Abstract

Tujuan dari penelitian ini adalah untuk mengevaluasi kebijakan Penyetaraan Jabatan Administrasi ke dalam Jabatan fungsional di lingkugan Pemerintah Kota Serang. Peneliti menggunakan metode penelitian kualitatif dengan teknik pengumpulan data secara triangulasi. Dari hasil penelitian awal ditemukan bahwa terdapat gap dari dilaksanakannya penyetaraan jabatan administrasi ke dalam jabatan fungsional. Gap yang ditemukan diantaranya banyaknya pejabat administrasi yang dapat disetujui disetarakan dengan catatan telah mengikuti uji kompetensi jabatan fungsional, terdapat pejabat administrasi yang dapat disetujui disetarakan dengan catatan telah menempuh Pendidikan Strata 1, kurangnya pemahaman pejabat administrasi yang terdampak penyetaraan jabatan terhadap tugas pokok dan fungsi pada jabatan fungsional yang diamanatkan kepadanya, serta Pejabat Fungsional hasil penyetaraan jabatan diberikan tanggung jawab serta kewenangan sebagai sub koordinator yaitu melaksanakan fungsi administrator dan pengawas seperti jabatan yang telah melekat sebelumnya

Abstract

West Sumatera Province is one of the 15 provinces with the highest slum area in Indonesia. The city of Padang, as the largest city and the provincial capital, has a number of slum areas with an area of 122.33 ha. Of the 22 Kelurahan in Padang, one of the widest slum areas is in the Kelurahan Binuang Kampung Dalam. The KOTAKU program is then present to direct and synergize all forms of collaboration between parties to prevent and improve the quality of slum settlements, especially the community as active development subjects. Within two years, the KOTAKU program initiated CFW (Cash For Work) and Sanitation Assistance activities with a total budget of nearly one billion by involving the full participation of the people there. This thesis aims to analyze how effective and the inhibiting factors of the KOTAKU Program are in dealing with slum settlements in Binuang Kampung Dalam Village. This study used a descriptive qualitative approach, and the method of selecting informants used a purposive sampling technique with the method of measuring program effectiveness using the Pentagonal Assets 7 Indicators. The results showed that the implementation of the KOTAKU program in Binuang Kampung Dalam Kelurahan focused on road repairs with a volume of 2,352.4 meters, drainage improvements with a volume of 275.7 meters, community capacity building 1 package, and sanitation improvement assistance to 100 families. However, the KOTAKU program is still considered less effective, because it does not bring changes to the other three indicators. The factors inhibiting the effectiveness of the program are the absence of programs on the indicators of building order, waste management and fire protection and the slow disbursement of funds

Abstract

This study aims to determine the process of utilizing village funds, the type and amount of infrastructure built and the amount of funds used for infrastructure development and to find out the implications of having village funds for infrastructure development on community participation in Nagari Bisati, sub-district VII Koto, Padang Pariaman Regency. This research uses the case study method because this research aims to understand the object it is researching, in this case community participation in the village of Bisati in building village infrastructure, especially roads, bridges and irrigation after village funds can be used to build the infrastructure. The procedure for obtaining qualitative research data, from case studies obtained from interviews, observations and archives. Data collection will be carried out using 2 (two) methods/techniques, namely to obtain primary data, in-depth interviews will be carried out with key informants. To obtain secondary data, documentation techniques will be used. From the results of research that has been carried out, the management and utilization of village funds in Nagari Bisati has been carried out well, starting from planning to accountability as measured by the principles of transparency, accountability, participation as well as order and discipline to give good results and values. The planning process, which begins with rembuk korong, is a way to pick up people's aspirations from the bottom up, which is one of the keys for successful development. Because the community itself knows their needs, problems and abilities. The implications of using Village Funds for community participation in Nagari Bisati are very good. With village funds, the community is more motivated to develop. This can be seen by the large number of people who donate their land without being paid, labor, materials, food and drink, and money. People overseas send money to purchase materials. The term "badoncek" or together to donate money, both people who live in villages and abroad, which are well known in Padang Pariaman, are still well maintained, especially on holidays (Eid).

