Abstract

ABSTRAKPancasila merupakan ideologi bangsa Indonesia. Penerapan nilai-nilai Pancasila perlu dilakukan oleh setiap warga negara Indonesia agar terciptanya warga negara yang baik serta mampu mengimplementasikan nilai Pancasila di kehidupan sehari-hari seperti toleransi umat beragama sehingga akan meningkatkan ketahanan nasional. Tujuan penelitian ini yaitu mengetahui sejauh mana ancaman Intoleransi Terhadap Dasar Negara Pancasila dan Implikasinya Kepada Ketahanan Ideologi Wilayah terutama di Tasikmalaya.Penelitian ini menggunakan metode penelitian studi kasus dengan menggunakan berbagai prosedur pengumpulan data untuk menggambarkan respon dari suatu peristiwa pada periode tertentu, Teknik pengumpulan data yang digunakan dalam penelitian ini adalah observasi, wawancara dan dokumentasi sedangkan untuk teknik analisis data pada penelitian ini yaitu reduksi data, penyajian data, dan mengambil kesimpulan.Permasalahan mengenai ketahanan ideologi Pancasila saat ini menjadi polemik bangsa Indonesia. munculnya berbagai isu gerakan pembentukan negara berbasis agama sampai dengan praktik-praktik pemahaman dan perubahan ideologi di berbagai aspek kehidupan sikap intoleransi terhadap umat beragama salah satunya adalah pemahaman agama yang bersifat ekstrinsik Pancasila menjadi sebuah alat pemersatu bangsa Indonesia agar tidak terpecah belah,Pancasila adalah ideologi dan dasar negara kesatuan memiliki nilai yang digali dari Indonesia, artinya digali dan diambil dari kekayaan, rohani, moral dan budaya masyarakat dan bangsa Indonesia. Sikap toleransi harus ditegakkan untuk melawan sikap anti toleransi atau intoleransi yang semakin berkembang. Bhinneka Tunggal Ika dan nilai Pancasila dijadikan dasar dalam upaya membina kerukunan dalam kehidupan bermasyarakat, berbangsa, dan bernegara.

Abstract

Based on preliminary stewardship results, it is known that the effectiveness of fire fighting services is not yet effective. Starting from these problems, the formulation of the problem in this study can be formulated as follows: 1) How is the effectiveness of fire fighting services by the UPT Fire Department in Ciamis Regency ?; 2) What are the obstacles in the Effectiveness of Fire Fighting Services by the Fire Service Unit in Ciamis Regency ?; 3) How are the efforts to overcome obstacles in the Effectiveness of Fire Fighting Services by the Fire Service Unit in Ciamis Regency? The research method used in this research is to use a qualitative approach. The sampling technique used was purposive sampling. The data collection techniques include literature study, field study (interview observation) and documentation study. Data analysis techniques, namely from interviews, observations that have been written in field notes, personal documents, official documents, pictures, photos and so on. Based on the research results, it was found that: 1) The effectiveness of fire fighting services by the Technical Implementation Unit of the Fire Service in Ciamis Regency has not been implemented optimally. 2) Obstacles in realizing the effectiveness of blackout services include: officers who have not attended training or training, there is a lack of human resources, limited personal protective equipment for officers, and low understanding of the community regarding damkar services, which have not been carried out optimally because the post has not been established. firefighters in every sub-district or at least 9 sub-districts in Ciamis Regency, officers are less active in providing information or socializing to the community so that the public's understanding is low about the services of the Ciamis District Fire Brigade Regional Technical Implementation Unit. 3) Efforts to overcome the obstacles faced, namely the establishment of the WMK Damkar Post, Provision of Personal Protection Equipment for officers, Increasing the number of firefighters, Education and training of rescue workers, Training / simulations and outreach for fire volunteer communities, Forming fire fighting assisted communities, provision of competent experts in the preparation of fire management operational plan documents and public discussions of the Fire Protection System Master Plan, Inspection Officer Education and Training.

