Abstract

The corruption has emerged as the main topic of discussion in many countries and fraud prevention becomes important as well. The 2018 Annual Report of the Corruption Eradication Commission (KPK) revealed that in general the KPK's enforcement action over the past 10 years showed a significant increase. This was also confirmed by President Jokowi that one of the big problems of Indonesia is related to Corruption This study is aimed to discover fraud prevention from the perspective of financial statements through the internal control system effectiveness and good corporate governance implementation.This study uses an explanatory research approach to analyze how one variable affects other variables through hypothesis testing. The data was collected using a questionnaire which distributed and filled by all regional authorities in Bandung Regency and then analyzed through path analysis using SPSS data processing tools. The results indicate that the effectiveness of internal control systems along with the good corporate governance implementation and the quality of financial statements have a positive effect on fraud prevention and partially the effectiveness variable of the internal control system has no significant effect, while the other two variables have a significant effect.

Abstract

This research is about the condition of the flood disaster in Bandung Regency, which is focused on the local government's steps to prevent, mitigate and prepare. The implementation of disaster management in Bandung Regency is regulated through the Bandung Regency government's policy with the establishment of the Regional Disaster Management Agency. The establishment of the Regional Disaster Management Agency based on the Bandung Regency Regional Regulation number 11 of 2010 concerning the establishment of the Bandung Regency Regional Disaster Management Agency organization, and the Bandung Regency Regent's Regulation number 53 regarding the details of the duties, functions, performance procedures of the Bandung Regency Regional Disaster Management Agency and followed by implementing regulations in the form of Regulations Bandung Regency area number 2 of 2013 concerning the implementation of Bandung Regency disaster management. The authors use common goals, division of roles, communication, and resources as the criteria for successful collaboration. This study uses a qualitative descriptive method where the data collection techniques used are library research and field studies consisting of observation and in-depth interviews.

Abstract

his study evaluates non-compliance of Rural and Urban Land and Building Tax (PBB-P2) in the Special Capital Region of Jakarta. This research is interesting considering the dependence of the Local Government to PBB-P2 revenue. It can be seen from sustainable efforts to maximize PBB-P2 collection. Maximizing property tax collection can be done in two ways, first by increasing the tax rate, and second, by increasing the value of property taxed (tax base). The increase of tax rate or tax base lead to increase in the amount of PBB-P2 borne by citizens as taxpayers (tax liability). This condition can trigger to non-compliance. This study evaluated other factors affecting non-compliance: the location of the property and type of property. This study used panel probit regression method in analizying 275.394 tax ID from tax year 2014 to 2018. The findings show that tax rates, location of property (flooded or flood-free area), and the type of property (apartment or non apartment property) are related to the increase of non-compliance. Only sales value of the property (NJOP) is not related to the non-compliance behaviour.

Abstract

This research is motivated by the people of the Selayar Islands Regency who experience limited information about birth certificate documents at this time, which is due to limited human and material resources both in quantity and quality, as well as the geographical location in the form of islands. The main problem of this research is that the issuance of birth certificates is still not optimal. The purpose of this study was to describe the issuance strategy by the Department of Population and Civil Registration of the Selayar Islands Regency in accelerating the ownership of birth certificates. This study uses qualitative research methods with the object of research being the issuance of birth certificates. Data collection techniques: observation, interviews, and documentation. Data analysis consists of three activities carried out together, namely data selection, presenting data, and drawing conclusions. The results of this study reveal that the Strategy of the Department of Population and Civil Registration has been running but still has obstacles in its implementation. This is due to various factors that occur in the field so that the implementation of the strategy has not been maximized. The researcher recommends that to reach services in the archipelago, it is better to use online. This will certainly make it easier for the community and officers to provide services in an effort to accelerate birth certificate ownership in the archipelago.

