Abstract

Drinking-Water Company (PAM) Jaya as a regional company is responsible for supply clean water in DKI Jakarta, is demanded to conduct partnerships with the private sector, namely PT Palyja and PT Aetra Air Jakarta. After the partnership, there are still many people who do not have access to clean water services. The purpose of this study is to find out and analyze the implementation of the Public-Private Partnership implemented by PAM Jaya and private partners in the supply of clean water in DKI Jakarta. The research method used qualitative research methods.  The theory used is the utilization of the Public-Private Partnership proposed by Emanual Savas (2000) which consists of roles and functions, competition, regulation, risk, procurement, and financing. The results of this study the implementation of the Public-Private Partnership in the supply of clean water in DKI Jakarta has not been effective because of the failure to fully utilize the Public-Private Partnership. The absence of competition and procurement processes between partners, the absence of regulations referred to so that the impact on the Cooperation Agreement (PKS) did not reflect public interests. There were roles and functions of PAM Jaya and private partners that were not conducted, unclear risk-sharing and compensation to private partners were more giving loss to the PAM Jaya, resulting in a shortfall. The author suggests that the PKS contract is needed, also the Provincial Government of DKI Jakarta needs to issue strict and clear regulations, improve services to the public, and no longer use the form of concession cooperation.

Abstract

The existence of regional autonomy, one of which is trying to provide the best quality service and helping the welfare of local communities with regional capabilities in managing their own regions. But in reality, regional autonomy does not provide equitable publik services, this is because Garut Regency has a large area and a large population and is not balanced with the capacity and resources of the local government in serving the community. The purpose of this study is to determine the expansion of the New Autonomous Region of South Garut Regency as an alternative to realizing the effectiveness of publik services. The method in this research uses a descriptive qualitative approach, collecting data through interviews. Interactive model of data analysis techniques consisting of data reduction, data presentation and increasing conclusions. The results of this study are the division of South Garut Regency is an appropriate and fast alternative as an effort to provide effective and optimal publik services in overcoming development disparities. The conclusion of this study in terms of speed, the expansion of South Garut Regency can help accelerate the services provided by the local government with the support of adequate human resources and infrastructure. In terms of accuracy it helps in providing services that reach all corners of the village and on targeted budget allocations. In terms of convenience when it makes it easier to serve the community because of the government offices that are close to access that is accessible to the community. In terms of justice, the large population is balanced with the number of government agencies / offices in the South Garut region.

Abstract

The social phenomenon effects of technology development known as digital economy presents new business models open many opportunities for tax avoidance schemes. So OECD recommends action plan on digital economy in action plan 1, but this recommendation has not yet become a priority for Indonesian tax authority. On the other hand, tax authority has not achieve the tax revenue target in the past five years, while it is generally known that digital economy transaction value is very large and has not been taxed. So it is urgent and necessary for Indonesia to immediately tax digital economy. So regulations and tax authority readiness are needed. Tax policy on digital economy is contained in Law number 2 of 2020. The study purpose is to analyze tax authority 's readiness to carry out tax policies on digital economy. This research method is a descriptive qualitative analytical method in narratives, tables and pictures in which researcher develops abstractions, theories and information from key informants. The theory used is the readiness, international taxation theory integrated with OECD recommendations. Based on study results showed that tax authority was ready but still needed improvements to the implementing regulations and improvement of human resources competency about digital economy.

Abstract

This study aims to identify the quality of child health services in the inpatient room, identifying and analyzing inhibiting and supporting factors for the quality of child health services at dr. Doris Sylvanus Hospital Palangka Raya. It is a qualitative descriptive study conducted by applying observation, interviews, and documentation to collect data. It involved 3 nurses at dr. Doris Sylvanus Hospital Palangka Raya and 11 families of child patients as research subjects. The research showed that the quality of inpatient child health services dr. Doris Sylvanus Palangka Raya Hospital, especially those in the flamboyant room can be said to be good and able to meet the satisfaction of patients reviewed from 3 elements of service quality refers to Haywood-farmer, namely: Physical Facilities and Processes, People's Behaviour, Professional Judgment. However, there are some patient complaints caused by several factors inhibiting the quality of service at dr. Doris Sylvanus Hospital reviewed the quality of service elements referring to Haywood-farmer, namely: Physical Facilities and Processes, and Professional Judgment.

Abstract

Before the emergence of Covid-19 which developed throughout the world, the Indonesian Central Government had issued Law Number 6 of 2014 concerning Villages, which is a policy that regulates the level of Village administration. However, in this law there is no allocation of development funds and village empowerment which is the basis of the community at the level of village government administration (Gampong). Funds sourced from APBN, APBD Province or Regency, hope to support the progress of the village to become an independent village capable of organizing and managing. The allocation of village funds in the form of a Village Revenue and Expenditure Budget (APBG) is directed to finance government activities, development and community empowerment. For this reason, the Government has issued a special policy to handle Covid-19 by allocating Village Funds to address problems arising from the Covid-19 pandemic. Especially for the economic sector through the formation of Village-Owned Enterprises (BUMG) which is a business driver to improve the quality of life and realize the welfare of rural communities. With a descriptive qualitative approach using three methods, namely observation, interviews and documentation analysis. This study aims to determine business potential with local wisdom through a SWOT analysis with a focus on Village-Owned Enterprises. Based on the SWOT analysis, in the end, Village-Owned Enterprises will facilitate activities in realizing plans in accordance with local wisdom for the welfare of the community, especially in the era of the Covid-19 pandemic.