Abstract

This article is entitled The Role of Ethics in the Work Environment. In a work environment, a person is expected to have a strong work ethic. A strong work ethic is a set of values or norms that are closely held by everyone as an employee or as a manager, which regulates the regulations at work. Ethical standards differ from the core values of one organization to another. Ethical standards can be a true reference for the progress of an organization or work environment. Abstract

Pemerintah Kabupaten Ciamis tengah membangun Sistem Pemerintahan Berbasis Elektronik (SPBE). Dalam perkembangannya masih terdapat beberapa permasalahan seperti masih minimnya sumber daya manusia dan sering terjadi gangguan dalam keamanan sistem informasi Pemerintah Daerah. Tujuan dari penelitian ini adalah untuk mengkaji Pembangunan Kapasitas Dinas Komunikasi dan Informatika dalam Penyelenggaraan Sistem Pemerintahan Berbasis Elektronik di Kabupaten Ciamis. Metode penelitian yang digunakan adalah metode kualitatif dengan pendekatan fenomenologi. Hasil penelitian menunjukkan bahwa pada aspek Perkembangan Sumber Daya Manusia, dari sisi jumlah mengalami peningkatan, meski belum ideal, namun sumber daya yang ada masih bisa meng-handle pekerjaan yang ada dan mampu memfasilitasi satuan kerja perangkat daerah lainnya. Pada aspek Penguatan Organisasi, masih terbatasnya anggaran meski dapat melakukan efisiensi anggaran. Pada aspek Reformasi Kelembagaan, belum lengkapnya regulasi dan belum terintegrasinya data lintas sektor.

Abstract

Kegiatan pengawasan oleh Komisi D DPRD Kabupaten Ciamis masih belum optimal dalam menjalankan program triwulannya, sering kali kegiatan pengawasan tidak mencapai target sesuai dengan rencana yang sudah disusun dalam Rencana Aksi Tahun 2021. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan deskriptif. Untuk mengumpulkan data peneliti menggunakan studi kepustakaan, untuk mempelajari literatur dan sumber lain yang relevan dengan masalah yang diteliti, selanjutnya studi lapangan dengan metode observasi jenis observasi partisipatif, dan metode wawancara dengan teknik yang digunakan yaitu in-depth interview serta melakukan wawancara secara terstruktur dengan menggunakan pedoman wawancara, dan terakhir teknik pengumpulan data dengan melakukan dokumentasi. Teknik pengolahan atau analisis data dalam penelitian ini diantaranya reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian ini menunjukkan bahwa fungsi pengawasan yang dilakukan oleh Komisi D Dewan Perwakilan Rakyat Daerah Kabupaten Ciamis dalam target capaian kegiatannya dilaksanakan secara insidentil karena padatnya jadwal kegiatan di Komisi D, masih ditemukan pegawai yang kurang disiplin, dilihat dari tingkat kehadiran pegawai dalam bekerja. serta belum adanya mekanisme yang lengkap terkait fungsi pengawasan yang dilakukan oleh Komisi D Dewan Perwakilan Rakyat Daerah terhadap mitra kerja Dinas Pendidikan sehingga keberhasilan dalam pelaksanaan fungsi pengawasan sulit diukur.

Abstract

This research is motivated by the inadequate information system services and integrated village administration services in the making of a letter of incapacity by the village government in Selamanik Village, Cipaku District, Ciamis Regency. This is due to the lack of quality of services provided by the Village government in making the Certificate of Disability (SKTM), the slow processing of a service, the lack of socialization from the Village government regarding the procedure for making a Certificate of Disability (SKTM). The purpose of this study was to determine the Quality of Information System Services and Integrated Village Administration Services in the Making of a Certificate of Inability by the Village Government in Selamanik Village, Cipaku District, Ciamis Regency. The research method used in this study is qualitative in a descriptive approach. The formulation of the problem in this study is as follows, How is the quality of information system services and integrated village administration services in making a certificate of incapacity by the village government in Selamanik village, Cipaku district Ciamis ?, What are the obstacles to the Integrated Village Administration Service and Information System services in the Making of a Certificate of Inability by the Village Government in Dea Selamanik, Cipaku District, Ciamis Regency ?, What are the efforts made to the Information System and Integrated Village Administration Service in Making a Letter of Inability by the Village Government in Selamanik Village, Cipaku District, Ciamis Regency? The results of the research show that the services provided are still not optimal, this is because the provision of services is still not following community expectations. The obstacles faced by the village are not providing services following the minimum service standards, not being fully friendly to the community, the procedures that must be followed in service, are still complicated. The suggestions that can be given to village governments are that services provided to the community must be given to the maximum, following community expectations. Quality service if people feel satisfied.

