Abstract

Schools in Indonesia have begun to instill the importance of literacy to the school community. The School Literacy Movement is one of the programs held in almost every school in Indonesia. At SMA Alfa Centauri using a paid website called X-Reading. X-Reading was only used at Alfa Centauri High School in the middle of the school year. The purpose of this research is to find out how to use X-Reading and how to use X-Reading. The method used in this study is a qualitative descriptive method with the type of observational research analyzed based on two main variables in TAM theory, namely perceptions of ease of use and usefulness of use. The use of X-Reading at SMA Alfa Centauri is used as a GLS and as a facility for students to improve their English skills. With a clear and easy to understand display and many useful features, it can make it easier for students and teachers to use X-Reading. The many benefits obtained by using X-Reading are making it easier to read books, improving English skills, making it easier for teachers to give English assignments, as LMS, and as additional recreation for students. Obstacles as additional recreation for students.

Abstract

Health centers in the JKN/BPJS system have a major role in BPJS health participants. Quality services are services that must have basic requirements, namely, available and sustainable, easily accessible, easily accessible, acceptable and reasonable, and of good quality. The decline in the quality of FKTP can affect the calculation of capitation payments for FKTP. According to Article 4 of BPJS Regulation Number 7 of 2019 concerning Instructions for Implementation of Performance-Based Capitation Payments at first-level health facilities, the contact number is one indicator to see the utilization of the Puskesmas. If the quality of FKTP services decreases, it will certainly have an impact on the number of patient contacts with FKTP. Other impacts that arise are such as reduced capitation payments which have an effect on labor intensiveness in FKTP. This can cause a sense of injustice to the rights that should be obtained. This study aims to analyze the relationship between the Puskesmas and the Social Security Administering Body based on the Regulation of the Social Security Administering Body Article 4 Number 7 of 2019 and to find out the ideal concept of the relationship between the Puskesmas and the Social Security Administering Body based on Indonesian Positive Law. The research method used by the author is normative research which is carried out by finding the rule of law, legal principles, or legal doctrines, as well as searching literature using data bases to answer legal issues faced in writing. The application of the tariff applied by BPJS to Puskesmas is a capitation system, in which the payment of claims in advance every month at health facilities is based on the number of patients who register at the health facility without calculating the type and number of health services provided. This system is effective but pressures health facilities to serve with claims below the basic cost of health services so that health facilities are resistant and provide services that are meager and tend to be poor. Therefore, more effective policies are needed so that equality occurs in order to create good quality in health services. Policies related to the relationship between Puskesmas and BPJS must be based on the basis of the obligations of the State of Indonesia in guaranteeing the right of the people to obtain proper health services in accordance with Article 28 H and Article 34 of the 1945 Constitution of the Republic of Indonesia, as well as reviewing the responsibilities of the Government and the Government. Regions to provide health facilities that meet these standards and cooperate with BPJS Health in accordance with Articles 35 and 36 of Presidential Regulation Number 111 of 2013 concerning JKN.

Abstract

Penelitian ini membahas implementasi pemberian bantuan hukum kepada Aparatur Sipil Negara (ASN) yang bergerak di sektor tenaga kesehatan di Kabupaten Kampar, dengan merujuk pada Undang-Undang Nomor 5 Tahun 2014 tentang ASN. Dalam paradigma negara hukum dan demokrasi, pemberian bantuan hukum menjadi krusial untuk memastikan perlindungan hak-hak hukum ASN. Kendala-kendala seperti kurangnya pemahaman ASN terhadap hak mereka, aspek administratif dan prosedural yang kurang jelas, serta keterbatasan anggaran menjadi fokus penelitian. Metode penelitian melibatkan analisis dokumen hukum, wawancara dengan pejabat terkait, dan survei ke ASN di Kabupaten Kampar. Hasil penelitian menunjukkan adanya tantangan dalam pemahaman ASN terhadap hak mereka untuk mendapatkan bantuan hukum, disertai dengan kendala administratif dan keterbatasan anggaran. Meskipun Pemerintah Kabupaten Kampar telah melakukan upaya seperti program edukasi, transparansi prosedur pemberian bantuan hukum masih perlu ditingkatkan. Penelitian ini menekankan pentingnya keterlibatan aktif pihak hukum pemerintah dan inisiatif sukarela ASN dalam meminta bantuan hukum. Evaluasi dan penyesuaian mekanisme pemberian bantuan hukum di Kabupaten Kampar menjadi kunci untuk memastikan hak-hak hukum ASN, terutama yang bergerak di bidang kesehatan, terlaksana sesuai dengan ketentuan undang-undang yang berlaku. Implikasi temuan ini dapat menjadi dasar bagi perbaikan kebijakan dan langkah-langkah konkretdalam meningkatkan efektivitas pemberian bantuan hukum di lingkungan ASN Kabupaten Kampar

