, but this does not mean that the negative side and social crisis are not at all. The results of the study found that crisis socio-cultural and legal awareness in Banda Aceh was rather alarming and needed government attention early on. Promiscuity, hanging out in cafes until late at night, even into the morning is a new culture that denies the values ​​of education. Another wrong or mistaken culture is infected with a culture of lazy learning scientifically, a culture of materialist life, and scolding greetings by using the Islamic version of greetings gradually starting to be abandoned. The methodology used in this study is qualitative descriptive.