Abstract

Large-scale Social Limitation (hereinafter referred to as PSBB) is one form of concern. The government and local governments are Pendemic throughout Indonesia and the world, namely Pandemic Corona Virus Disease (Covid-19). Bogor Regency, which is one of the buffer cities of the Republic of Indonesia, is an area that is quite vulnerable in spreading the Corona virus. Why? because many DKI Jakarta employees / laborers live in Bogor Regency, whose mobility is very high. With the birth of Regent Regulation No. 16 of 2020 concerning Implementation of Large- Scale Social Restrictions in Handling COVID-19 in order to conserve the use of Covid 19. The purpose of this study is to analyze the Implementation of Large Scale Social Limitation Policies in the Government of Bogor Regency. This research method uses Qualitative Methods with Literature Study research methods. (Huberman, Miles, 1994). The technique of inviting data is by searching Scientific Journals, Online Mass Media, Legislation and Books. The technique to determine Online Media by Pusposive, while for data analysis using Nvivo 12 Plus. Test the validity of the data by testing the data source. The results of the study show that the implementation of the Large-Scale Social Limitation Policy in the Bogor District Government has not yet proceeded, starting from the clash of authority between the Central Government and the Regional Government so that it cannot make improvements, and many more are in accordance with the provisions of Covid-19 and its distribution. Abstract

Bandung Regency is a Regional Government that has the most State Civil Apparatus (ASN) in West Java Province which has a very low ASN Professionality Index (IP) is 27.85. In order to improve the competence of ASN, Bandung Regency implements a competency development policy based on Regent Regulation Number 63 of 2017. This article aims to analyze the policy implementation strategy by the Personnel Agency and Human Resources development (BKPSDM) in competency development in the Bandung Regency Environment. The research method uses descriptive qualitative. The data collected was obtained through interviews and observations. The author found that BKPSDM has implemented competency development policies with SWOT analysis with the results that BKPSDM Bandung Regency is in quadrant II, which is in a position between opportunities and weaknesses, so it is necessary to take a diversification strategy in implementing competency development policies.

Abstract

The advancement of the travel industry in West Java can be an open door for MSMEs in the city of Bandung to address the issues of sightseers and affect expanding pay for MSMEs. In light of the advancement of the travel industry required arrangements and fitting ways for SMEs to answer these difficulties. Collaboration in gracefully bind the executives is thought to be a fitting action to improve hierarchical execution and increment upper hand. Gracefully Chain Incorporation (SCI) can influence authoritative execution. This article considers the effect of Gracefully Chain Mix systems on authoritative execution and investigates the impact of SCI on hierarchical execution in Miniaturized scale, Little and Medium Undertakings (MSMEs) on design items in West Java. This article utilizes a poll that was created with an approved estimation scale from past investigations and exact information was gathered through a study survey from 207 MSMEs utilizing likelihood testing. This exploration is a quantitative report with investigation utilizing SEM-PLS. This examination gives a suggestion to MSMEs in West Java specifically.

Abstract

The objective of this research aimed to study and analyze the main problem, the root cause of the problem, the conceptual model of control and designing the action plan for the transformation of the municipally-owned corporations (MOC) at PD Holding Company Gowa Mandiri with research period from 2013 to 2018. This research utilize qualitative analysis using Soft System Thinking (SST) approach and Soft System Methodology (SSM) method. The primary data gathered from the interview and focus group discussion with focal points. I find two main problems in the MOC which is the lack of Good Corporate Governance (GCG) and interventions from the local government. There are also 11 root causes of the main problem. I suggest that MOC need a strengthened regulation on GCG and enhancing the paradigm of the local government to view MOC as a strategic organization so as to improve the policy making process of the MOC.

Abstract

This research aimed to identify critical success factors in the implementation of EGovernment based on employee management information system in the Bureau of Public Affairs at the Regional Secretariat of West Java Province. Employee management information system is a process on managing information through the use of available resources within the organization. The formulation of the problem in this study is in its implementation in which various kinds of obstacles were found such as the difficulties in operating digital-based information system applications by each employee, also the inaccuracy of available data in information system. Qualitative method was used in this research by collecting data through literature review study, field research and interviewing four informants. They were the Head of the Public Affairs Bureau at the Regional Secretariat of West Java Province, the Head of Household Administration and Staffing, the administrator staff for management information system and a civil servant within the General Affairs Bureau. The research shows that the implementation of employee management information system based on e-government in the Bureau of Public Affairs at the Regional Secretariat of West Java province is not optimal because it has not been supported by competent human resources in the implementation of technology-based management information system therefore data accuracy is difficult to be achieved.