Abstract

This study discusses the role of the community in developing the Kapalo Banda tourist attraction in Nagari Taram, Fifty Cities District. The results of this study are described in several formulations of the problem, namely what local people do to the Kapalo Banda Tourism Object so that it becomes an attraction for tourists and with the development of the Kapalo Banda tourism object, what benefits do the local community get. Based on the existing problems, this study aims to describe what the local community plays in supporting the development of the Kapalo Banda tourist destination and obtain information about the benefits obtained by the local community with the development of the Kapalo Banda tourist attraction. This research is a research conducted using a combined quantitative and qualitative approach. While the research method used is a case study method using observation, interviews, and documentation. The results of this study indicate that there are five roles of the community in managing tourist destinations a) as Initiators b) as Executors c) as Participants d) as observers/supervisors e) as Beneficiaries and a tourist attraction will develop if the community is involved in the whole process. The community must play a role in developing tourism objects where the goal of increasing community welfare is a priority in developing tourism objects in tourist villages.

Abstract

This study aims to assess and analyze the class ability of farmer groups in Sijunjung District, West Sumatra. The research was conducted for three months, from September to November 2022 in farmer groups from 4 sub-districts: Sijunjung sub-districts, IV Nagari sub-districts, Koto VII sub-districts, and Tanjung Gadang sub-districts. The population of this research was all farmer groups in Sijunjung District. Furthermore, samples were randomly selected using the Slovin formula, and 92 samples were assessed using a questionnaire/assessment guide. Then the score of each group was calculated and grouped into four classes of farmer group abilities. The determination of respondents was proportional to the class level of the farmer group, namely beginner, advanced, intermediate, and main classes. Analysis of farmer group ability class referad to the guideline of farmer group class ability (Regulatory chief BPPSDMP : 168/Per/SM.170/J/11/11), namely assessment in planning, organizing, carrying out activities, controlling and reporting, and developing farmer group leadership. The results of calculating scores are grouped into several ability classes, which are then used for developing strategies like coaching, escorting, and mentoring. There ware: 28 farmer groups (30.4%) which were beginner class, 57 groups (62%) of advanced class, and seven groups of farmers (7.6%) were middle class. Mean while, there were no farmer groups in the main class. Regarding planning activities obtained a total score of 38.57; organizing activities of 54.28; the ability to carry out activities 37.52; activity reporting of 5.22; and developing the leadership of 11.51. Abstract

Tulisan ini bertujuan untuk menganalisis penerapan kewajiban pembinaan terhadap residivis narkotika di Rutan Kelas IIB Siak Sri Indrapura; menganalisis faktor yang menghambat; serta menganalisi upaya mengatasi hambatan.Tulisan ini merujuk pada Teori Negara Hukum, Teori Efektivitas Hukum dan Teori Pembinaan. Populasi dan sampel berasal dari narasumber–narasumber yang relevan dengan penelitian. Sumber data yang digunakan adalah primer, sekunder dan tersier; teknik pengumpulan data: observasi, wawancara terstruktur dan studi dokumen (kepustakaan). Hasil penelitian diketahui bahwa Penerapan kewajiban pembinaan residivis narkotika di Rutan Kelas IIB Siak belum terlaksana dengan baik. Hal tersebut dibuktikan pada tahun 2021 samapi 2023 masih ada residivis narapidana tindak pidana narkotika di Rutan Kelas IIB Siak Sri Indrapura yang tidak mau mengikuti pembinaan sebagaimana telah diwajibkan dalam Pasal 11 ayat (1) Undang-Undang Nomor 22 Tahun 2022 tentang Pemasyarakatan, menyatakan bahwa: “setiap narapidana wajib mengikuti secara tertib program Pembinaan

Abstract

This article analyzes the impact of leadership style at Madrasah Aliyah Negeri 1 Bukittinggi. The focus is on six main leadership styles, namely transformational, transactional, autocratic, charismatic, bureaucratic and democratic. This article has provided in-depth insight into leadership styles; Democratic, transformational, bureaucratic and autocratic leadership have a positive impact on the performance of Madrasah Aliyah Negeri 1 Bukittinggi teachers. In this article, analysis of primary data and secondary data has been carried out. The analysis uses a quantitative approach, with the help of a survey instrument, based on a questionnaire survey. Secondary research has been conducted through a review of previously established literature to achieve the research objectives. The results of this article suggest that charismatic, bureaucratic and transactional leadership styles have a negative relationship with performance. Transformational, autocratic and democratic leadership styles, on the other hand, have a positive relationship with the performance of Madrasah Aliyah Negeri 1 Bukittinggi.

