Abstract

This article explores the ASTACITA Summit 2025 as an initial model of pentahelix-based collaboration for rural development, focusing on the tourism village of Kuta Gugung in North Sumatra, Indonesia. The summit was conceived as a strategic platform to foster long-term partnerships among five key actors’ government, academia, business, community, and media to empower rural communities in a participatory and sustainable manner. Unlike conventional aid-based programs, ASTACITA emphasizes knowledge transfer, network-building, and multi-sector synergy to promote self-reliance. Using a qualitative descriptive method with a case study approach, data were collected through participant observation, informal interviews, and documentation of summit activities. Results show that ASTACITA effectively enabled cross-sector dialogue, identified community needs and potentials, and catalyzed early-stage partnerships. The summit marked a shift in development discourse from charity-driven to strategy-oriented engagement positioning the village as a co-actor in shaping its own future. This article contributes to the discourse on rural innovation and participatory governance by offering a replicable framework for collaborative village development in Indonesia and beyond.

Abstract

Sustainable tourism focuses on minimizing negative impacts on the environment and local communities while maximizing economic benefits. This study identifies sustainable tourist destinations in North Sumatra using the Analytic Hierarchy Process (AHP) with various sustainability criteria. Beyond common criteria (environmental, economic, and social), it includes alternative metrics like carbon footprint, biodiversity, energy consumption, water management, community participation, local economic revenue, air quality, and visitor satisfaction. Hypothetical scores for 15 destinations were analyzed, and criteria weights were set based on sustainability priorities. Simulations considering budget constraints optimized destination selection. Results indicated that Pulau Samosir, Air Terjun Sipiso-Piso, and Taman Alam Lumbini scored highest in sustainability. These were selected for their top performance against sustainability criteria. The study concludes that incorporating alternative sustainability metrics provides a comprehensive perspective, making the model a valuable tool for policymakers and tourism managers. It also demonstrates that significant sustainability can be achieved even within budget constraints.

Abstract

The area of Parsingguran II Tourism Village, Pollung District, Humbang Hasundutan Regency has very potential for rural tourism potential to be developed. This village has interesting characteristics, namely nature, culture , and agrotourism . These three potentials are still in the process of being developed by village groups, so this potential must be encouraged and developed following the socio-cultural characteristics of the community. The development of tourism potential based on local wisdom is a strategic effort in developing Parsingguran II Tourism Village. This strategic effort has been accommodated by the USU LPPM in 2021, however, the development of a strategic Tourism Village has not yet produced maximum results in village development. The community empowerment program carried out is to empower agricultural land by building a healthy agricultural culture through a living pharmacy garden to support the development of tourist villages in service locations

Abstract

Creating Instagramable content is a highly supported part of the strategic plan of the Ministry of Tourism of the Republic of Indonesia for the development of the tourism sector, especially the super-priority area of the Toba Caldera KSPN. One of the areas that received the highest attention was Parsingguran II Village, Pollung District, Humbang Hasundutan Regency. Examining the advantages of this village are 1) The village with the fastest development of tourism facilities in Humbang Hasundutan District; 2) Selected as one of the villages that received a visit from the President of the Republic of Indonesia, Ir. H. Joko Widodo and were awarded 3 Belgian Blue cows imported from Belgium; 3) Becoming one of the beneficiary villages for the food estate megaproject. These three things illustrate indicators that this village must be supported by various parties in developing the agricultural and tourism sectors in the future as a World Class Destination. This development process certainly does not escape from the main problems, one of which is the very weak index of resources in the field of tourism marketing. With the massive development in Parsingguran II village, this village should have stepped into the next stage, namely opening the door for tourist visits to its area. The location of urgency of this service is so that the government budget that has been given can be balanced with an increase in the human resource index that will be carried out in this community service program. The HR development index offered is the Production of Instagramable Content to Create a Tourist Market at the Toba Caldera Pilot Tourism Site with the ultimate goal of creating an economic cycle that benefits the community. The objectives of this activity are 1) To create technical visual content to attract tourist visits, because tourism development without the presence of tourists is a fatal mistake in organizing tourism; 2) to improve the quality of village human resources so that they have the ability in the field of promotion using visual tools and managing social media so that they can attract tourist arrivals. The outputs in this community service are sinta-accredited national journals, articles in the mass media, activity videos, and HKI as additional outputs.

Abstract

This service aims to create qualified human resources in the field of social media videography to support the promotion of Taman Seribu Bunga Agrotourism in Raya Village, Berastagi District, Karo Regency. This service proposes a service method that involves intensive training and field practice for participants. The steps to be taken in this service include identification of the need to promote Taman Seribu Bunga Agrotourism through social media, detailed activity planning, development of comprehensive training materials, implementation of interactive and practical training, field practice at Taman Seribu Bunga Agrotourism, evaluation of participants and their work, and dissemination of results through social media. During the training, participants will gain knowledge about videography, shooting techniques, video editing, and marketing strategies through social media. They will also practice creating attractive and effective promotional videos for Taman Seribu Bunga Agrotourism. The result of this service will be an increase in participants' skills in the field of social media videography, which will help improve the promotion and attractiveness of Taman Seribu Bunga Agrotourism. The results of the participants' work will also be disseminated through social media to reach a wider audience. This activity aims to provide long-term benefits by creating competent human resources in the field of videography and marketing through social media, as well as increasing the promotional carrying capacity of Taman Seribu Bunga Agrotourism in Raya Village.