Abstract

Tujuan dilakukannya penelitian ini adalah Untuk Menganalisis Implementasi Kelengkapan Persyaratan Penyelesaian Tindak Pidana Penganiayaan Berdasarkan Restoratif Justice Di Kota Pekanbaru Berdasarkan Peraturan Kepolisian Nomor 08 Tahun 2021 Tentang Penanganan Tindak Pidana Berdasarkan Keadilan Restoratif. Untuk Menganalisis Hambatan Dan Upaya Mengatasi Hambatan Dalam Implementasi Kelengkapan Persyaratan Penyelesaian Tindak Pidana Penganiayaan Berdasarkan Restoratif Justice Di Kota Pekanbaru Berdasarkan Peraturan Kepolisian Nomor 08 Tahun 2021 Tentang Penanganan Tindak Pidana Berdasarkan Keadilan Restoratif. Metode yang dipergunakan adalah penelitian hukum sosiologis. Berdasarkan hasil penelitian diketahui bahwa Implementasi kelengkapan persyaratan umum penyelesaian tindak pidana ringan berdasarkan Restorative justice menurut Peraturan Kepolisian Negara Republik Indonesia Nomor 08 Tahun 2021 bahwa penyelesaian yang adil dan memulihkan hubungan antara pelaku, korban, dan masyarakat. Kelengkapan persyaratan umum tersebut mencakup proses mediasi, pertemuan antara pelaku dan korban, kesepakatan bersama, peran aktif dari petugas penyelesaian sengketa dalam membantu proses tersebut, serta perlindungan hak-hak korban. Abstract

Penelitian ini mengevaluasi implementasi tanggung jawab pemerintah daerah terhadap pasien gangguan jiwa di Kabupaten Kampar, dengan merujuk pada Undang-Undang Nomor 18 Tahun 2014 tentang Kesehatan Jiwa. Penelitian ini merupakan penelitian hukum sosiologis dengan pendekatan yuridis empiris, menggunakan data primer yang dikumpulkan melalui penelitian lapangan. Hasil penelitian menunjukkan bahwa tanggung jawab pemerintah daerah diimplementasikan melalui berbagai strategi, termasuk upaya kesehatan (Promotif, Preventif, Kuratif, dan Rehabilitatif), penyediaan sarana dan prasarana, serta penanganan ODGJ terlantar. Meskipun demikian, beberapa hambatan mengemuka, seperti ketiadaan Peraturan Daerah tentang Kesehatan Jiwa, minimnya pembiayaan kesehatan jiwa, dan stigma masyarakat terhadap penderita gangguan jiwa. Untuk mengatasi hambatan tersebut, upaya perbaikan dilakukan, seperti peningkatan sosialisasi kepada masyarakat, kunjungan ke keluarga pasien, dan peningkatan alokasi dana Bantuan Dana Operasional Kesehatan (BOK). Meskipun implementasi tanggung jawab pemerintah daerah telah memberikan kontribusi positif, penelitian ini merekomendasikan perluasan upaya sosialisasi, perumusan Peraturan Daerah yang mendukung, dan peningkatan pembiayaan kesehatan jiwa untuk meningkatkan kualitas layanan kepada pasien gangguan jiwa di Kabupaten Kampar.

Abstract

In Law of the Republic of Indonesia Number 22 of 2009 concerning Road Traffic and Transportation, accidents are also divided into several levels/categories regulated in Article 229 of Law of the Republic of Indonesia Number 22 of 2009 concerning Road Traffic and Transportation concerning Road Traffic and Transportation, including: Minor Traffic Accidents (an accident that results in damage to vehicles and/or goods). The purpose of this research is to analyze the application of degrees of minor injuries to traffic accident victims in Siak Regency based on the Law of the Republic of Indonesia Number 22 of 2009 concerning Traffic and Road Transport regarding traffic, to analyze obstacles and efforts to overcome obstacles in the application of degrees of minor injuries to victims. Traffic Accidents in Siak Regency Based on Law of the Republic of Indonesia Number 22 of 2009 concerning Traffic and Road Transport Concerning Traffic. The method used is sociological legal research. Based on the research results, it is known that the application of degrees of minor injuries to traffic accident victims in Siak Regency based on the Law of the Republic of Indonesia Number 22 of 2009 concerning Traffic and Road Transport regarding traffic has not been implemented optimally because the application of degrees of minor injuries is only regulated in the law. Republic of Indonesia Number 22 of 2009 concerning Road Traffic and Transportation concerning Road Traffic and Transportation, while the application of degrees of minor medical injuries is not regulated in Law Number 17 of 2023 concerning Health or the New Criminal Code.