Abstract

Penelitian ini ditujukan melahirkan model rekomendasi kebijakan atau regulasi pelayanan terintegrasi untuk pelaku-pelaku UMKM, serta tantangan dan dukungan untuk pelaku UMKM kecamatan Binawidya kota Pekanbaru. Kantor kecamatan Binawidya diharapkan menambahkan pusat (sentral) pelayanan publik bagi pelaku UMKM meliputi jenis pelayanan NIB, NPWP, BPOM, HKI, SIUP. Kendati demikian unit-unit pelayanan UMKM ada pada instansi-instansi yang berbeda namun pemerintah kecamatan diharapkan dapat mengintegrasikannya kebutuhan layanan masyarakat dalam bentuk pelayanan satu atap atau satu pintu yaitu diselenggarakan oleh petugas atau operator kecamatan baik secara online maupun offline. Pelayanan terintegrasi dilakukan agar memberikan kemudahan bagi pelaku UMKM untuk mendapatkan layanan administrasi (izin operasional) dan izin edar ( izin produk dikomsumsi atau dipakai). dengan adanya pusat layanan UMKM terintegrasi tersdia dikantor kecamatan, sehingga dapat mewujudkan kemudahan pemerolehan pelayanan untuk pelaku-pelaku UMKM dalam menjalankan dan mengembangkan usaha-usahanya.

Abstract

This study aims to learn how SMP Negeri 5 Bukittinggi's school principal uses their leadership style to make decisions about disciplinary violations. This exploration is subjective examination, as a contextual investigation. In this exploration, the school head, teachers and understudies were the asset people. In this examination, information was gathered through interview strategies, perception and documentation. The strategy utilized is source triangulation. The discoveries from the examination express that 1) The school head's dynamic cycle depends on recognizing issues in regards to infringement of educator and understudy discipline, where the outcomes show that the chief carries out a technique by gathering the infringement into gentle, moderate to serious classes and afterward deciding suitable authorizations. will be given. Abstract

Kepemimpinan Kepala Urusan Tata Usaha (KAUR) dalam konteks manajemen berbasis sekolah memiliki peran yang krusial dalam meningkatkan kinerja dan efektivitas sekolah. Artikel ini menguraikan konsep kepemimpinan KAUR dalam manajemen berbasis sekolah, menyoroti berbagai aspek yang perlu diperhatikan untuk mencapai tujuan pembelajaran yang optimal. Pertama, artikel ini membahas peran Kepala Urusan Tata Usaha dalam membentuk iklim kerja yang kondusif untuk kegiatan belajar-mengajar. Kepemimpinan yang efektif dari KAUR dapat menciptakan lingkungan yang mendukung motivasi dan kesejahteraan bagi seluruh anggota sekolah. Kedua, fokus juga diberikan pada kemampuan Kepala Urusan Tata Usaha dalam merancang dan mengelola keuangan sekolah dengan efisien. Manajemen keuangan yang baik akan memberikan dukungan materi yang memadai untuk kegiatan pembelajaran dan pengembangan sekolah. Selanjutnya, artikel ini menggali strategi kepemimpinan KAUR dalam pengelolaan sumber daya manusia, termasuk rekrutmen, pengembangan karyawan, dan manajemen konflik. Kepemimpinan yang mampu memotivasi staf sekolah dan mengelola konflik secara konstruktif akan meningkatkan kualitas kerja dan kesejahteraan bersama. Terakhir, penekanan diberikan pada peran Kepala Urusan Tata Usaha dalam membangun kemitraan dengan stakeholder sekolah, termasuk orang tua, masyarakat, dan pihak terkait lainnya.