Abstract

Penelitian ini dilatarbelakangi oleh adanya persoalan dalam implementasi kebijakan tentang penyelenggaran pendidikan karakter melalui profil pelajar Pancasila di SMPN 1 Rajapolah Kabupaten Tasikmalaya. Adapun tujuan penelitian ini adalah untuk menganalisis dan mengetahui bagaimana implementasi kebijakan tentang penyelenggaran pendidikan karakter melalui profil pelajar Pancasila di SMPN 1 Rajapolah Kabupaten Tasikmalaya. Metode penelitian yang digunakan ialah deskriptif melalui pendekatan kualitatif, dengan menggunakan data primer dan sekunder dengan jumlah informan sebanyak 10 orang yang ditentukan dengan cara purposive sampling. Teknik pengumpulan data dilakukan dengan cara observasi partisipan, wawancara mendalam dan dokumentasi. Adapun teori yang digunakan adalah teori Van Metter & Van Horn (1975) dalam (Agustino, 2022) yang disebut sebagai A Model of the Policy Implementation Process yang berisi variabe ukuran dan tujuan kebijakan, sumber daya, karakteristik agen pelaksana, sikap atau kecenderungan (disposition) para pelaksana, komunikasi antar-organisasi terkait dan kegiatan-kegiatan pelaksanaan, dan lingkungan sosial, ekonomi, dan politik. Teknik analisis/pengolahan data dilakukan melalui reduksi data, sajian data, dan penarikan simpulan/verifikasi data. Hasil penelitian menunjukkan bahwa implementasi kebijakan tentang penyelenggaran pendidikan karakter melalui profil pelajar Pancasila di Sekolah Menengah Pertama Negeri 1 Rajapolah Kabupaten Tasikmalaya belum sepenuhnya berjalan dengan baik. Hal ini dibuktikan dengan adanya permasalahan pada semua dimensi/variabel tersebut

Abstract

This study investigates the role and implementation of collaborative governance in the development of creative economy groups in rural areas. Collaboration between various parties including government, the private sector, and civil society is considered an important foundation in accelerating the growth and sustainability of the creative economy sector. This research will carry out an in-depth analysis of the structure and dynamics of collaboration between parties involved in the process of developing creative economy groups. The methodology of this study includes surveys, interviews, and documentation analysis to obtain a holistic understanding of how collaborative governance is applied in decision-making, strategic planning, and program implementation in the development of creative economy groups. Apart from that, supporting factors and obstacles that influence the effectiveness of collaborative governance in this context will also be considered. It is hoped that the results of this study will provide in-depth insight into the best strategies for optimizing collaborative governance in supporting the growth of creative economy groups. It is hoped that the implications of these findings can become the basis for more effective policies and practices in supporting the development of the creative economy sector at the local, regional, and national levels.

Abstract

This service activity is motivated by the lack of ability of the Village Government and Village Apparatus to lead and manage digital-based villages in Pamokolan Village. This activity includes Digital Leadership training in Pamokolan Village, Cihaurbeuti District, Ciamis Regency. This training is designed to equip village officials with the knowledge and skills needed in the digital era, including the use of information and communication technology (ICT) for administrative management, village community services, and data-based decision-making. The methods used in this training include lectures, discussions, and direct practice with digital devices. The participants were introduced to the basic concepts of digital leadership, digital applications that are relevant to village government, as well as strategies for implementing technology in daily website-based activities. The evaluation was carried out through a Focus Group Discussion with all Village Officials and the Head of Pamokolan Village. The results of this service activity show a significant increase in the understanding and ability of village officials to use digital technology and an increase in the Village Head's understanding of the importance of data. Participants can apply the knowledge gained to improve the efficiency and effectiveness of village operations and services to village communities. This training also strengthens village readiness in facing challenges and opportunities in the digital era, as well as improving the quality of public services to the community.

Abstract

Fiscal problems often escape the attention of regions responsible for developing smart cities as part of the implementation of the 100 Smart Cities movement initiated by the central government. The Ministry of Communication and Information is the initiator of implementing the smart city program. To be able to build a smart city, what must first be done is the readiness of a local government to be able to prepare the main elements. Referring to the Ciamis Regency smart city master plan (2023), Ciamis Regency is one of the districts that implements the smart city policy. However, in implementing the smart city, the Ciamis Regency Government faces various complex problems. Therefore, this research focuses on smart governance which aims to increase the efficiency of Ciamis Regency government governance. This research uses a descriptive qualitative research methodology with data collection techniques for primary subjects in the form of interviews with several officials from the Ciamis Regency Communication and Information Service as well as secondary subjects in the form of literature, documents, reports and statutory regulations to strengthen research data.
