Abstract

Pengelolaan anggaran yang efektif, efisien, dan transparan merupakan kebutuhan penting bagi institusi pendidikan tinggi dalam memastikan ketercapaian program kerja dan akuntabilitas pengelolaan dana. Penelitian ini bertujuan untuk merancang dan mengimplementasikan sistem informasi penganggaran universitas yang mendukung tiga proses utama, yaitu: (1) penyusunan, pengajuan, dan persetujuan anggaran kegiatan; (2) pencairan dana dan realisasi pelaksanaan kegiatan; serta (3) pengajuan laporan dan validasi capaian kegiatan. Perancangan basis data dilakukan menggunakan pendekatan entity–relationship dengan memetakan entitas inti seperti program kerja, kegiatan, anggaran, realisasi, dan laporan capaian kegiatan. Implementasi sistem diuji menggunakan metode Black-box Testing untuk memastikan setiap fungsi berjalan sesuai kebutuhan pengguna. Hasil pengujian menunjukkan tingkat keberhasilan fungsional sebesar 86% berdasarkan pengujian yang dilakukan terhadap 10 responden, menandakan seluruh fitur utama berjalan sesuai spesifikasi. pencapaian ini menunjukkan bahwa sistem mampu meningkatkan efisiensi proses penganggaran, mendukung ketepatan data, serta memperkuat transparansi dan akuntabilitas pelaporan di tingkat universitas. Dengan demikian, sistem informasi penganggaran yang dikembangkan layak untuk diterapkan sebagai solusi pendukung keputusan dan manajemen anggaran dalam lingkungan perguruan tinggi.

Abstract

Document authentication has become a critical necessity for various institutions to prevent forgery, such as data manipulation or page substitution. While QR code technology is widely used, many current implementations rely on static links lacking robust validation mechanisms, making them susceptible to exploitation. This study aims to develop a QR code-based document verification system with a centralized validation architecture that is practical and efficient for small-to-medium-sized institutions. The research methodology employs the Software Development Life Cycle (SDLC) Waterfall model, encompassing requirements analysis, system design, implementation, testing, and maintenance. The system is designed with a multi-role workflow (Admin, Lecturer, and Guest) where the QR code serves solely as a reference identity, while the actual validation occurs within a centralized database to minimize spoofing risks. Results from Black Box Testing confirm that the system effectively manages the document lifecycle, from initial upload to electronic signature (TTE) application and real-time public verification via unique URLs. This implementation demonstrates that centralized hash validation is a sufficient security measure to mitigate document forgery risks without requiring high-complexity infrastructure.

Abstract

This study assesses the Quality of Service (QoS) performance of a Web Real-Time Communication (WebRTC)-based video streaming system operating on a local network utilizing a broadcaster-viewer model. The system was constructed with Node.js as the local server, accompanied by broadcaster and viewer web pages that facilitate laptop camera and microphone streaming, video conferencing, camera effects, and MP4 media playback. The research strategy utilized experimental performance evaluation through a scenario-based load testing approach and Quality of Service benchmarking. Testing was performed across three scenarios: one broadcaster with one viewer, one broadcaster with two viewers, and one broadcaster with three viewers. The examined QoS characteristics encompassed throughput, packet loss, delay, and jitter, assessed utilizing Wireshark. The test findings indicated that throughput escalated with the increase in viewers, rising from 2.525 Mbps in Scenario 1 to 5.026 Mbps in Scenario 3. Packet loss remained minimal throughout all scenarios, however it increased to 0.2% in Scenario 3. Scenario 2 had the largest average delay at 751.92 ms, whilst Scenario 3 demonstrated the lowest average delay at 349.06 ms and the minimal average jitter at 1.645 ms. The findings demonstrate that WebRTC can provide multi-viewer local streaming with steady performance; yet, a rise in watchers necessitates meticulous management of bandwidth and network stability to preserve video content quality.

Abstract

This study presents the development of the Accreditation Data Fulfillment Support Information System (SIPDAK) at Politeknik Negeri Media Kreatif using a User-Centered Design approach. The system integrates accreditation data from multiple work units into a single unified database (“one data”), enabling efficient monitoring of document validity and management. The interactive dashboard includes the “Upcoming Accreditation Expiry” widget, urgency badges, and an animated character to improve readability and user awareness. Implementation results indicate increased efficiency in data management, clear visualization of accreditation urgency, and enhanced monitoring capabilities for staff and administrators. These outcomes are important for ensuring institutional readiness for accreditation evaluation, facilitating timely decision-making, and reducing the risk of delayed documentation. Abstract

Pengelolaan administrasi penelitian dan pengabdian kepada masyarakat yang efektif, efisien, dan transparan diperlukan untuk mendukung akuntabilitas serta ketercapaian program kerja perguruan tinggi. Penelitian ditujukan untuk mengembangkan dan mengevaluasi aplikasi Litabmas berbasis web. Digitalisasi Litabmas mengintegrasikan proses pengajuan dan persetujuan proposal, penugasan reviewer, pemantauan pelaksanaan melalui logbook, serta pengunggahan dan validasi laporan kegiatan. Penelitian menggunakan pendekatan Research and Development yang meliputi analisis kebutuhan, perancangan sistem, implementasi, pengujian fungsional, dan evaluasi penerimaan pengguna. Perancangan sistem menggunakan Entity Relationship Diagram, Use Case Diagram, dan Activity Diagram untuk memodelkan struktur basis data, aktor, serta alur proses dalam sistem. Pengujian dilakukan menggunakan Black-box Testing dan User Acceptance Testing yang melibatkan 12 responden, terdiri atas dosen pengusul, reviewer, serta administrator atau pengelola lembaga. Hasil Black-box Testing menunjukkan bahwa sebanyak 25 dari 25 skenario pengujian berhasil dijalankan sehingga mencapai tingkat keberhasilan sebesar 100%. Hasil tersebut menunjukkan bahwa seluruh fungsi utama aplikasi telah berjalan sesuai dengan kebutuhan dan spesifikasi yang ditetapkan. Selanjutnya, hasil User Acceptance Testing memperoleh persentase penerimaan sebesar 84% dan termasuk dalam kategori sangat layak. Aplikasi Litabmas mampu mengintegrasikan proses pengajuan, penilaian, pemantauan, dan pelaporan kegiatan dalam satu sistem berbasis web. Berdasarkan hasil tersebut, aplikasi Litabmas layak digunakan sebagai sistem pendukung pengelolaan penelitian dan pengabdian kepada masyarakat di perguruan tinggi serta berpotensi meningkatkan efisiensi, transparansi, dan akuntabilitas proses administrasi.