Abstract

In the explanation of Article 55, it is stated that abuse refers to activities aimed at gaining individual or corporate profits in a manner that harms the interests of the public and the state, such as through fuel adulteration, misallocation of subsidized fuel, and transportation and sale of subsidized fuel abroad. The purpose of this research is to analyze Law Enforcement Against Abuses in the Transportation of Subsidized Fuel Oil Offenders in Rokan Hilir based on Law Number 22 of 2001 concerning Oil and Natural Gas, and to analyze the obstacles and efforts to overcome obstacles in law enforcement against offenders in the transportation of subsidized fuel oil in Rokan Hilir based on Law Number 22 of 2001 concerning Oil and Natural Gas. The method used is socio-legal research. Based on the research results, it is found that law enforcement against offenders in the transportation of subsidized fuel oil in Rokan Hilir based on Law Number 22 of 2001 concerning Oil and Natural Gas has not been fully effective, as there are still traders who transport subsidized fuel oil by modifying vehicles or using jerry cans at every gas station in the Rokan Hilir region. Obstacles in law enforcement against offenders in the transportation of subsidized fuel oil in Rokan Hilir based on Law Number 22 of 2001 concerning Oil and Natural Gas include lack of coordination among relevant agencies, weak supervision over the misuse of subsidized fuel oil transportation, difficulty in gathering sufficient evidence, lack of public understanding regarding the misuse of subsidized fuel oil transportation in Rokan Hilir, and the need to evaluate and strengthen existing regulations. Implementing a more open reporting system and active participation in oversight programs by authorities are necessary to support more effective law enforcement.

Abstract

Pelalawan Regency contains a significant amount of forest land. Forest and land fires are major topics for debate. The findings of the observations suggest that forest and land fires occur often throughout the year. The goal of this research is to look at the legal responsibilities of environmental destroyers in Pelalawan Regency, as outlined in Law No. 32 of 2009 on Environmental Protection and Management. Respondents from the Head of the Service, PPNS Investigators of the Pelalawan Regency's Environmental Service, the Company, and the community participated in a qualitative sociological study. There are three types of research data: primary, secondary, and tertiary data. Observation, interviews, and library research were used to obtain data. According to the findings of the investigation, legal responsibility for environmental destroyers in Pelalawan Regency under Law No. 32 of 2009 on Environmental Protection and Management is not yet operating as planned. In Pelalawan Regency, various constraining factors have been discovered, and attempts are being undertaken to establish legal responsibility for environmental destroyers.

Abstract

Pollution is a concern in Pelalawan Regency due to waste from various industries or factories that operate. This article attempts to clarify the legal responsibility for waste disposal that exceeds environmental quality standards, define the issues that impede it, and explain what efforts may be taken in accordance with Law No. 32 of 2009 on Environmental Protection and Management. This study opts for a sort of sociological legal research that includes a number of people who are knowledgeable on the subject. According to the findings of the investigation, legal responsibility for waste disposal that exceeded quality criteria in Pelalawan Regency had not been adequately performed out. The company's lack of current and environmentally acceptable waste treatment equipment was discovered to be an impediment. Furthermore, there is still a lack of personnel from connected agencies, a restricted number of operational vehicles in monitoring operations, and an appropriate laboratory to make waste sample examination simpler

Abstract

Indonesia telah mengembangkan dan memperbarui berbagai regulasi untuk menjaga integritas dan etika dalam kepolisian. Dua regulasi penting dalam konteks ini adalah Peraturan Kapolri (PERKAP) No. 14 Tahun 2011 tentang Kode Etik Profesi Kepolisian Negara Republik Indonesia dan Peraturan Kepolisian (Perpol) No. 7 Tahun 2022 tentang Kode Etik Profesi dan Komisi Kode Etik Kepolisian Negara Republik Indonesia. Kedua regulasi ini memiliki tujuan yang sama yaitu untuk mengatur dan menegakkan kode etik dalam tubuh Kepolisian Republik Indonesia (Polri), namun terdapat beberapa perbedaan signifikan dalam isi dan implementasinya. Adapun tujuan yang hendak dicapai dalam penelitian ini adalah sebagai berikut :Untuk Menganalisis inkonsistensi pemberian sanksi terhadap anggota Kepolisian berdampak bagi seluruh anggota Kepolisian Indonesia, Untuk Menganalisis idealnya pemberian sanksi terhadap anggota Kepolisian dalam perspektif kepastian hukum. Metode yang dipergunakan adalah penelitian hukum normatif. Berdasarkan hasil penelitian diketahui bahwa Inkonsistensi Pemberian Sanksi Terhadap Anggota Kepolisian Berdampak Bagi Seluruh Anggota Kepolisian Indonesia dapat membawa dampak yang luas dan negatif bagi institusi kepolisian Indonesia. Untuk menjaga kepercayaan publik, moral anggota, dan integritas institusi, diperlukan upaya yang serius untuk memastikan bahwa setiap pelanggaran ditangani dengan adil dan konsisten. Dengan demikian, kepolisian dapat menjalankan tugasnya dengan lebih efektif dan mendapatkan dukungan penuh dari masyarakat. Idealnya Pemberian Sanksi Terhadap Anggota Kepolisian Dalam Perspektif Kepastian Hukum bahwa Idealnya, harus mencakup prinsip-prinsip kepastian hukum, prosedur yang jelas dan transparan, proporsionalitas sanksi, kesetaraan di hadapan hukum, dan akuntabilitas. Dengan menerapkan prinsip-prinsip ini, institusi kepolisian dapat meningkatkan disiplin internal, menjaga kepercayaan publik, dan memastikan bahwa hak-hak semua pihak dihormati. Penerapan sanksi yang adil dan konsisten tidak hanya memperkuat integritas institusi kepolisian tetapi juga mendukung upaya penegakan hukum yang lebih efektif di masyarakat.