Abstract

Motor vehicle tax payment services (PKB) organized by West Java Regional Revenue Agency follow the development of information and communication technology. West Java Regional Revenue Agency is required to adjust the design of services in order to provide convenience to the community, both in terms of time and cost. In carrying out motor vehicle tax payment services, in this case it is more interesting to study because the City of Bandung contributes high tax revenue for motor vehicles in West Java Province. West Java Regional Revenue Agency is supported by the Center of Operational Services of Regional Revenue (PLOPD), The Bandung I Pajajaran Office of Regional Revenue, The Bandung II Kawaluyaan Office of Regional Revenue and The Bandung III Soekarno Hatta Office of Regional Revenue in providing e-Samsat public services in Bandung. The purpose of this study is to describe the design of e-Samsat services in the city of Bandung. Qualitative research methods were used in this research where information was obtained from 34 informants who were then triangulated by the author. Observations were made at all Samsat service locations in the city of Bandung. The results showed that the design of the e-Samsat service by West Java Regional Revenue Agency (Case Study of Bandung City) had applied information and communication technology through the SAMBARA application which was supported by banking services, e-commerce and modern outlets.

Abstract

One of the efforts to prevent the spread of Covid-19 is the Covid-19 vaccine. Everyone in the world has the right to access a Covid-19 vaccine, so governance is needed to guarantee that vaccine distribution is fair and equal. This article aims to discuss the regional governance of the COVID-19 vaccination program in Southeast Asia. Furthermore, the concept of regional governance and systematic literature study methods was used. The results showed that states in southeast asia have done bilateral cooperation with vaccine-producing eventough companies or states. On the scheme of regional governance, ASEAN becomes a fasilitator of vaccine distribution in order to guarantee that ASEAN members get the vaccine.

Abstract

Early detection of radicalism, extremism, and terrorism is still not optimal. The reason is because of the limitations of the task force and prevention forums in involving the community. Several studies show that community participation is needed in the early detection. Strengthening community participation will be better by empowering organizations that are close to the community such as RT and RW. Therefore, this paper discusses the role of RT and RW in the early detection of radicalism, extremism, and terrorism including identifying the efforts that need to be made to optimize them. The method applied in this paper is library research with data and information sources from several books, journals, documentation, and legal products. The author analyzes data and information by reducing data, classifying data and processing data qualitatively. The results of the study show that RT and RW have an important role in the early detection of radicalism, extremism, and terrorism. Optimizing the empowerment of RT and RW in increasing early detection of radicalism, extremism, and terrorism is much more effective and efficient than prevention forums or task forces which are all temporary. Optimization of empowerment is achieved by improving the quality of several factors which include facilities and infrastructure, budget, human resources, and more productive work mechanisms.

Abstract

This study aimed to determine and explain the implementation of policies for handling slum settlements in Lima Puluh Kota Pekanbaru. This research uses a qualitative method with a descriptive approach that aims to describe the relationship between the phenomena investigated. Qualitative data analysis is carried out interactively and takes place continuously until complete so that the data is saturated. The study results indicate that the government's resources are limited in implementing the handling of slum settlements. For this reason, there is a need for collaboration between the government and the private sector. The role of the private sector also includes the contribution of funds through private investments that are beneficial to support the process of handling slum settlements. The monitoring and evaluation of the private sector also contribute to maintaining the results obtained through community empowerment projects from some of the profits from private investments that have been operating and increasing the amount of the budget by field needs.

Abstract

This study research views relation between incentives and enhancement of unit’s performance budget which is managed by human resources in DKI Jakarta Provincial Government. In this research using 62,568 data which is classified by 1,738 unit from 2017 – 2019 related to realization of budget and human resources.  By using Difference in Difference method in this research find that after implementing policy in delayed of incentives, it has a positive impact on realization budget of 12.75% in units affected by the policy with a significance level of 1%. In addition, the implementation the policy if the unit can not achieve the target  for two (2) concecutive months has a positive effects of 7.10% with significance level of 1%. This study recommends that the policy can be implemented if government concern in gender, education, and employee attendance in each unit, so the unit can achieve the target.  The findings research support the literature that policy which is includes the punishment has positive effects in improving performance unit and motivating employee performance.

Abstract

Governance is very important in the commitment to continue cooperation in the public-private partnership (PPP). By using the literature study method, this research tries to explain the forms of partnerships that exist in the South African country. Based on research with the theme of PPP in the South African country. Based on the information gathered in this article, there are 3 issues found in PPP in South Africa: health, food security, and public services. This study also explains the variables that exist in PPP management such as actors, regulations, and service arrangements.  In general, the government still plays an important role in partnerships with the private sector, so it is still difficult to clarify the pattern of work contracts.
